Indonesia is the world's third largest democracy (after India and the USA) and the only fully democratic Muslim democracy, yet it remains little known in the comparative politics literature. This book aspires to do for Indonesian political studies what The American Voter did for American political science. It contributes a major new case, the world's largest Muslim democracy, to the latest research in cross-national voting behavior, making the unique argument that Indonesian voters, like voters in many developing and developed democracies, are 'critical citizens' or critical democrats. The analysis is based on original opinion surveys conducted after every national-level democratic election in Indonesia from 1999 to the present by the respected Indonesian Survey Institute and Saiful Mujani Research and Consulting.

This timely and engaging book challenges the conventional wisdom on media and scandal in the United States. The common view holds that media crave and actively pursue scandals whenever they sense corruption. Scandal and Silence argues for a different perspective. Using case studies from the period 1988-2008, it shows that: * Media neglect most corruption, providing too little, not too much scandal coverage; * Scandals arise from rational, controlled processes, not emotional frenzies - and when scandals happen, it s not the media but governments and political parties that drive the process and any excesses that might occur; * Significant scandals are indeed difficult for news organizations to initiate and harder for them to maintain and bring to appropriate closure; * For these reasons cover-ups and lying often work, and truth remains essentially unrecorded, unremembered. Sometimes, bad behavior stimulates an avalanche of media attention with demonstrable political consequences, yet other times, equally shoddy activity receives little notice. This book advances a theoretical model to explain these differences, revealing an underlying logic to what might seem arbitrary and capricious journalism. Through case studies of the draft and military scandals involving Dan Quayle, George W. Bush, Bill Clinton and John Kerry; alleged sexual misconduct of politicians including but not limited to Clinton; and questionable financial dealings of Clinton and George W Bush, the book builds a new understanding of media scandals which will be essential reading for anyone concerned with the relationship between media and democracy today.

International parliaments are on the rise. An increasing number of international organizations establishes 'international parliamentary institutions' or IPIs, which bring together members of national parliaments or - in rare cases - elected representatives of member state citizens. Yet, IPIs have generally remained powerless institutions with at best a consultative role in the decision-making process of international organizations. Why do the member states of international organizations create IPIs but do not vest them with relevant institutional powers? This study argues that neither the functional benefits of delegation nor the internalization of democratic norms answer this question convincingly. Rather, IPIs are best understood as an instrument of strategic legitimation. By establishing institutions that mimic national parliaments, governments seek to ensure that audiences at home and in the wider international environment recognize their international organizations as democratically legitimate. At the same time, they seek to avoid being effectively constrained by IPIs in international governance. The Rise of International Parliaments provides a systematic study of the establishment and empowerment of IPIs based on a novel dataset. In a statistical analysis covering the world's most relevant international organizations and a series of case studies from all major world regions, we find two varieties of international parliamentarization. International organizations with general purpose and high authority create and empower IPIs to legitimate their region-building projects domestically. Alternatively, the establishment of IPIs is induced by the international diffusion of democratic norms and prominent templates, above all that of the European Parliament. This book discusses the building of comprehensive community support systems, which constitutes a key issue in social security reforms in Japan. This book aims to establish a dialogue around the various "urban sanctuary" policies and other formal or informal practices of hospitality toward migrants that have emerged or been strengthened in cities in the Americas in the last decade. The authors articulate local governance initiatives in migrant protection with a larger range of social and political actors and places them within a broader context of migrations in the Western Hemisphere (including case studies of Toronto, New York, Austin, Mexico City, and Lima, among others). The book analyzes in particular the limits of local efforts to protect migrants and to identify the latitude of action at the disposal of local actors. It examines the efforts of municipal governments and also considers the role taken by cities from a larger perspective, including the actions of immigrant rights associations, churches, NGOs, and other actors in protecting vulnerable migrants.

This book uses a comparative historical approach to examine conflict in the relationship between the People's Republic of China and the Republic of China between 1949 and 1993 and between the Democratic People's Republic of Korea and the Republic of Korea between 1948 and 1993. Gu asserts that the relationships between these entities is neither international relations nor domestic relations, but political relations sui generis. Calling these transpolital relations, he argues that they are generally more volatile, more prone to conflict, and more difficult to manage for the relevant parties than ordinary international or domestic relations. This book examines similarities and differences in 31 European governments' responses to the COVID-19 pandemic. The COVID-19 pandemic hit Europe in early 2020. It spread across the continent during the Spring while anxious electorates were treated to news reports about health systems under duress and frustrated attempts by public procurement officials to obtain adequate supplies of medical and protective equipment. Over the next 15-18 months considered by this book, national responses exhibited both similarities and profound variations as the different endeavours to regulate social interactions constituted a stress test for political systems across Europe.

On October 3, 1990 the future of both Europe and Germany became powerfully and inexorably intertwined across a politically broadened continent powering transformative social, political and economic interactions. This volume proposes a capacity-centered approach for understanding American bureaucracy. The administrative institutions that made the country a superpower turned out to be fragile under Donald Trump's presidency. Laboring beneath systematic accusations of deep statism, combined with a market oriented federal administration, bureaucratic capacity manifested its decay in the public health and constitutional cataclysms of 2020, denting America's global leadership and contributing to its own people's suffering. The authors combine interviews with a historical examination of federal administrative reforms in the backdrop of the recent pandemic and electoral tumult to craft a developmental framework of the ebb and flow of capacity. While reforms, large and small, brought about professionalization and other benefits to federal administration, they also camouflaged a gradual erosion when anti-bureaucratic approaches became entrenched. A sclerotic, brittle condition in the government's capacity to work efficiently and accountably arose over time, even as administrative power consolidated around the executive. That co-evolutionary dynamic made federal government ripe for the capacity bifurcation, delegitimization, and disinvestment witnessed over the last four years. As the system works out the long-term impacts of such a deconstruction, it also prompts a rethinking of capacity in more durable terms. Calling attention to a more comprehensive appreciation of the dynamics around administrative capacity, this volume argues for Congress, citizens, and the good government community to promote capacity rebuilding initiatives that have resilience at the core.
