Long after the dead have been buried, and lives and property rebuilt, the social and cultural impact of disasters lingers. Examining immediate and long term responses to such disasters as the 1906 San Francisco earthquake, the Exxon Valdez oil spill, and the Challenger explosion, American Disasters explores what natural and man made catastrophes reveal about the societies in which they occur.

Ranging widely, essayists here examine the 1900 storm that ravaged Galveston, Texas, the Great Chicago Fire of 1871, the Titanic sinking, the Northridge earthquake, the crash of Air Florida Flight 90, the 1977 Chicago El train crash, and many other devastating events. These catastrophes elicited vastly different responses, and thus raise a number of important questions. How, for example did African Americans, feminists, and labor activists respond to the Titanic disaster? Why did the El train crash take on such symbolic meaning for the citizens of Chicago? In what ways did the San Francisco earthquake reaffirm rather than challenge a predominant faith in progress?

Taken together, these essays explain how and why disasters are transformative, how people make sense of them, how they function as social dramas during which communities and the nation think aloud about themselves and their direction.

Manohar Pawar discusses the relevance and importance of social policy for water issues. By analysing several interrelated perspectives on water, he suggests core values as bases for formulating and implementing social policies so as to provide universal free access to safe drinking water for all, particularly for the most poor and disadvantaged.

This special volume contains a selection of papers that were presented as part of the Seventh International Symposium on Natural and Man-Made Hazards (HAZARDS-98), held in Chania, Crete Island, Greece, during May 1998. The Symposium attracted broad international interest because many cases of natural disaster events, such as earthquakes, tsunamis, storm surges, forest fires, etc., that occurred in several parts of the world during the 1990s were presented not only for their physics but also from the point of view of their impact on society and their environmental consequences. Among these cases are the 1997 Red River Valley flood in Canada and the large earthquake of 18 November 1997, in Zakynthos, Greece. In addition, the volume contains contributions that apply advanced statistical methods and artificial intelligence techniques, such as GIS, and systems analysis to approach the description of physical processes, the discrimination of experimental data and the assessment and management of risk. This book describes the interdisciplinary work of the United States Agency for International Development (USAID)'s Famine Early Warning Systems Network (FEWS NET) and its influence on methodological and development policies in the US. FEWS NET operational needs have driven science in biophysical remote sensing applications through its collaboration with NASA, NOAA, USGS and USDA, and socio-economic methodologies through its involvement with USAID, the United Nation's World Food Program and numerous international non-governmental organizations such as Save the Children, Oxfam and others. The book describes FEWS NET's systems, methods and presents several illustrative case studies that will demonstrate the integration of physical and social science disciplines in its work.

In 1998 Armenia was commemorating the tenth anniversary of the catastrophic Spitak earthquake. The Second International Conference on "Earthquake Hazard and Seismic Risk Reduction" sponsored by the Government of the Republic of Armenia and United Nation's International Decade for Natural Disaster Reduction (UN/IDNDR) was held in dedication to that event between 14-21 September (later referred to as Yerevan Conference). The Yerevan Conference has been organized by the National Survey for Seismic Protection (NSSP) of the Republic of Armenia. All level's decision-makers (from the ministers to the local authorities), politicians, scientists, leaders of the executive and legislative powers, psychologists, leading businessmen, representatives from the private sector and the media as well as from the International Organizations have been invited by the Armenian NSSP to take part in joint discussion of the Seismic Risk Reduction Problem for the first time in the history of such forums. Armenian NSSP's such initiative has been triggered by the experience of the Spitak earthquake and other disasters. They showed that it will be possible to reduce the risks, posed by the natural disaster, only through the common efforts of all the community in co-operation with the International institutions.

Cape Town's iconic Table Mountain and the surrounding peninsula has been a crucible for attempts to integrate the social and ecological dimensions of wild fire. This environmental history of humans and wildfire outlines these interactions from the practices of Khoikhoi herders to the conflagrations of January 2000. The region's unique, famously diverse fynbos vegetation has been transformed since European colonial settlement, through urbanisation and biological modifications, both intentional (forestry) and unintentional (biological invasions). In all the diverse visions people have formed for Table Mountain, aesthetic and utilitarian, fire has been regarded as a central problem. This book shows how scientific understandings of fire in fynbos developed slowly in the face of strong prejudices. Human impacts were intensified in the twentieth century, which provides the temporal focus for the book. The disjunctures between popular perception, expert knowledge, policy and management are explored, and the book supplements existing short-term scientific data with proxies on fire incidence trends recovered from historical records.

The problems and issues of natural hazards and disasters, both globally and in Canada, are becoming increasingly important since the costs of extreme natural events have been escalating, and significant vulnerabilities exist in Canadian society. Without thoughtful and effective mitigation, these costs and human suffering are likely to continue to increase. An assessment of knowledge, research, and practice in risk, hazards and disasters fields is a fundamental step towards the goal of prevention and mitigation.

Based on contributions to the first General Assembly of the International Consortium on Landslides, this reference and status report emphasizes the mechanisms of different types of landslides, landslide risk analysis, and sustainable disaster management. It comprises the achievements of the ICL over the past three years, since the Kyoto assembly. It consists of three parts: research results of the International Programme on Landslides (IPL); contributions on landslide risk analysis; and articles on sustainable disaster management. For nearly a decade, international efforts to combat famine and food shortages around the globe have concentrated on the critical situations in sub-Saharan Africa. In the Sudan, the largest country in Africa, prolonged drought, complicated by civil strife and debilitating economic problems, has caused widespread human suffering. The Sudan illustrates the proverbial worst-case scenario in which urgent food needs have been denied, food has been used as a weapon, and outside assistance has been obstructed. The Challenges of Famine Relief focuses on the two famine emergencies in the Sudan in the 1980s the great African drought-related famine of 1984-86 and the conflict-related famine that afflicted the southern Sudan in 1988-91. Francis Deng and Larry Minear analyze the historical and political setting and the response by Sudan authorities and the international community. The book outlines four problem areas exemplified in the response to each crisis: the external nature of famine relief, the relationship between relief activities and endemic problems, the coordination of such activities, and the ambivalence of the results. The authors identify the many difficulties inherent in providing emergency relief to populations caught in circumstances of life-threatening famine. They show how such famine emergencies reflect the most extreme breakdown of social order and present the most compelling imperatives for international action. Deng and Minear also discuss how the international community, alerted by the media and mobilized by the Ethiopian famine, moved to fill the moral void left by the government and how outside organizations worked together to pressure Sudan's political authorities to be more responsive to these tragedies. Looking ahead, the authors highlight the implications for future involvement in humanitarian initiatives in a new world order. As recent developments in Eastern Europe and the former Soviet Union demonstrate, such humanitarian challenges of global dimensions are no longer confined to third world countries. As the international community apportions limited resources among a growing number of such challenges, more effective responses to crises such as those described in this book are imperative.

Recent flood events in Europe, the USA and elsewhere have shown the devastating impact that flooding can have on people and property. Flood warning and forecasting systems provide a well-established way to help to reduce the effects of flooding by allowing people to be evacuated from areas at risk, and for measures to be taken to reduce damage to property. With sufficient warning, temporary defences (sandbags, flood gates etc) can also be installed, and river control structures operated to mitigate the effects of flooding.

Many countries and local authorities now operate some form of flood warning system, and the underlying technology requires knowledge across a range of technical areas, including rainfall and tidal detection systems, river and coastal flood forecasting models, flood warning dissemination systems, and emergency response procedures.

The March 11 disaster in 2011, known as the Great East Japan Earthquake and Tsunami, caused extensive damage in various sectors. Through the recovery process, special lessons are being learned and applied in the affected region. This book attempts to draw lessons from different issues and sectors such as policy perspectives (both national and local), the role of international NGOs, fishing industries and other livelihoods, temporary housing, health, heritage, and lesson sharing. The book outlines the need and approach for sharing the lessons with wider communities in developing those lessons. Based on intensive field research, the book also provides some key lessons from community-based recovery in the affected regions of Iwate, Miyagi, and Fukushima prefectures. This book has 13 chapters in two parts. The first part of the book, with seven chapters, provides a set of lessons from diverse sectors. The second part, with six chapters, provides case studies from different areas of Tohoku. Six specific issues are addressed in part 1: the role of international agencies, livelihood (namely, fisheries) recovery, temporary housing, health, heritage, and lesson sharing. Part 2 has six case studies from different areas of the Tohoku region, including Fukushima. The primary target groups for this book are students and researchers in the fields of environment, disaster risk reduction, and recovery studies.
