There is a specter haunting advanced industrial countries: structural unemployment. Recent years have seen growing concern over declining jobs, and though corporate profits have picked up after the Great Recession of 2008, jobs have not. It is possible that "jobless recoveries" could become a permanent feature of Western economies. This illuminating book focuses on the employment futures of advanced industrial countries, providing readers with the sociological imagination to appreciate the bigger picture of where workers fit in the new international division of labor. With China's rapid advancements in urbanization and industrialization, there has been significant labor movement away from agriculture in the rural regions. Using four village case studies, Song examines how this restructuring process affects the rural population. Much of her research is centered on their various perceptions and reactions towards the market reforms. How are their lives reshaped through the employment transition? Along with the changes of family life and the diversification of development models, how do an individual's gender and background play a role in determining employment? The second in a series of books published with the IZA, this volume presents Richard Easterlin's outstanding research on the analysis of subjective well-being, and on the relationship between demographic developments and economic outcomes. In both fields, his work has laid the foundations for enlarging the scope of traditional economic analysis and has increased our understanding of behaviour in several important domains, such as fertility choices, labour market behaviour, and the determinants of individual well-being. In various seminal contributions, Easterlin has demonstrated the importance of material aspirations and relative economic status for human behaviour. "Job-centered economic development" integrates approaches from the fields of economic development, employment training, social services, and community development, making access to good jobs a primary outcome. The Multilevel Politics of Trade presents a timely comparative analysis of eight federations (plus the European Union) to explore why some sub-federal actors have become more active in trade politics in recent years. Dale T. Mortensen and Christopher A. Pissarides are the recipients (with Peter Diamond) of the Nobel memorial Prize in Economics 2010. They have made path-breaking contributions to the analysis of markets with search and matching frictions, which account for much of the success of job search theory and the flows approach in becoming a leading tool for microeconomic and macroeconomic analysis of labor markets. Both scientists have gained groundbreaking insights through individual as well as joint research. Consequently, this volume not only features several papers which helped shape the equilibrium search model, including some early contributions which have initiated the research on what is known today as the search and matching model of the labor market, but it also presents a joint paper by the IZA Prize Laureates, which is a complete statement of the equilibrium search and matching model with endogenous job creation and job destruction. David Card and Alan B. Krueger have made substantial contributions to the field of Labor Economics. Their influential work focuses on policy-relevant issues and spans vast and important topics, including: unemployment, minimum wage, migration, measurement error, unions, wage differentials among various groups in the US, labor demand, social insurance, and technological change. Card and Krueger have also been extremely influential in econometrics methodology; they were at the forefront of employing an 'experimental' approach in their research design and implementation. Both of these IZA prize winners have made significant methodological contributions on instrumental variable estimation, measurement error, regression discontinuity methods, and the use of 'natural' experiments. This book provides an overview of their most important work and is divided two main parts: the first section focuses on school quality and the differences in wages across groups in the US; the second part concentrates on the effect of changes in the minimum wage on employment and wage setting. In section introductions, Card and Krueger offer their insight into these two areas and discuss the historical context for their research.
Economic theory and empirical research confirm that the rising international integration caused an increase in aggregate income at least for the industrialized countries, although trade liberalization is no Pareto improvement. In the empirical literature, there is a consensus that the international integration implies a destruction of low-skilled job vacancies and an increase in income, while the conclusions are mixed concerning the implication for the overall unemployment rate. This book seeks to find theoretical explanations to these empirical regularities. The book poses three questions: What are the implications of trade liberalization for the labor market in the presence of trade unions if we account for both firm and worker heterogeneity? What are the implications of a redistribution policy if the government chooses unemployment benefits to partially compensate the losers of trade liberalization?, and what is the optimal redistribution scheme for trade gains if the government explicitly takes into account the consequences for the income distribution? This book presents a rigorous theoretical analysis to answer the questions posed. Beside the well-known firm-selection effect on goods markets caused by trade liberalization, a selection process on the labor market -the worker-selection effect - is presented. The book also argues that if welfare is measured in the traditional manner, i.e. income per capita, compensating the loser of trade liberalization by paying unemployment benefits decreases welfare, but the intensity of the reduction differs with respect to the chosen funding of the unemployment benefits. Another significant contribution of this book is that if the objective function of the government, i.e. the modified welfare function, includes both aggregate income and income inequality, the redistribution of trade gains can lead to an increase in welfare.

Minority youth unemployment is an enduring economic and social concern. This book evaluates two new initiatives for minority high school students that seek to cultivate marketable job skills. The first is an after-school program that provides experiences similar to apprenticeships, and the second emphasizes new approaches to improving job interview performance. The evaluation research has several distinct strengths. It involves a randomized controlled trial, uncommon in assessments of this issue and age group. Marketable job skills are assessed through a mock job interview developed for this research and administered by experienced human resource professionals. Getting Welfare to Work traces the radical reform of the Australian, UK, and Dutch public employment services systems. Starting with major changes from 1998, this book examines how each national system has moved from traditional public services towards more privately provided and market-based methods. Each of these three countries developed innovative forms of contracting-out and complex incentive regimes to motivate welfare clients and to control the agencies charged with helping them. The Australian system pioneered the use of large, national contracts for services to all unemployed jobseekers. By the end of our study period this system was entirely outsourced to private agencies. Meanwhile the UK elected a form of contestability under Blair and Cameron, culminating in a new public-private financing model known as the 'Work Programme'. The Dutch had evolved their far more complex system from a traditional public service approach to one using a variety of specific contracts for private agencies. These innovations have changed welfare delivery and created both opportunities and new constraints for policy makers. Getting Welfare to Work tells the story of these bold policy reforms from the perspective of street-level bureaucrats. Interviews and surveys in each country over a fifteen year period are used to critically appraise this central pillar of the welfare state. The original data analysed in Getting Welfare to Work provides a unique comparative perspective on three intriguing systems. It points to new ways of thinking about modes of governance, system design, regulation of public services, and so-called activation of welfare clients. Regulating the Risk of Unemployment offers a systematic comparative analysis of the recent adaptation of European unemployment protection systems to increasingly post-industrial labour markets. These systems were mainly designed and institutionalized in predominantly industrial economies, characterized by relatively standardized employment relationships and stable career patterns, as well as plentiful employment opportunities even for those with low skills. Over the past two to three decades they have faced the challenge of an accelerating shift to a primarily service-based economy, accompanied by demands for greater flexibility in wages and terms and conditions in low-skill segments of the labour market as well as pressures to maximise labour force participation given the more limited potential for productivity-led growth. The book develops an original framework for analysing adaptive reform in unemployment protection along three discrete dimensions of institutional change, which are termed benefit homogenization, risk re-categorization, and activation. This framework is then used to structure analysis of twenty years of unemployment protection reform in twelve European countries. In addition to mapping reforms along these dimensions, the country studies analyse the political and institutional factors that have shaped national patterns of adaptation. Complementary comparative analyses explore the effects of benefit reforms on the operation of the labour market, assess evolving patterns of working-age benefit dependency, and examine the changing role of active labour market policies in the regulation of the risk of unemployment.
