Children are constantly changing and undergoing processes of emotional and physical development as they grow and experience their world. While crime on the whole is a matter of grave concern in South Africa, crime involving juvenile offenders is particularly so and it is on the rise. Sexual offences among children are occurring more frequently, and children are increasingly being trafficked and used as sex workers or slaves. Despite specific laws having been promulgated to protect them, sexual abuse of children and neglect are rife, with many children growing up in a very unforgiving environment that never allows them the opportunity to develop morally according to the prescriptions of a democratic society. Child and youth misbehaviour in South Africa addresses the complex and poorly understood phenomenon of juvenile misbehaviour. It discusses and analyses various theories on the nature and causes of aberrant behaviour, and assesses them critically with regard to their applicability to South Africa. In order to understand the youth misbehaviour problem as it manifests in this country, it is essential that the position of youths be understood. Solutions may be found by considering the following: The difficulty in demarcating the position of children in South Africa; The local risk factors associated with juvenile misbehaviour; The effective processing and treatment of youthful offenders by the South African criminal justice system; Preventive measures based on constitutional guidelines. Child and youth misbehaviour in South Africa is aimed at enabling both practitioners and students to address the plight of the South African youth in a constructive way and so become part of creating a safer South Africa for its people.
Everyone has the right to education. The main objective of any education system in a democratic society is to provide quality education for all learners so that they will be able to reach their full potential and contribute meaningfully to and participate in that society throughout their lives. With the publication of the Education White Paper 6 in 2001, South Africa proclaimed its policy of inclusive education; however this policy is not always clearly understood by educators. Addressing barriers to learning provides relevant and in-depth knowledge to better prepare educators to teach all the learners in their class groups. Addressing barriers to learning covers the complete continuum of learners as reflected in the Education White Paper 6, and includes the most vulnerable of them: those who are economically and educationally disadvantaged, those with physical, sensory, intellectual, and/or learning impairment as well as those displaying challenging behaviour who are at risk of exclusion. Case studies offer practical examples and activities provide hands-on experience regarding classroom practice and management, collaboration with all role players and mobilisation of community involvement, which is at the heart of true inclusion. Addressing barriers to learning is aimed at both prospective and current educators.

This book explores how social and territorial boundaries have influenced the approaches and practices of the South Africa Police Service (SAPS). By means of a historical analysis of South Africa, this book introduces a new concept, ‘police frontierism’, which illuminates the nature of the relationships between the police, policing and boundaries, and can potentially be used for future case study research. Drawing on a wealth of research, this book examines how social and territorial boundaries strongly influenced police practices and behaviour in South Africa, and how social delineations amplify and distort existing police prejudices against those communities on the other side of the boundary. Focusing on cases of high-density police operations, public-order policing and the recent policing of the COVID-19 lockdown, this book argues that poor economic conditions combined with an increased militarisation of the SAPS and a decline in public trust in the police will result in boundaries continuing to fundamentally inform police work in South Africa. This book will be of interest to scholars and students interested in policing in post-colonial societies characterised by high levels of violence, as well as police work and police militarization.
Policing in South Africa has gained notoriety through its extensive history of oppressive law enforcement. In 1994, as the country’s apartheid system was replaced with a democratic order, the new government faced the significant challenge of transforming the South African police force into a democratic police agency―the South African Police Service (SAPS)―that would provide unbiased policing to all the country’s people. Safety has traditionally been defined as a condition where the number of adverse outcomes was as low as possible (Safety-I). From a Safety-I perspective, the purpose of safety management is to make sure that the number of accidents and incidents is kept as low as possible, or as low as is reasonably practicable. This means that safety management must start from the manifestations of the absence of safety and that - paradoxically - safety is measured by counting the number of cases where it fails rather than by the number of cases where it succeeds. This unavoidably leads to a reactive approach based on responding to what goes wrong or what is identified as a risk - as something that could go wrong. Focusing on what goes right, rather than on what goes wrong, changes the definition of safety from ’avoiding that something goes wrong’ to ’ensuring that everything goes right’. More precisely, Safety-II is the ability to succeed under varying conditions, so that the number of intended and acceptable outcomes is as high as possible. From a Safety-II perspective, the purpose of safety management is to ensure that as much as possible goes right, in the sense that everyday work achieves its objectives. This means that safety is managed by what it achieves (successes, things that go right), and that likewise it is measured by counting the number of cases where things go right. In order to do this, safety management cannot only be reactive, it must also be proactive. But it must be proactive with regard to how actions succeed, to everyday acceptable performance, rather than with regard to how they can fail, as traditional risk analysis does. This book analyses and explains the principles behind both approaches and uses this to consider the past and future of safety management practices. This book is the first comprehensive investigation of the architecture of the apartheid state in the period of rapid economic growth and political repression from 1957 to 1966 when buildings took on an ideological role that was never remote from the increasingly dominant administrative, legislative and policing mechanisms of the regime. It considers how this process reflected the usurpation of a regional modernism and looks to contribute to wider discourses on international postwar modernism in architecture. Buildings in Pretoria that came to embody ambitions of the apartheid state for industrialisation and progress serve as case studies. These were widely acclaimed projects that embodied for apartheid officials the pursuit of modernisation but carried latent apprehensions of Afrikaners about their growing economic prospects and cultural estrangement in Africa. It is a less known and marginal story due to the dearth of material and documents buried in archives and untranslated documents. Many of the documents, drawings and photographs in the book are unpublished and include classified material and photographs from the National Nuclear Research Centre, negatives of 1960s from Pretoria News and documents and pamphlets from Afrikaner Broederbond archives. State architecture became the most iconic public manifestation of an evolving expression of white cultural identity as a new generation of architects in Pretoria took up the challenge of finding form to their prospects and beliefs. It was an opportunistic faith in Afrikaners who urgently needed to entrench their vulnerable and contested position on the African continent. The shift from provincial town to apartheid capital was swift and relentless. Little was left to stand in the way of the ambitions and aim of the state as people were uprooted and forcibly relocated, structures torn down and block upon block of administration towers and slabs erected across Pretoria. This book will be of great interest to students and scholars of architectural history as well as those with an interest in postcolonial studies, political science and social anthropology.
