Over the past two decades it has become widely recognized that housing issues have to be placed in a broader framework acknowledging that civil society in the form of Community Based Organizations (CBOs) and their allies are increasingly networking and emerging as strong players that cannot easily be overlooked. Some of these networks have crossed local and national boundaries and have jumped political scales. This implies that housing issues have to be looked at from new angles: they can no longer simply be addressed through localized projects, but rather at multiple scales. The current debate is largely limited to statements about the relevance of individual organizations for local housing processes and tends to overlook the innovativeness in terms of re-scaling those processes and of influencing institutional change at various levels by transcending national boundaries. There is a significant lack of a systemic understanding of such globally operating grassroots networks and how they function in the housing process. This book brings together different perspectives on multi-scalar approaches within the housing field and on grassroots' engagement with formal agencies including local government, higher levels of government and international agencies. By moving away from romanticizing local self-initiatives, it focuses on understanding the emerging potential once local initiatives are interlinked and scaled-up to transnational networks.

In the years after the 1994 transition to democracy in South Africa, planners were convinced that they would be able to successfully promote a vision of integrated, equitable and sustainable cities, and counter the spatial distortions created by apartheid. This book explores the experience of planning in South Africa during the ten years from 1994, with the aim of contributing to key international debates in planning theory. The authors argue that, because of the highly fluid nature of South African society during these last ten years, this country provides a useful 'laboratory' in which to explore the possibilities of achievement in the planning field. Thus while many of the factors which have affected planning have been context-specific, the nature of South Africa's transition and its relationship to global dynamics have meant that many of the issues which confront planners in other parts of the world are echoed here as well. Issues of governance, integration, market competitiveness, sustainability, democracy and values are as significant here as they are elsewhere, and the particular nature of the South African experience lends new insights to thinking on these questions.
The book is subdivided into sections which reflect the main themes in international planning debates. After Part A, which sets the scene in terms of the overall objectives of the book and the changing nature of planning under apartheid and in the post-apartheid era, the sections deal with:

The aim of this book, first published in 1977, is to use the tools developed by modern microeconomics to provide a framework for the analysis of policies towards the allocation of land and the control of activities using land. Critical Regionalism is a notion which gained popularity in architectural debate as a synthesis of universal, 'modern' elements and individualistic elements derived from local cultures. This book shifts the focus from Critical Regionalism towards a broader concept of 'Transcultural Architecture' and defines Critical Regionalism as a subgroup of the latter. One of the benefits that this change of perspective brings about is that a large part of the political agenda of Critical Regionalism, which consists of resisting attitudes forged by typically Western experiences, is 'softened' and negotiated according to premises provided by local circumstances. A further benefit is that several responses dependent on factors that initial definitions of Critical Regionalism never took into account can now be considered. At the book's centre is an analysis of Reima and Raili PietilA's Sief Palace Area project in Kuwait. Further cases of modern architecture in China, Korea, and Saudi Arabia show that the critique, which holds that Critical Regionalism is a typical 'western' exercise, is not sound in all circumstances. The book argues that there are different Critical Regionalisms and not all of them impose Western paradigms on non-Western cultures. Non-Western regionalists can also successfully participate in the Western enlightened discourse, even when they do not directly and consciously act against Western models. Furthermore, the book proposes that a certain 'architectural rationality' can be contained in architecture itself - not imposed by outside parameters like aesthetics, comfort, or even tradition, but flowing out of a social game of which architecture is a part. The key concept is that of the 'form of life', as developed by Ludwig Wittgenstein, whose thoughts are here linked to Critical Regionalism. Professional planning is commonly defined as an activity which is concerned with the rational allocation or exploitation of resources for man's maximum short- and long-term benefit. The science of. ecology is the study of the basic components of these resources (soil, water, air etc. ) and their inter relationships with living organisms. Planning and ecology therefore have many common interests and, as such, have long been associated in resource management. This association was, for example, reflected as early as the 19th century in the writings of Patrick Geddes, the progenitor of modern town planning, whose training as a biologist led him to re-interpret the phenomena of urbanization in ecological terms (Geddes, 1886). Since the time of Geddes the place of ecology has declined in planning circles as other professions and considerations, initially public health and engineering, latterly economic and sociological, have become more central. The reasons for this shifting emphasis are three-fold. First, they reflect changing social attitudes and aspirations in the post-war period. Secondly, many other professions and persuasions (agriculturalists, foresters, in dustrialists etc. ) became organized as pressure groups and helped shape public attitudes and governmental actions. Thirdly, and by far the most important reason, is the prevalence of misconceptions about ecology. Too many people, perhaps misled by the debate surrounding the' environmental movement', equate ecology with conservation. In reality, conservation is but one component part of ecology.

Despite the precipitous rise of East Asia as a center of architectural production since the Second World War, informed studies remain lacking. The lacuna is particularly conspicuous in terms of regional, cross-national studies, documenting the close ties and parallels between China, Taiwan, Japan and Korea during this period. Examining colonized cities in East Asia, this book brings together a range of different perspectives across both space and time. European, Chinese, Taiwanese, Korean and Japanese discourses are examined, with a range of complementary and conflicting views on the design of urban and architectural forms; the political, institutional, religious and economical contexts of urban planning; the role played by various media; and the influence of various geographical, social and anthropological research methods. The diversity and plurality of these perspectives in this book provides an entwined architectural, urban and social history of East Asia, which offers insights into the cultural systems and the historical and spatial meanings of these colonized cities. It concludes that the difficulties in the historical study of East Asia's colonial cities do not so much indicate cultural difference as the potentiality for multiple readings of the past toward the future.

Public spaces are the renditions of the power symmetry within the social setting it resides in, and is both controlling and confining of power. In an ideologically-laden context, urban design encompasses values and meanings and is utilized as a means to construct the identity and perpetuate visible and invisible boundaries. Hence, gendered spatial dichotomy based on a biological division of sexes is often employed systematically to evade the transgression of women into the public spaces. The production of modern urban space in the Middle East is formed in the interplay between modernity, tradition and religion. Examining women in public spaces and patterns of interaction with gender -segregated and -mixed space, this book argues that gendered spaces are far from a static physical spatial division and produce a complex and dynamic dichotomy of men/public and women/private. Taking the example of Iran, normative and ideologically-laden gender segregated public spaces have been used as a tool for the Islamization of everyday life. The most recent government effort includes women-only parks, purportedly designed and administered through women's contributions, as well as to accommodate their needs and provide space for social interaction and activities. Combining research approaches from urban planning and social sciences, this book analyses both technical and social aspects of women-only parks. Addressing the relationships between ideology, urban planning and gender, the book interprets power relations and how they are used to define and plan public and semi-public urban spaces. Lack of communication across disciplinary boundaries as result of complexities of urban life has been one of the major hindrances in studying urban spaces in the Middle East. Addressing the concern, the cross-disciplinary approach employed in this volume is an amalgamation of methods informed by urban planning and social sciences, which includes an in-depth analysis of the morphological, perceptual, social, visual, functional, and temporal dimensions of the public space, the women-only parks in Iran.
