Presidentialism and Democracy in East and Southeast Asia examines the impact of presidential systems on democracies by examining three distinct literatures - the perilousness of competing legitimacies of the executive and legislative branches, issues of institutional design (particularly regarding semi-presidentialism), and the rise of executive aggrandizement. Despite often intense political conflict and temporary instability in the East and Southeast Asia, presidential systems of various types - from relatively "pure" forms to semi-presidentialism and other hybrids - have largely been resilient. Although there are signs of growing autocratization in several cases, presidentialism, associated with both accommodation and conflict, has usually not driven it. This book presents the outcomes of a study on indices of rule by law in China conducted by the Chinese Academy of Social Sciences (CASS). Since 2009, a group of researchers at the CASS Institute of Law has worked to assess the Chinese government's transparency. In this context, they designed an index system to truthfully record and reflect the reality and development of openness in the Chinese government for eight consecutive years. This book compiles their reports on each year's development, systematically combining quantitative analysis and the status quo for each year. Thanks to these reports, readers will be able to clearly understand the evolution of the Chinese government's openness during these eight years. They highlight what the government has done to improve transparency, what has been achieved, and the goals for the future. These reports have not only been acclaimed in academic circles, but have also greatly influenced government policies and procedures. Building on hundreds of thousands of systematically collected and content-coded local policy agenda observations, this book examines - theoretically and empirically - the policy agenda effects of four central aspects of any political system: the institutions that structure politics; the problems confronting the political system; the occurrence of regular and free elections; and the actors navigating the political system. Between the fifteenth and the eighteenth century, princely courts dominated the Italian political scene. These courts were effervescent centers of cultural production. As such, they became a model for European monarchies who imported Italian courtly forma del vivere ('style of life') to legitimize their power and to define social status. This phenomenon included architecture and painting, theater and music, manners and aesthetics, and all the objects, behaviors and beliefs that contributed to homogenize European culture in the age of the Old Regime. It involved a hemorrhage of art and a continuous circulation of people, texts and symbols. The foundational material for this process was classicism and its purpose was political. This delineates a new geography and chronology of a truly European cultural history. It also provides the key traits for the European cultural identity.

This new study of senates in small powers across the North Atlantic shows that the establishment and the reform of these upper legislative houses have followed remarkably parallel trajectories. Senate reforms emerged in the wake of deep political crises within the North Atlantic world and were influenced by the comparatively weak positions of small powers. Reformers responded to crises and constantly looked beyond borders and oceans for inspiration to keep their senates relevant. This edited volume analyzes how migration, the conformation of urban areas, and globalization impact Latin American geopolitics. Globalization has decisively influenced Latin American nationhood and it has also helped create a global region with global cities that are the result of the urbanization process. Originally published in 1980, this book examines the 'self-government' constitution, administrative and party system of The Ciskei which was one of the black 'homelands' created by the government of the Republic of South Africa in its pursuit of 'separate development'. (It has since been reintegrated into South Africa, becoming part of the Eastern Cape Province). The book discusses how, because poverty was endemic and agricultural resources poorly developed the region was dependent on the encapsulating white area for jobs, capital, entrepreneurial skills and markets. It examines how the existence of job opportunities in contiguous white areas has stimulated the growth of black towns, it has also inhibited their development. The book considers the role of the mass media played, illustrating how both traditional oral forms and contemporary mass media depended ultimately on white input and were thus oriented towards white rather than black politics.
This book provides a framework of protest handling which redirects our attention away from the strength of protesters and towards the constraints of state power, drawing on detailed case studies randomly collected in 7 provinces in China over the last decade. It finds that the challenges of retaining legitimacy, the propensity for responsiveness, the contradictions of the petition system, and the dynamics of elite alignments are key elements shaping the fate of nail-like petitions. A nail-like person refers to the individual who looks like a stubborn nail on a plank of wood that cannot be easily hammered down. His persistent protest thus is theoretically puzzling, since such individual-based protest is assumed to be too weak to effectively challenge a powerful authoritarian regime. Although this phenomenon is widely observed in China, it is ignored by current studies on collective action. Meanwhile, this book delves into the life politics of nail-like persons and reveals that their escalation of grievance, marginalized social status, inability of pursuing desirable lives through legitimate means, and communication with fellow petitioners also reinforce their determination of contention. This book describes deeply the fate of individual-based protests in China. It scrutinizes the state's role in shaping contention at its macro, intermediate, and micro levels, and meanwhile pay more attention to local specifics that are crucial to uncovering the logic of petitioners' actions and consciousness. This book has implications for scholars and graduates who are interested in contentious politics and state-society interactions in China.
This book provides a comprehensive analysis of the emergence of left-wing politics in two of the largest South American nations: Argentina and Brazil. It looks in particular at the transformation of democracy seen as "point of arrival" into democracy seen as an unending struggle for greater equality.
By analysing the roles and problems faced by international regimes as major players in global health governance, this book looks into the root causes of the often insufficient supply of global public goods for health and of the deficiencies in current global health governance. Combining several different methods of analysis and methodologies, this book sketches out the landscape of international public health governance involving a range of international actors. These include the World Health Organization, the World Trade Organization, the Biological Weapons Convention and international human rights regimes. Through a novel theoretical framework that synthesises the theory of securitisation, public goods and international regimes, the author then focuses on factors that have resulted in observed deficiencies in global health governance. In the context of the technological disruption of law and, in particular, the prospect of governance by machines, this book reconsiders the demand that we should respect the law, simply because it is the law. What does 'the law' need to look like to justify our respect? Responding to this question, the book takes the form of a dialectic between, on the one side, the promise of the prospectus for law and, on the other, the discontent provoked by the performance of law in practice; this is followed by a synthesis. Four pictures of law are considered: two are traditional pictures - law as order and law as just order; and two are prompted by the technological disruption of law - law as governance by machines and law as self-governance by humans. These pictures are tested in five performance areas: contract law, criminal law, biolaw, information law, and constitutional law. The synthesis, revealing the complexity of the demand for respect, highlights three particular points. First, the only prospectus for law that clearly commands respect is one that is committed to protecting the global commons (the preconditions for humans to form their own communities with their own forms of governance); second, any form of governance by humans will invite reservations and push-back against the demand for respect; and, third, governance by machines is not so much a superior form of governance as a radically different form in which questions about respect are redundant. This book will appeal to scholars and students with interests in the broad and burgeoning field of law, regulation and technology, as well as to legal theorists, practitioners, and others interested in the impact of new technology on law.

The 1989 prodemocracy movement in the People's Republic of China and the subsequent crackdown were marked by many dramatic reversals. Supported at first by several thousand Beijing University students, the movement quickly attracted millions of followers and developed into a nationwide mass movement. The jubilant mood during the short-lived freedom in Tiananmen Square turned into despair over the unnecessary bloodshed. The event raised many deeply disturbing questions: Was the massacre necessary and justified? What is the historical significance of this movement? Which path will the PRC follow in the decade ahead? Although no one had anticipated the tragic outcome, the popular unrest was not totally unexpected. When I read the news of 200,000 Beijing students and residents, in open defiance of the government's order, staging a largescale demonstration on Apri120, I knew a confrontation between the people and the government was inevitable.
This book maps out how political networks and centres of power, engaged in patronage, corruption, and illegality, effectively constituted the Afghan state, often with the complicity of the U.S.-led military intervention and the internationally directed statebuilding project. It argues that politics and statehood in Afghanistan, in particular in the last two decades, including the ultimate collapse of the government in August 2021, are best understood in terms of the dynamics of internal political networks, through which warlords and patronage networks came to capture and control key sectors within the state and economy, including mining, banking, and illicit drugs as well as elections and political processes. Networked politics emerged as the dominant mode of governance that further transformed and consolidated Afghanistan into a networked state, with the state institutions and structures functioning as the principal "marketplace" for political networks' bargains and rent-seeking. The facade of state survival and fragmented political order was a performative act, and the book contends, sustained through massive international military spending and development aid, obscuring the reality of resource redistribution among key networked elites and their supporters. Overall, the book offers a way to explain what it was that the international community and the Afghan elites in power got so wrong that brought Afghanistan full circle and the Taliban back to power.
