From the beginning of 21st century, there has been an awareness of risk in the environment along with a growing concern for the continuing potential damage caused by hazards. In order to ensure environmental sustainability, a better understanding of natural disasters and their impacts is essential. It has been recognized that a holistic and integrated approach to environmental hazards needs to be attempted using common methodologies, such as risk analysis, which involves risk management and risk assessment. Indeed, risk management means reducing the threats posed by known hazards, whereas at the same time accepting unmanageable risks and maximizing any related benefits. The risk management framework involves evaluating the importance of a risk, either quantitatively or qualitatively. Risk assessment comprises three steps, namely risk identification (data base, event monitoring, statistical inference), risk estimation (magnitude, frequency, economic costs) and risk evaluation (cost-benefit analysis). Nevertheless, the risk management framework also includes a fourth step, risk governance, i.e. the need for a feedback of all the risk assessment undertakings. There is currently a lack of such feedback which constitutes a serious deficiency in the reduction of environmental hazards. This book emphasises methodological approaches and procedures of the three main components in the study of environmental hazards, namely forecasting - nowcasting (before), monitoring (during) and assessment (after), based on geoinformatic technologies and data and simulation through examples and case studies. These are considered within the risk management framework and, in particular, within the three components of risk assessment, namely risk identification, risk estimation and risk evaluation. This approach is a contemporary and innovative procedure and constitutes current research in the field of environmental hazards. This manual and the free downloadable costing tool is the outcome of a project identified by the Water, Sanitation and Health Programme (WSH) of the World Health Organization (WHO) faced with the challenge of costing options for improved access, both to safe drinking water and to adequate sanitation. Although limited in scope to the process of costing safe water supply technologies, a proper use of this material lies within a larger setting considering the cultural, environmental, institutional, political and social conditions that should be used by policy decision makers in developing countries to promote sustainable development strategies. Costing Improved Water Supply Systems for Low-income Communities provides practical guidance to facilitate and standardize the implementation of social life-cycle costing to "improved" drinking-water supply technologies. These technologies have been defined by the WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation, as those that, by the nature of its construction, adequately protect the source of water from outside contamination, in particular with faecal matter. The conceptual framework used has also been conceived to be applied to costing improved sanitation options. To facilitate the application of the costing method to actual projects, a basic tool was developed using Microsoft Excel, which is called a water supply costing processor. It enables a user-friendly implementation of all the tasks involved in a social life-cycle costing process and provides both the detailed and the consolidated cost figures that are needed by decision-makers. The scope and the limits of the costing method in a real setting was assessed through field tests designed and performed by local practitioners in selected countries. These tests were carried out in Peru and in six countries in the WHO regions of South-East Asia and the Western Pacific. Water Reuse: An International Survey of current practice, issues and needs examines water reuse practices around the world from different perspectives. The objective is to show how differently wastewater reuse is conceived and practised around the world as well as to present the varied needs and possibilities for reusing wastewater. In the first section water reuse practices around the world are described for regions having common water availability, reuse needs and social aspects. The second section refers to the "stakeholders" point of view. The role of governments in respect of public policy in reuse is discussed as well as the different international criteria and standards for reusing wastewater. The fourth section of the book presents contrasting case studies; typical situations in the developed world (Japan and Germany) are compared to those in developing countries (Pakistan and Brazil) for agricultural and industrial reuse. This WERF sponsored research addresses the utility of bioassessment for managing aquatic life uses in urban and/or urbanizing catchments. Heavily urbanized catchments present a problem for facilities and water quality managers struggling to balance the socio-economic needs of urban areas with aquatic life use standards. Most standards do not recognize the limitations on achievable biological condition in urban areas. This research specifically defines a process for developing alternative biological benchmarks for aquatic life use in urban catchments. This research was conducted across three distinct climatic regions and describes a threestep process: 1) developing a primary urbanization gradient, 2) assembling an appropriate urban biological index, and 3) defining a biological potential that describes the highest biological condition currently achieved along the urban gradient. The primary urban gradient is developed using simple landscape and socio-economic measures of urbanization. Alternative urban gradients, comparable to the primary gradient, are presented that can be used as data availability and resources require. The primary biological indicator is developed using a subset of commonly collected biological metrics. Lastly, biological potential is defined using quantile regression to characterize the upper boundary on biological condition observed along the primary urban gradient. This approach establishes empirically defined and realistic aquatic life use benchmarks for urbanized catchments, and describes a process by which the aquatic life use status of waterbodies in urbanized catchments can be placed in a realistic context. Guidance on implementation is provided for WERF subscribers for their particular urban areas.
