Project management (PM), traditionally employed to implement
projects, has developed into Organizational Project Management, as
organizations are increasingly using projects to deliver
strategies. The emergence of program and portfolio management has
also contributed to this move. PM researchers need to become more
innovative in their research approaches. They need to connect with
the broader currents of social science in relevant fields, such as
organization theory. Outside the specific field, there is a great
deal that can usefully be imported, transformed, and translated so

Problemstellung: Um die Effizienz der Elektrizitatswirtschaft zu
steigern, die Wirtschaft mit konkurrenzfahigen Strompreisen zu
versorgen und den Anschluss an die Entwicklung in der EU nicht zu
verpassen, steht auch in der Schweiz eine Offnung des
Elektrizitatsmarktes zur Debatte. Derzeit existieren zwei Modelle,
in welcher Form die Liberalisierung erfolgen soll. Ein Modell wurde
vom Bundesamt fur Energie (BFE) ausgearbeitet. Die Botschaft zum
Elektrizitatsmarktgesetz (EMG) wurde im Juni 1999 veroffentlicht.
Die Alternative besteht in der Kritik an dieser Botschaft und wurde
vom Verband Schweizerischer Elektrizitatswerke (VSE) in einem
Papier im Mai 1999 dargelegt. In der Schweiz gibt es eine sehr
heterogene Struktur von Anbietern. Von grossen Uberlandwerken bis
zu kleinen Verteilunternehmen mit nur wenigen Kunden sind
Unternehmungen aller Grossenordnungen zu finden. Eine Offnung des
Marktes birgt daher in unterschiedlichem Masse Chancen und Gefahren
fur die Anbieter. Dabei spielen die beiden Modelle der
Liberalisierung eine wichtige Rolle, in denen die unterschiedlichen
Interessen des BFE und des VSE offensichtlich werden. Um der sehr
heterogenen Struktur Rechnung zu tragen, werden die Anbieter in
dieser Arbeit in verschiedene Anbietergruppen eingeteilt. Gang der

vorzustellen und die Chancen und Gefahren der verschiedenen
