South Africa's Democracy at the Crossroads (Hardcover): Daniel Silander, Charlotte Silander, Herman van der Elst, Pieter... South Africa's Democracy at the Crossroads (Hardcover)
Daniel Silander, Charlotte Silander, Herman van der Elst, Pieter Heydenrych
R2,669 Discovery Miles 26 690 Ships in 18 - 22 working days

Since the first elections of 1994, the South African constitution officially guarantees and promotes a wide range of political and civil rights and institutionalizes the separation of powers with an independent judiciary. This has made South Africa a political symbol of change, hope and democracy in Africa and around the world. However, since the introduction of free and fair electoral processes and with ANC dominating the presidency and the parliamentary seats, the political scene has been scattered by democratic challenges. South Africa remains a flawed democracy, combining free elections and respect for basic civil liberties with problems of governance, an underdeveloped political culture, and low levels of public participation. Today, South Africa stands at a crossroads. While the constitutional democracy has survived, South African democracy seems to have weakened by state capture, internal ANC implosion, corruption, societal polarization, social exclusion, xenophobia, and threats of state economic bankruptcy. South Africa faces growing discontent symbolized in intensified societal and political debates, protests and demonstrations providing for the question if this is a sign of dissatisfied citizens demanding deeper democracy or activities questioning the established constitutional democracy from an anti-democratic, populist, and radical point of view. South Africas Democracy at the Crossroads explores the question; what are the challenges to future democratization in South Africa?

Actors, Institutions, and the Making of EU Gender Equality Programs (Hardcover, 1st ed. 2018): Petra Ahrens Actors, Institutions, and the Making of EU Gender Equality Programs (Hardcover, 1st ed. 2018)
Petra Ahrens
R4,653 Discovery Miles 46 530 Ships in 10 - 15 working days

This book is an actor-centred sociological study of the EU-level processes that produce gender equality policy. Based on interviews and documentary analysis, the study unpacks the process of the "Roadmap for Equality between Women and Men 2006-2010" to explain the different roles of actors in the making of EU gender equality policies. By analysing policy processes inside institutions and among institutions, the study focuses on the internal working logics in and between EU-level institutions. It highlights the shifting spaces, openings, and constraints for the development of gender equality policies. Concentrating on EU policy programmes helps shed light on the invisible aspects of EU gender equality policy-making and how this process changed regarding actors, structure and content in the late 2000s. This book will be of interest to students and scholars in the fields of EU politics, gender politics, and public policy, as well as to institutional and non-governmental actors in the area of gender politics in Europe and the working of EU politics.

The EU in Association Agreement Negotiations - Challenges to Complex Policy Coordination (Paperback): Daniel Schade The EU in Association Agreement Negotiations - Challenges to Complex Policy Coordination (Paperback)
Daniel Schade
R1,396 Discovery Miles 13 960 Ships in 10 - 15 working days

Through its focus on EU Association Agreement negotiations, this book goes beyond the study of traditional EU trade negotiations and puts the spotlight on the increasing number of negotiations where trade relations are discussed alongside political ones. This setting makes both the negotiations themselves and the definition of the EU's positions more complicated, raising the question as to what ultimately determines the EU's behaviour in such complex negotiations spanning multiple of the EU's policy areas. Offering a generalizable analytical model to study such complex EU international negotiations, the book illuminates the preferences and interactions between individual parts of the EU's foreign affairs bureaucracy, and those between the lead actors, the Directorate General for Trade, and the European External Action Service (EEAS), in particular. In doing so, it demonstrates the utility of adapting the concept of bureaucratic politics from Foreign Policy Analysis (FPA) to the EU's foreign policy decision-making apparatus across different stages of EU international negotiations. It also discusses how the institutional changes of the Treaty of Lisbon have altered the institutional set-up of the EU's foreign affairs bureaucracy and thereby changed the foundations of the EU's bureaucratic politics. Finally, the book finds that the EU's behaviour in these negotiations is ultimately shaped, on the one hand, by the presence of diverging positions between its institutional actors, and the difficulty to bridge them through policy coordination mechanisms, on the other. Empirically, it explores these dynamics by considering the EU's Association Agreement negotiations on the Latin American continent over the last twenty years before demonstrating the analytical model's utility in the context of the EU's negotiations with Ukraine and Japan. This book will be of key interest to scholars, students, and practitioners in EU foreign affairs/external relations, EU public administration and public policy, EU trade policy, and more broadly to Foreign Policy Analysis and International Relations.

This book studies the relationship between administrative capacity and a member state's influence in the European Union. More specifically, it studies member states' ability to exert control over the European Commission during trade negotiations. But what determines administrative capacity and how do member states ensure their preferences are defended during trade negotiations? A combination of qualitative fieldwork and survey-analysis provides the answer. Interviews in Belgium, Poland, Estonia and Spain offer a privileged insight into the functioning of national trade administrations and its effects on their behavior in the Council of Ministers. Through survey data, these findings are further corroborated. The book is aimed at a readership interested in EU decision-making, negotiation theory, comparative public administration and the international political economy of trade.

The Vortex of Power - Intellectuals and Politics in Indonesia's Post-Authoritarian Era (Hardcover, 1st ed. 2019):... The Vortex of Power - Intellectuals and Politics in Indonesia's Post-Authoritarian Era (Hardcover, 1st ed. 2019)
Airlangga Pribadi Kusman
R2,434 Discovery Miles 24 340 Ships in 18 - 22 working days

This book explores the role of intellectuals and governance processes in post-authoritarian Indonesia. Focusing on East Java, the author argues that intellectuals have played an increasingly direct and practical role in the exercise of governance at the local level of Indonesian politics. The book provides insights into how the collaboration between intellectuals and local politico-business elites has shaped good governance and democratic institution-building, validating power structures that continue to obstruct political participation in the country. In addition, the book also delves into the contribution of local intellectuals in resolving the contradictions between technocratic ideas and governance practices, in the interest of local elites. Empirical studies included in the book add to the broader literature on the social role of intellectuals, highlighting their role as not just defined by their capacity to produce and circulate knowledge, but also by their particular position in concrete social and political struggle. The author also explores the manner in which relationships between intellectuals, business and political elites and NGOs in local political and economic practices, intersect with national-level contests over power and resources.

William Armstrong and British Policy Making (Hardcover, 1st ed. 2018): Kevin Theakston, Philip Connelly William Armstrong and British Policy Making (Hardcover, 1st ed. 2018)

This book offers a detailed account of the life and career of William Armstrong, the most influential civil servant in Britain in the 1960s and 1970s, and one of the most powerful and significant Whitehall officials in the post-1945 period. He was at the centre of the British government policy-making machine for over 30 years - the very incarnation of the 'permanent government' of the country. He was the indispensable figure at the right hand of successive Chancellors of the Exchequer, and a reforming Head of the Civil Service. His role and power was such that he was controversially dubbed 'deputy prime minister' under Edward Heath. The book also casts light on wider institutional, political and historical issues around the working and reform of the civil service and the government machine, the policy-making process, and the experience in office of Labour and Conservative governments from the 1940s to the 1970s. ;;;;;;;;;;;

The Politics of Regulatory Reform (Paperback): Stuart Shapiro, Debra Borie-Holtz The Politics of Regulatory Reform (Paperback)
Stuart Shapiro, Debra Borie-Holtz
R919 Discovery Miles 9 190 Ships in 10 - 15 working days

Regulation has become a front-page topic recently, often referenced by politicians in conjunction with the current state of the U.S. economy. Yet despite regulation's increased presence in current politics and media, The Politics of Regulatory Reform argues that the regulatory process and its influence on the economy is misunderstood by the general public as well as by many politicians. In this book, two experienced regulation scholars confront questions relevant to both academic scholars and those with a general interest in ascertaining the effects and importance of regulation. How does regulation impact the economy? What roles do politicians play in making regulatory decisions? Why do politicians enact laws that require regulations and then try to hamper agencies abilities to issue those same regulations? The authors answer these questions and untangle the misperceptions behind regulation by using an area of regulatory policy that has been underutilized until now. Rather than focusing on the federal government, Shapiro and Borie-Holtz have gathered a unique dataset on the regulatory process and output in the United States. They use state-specific data from twenty-eight states, as well as a series of case studies on regulatory reform, to question widespread impressions and ideas about the regulatory process. The result is an incisive and comprehensive study of the relationship between politics and regulation that also encompasses the effects of regulation and the reasons why regulatory reforms are enacted.

The book shows how localised emergency responders find ways to collaborate with residents, and how an informal network uses nationally generated instruments differently to co-produce regeneration within a community. The book considers the plethora of government instruments which have been produced to affect recovery, including checklists, templates and guidance documents, and discusses approaches to community resilience and recovery risk management. The book appeals to students and scholars of Government and Public Policy, Disaster and Emergency Management, Community Resilience, Law, Sociology and Geography.

Many important planning decisions in society and business depend on proper knowledge and a correct understanding of movement, be it in transportation, logistics, biology, or the life sciences. Today the widespread use of mobile phones and technologies like GPS and RFID provides an immense amount of data on location and movement. What is needed are new methods of visualization and algorithmic data analysis that are tightly integrated and complement each other to allow end-users and analysts to extract useful knowledge from these extremely large data volumes. This is exactly the topic of this book. As the authors show, modern visual analytics techniques are ready to tackle the enormous challenges brought about by movement data, and the technology and software needed to exploit them are available today. The authors start by illustrating the different kinds of data available to describe movement, from individual trajectories of single objects to multiple trajectories of many objects, and then proceed to detail a conceptual framework, which provides the basis for a fundamental understanding of movement data. With this basis, they move on to more practical and technical aspects, focusing on how to transform movement data to make it more useful, and on the infrastructure necessary for performing visual analytics in practice. In so doing they demonstrate that visual analytics of movement data can yield exciting insights into the behavior of moving persons and objects, but can also lead to an understanding of the events that transpire when things move. Throughout the book, they use sample applications from various domains and illustrate the examples with graphical depictions of both the interactive displays and the analysis results. In summary, readers will benefit from this detailed description of the state of the art in visual analytics in various ways. Researchers will appreciate the scientific precision involved, software technologists will find essential information on algorithms and systems, and practitioners will profit from readily accessible examples with detailed illustrations for practical purposes.

Community Engagement for Better Schools - Guaranteeing Accountability, Representativeness and Equality (Hardcover, 1st ed.... Community Engagement for Better Schools - Guaranteeing Accountability, Representativeness and Equality (Hardcover, 1st ed. 2020)
Michael Guo-Brennan
R3,818 Discovery Miles 38 180 Ships in 18 - 22 working days

In the United States, government participation in education has traditionally involved guaranteeing public access, public funding, and public governance to achieve accountability, representativeness and equality. This volume discusses the role of broad regimes of local community actors to promote school improvement through greater civic engagement. Taking a historical perspective, this text examines the relationship between government at the federal, state, and local level and local actors both inside the traditional education regime and those stakeholders outside the schools including parents, non-profit organizations, and businesses. It then drills deeper into the role of state legislatures and finally local leadership both inside and outside the schools to promote change, focusing on efforts that include parental choice through tax incentives, charter schools, magnet schools, and school vouchers to achieve accountability, representativeness and equality. The text examines the perceptions and relationships of various actors in urban education reform in numerous cities across the country with special attention dedicated to Chicago, Illinois, and Milwaukee, Wisconsin to offer a deeper understanding of the barriers to and opportunities for fostering greater civic capacity and engagement in urban education reform, as well as developing inclusive educational policy. Attention is also given to accountability and measuring success, traditionally defined by high stakes testing which fails to consider non-classroom factors within the community that contribute to student performance. An alternative approach is offered driven by a wholistic accounting of various factors that contribute to school success centered around third-party inspections and accreditation. Providing insight into school reform at the local level, this book will be useful to researchers and students interested in public policy, education policy, urban governance, intergovernmental relations, and educational leadership, as well as teaching professionals, administrators, and local government officials.

Martin Fernandez-Prado, Luis Dominguez Castro
R3,136 Discovery Miles 31 360 Ships in 18 - 22 working days

During the next few years, most European and World cities will be developing urban agendas. Materials published on the subject have been relatively scarce until now. This edited volume introduces a case study implementation of the European Urban Agenda (EUA) in a cross-border region in the Iberian Peninsula between Spain (Galicia) and Portugal. It explores the implementation of a number of urban core principles in two distinctive regions, serving as the basis for a comparative analysis on how such galvanizing principles work, contained in the EUA. The case presented in this edited volume is the first cross-border urban agenda to be drafted. It is a unique piece that contributes to our understanding of the complexities of implementing and translating a common set of urban European principles to variety of different local milieus. The chapters of the book closely examine the various strands of the implementation of urban policies through the lenses of land use, economic competition, innovation, culture and creative industries, energy, ecology, demographic challenges, housing, social inclusion and democratic governance. These chapters are written by international renowned scholars who were involved in the drawing up of the urban agenda for this territory. The ideas, principles and concepts that they impart can be extrapolated to most cities.

Public Service Innovations in China (Hardcover, 1st ed. 2017): Yijia Jing, Stephen P. Osborne Public Service Innovations in China (Hardcover, 1st ed. 2017)
Yijia Jing, Stephen P. Osborne
R3,282 Discovery Miles 32 820 Ships in 10 - 15 working days

This edited volume presents case studies of the transformation of China's public services over the past decade in China. As the country has experienced fundamental changes in its demographic, economic, social and environmental structures, demands on public services have been increasing tremendously, and have become unprecedentedly diverse. This book examines prominent cases of public service innovations in China, disclosing their causes, patterns, diffusion, and effects. These cases provide interesting evidence about the nature and effectiveness of public service innovations in China while highlighting to what extent these innovations can be explained by accepted theories and whether new theory building is needed. This book will be of value to academics and policymakers seeking to understand the evolving Chinese political system.

South African public administration and management focuses on the participants and the activities involved in policy making; constructing organisational structures; financing public sector activities; the provision and appointment of human resources; establishing work procedures; and exercising control to ensure that government's stated goals are achieved. Key concepts and self-study questions for each chapter are included, and various examples from the public sector relate the text to the real world within which public administration and management are practised.

Public Law within Government - Sustaining the Art of the Possible (Hardcover): T. P. B. Rattenbury Public Law within Government - Sustaining the Art of the Possible (Hardcover)
T. P. B. Rattenbury
R1,409 Discovery Miles 14 090 Ships in 18 - 22 working days

This book casts a spotlight on a vital but poorly understood feature of the political process: the functioning within government of the public law rules that define and constrain it. It fills a gap in the market for a socio-legal study that brings together the analysis of public law and an interpretation of government policy and action. It provides an in-depth account of the complex interactions between administrative law, policy and practice. It is informed by inside access into a local authority and insider understanding. Drawing on rich source material - one local authority's involvement in the epic central/local confrontation over local government spending in 1980s England - this book develops a multifaceted and widely applicable analysis of public law within government as a process of 'sustaining the art of the possible'.

Manuel Pedro Rodriguez-Bolivar, Kelvin Joseph Bwalya, Christopher G. Reddick
R3,787 Discovery Miles 37 870 Ships in 18 - 22 working days

This book relies on the conceptual model of Open Government (OG), focusing on transparency and, concretely, in open data initiatives at the local government context with the aim of improving participation and collaboration. Most Open Government models are centered on three pillars: transparency, participation and collaboration. Transparency is a crucial ingredient of OG and, applied to data openness means to ensure that the data are well known, comprehensible, easily accessible and open to all. new governance models based on different open data models have not been proposed up to now. The chapter authors seek to contribute recent research to the discussion on governance models of open data initiatives to support Open Governments with the aim of creating public value. It includes both theoretical and empirical studies on governments models in open data initiatives.
