The information age is upon us and, with it, a new era of human services has emerged. The terms 'Evidence-Based,' 'evidence-informed,' 'best practice', and 'effective' have become ubiquitous in scholarly and professional publications, government documents, funding applications, and training institutions across the world. Yet despite this avalanche of words, there is substantial disagreement with respect to the definition of evidence and how it should be used to improve the lives of children and youth. This book builds on the burgeoning evidence-informed practice movement in social welfare that evolved from evidence-based medicine some twenty years ago. Key insights from an internationally recognized group of scholars representing several child welfare systems promotes a nuanced understanding of evidence in all its forms; makes a strong case for understanding the role of context in generating, interpreting, and employing evidence; and provides guidance for integrating evidence and context in the provision of child welfare services. The book begins with an introduction to evidence-informed practice and a broad overview of the different types of evidence that can be useful in guiding difficult decisions under uncertain conditions. This is followed by a decision-making framework that incorporates the use of evidence within the context of a complex child protection system. Next, empirically supported programs and treatments are evaluated with respect to their transportability across contexts, with sometimes surprising results. Two revolutionary approaches to the delivery of effective services, common factors and common elements, are then introduced and followed by a treatise on the importance of implementation in child welfare settings. Embracing different types of evidence used for different questions, the role of randomized controlled trials, epidemiology, administrative and survey data are then explored. Finally, the context of service provision within an agency is explored through an overview of the structure, function, and culture of human services organizations; the role of universities in training staff and conducting relevant practice and policy research; and an applied example involving a partnership between a major university and a large child welfare agency.

In this book, David Brandt examines the legal, psychological, and cultural issues relevant to understanding antisocial behaviour in adolescence. Based on his own research and a broad analysis of recent work in the field, Brandt identifies the factors that are common in cases of delinquency. The discussion considers the long-term effects of social issues such as poverty as well as psychological issues such as the high levels of stress and anxiety suffered during childhood by many delinquents. He shows how a failure to meet the developmental needs of children - at both the family level and at a broader social and political level - is at the core of the problem of juvenile delinquency. Children are the group most likely to be victimized yet least
likely to report the crimes against them. Because of their unique
vulnerability, an elaborate set of protections tries to secure
their safety at home, in school, and in the community, yet they
often experience further trauma inside the very criminal justice
system designed to punish those who harm them. Such a system can
leave child victims without emotional healing and a sense of
justice because it does not consider the full scope of their
wishes, interests, and rights. This failure can be attributed to
the system's tendency to view children as objects of protection
instead of legitimate rights-holders.

The Boys and Girls Republic of Farmington Hills, Michigan, came to life as the Boys Republic during the Progressive Era, when the combined stresses of urbanization, immigration, and poverty left an unprecedented number of children on the streets. It was a time marked both by social change and new thinking about the welfare of children, especially the neglected, delinquent, or abused. Here Gay Zieger tells the story of the remarkable humanitarians and reformers in the Detroit area who offered such children shelter, food, and comfort. Their efforts ultimately evolved into one of the most dramatic illustrations of a "junior republic" -- an innovation directed not at enforcing discipline from above but rather at cultivating character among children through example and self-government. We meet, for instance, the colorful first superintendent, Homer T. Lane, who believed in the innate goodness of children and established a self-governing system that allowed the boys in his care to exercise some power over their lives. Sexual exploitation of children is a major social problem in the United States and around the world. Depending upon how such exploitation is defined and measured, divergent estimates indicate that in the U.S. between 3 and 37 percent of males, and between 8 and 71 percent of females are sexually abused in some manner during childhood or adolescence. In response, governments have passed strict laws, entered into international treaties, and established large bureaucracies aimed at curbing child sexual abuse. Preventing the Sexual Victimization of Children is the first book to critically evaluate national and international efforts to reduce child sexual abuse (CSA) and ameliorate its effects. Until now, input from social science and mental health experts has been accepted for the most part uncritically, as have the programs and laws that have been developed in reliance upon that advice. Here Dr. Ewing utilizes empirical data, policy considerations, cost-benefit analyses, psychological theory, legal reasoning, and common sense to undertake the often difficult and sometimes controversial task of distinguishing prevention strategies that are likely to prevent CSA from those that are not. He concludes that the most expensive preventive strategies-such as sex offender registration, enhancing criminal penalties for such offenders, and civilly confining them-are not effective in preventing CSA and may actually increase its likelihood. However, he also concludes that many other strategies are or could be effective in preventing CSA, such as minimizing opportunities for such abuse, risk education, teaching children to protect themselves, encouraging bystander intervention, limiting the cultural sexualization of children, improving the investigation and prosecution of CSA allegations, using technology to stop child pornography and to rescue its victims, changing the culture in child-serving organizations, and more. Child poverty is rising across affluent Western societies; how it is measured is vital to how governments act to prevent, alleviate or eliminate it. While the roots of childhood poverty are fiercely debated and contested, they are all too often misrepresented in policy and media discourses. Seeking to redress this problem, Treanor places children's experiences, needs and concerns at the centre of this critical examination of the contemporary policies and political discourses surrounding poverty in childhood. She examines a broad range of structural, institutional and ideological factors common across developed nations, and their impacts, to interrogate how poverty in childhood is conceptualised and operationalised in policy and to forge a radical pathway for an alternative future.
Research in the mid-1980s on the effects of prenatal drug abuse characterized cocaine-exposed children as moody, inconsolable, less socially interactive, and less able to bond than other children. "Crack babies," in particular, were believed to be less attentive and less able to focus on specific tasks than nonexposed children. Research concluded that these conditions were irreversible and that no amount of special attention or educational programs could turn these cocaine-exposed infants into well-functioning and adjusted children. Methodological problems in these early studies, combined with the fact that cocaine using mothers abuse other drugs as well, have left the research and public health communities uncertain about the cause and effect relationship between cocaine use and pre- and postnatal consequences. Cocaine-Exposed Infants examines what is known about the problem and unravels some of the contradictions in the extant literature. The authors also explore in-depth the media frenzy over so-called crack babies and the resulting legislation that served to criminalize drug use during pregnancy. For researchers, academics, health care providers, and mental health and legal professionals/practitioners, Cocaine-Exposed Infants provides state-of-the-art information in a field now entering its second generation of research. Can White parents teach their Black children African American culture and history? Can they impart to them the survival skills necessary to survive in the racially stratified United States? Concerns over racial identity have been at the center of controversies over transracial adoption since the 1970s, as questions continually arise about whether White parents are capable of instilling a positive sense of African American identity in their Black children. adoptees" Through in-depth interviews with adult transracial adoptees, as well as with social workers in adoption agencies, Sandra Patton, herself an adoptee, explores the social construction of race, identity, gender, and family and the ways in which these interact with public policy about adoption. Patton offers a compelling overview of the issues at stake in transracial adoption. She discusses recent changes in adoption and social welfare policy which prohibit consideration of race in the placement of children, as well as public policy definitions of "bad mothers" which can foster coerced aspects of adoption, to show how the lives of transracial adoptees have been shaped by the policies of the U.S. child welfare system. Neither an argument for nor against the practice of transracial adoption, BirthMarks seeks to counter the dominant public view of this practice as a panacea to the so-called "epidemic" of illegitimacy and the misfortune of infertility among the middle class with a more nuanced view that gives voice to those directly involved, shedding light on the ways in which Black and multiracial adoptees articulate their own identity experiences.
"Child Slaves in the Modern World" is the second of two volumes that examine the distinctive uses and experiences of children in slavery in the nineteenth and twentieth centuries. This collection of previously unpublished essays exposes the global victimization of child slaves from the period of abolition of legal slavery in the nineteenth century to the human rights era of the twentieth century. It contributes to the growing recognition that the stereotypical bonded male slave was in fact a rarity. Nine of the studies are historical, with five located in Africa and three covering Latin America from the British Caribbean to Chile. One study follows the children liberated in the famous Amistad incident (1843). The remaining essays cover contemporary forms of child slavery, from prostitution to labor to forced soldiering. "Child Slaves in the Modern World" adds historical depth to the current literature on contemporary slavery, emphasizing the distinctive vulnerabilities of children, or effective equivalents, that made them particularly valuable to those who could acquire and control them. The studies also make clear the complexities of attempting to legislate or decree regulations limiting practices that appear to have been--and continue to be --ubiquitous around the world.
Day care was originally conceived by Soviet educators as a vehicle for fostering the roots of collectivism, patriotism, and love of work in children. As idealist dreams faded, objectives were reshaped to serve conformity, instill unquestioning obedience, and minimize individual differences. The author compares child care during the 1970s and early 1990s and finds important changes in overall goals and principles. Where once meticulous attention was paid to state-provided curricula and objectives that encouraged uniform thought and behavior, Ispa found in her recent trip that some teachers were beginning to encourage independent problem-solving, initiative, and recognition of differences among individuals. Ispa makes many fascinating comparisons between Russian and American day care, both in terms of facilities and attitudes toward children and their parents. This is an important contribution to the study of childhood around the world.
This volume is the result of the clinical, administrative, and advocacy experience that Dr. Plenk gained during the growth and development of The Children's Center in Salt Lake City. Using the day-treatment group therapy model, young children with emotional problems have been helped to eliminate difficulties that affect their education at a very early age. As a community agency built on a shoestring budget, the state, federal, and local levels have contributed to major improvements in the learning and family life of many individuals associated with The Children's Center.
