Changes in the philosophy of planning and the political influences behind it have led to an increasingly ambivalent approach to retail and commercial matters and a lack of clear goals and objectives as to what both central government and the local authorities should be concerned with. At the same time, changes within the distribution industry have brought new pressures to bear upon the environment which the conventional planning process seems ill-equipped to accommodate. This book, by an established leading authority, takes stock of the new problems to be confronted and provides the rudiments of an alternative planning approach to dealing with them. It begins by examining the growth of office blocks and shopping centres, and goes on to analyse and criticise the existing planning processes, suggesting alternative procedures. It looks at the dual needs of development on the one hand and renovation and redevelopment on the other and discusses how these should be dealt with in the future. More specific problems are also examined: the impact created by new shopping schemes, the decline of small shops and related activities, the conflict over transport demands and provisions and the special physical needs of particular urban and rural environments. Symbols matter, and especially those present in public spaces, but how do they exert influence and maintain a hold over us? Why do such materialities count even in the intensely digitalized culture? Recognising that creativity is a major driving force in the post-industrial economy, the Chinese government has recently established a range of "creative clusters" - industrial parks devoted to media industries, and arts districts - in order to promote the development of the creative industries. This book examines these new creative clusters, outlining their nature and purpose, and assessing their effectiveness. Drawing on case studies of a range of cluster models, and comparing them with international examples, the book demonstrates that creativity, both in China and internationally, is in fact a process of fitting new ideas to existing patterns, models and formats. Social housing appears to offer a solution for the housing of poor and disadvantaged people. The French "right to housing" offers poor and disadvantaged citizens priority in social housing allocation, and even a legal action against the State to obtain a social home. Despite this, France is suffering a long-lasting housing crisis with disadvantaged people having particular difficulties of access, often despite the efforts of local housing actors. This situation is affected by the European Court of Human Rights and EU decisions limiting diverse national housing and rental policies.

Between historic French revolutions and the modern riots, negotiated solutions to social dilemmas emerged. Despite progress in constitutional principles, complex local negotiations still ultimately determine who is housed. Local social landlords, mayors and employee and tenant representatives use their privileges to house their insiders: existing tenants, locals and employees, with rent insufficiently subsidized. Insider Outsider theory is used for an economic analysis of exclusion in social housing allocation: its processes, institutional context, and stigmatizing effects. This highlights the spatial effects of nimbyism, excluding disadvantaged outsiders, and concentrating them in deprived areas. Simultaneously, urban regeneration reduced affordable housing stock and social mix became a reason to refuse a social home.

History, comparative law, economic theory and local interviews with housing actors give a detailed picture of what happens in and around French social housing allocation for an interdisciplinary housing policy audience. Constitutional principles appear in an unfamiliar guise as negotiating positions, with the "right to property" supporting landlords and the "right to housing" supporting tenants. French debates about the function of social landlords are echoed across Europe and reflected in European policies concerning rights, and the exclusion of disadvantaged minorities.

Many factors complicate the education of urban students. Among them have been issues related to population density; racial, ethnic, cultural, and linguistic diversity; poverty; racism (individual and institutional); and funding levels. Although urban educators have been addressing these issues for decades, placing them under the umbrella of "urban education" and treating them as a specific area of practice and inquiry is relatively recent. Despite the wide adoption of the term a consensus about its meaning exists at only the broadest of levels. In short, urban education remains an ill-defined concept. This comprehensive volume addresses this definitional challenge and provides a 3-part conceptual model in which the achievement of equity for all -- regardless of race, gender, or ethnicity - is an ideal that is central to urban education. The model also posits that effective urban education requires attention to the three central issues that confronts all education systems (a) accountability of individuals and the institutions in which they work, (b) leadership, which occurs in multiple ways and at multiple levels, and (c) learning, which is the raison d'etre of education. Just as a three-legged stool would fall if any one leg were weak or missing, each of these areas is essential to effective urban education and affects the others.

This book explores the changing approaches to urban common good in Central and Eastern Europe after 1989. The question of common good is fundamental to urban living; however, understanding of the term varies depending on local contexts and conditions, particularly complex in countries with experience of communism. In cities east of the former Iron Curtain, the once ideologically imposed principle of common good became gradually devalued throughout the 20th century due to the lack of citizen agency, only to reappear as a response to the ills of neoliberal capitalism around the 2010s. The book reveals how the idea of urban common good has been reconstructed and practiced in European cities after socialism. It documents the paradigm shift from city as a communal infrastructure to city as a commodity, which lately has been challenged by the approach to city as a commons. These transformations have been traced and analysed within several urban themes: housing, public transport, green infrastructure, public space, urban regeneration, and spatial justice. A special focus is on the changes in the public discourse in Poland and the perspectives of key urban stakeholders in three case-study cities of Gdansk, Krakow, and Lodz. The findings point to the need for drawing from best practices of the socialist legacy, with its celebration of the common. At the same time, they call for learning from the mistakes of the recent past, in which the opportunity for citizen empowerment has been unseized. The authors' postcolonial approach deals with the notion of periphery and peripherality, covering issues of spatial protest, urban policy and urban planning. Discussing periphery as a political, social and spatial phenomenon and both a product and a process manufactured by power mechanisms, the authors show how the state, the regime of citizenship, the capitalist logic, and the logic of ethnonationalism have all resulted in ethno-class division and stratification, which have been shaped by spatial policy. Rather than using the term periphery to describe an economic, geographical and social situation in which disadvantaged communities are located, this critical examination addresses the traditionally passive dimension of this term suggest that the reality of peripheral communities and spaces is rather more conflicted and controversial. The multidisciplinary approach taken by this book means it will be a valuable contribution to the fields of planning theory, political science and public policy, urban sociology, critical geography and Middle East studies.
