This book is an actor-centred sociological study of the EU-level processes that produce gender equality policy. Based on interviews and documentary analysis, the study unpacks the process of the "Roadmap for Equality between Women and Men 2006-2010" to explain the different roles of actors in the making of EU gender equality policies. By analysing policy processes inside institutions and among institutions, the study focuses on the internal working logics in and between EU-level institutions. It highlights the shifting spaces, openings, and constraints for the development of gender equality policies. Concentrating on EU policy programmes helps shed light on the invisible aspects of EU gender equality policy-making and how this process changed regarding actors, structure and content in the late 2000s. Political scientists have long wondered whether civic participation can have spillover effects - that is, whether civic participation in one particular domain of public life can lead to more participation in other areas. This book argues that participation can indeed be generative. New participants in participatory governance initiatives can acquire new skills, apply them to new areas of their lives, and join new organizations, even in very poor regions. The evidence is based on a large survey - among the broadest in its class - of participants in community-managed schools (CMS) in rural Honduras and Alta Verapaz, Guatemala, together with case studies and historical institutional analysis. This study is thus more optimistic about the promise of participation than other studies. While it recognizes that participatory arenas are often constrained by features of program design, local context, and national political problems, this book shows that participation is not a dead-end affair. Participation can breed new and unexpected forms of civicness, even in the most unlikely settings.
Through its focus on EU Association Agreement negotiations, this book goes beyond the study of traditional EU trade negotiations and puts the spotlight on the increasing number of negotiations where trade relations are discussed alongside political ones. This setting makes both the negotiations themselves and the definition of the EU's positions more complicated, raising the question as to what ultimately determines the EU's behaviour in such complex negotiations spanning multiple of the EU's policy areas. Offering a generalizable analytical model to study such complex EU international negotiations, the book illuminates the preferences and interactions between individual parts of the EU's foreign affairs bureaucracy, and those between the lead actors, the Directorate General for Trade, and the European External Action Service (EEAS), in particular. In doing so, it demonstrates the utility of adapting the concept of bureaucratic politics from Foreign Policy Analysis (FPA) to the EU's foreign policy decision-making apparatus across different stages of EU international negotiations. It also discusses how the institutional changes of the Treaty of Lisbon have altered the institutional set-up of the EU's foreign affairs bureaucracy and thereby changed the foundations of the EU's bureaucratic politics. Finally, the book finds that the EU's behaviour in these negotiations is ultimately shaped, on the one hand, by the presence of diverging positions between its institutional actors, and the difficulty to bridge them through policy coordination mechanisms, on the other. Empirically, it explores these dynamics by considering the EU's Association Agreement negotiations on the Latin American continent over the last twenty years before demonstrating the analytical model's utility in the context of the EU's negotiations with Ukraine and Japan. This book will be of key interest to scholars, students, and practitioners in EU foreign affairs/external relations, EU public administration and public policy, EU trade policy, and more broadly to Foreign Policy Analysis and International Relations.
E-government has the potential to improve public services, information transparency, and the engagement of civic participation of the public sector management. This book explores the role of intellectuals and governance processes in post-authoritarian Indonesia. Focusing on East Java, the author argues that intellectuals have played an increasingly direct and practical role in the exercise of governance at the local level of Indonesian politics. The book provides insights into how the collaboration between intellectuals and local politico-business elites has shaped good governance and democratic institution-building, validating power structures that continue to obstruct political participation in the country. In addition, the book also delves into the contribution of local intellectuals in resolving the contradictions between technocratic ideas and governance practices, in the interest of local elites. Regulation has become a front-page topic recently, often referenced by politicians in conjunction with the current state of the U.S. economy. Yet despite regulation's increased presence in current politics and media, The Politics of Regulatory Reform argues that the regulatory process and its influence on the economy is misunderstood by the general public as well as by many politicians. In this book, two experienced regulation scholars confront questions relevant to both academic scholars and those with a general interest in ascertaining the effects and importance of regulation. How does regulation impact the economy? What roles do politicians play in making regulatory decisions? Why do politicians enact laws that require regulations and then try to hamper agencies abilities to issue those same regulations? The authors answer these questions and untangle the misperceptions behind regulation by using an area of regulatory policy that has been underutilized until now. Rather than focusing on the federal government, Shapiro and Borie-Holtz have gathered a unique dataset on the regulatory process and output in the United States. They use state-specific data from twenty-eight states, as well as a series of case studies on regulatory reform, to question widespread impressions and ideas about the regulatory process. The result is an incisive and comprehensive study of the relationship between politics and regulation that also encompasses the effects of regulation and the reasons why regulatory reforms are enacted.

This book analyses the World Bank's provision of technical assistance from 1946 to the present day. It argues that the relational dynamics between technical assistance provider and recipient affects the legitimacy of policy norms travelling from the 'international' to the 'domestic'. Beginning from the constructivist position that 'development' is a social construct, the author contends that successful policy movement via technical assistance depends on the recipient's perception of the validity of policy reforms, with perception being influenced by the way those ideas and practices are presented, packaged, and transferred. In advancing this argument, Bazbauers analyses four pillars of World Bank technical assistance: technical assistance components (advisory services incorporated within lending operations), stand-alone technical assistance projects (projects designed to solely deliver technical assistance), survey missions (activities involved in measuring the development status of developing countries), and training institutes (the courses of the Economic Development Institute and World Bank Institute).
This book provides a multidisciplinary analysis of the production of Turkish cultural policies in the context of globalization and of the circulation of knowledge and practices. Focusing on circulations, the book proposes an innovative approach to the transfer of cultural policies, considering them in terms of co-production and synchrony. This argument is developed through an examination of circulations at the international, national, and local levels; employing original empirical data and case study analyses. Divided into three parts the book first examines the Kemalist legacy, before turning to the cultural policies developed under the AKP's leadership, and concludes by investigating the production of cultural policies in the outlying regions of Turkey. The authors shed new light on the particular importance of culture to the understanding of the societal upheavals in contemporary Turkey. By considering exchanges as circulations rather than one-way impositions, this book also advances our understanding of how territories are (re)defined by culture and makes a significant contribution to the interrogation of the concept of "Westernization". This book brings into clear focus the reconfigurations currently taking place in Turkish cultural policy, demonstrating that while they are driven by the ruling party, they are also the work of civil society actors. It convincingly argues that an authoritarian turn need not necessarily spell the end of the cultural scene, and highlights the innovative adaptations and resistance strategies used in this context. In the United States, government participation in education has traditionally involved guaranteeing public access, public funding, and public governance to achieve accountability, representativeness and equality. This volume discusses the role of broad regimes of local community actors to promote school improvement through greater civic engagement. Taking a historical perspective, this text examines the relationship between government at the federal, state, and local level and local actors both inside the traditional education regime and those stakeholders outside the schools including parents, non-profit organizations, and businesses. This book studies the relationship between administrative capacity and a member state's influence in the European Union. More specifically, it studies member states' ability to exert control over the European Commission during trade negotiations. But what determines administrative capacity and how do member states ensure their preferences are defended during trade negotiations? Many important planning decisions in society and business depend on proper knowledge and a correct understanding of movement, be it in transportation, logistics, biology, or the life sciences.
