This special volume contains a selection of papers that were presented as part of the Seventh International Symposium on Natural and Man-Made Hazards (HAZARDS-98), held in Chania, Crete Island, Greece, during May 1998. The Symposium attracted broad international interest because many cases of natural disaster events, such as earthquakes, tsunamis, storm surges, forest fires, etc., that occurred in several parts of the world during the 1990s were presented not only for their physics but also from the point of view of their impact on society and their environmental consequences. Among these cases are the 1997 Red River Valley flood in Canada and the large earthquake of 18 November 1997, in Zakynthos, Greece. In addition, the volume contains contributions that apply advanced statistical methods and artificial intelligence techniques, such as GIS, and systems analysis to approach the description of physical processes, the discrimination of experimental data and the assessment and management of risk. This book describes the interdisciplinary work of the United States Agency for International Development (USAID)'s Famine Early Warning Systems Network (FEWS NET) and its influence on methodological and development policies in the US. FEWS NET operational needs have driven science in biophysical remote sensing applications through its collaboration with NASA, NOAA, USGS and USDA, and socio-economic methodologies through its involvement with USAID, the United Nation's World Food Program and numerous international non-governmental organizations such as Save the Children, Oxfam and others. In 1998 Armenia was commemorating the tenth anniversary of the catastrophic Spitak earthquake. The Second International Conference on "Earthquake Hazard and Seismic Risk Reduction" sponsored by the Government of the Republic of Armenia and United Nation's International Decade for Natural Disaster Reduction (UN/IDNDR) was held in dedication to that event between 14-21 September (later referred to as Yerevan Conference). The Yerevan Conference has been organized by the National Survey for Seismic Protection (NSSP) of the Republic of Armenia. All level's decision-makers (from the ministers to the local authorities), politicians, scientists, leaders of the executive and legislative powers, psychologists, leading businessmen, representatives from the private sector and the media as well as from the International Organizations have been invited by the Armenian NSSP to take part in joint discussion of the Seismic Risk Reduction Problem for the first time in the history of such forums. Armenian NSSP's such initiative has been triggered by the experience of the Spitak earthquake and other disasters. They showed that it will be possible to reduce the risks, posed by the natural disaster, only through the common efforts of all the community in co-operation with the International institutions.

The problems and issues of natural hazards and disasters, both globally and in Canada, are becoming increasingly important since the costs of extreme natural events have been escalating, and significant vulnerabilities exist in Canadian society. Without thoughtful and effective mitigation, these costs and human suffering are likely to continue to increase. Cape Town's iconic Table Mountain and the surrounding peninsula has been a crucible for attempts to integrate the social and ecological dimensions of wild fire. This environmental history of humans and wildfire outlines these interactions from the practices of Khoikhoi herders to the conflagrations of January 2000. The region's unique, famously diverse fynbos vegetation has been transformed since European colonial settlement, through urbanisation and biological modifications, both intentional (forestry) and unintentional (biological invasions). In all the diverse visions people have formed for Table Mountain, aesthetic and utilitarian, fire has been regarded as a central problem. This book shows how scientific understandings of fire in fynbos developed slowly in the face of strong prejudices. Human impacts were intensified in the twentieth century, which provides the temporal focus for the book. The disjunctures between popular perception, expert knowledge, policy and management are explored, and the book supplements existing short-term scientific data with proxies on fire incidence trends recovered from historical records.

With the rise of single-issue pressure groups, the development of sophisticated and informed consumers and volatile voters, no organisation in the public or private sector can afford to neglect preparation for dealing with the disasters that may befall it. He shows how his encounters with the terrible poverty and ubiquitous injustice he found amid the wealth of the sugar plantations gradually convinced him that the true meaning of Christian discipleship is unconditional commitment to the poor and oppressed. He describes his role in establishing "basic Christian communities," autonomous local groups developed to provide their members with mutual spiritual and practical support, which so alarmed and threatened the military regime. The challenge of global hunger is now high on the agenda of governments and international policy-makers. The right to food, the book argues, can only be realized if governance improves at the domestic level and if the international environment enables governments to adopt appropriate policies. The book's essays demonstrate how improved accountability at the national level and reform of the international economic environment - in the areas of trade, food aid, and investment - go hand-in-hand in the move towards full realization of the right to food, while reforms at domestic level are key in effectively tackling hunger, including reforms that improve accountability of government officials. The current regimes of trade, investment, and food aid, as well as the development of biofuels production - all of which contribute to define the international context in which States implement such reforms - should be reshaped if these national efforts are to be successful. The title - Accounting for Hunger - emphasizes the point that accountability both at domestic and international level must be improved if sustainable progress is to be achieved in combating global hunger. The implication is that the extraterritorial human rights obligations of States - beyond their national territories in their food aid, investment, or trade policies - as well as the strengthening of global governance of food security - as is currently being attempted with the reform of the Committee on World Food Security in Rome - have a key role to fulfill. Domestic reforms will not achieve sustainable results unless the international environment is more enabling of the efforts of governments acting individually. Recent flood events in Europe, the USA and elsewhere have shown the devastating impact that flooding can have on people and property. Flood warning and forecasting systems provide a well-established way to help to reduce the effects of flooding by allowing people to be evacuated from areas at risk, and for measures to be taken to reduce damage to property. With sufficient warning, temporary defences (sandbags, flood gates etc) can also be installed, and river control structures operated to mitigate the effects of flooding.

Many countries and local authorities now operate some form of flood warning system, and the underlying technology requires knowledge across a range of technical areas, including rainfall and tidal detection systems, river and coastal flood forecasting models, flood warning dissemination systems, and emergency response procedures.

The March 11 disaster in 2011, known as the Great East Japan Earthquake and Tsunami, caused extensive damage in various sectors. Through the recovery process, special lessons are being learned and applied in the affected region. This book attempts to draw lessons from different issues and sectors such as policy perspectives (both national and local), the role of international NGOs, fishing industries and other livelihoods, temporary housing, health, heritage, and lesson sharing. The book outlines the need and approach for sharing the lessons with wider communities in developing those lessons. Based on intensive field research, the book also provides some key lessons from community-based recovery in the affected regions of Iwate, Miyagi, and Fukushima prefectures. Japan was shaken by the 'double disaster' of earthquake and sarin gas attack in 1995, and in 2011 it was hit once again by the 'triple disaster' of earthquake, tsunami, and nuclear meltdown. This international, multi-disciplinary group of scholars examines the state and societal responses to the disasters and social crisis.

This book evolved from a collaborative research project between the University of Manitoba, Canada and Jahangirnagar University, Bangladesh, which commenced in 1984 to study the problems of river channel migration, rural population displacement and land relocation in Bangladesh. The study was sponsored by the International Development Research Center (IDRC), based in Ottawa, Canada. It was through this project that I started my journey into disaster research more than thirteen years ago with basically an applied problem of massive magnitude in Bangladesh. I spent two- and-a half-years, in two stages, in Bangladesh's riparian villages to collect the empirical data for this study. Then the growing disaster discourse throughout the 1980s, especially its conceptual and theoretical areas, drew me in further, gluing my interest to these issues. In the 1990s, during my research and teaching at Brandon University, Canada, I realized that, despite the large body of literature on natural disasters, there was no work that synthesized the approaches to nature-triggered disasters in a comprehensive form, with sufficient empirical substantiation. In addition, despite the great deal of attention given to disasters in Bangladesh, I found no detailed reference book on the topic. Natural hazards and disasters, in my view, should be studied under a holistic framework encompassing the natural environment, society and individuals. Overreaction to the limitations of technocratic-scientific approaches-the control and prevention of physical events through specialized knowledge and skills-has resulted in a call for "taking the naturalness out of natural disasters.

Disasters have a devastating effect on the lives of people. The occurrence of a disaster can kill thousands in an instance, injure many others, damage homes and destroy livelihoods. It is of essential importance that the response to a disaster is as effective and adequate as possible to limit and alleviate the suffering of disaster survivors. To this end, affected states can make use of offers of humanitarian assistance made by other states, international (humanitarian) organisations and NGOs. Such international assistance is vital for the effective response to a disaster when the affected state is unable (or unwilling) to respond adequately. When in such cases the affected state refuses to accept international humanitarian assistance, the disaster survivors suffer the consequences.Within public international law there are no legally binding instruments dealing explicitly with the obligations of states in the aftermath of disasters. Rather, a variety of sources can be used as pieces of a puzzle determining to what extent states have an obligation to accept international humanitarian assistance in disaster settings. In the first part of this book, these pieces of the puzzle are put together to create a legal framework explaining the steps an affected state must take in seeking and accepting humanitarian assistance. It becomes clear from the application of this framework that detail is lacking to make the framework of practical use. The needs which disaster survivors are usually deprived of (shelter, food, water and access to basic healthcare) are laid down as human rights in the International Covenant of Economic, Social and Cultural Rights. The second part of the book will use this human rights instrument to concretise the legal framework, as such setting standards determining when an affected state must accept international humanitarian assistance in the aftermath of a disaster.
