This book explores the various economic and institutional factors that explain why huge investments are made in unworthy transportation mega-projects in the US and other countries. It is based on research, the general literature, economic analyses, and results from a specifically collected database showing that a significant proportion of implemented mega-projects have been found to be inferior ex-ante or incapable of delivering the returns they promised ex-post. Transportation infrastructure and other public investments of a similar scope ("mega-projects") reflect public sector priorities and objectives, non-pecuniary as well as financial constraints, and a range of decision-making processes. This book describes how decisions made in the public sector with respect to transportation infrastructure investments are affected by the large populations and territories they serve, the estimation of the substantial opportunity costs they entail, the formal procedures instituted for quantitatively appraising projected outcomes and monetary returns, and the political environment in which these decisions are made.
This book provides a critical realist analysis of Turkish foreign policy (TFP), covering various periods from the Turkish National Struggle to the contemporary Justice and Development Party Government. It discusses TFP within the critical realist framework, employing the concept of differences in continuity to demonstrate how agency and structure interacted, and how some discourses arose and others failed in the history of the Turkish Republic. The book also applies the concepts of strategy and strategic discourse to reveal how real-world strategic preferences correspond to the narration. Lastly, the author argues that the underlying structural forces have endured, despite Turkey's persistence in enhancing the agency's role, ultimately leading to differentiation between "what is spoken" and "what is actualized".

Decentralized energy systems paradigm calls for - a) evidence-based policy for local resource assessment, and b) context-specific energy needs assessment for- overcoming 'barriers' to decentralized energy systems in India. This book provides a comprehensive introduction to the Institutional Grammar, an approach for analyzing the design of institutions. To lay the foundation for the application of the Grammar for different application areas, the book first provides a background of the IG, before motivating the introduction of an updated version of the Institutional Grammar, called the Institutional Grammar 2.0 that aims at representing institutions more comprehensively and with greater validity. This book offers a practical guide for policy advisors and their managers, grounded in the author's extensive experience as a senior policy practitioner in New Zealand's Westminster-style system of government. A key message is that effective policy advising is less about cycles, stages and steps, and more about relationships, integrity and communication. Policy making is incremental social problem solving. Policy advising is mostly learned on the job, like an apprenticeship. It starts with careful listening, knowing one's place in the constitutional scheme of things, winning the confidence of decision makers, skillfully communicating what they need to hear and not only what they want to hear, and learning to lead from behind, scheme virtuously and play nicely with others. The author introduces a public value approach to policy advising that uses collective thinking to address complex policy problems, evidence-informed policy analysis that also factors in emotions and values, and the practice of "gifting and gaining" (rather than "trade-offs") in the long-term public interest. Theory is illustrated by personal anecdote and each chapter offers practical processes, tools, techniques and questions for reflection, to help readers master the art and craft of policy advising. Oil Booms and Business Busts looks at how government policymaking shapes a puzzling phenomenon in economic development-the "curse" of natural resources. It investigates how oil and mineral wealth shapes a government's policies toward the business environment, entrepreneurs, and innovative activities. Other similar work either ignores the role of government policymaking in oil wealth, treats it as another effect of the rentier state, or dismisses it as illogical and incoherent. One might expect that in light of such abundances governments would encourage entrepreneurship and new businesses to compete and grow in the market, but Nimah Mazaheri shows that resource wealth instead incentivizes policymakers to focus on satisfying the interests of existing elites. They, more than oil-poor nations, institute barriers that impede the activities of domestic firms and entrepreneurs, with the result being unimpressive economic performance over the past half-century. This is the first book to examine how oil wealth affects non-elite actors who own the small and medium-sized firms that absorb a majority of the economic and labor force of these countries. Looking at two of the most important oil-producing countries in the world, Iran and Saudi Arabia, the book provides an original theory about the factors that shape a logic of policymaking in oil producing states. To extend his theory Mazaheri also looks at India, which is one of the world's main coal producers. He does this to show the effects of the gain and loss of a massive resource windfall on state policymaking toward the private sector. Ultimately Mazaheri argues that such policymaking impedes the development of a middle class and therefore democratization-a factor that can have overarching political repercussions for governmental stability.
When President Bill Clinton was elected, Dee Dee Myers was told she would act as his Press Secretary, but only for the transition. There was no guarantee she would keep the position after his inauguration. Only 31 at the time, Myers was too intoxicated by victory to realise she was being shortchanged. The fifth volume of the Interdisciplinary European Studies series aims to explore the EU's pursuit of societal resilience and its role in the transition to a green economy. During the middle and late 1960s, public concern about the environment grew rapidly, as did Congressional interest in addressing environmental problems. Then, in 1970, a dramatic series of bipartisan actions were taken to expand the national government's efforts to control the volume and types of substances that pollute the air, water, and land. In that year, President Richard Nixon signed into law the National Environmental Policy Act, which established for the first time a national policy on the environment and created the Council on Environmental Quality (CEQ). Additionally, President Nixon created, with Congressional support, the Environmental Protection Agency (EPA), and he signed into law the Clean Air Act of 1970, which had overwhelming bipartisan support in Congress. The strong bipartisan consensus on the need to protect environmental and human health began to erode, however, during the middle and late 1970s as other domestic and foreign policy problems rose to the top of the public and legislative agendas. Ronald Reagan's election to the Presidency in 1980 marked a dramatic shift in both environmental policymaking and administration. Over the thirty years that followed Reagan's election, environmental politics and administration became increasingly polarized. In this book, James K. Conant and Peter J. Balint examine the trajectory of environmental policy and administration in the United States by looking at the development of the CEQ and EPA. They look at changes in budgetary and staffing resources over time as well as the role of quality of leadership as key indicators of capacity and vitality. As well, they make correlations between the agencies' fortunes and various social, political, and economic variables. Conant and Balint cautiously predict that both agencies are likely to survive over the next twenty years, but that they will both experience continuing volatility as their life histories unfold.

This book presents to the reader the economic, fiscal and financial crises in world history that have had a great impact on the entire world and the fiscal measures taken by governments to combat each crisis since the 1600s in chronological order. Such events are often described as Black Swans, a concept introduced by economist and risk analyst Nassim Nicholas Taleb in the book Fooled By Randomness in 2001, in reference to events that were thought to be impossible but had a huge impact when they did happen. The first part of the book discusses the crisis models in order to allow the reader to better understand the financial, fiscal and economic crises that are detailed in the following chapters. Each chapter starts with an overview of the crisis in question followed by an analysis of the impact on the affected countries. They go on to highlight the causes of the crisis in question, the fiscal and financial measures employed to recover from it and ends on a description of the post-crisis period. Given the profusion of black swan events that the 21st century has already witnessed, this book would be a valuable read for academics and students of economics as well as practitioners and policy makers.
This book traces the origins, life and death of Administrative Science in Italy as an academic discipline between the nineteenth and twentieth centuries. It does so by combining the study of ideas, institutional history, intellectual history and social history. The Faculty of Law first introduced Administrative Science in 1875, with the aim of providing the elite with the necessary tools to distribute wealth more equally, to take care of the population and, thus, to make the young Italian State more legitimate in the eyes of the emerging masses. Law and social sciences were merged with the aim of increasing reforms, including that of creating a State of Happiness for all citizens. Throughout its 70-year existence, Administrative Science was deprived of its contents and scientific independence, and academically overshadowed by Administrative and Public law. Finally, although the liberal elites discarded the reformer project of Administrative Science even before Fascism turned everything upside down, most of the original traits of this knowledge were absorbed into Fascist corporate and totalitarian structures.

This book presents both a survey of and commentary upon the penal process of England and Wales between 1945 and 2020 from the primary perspective of prisons and their operational management. Part I focusses on the extent to which governmental polities, changing concepts in penology and significant events affected the performance and management of prisons during four key periods: 1945-1991; 1991-1997; 1997-2007 and 2007-2020. Part II presents a vision for more effective operation of prisons within the wider penal process in the 2020s and beyond. It draws upon the author's academic insights and his experience as a former prison governor. This book speaks to those in the social sciences, law and politics and to professionals in government and in the penal system who are interested in reform.
Introducing the institutional logics perspective to street-level analysis, this book examines how street-level workers deal with the institutional logics that guide their organization - whether they follow or challenge them. While doing so, the book develops a theoretical framework to study street-level workers' institutional agency within organizations from different institutional backgrounds. The book conceptualizes street-level workers as institutional entrepreneurs and presents an original process model to capture deinstitutionalization efforts in street-level discourse. This ordinal model accounts for embedded agency and institutional entrepreneurship as well as for more gradual moves towards deinstitutionalization through the hybridization of institutional logics. The author tests the model empirically using interview data and discusses how street-level workers diverge from the institutional logic of their organization in almost two thirds of their statements, indicating a tendency towards institutional entrepreneurship. The book finally combines two literature strands: institutionalism and implementation research, showing how street-level workers may be perceived as institutional entrepreneurs. This book will appeal to students, scholars, and researchers of political science, public policy, public administration, and organizational studies, as well as to practitioners and policy-makers interested in a better understanding of institutional entrepreneurs, street work, and the institutional logics perspective.
There is a call in Heritage Studies to democratize heritage practices and place local communities at the forefront; heritage plays an important role in identity formation, and therefore in social inclusion and exclusion. Public participation is often presented as the primary means to prioritize communities. Studies focusing on public participation are typically descriptive in nature, however these studies lack a strong analytical framework that enables us to understand participation. This series of studies contributes to a better understanding of public participation in the heritage sector by applying Public Administration theory on collaborative governance.
When questions of belonging enter the forefront of political debates, so too does heritage. This volume draws critical voices from archaeology, anthropology and the classics into a conversation about political uses of the past in times of radical right populism. The authors show how ancient monuments and sites, bygone eras and political regimes, even your genetic ancestry, can become wrapped up in polarized political debates. They also highlight how heritage, which is often thought of as a common good, can be dangerous in times of political polarization - erasing nuances between 'us' and 'them'.
