In cities filled with uncertainty and complexity, planning institutions effectively tackle unexpected and sudden change by relying on the old and the familiar, rather than the new and the innovative.
The author argues that planning programs institutions were successful because they were bureaucratic, and relied on standardized routines, rigorous sets of established regimes, familiar programs, and institutionalized hierarchies. Also contrary to popular perception, neither the leaders at the top of the institutions nor those workers at the grassroots level were the most important in the implementation of such routines. The key actors were middle managers, because they knew the institutionalstructures inside out, what the routines were and how to use them, and were successful go-betweens between national governments and grassroots community groups.

While population growth has slowed over the past three decades, we are still adding 76 million people per year. In a world where the historical rise in land productivity has slowed by half since 1990, eradicating hunger may depend as much on family planners as on farmers. The bottom line is that future food security depends not only on efforts within agriculture but also on energy policies that stabilize climate, a worldwide effort to raise water productivity, the evolution of land-efficient transport systems, and population policies that seek a humane balance between population and food. Hurricane Katrina forced the largest and most abrupt displacement in U.S. history. About 1.5 million people evacuated from the Gulf Coast preceding Katrina's landfall. New Orleans, a city of 500,000, was nearly emptied of life after the hurricane and flooding. Katrina survivors eventually scattered across all fifty states, and tens of thousands still remain displaced. Some are desperate to return to the Gulf Coast but cannot find the means. Others have chosen to make their homes elsewhere. Still others found a way to return home but were unable to stay due to the limited availability of social services, educational opportunities, health care options, and affordable housing. The contributors to Displaced have been following the lives of Katrina evacuees since 2005. In this illuminating book, they offer the first comprehensive analysis of the experiences of the displaced. Drawing on research in thirteen communities in seven states across the country, the contributors describe the struggles that evacuees have faced in securing life-sustaining resources and rebuilding their lives. They also recount the impact that the displaced have had on communities that initially welcomed them and then later experienced "Katrina fatigue" as the ongoing needs of evacuees strained local resources. Displaced reveals that Katrina took a particularly heavy toll on households headed by low-income African American women who lost the support provided by local networks of family and friends. Within the past five years, the international community has recognized that it may be possible, through programs of systematic study, to devise means to reduce and mitigate the occurrence of a variety of devastating natural hazards. Among these disasters are earthquakes, volcanic eruptions, floods, and landslides. The importance of these studies is underscored by the fact that within fifty years, more than a third of the world's population will live in seismically and volcanically active zones. The International Council of Scientific Unions, together with UNESCO and the World Bank, have therefore endorsed the 1990s as the International Decade of Natural Disaster Reduction (IDNDR), and are planning a variety of programs to address problems related to the predictability and mitigation of these disasters, particularly in third-world countries. Parallel programs have begun in a number of U.S. agencies.One of the most promising scientific avenues is to develop the capability to simulate these physical processes in the computer, Many of the recent models are nonlinear in significant ways, for example cellular automata or fractal growth models. They can thus be analyzed in a framework familiar to workers in complex system theory. It is often the case that the occurrence frequency of disaster events generated by the models follow power laws, perhaps with cutoffs. Thus there is a spectrum of event sizes, from small to large, that are presumably related by the nonlinear dynamics of the process. Household vulnerability to weather shocks and changing climatic conditions has become a major concern in developing countries. Yet the empirical evidence remains limited on the impact that changing environmental conditions have on households. This book explores climate change adaptation using a social resilience approach. The book is based on primary data from the Sundarbans, a densely populated area located across parts of Bangladesh and India (West Bengal) which is highly vulnerable to extreme weather events and climate change. The focus is on assessing how households are affected by cyclones: whether they are able to cope with, adapt to and recover from events and changes; whether they are warned ahead of time; whether they benefit from government safety nets and other social programs; and finally whether they are driven to either temporary or permanent migration. This assessment leads to a better understanding of how exposure to an area of climate change vulnerability and risk affects and shapes human responses.
