Politics of Education in India - A Perspective from Below (Hardcover): Ramdas Rupavath Politics of Education in India - A Perspective from Below (Hardcover)
Ramdas Rupavath
R4,501 Discovery Miles 45 010 Ships in 10 - 15 working days

This book studies the state of tribal education in India. India has the single largest tribal population in the world, yet the tribal community remains one of the most economically impoverished and marginalized groups in the country. The volume * Examines the educational status of the tribal population and studies developmental issues such as unemployment, illiteracy, caste discrimination, and inequality faced by the community. * Studies the implementation and execution of welfare schemes, initiatives, and reforms in place to tackle issues faced by tribal students and identifies loopholes in the various centrally sponsored schemes. * Emphasizes the importance of the Right to Education Act and presents policy implications for the educational uplift of India's very many millions of tribal people. A critical study of the Indian education system, this book will be indispensable to students and researchers of education, education policy, minority studies, indigenous studies, sociology of education, and South Asian studies.

Bad Data - How Governments, Politicians And The Rest Of Us Get Misled By Numbers (Paperback): Georgina Sturge Bad Data - How Governments, Politicians And The Rest Of Us Get Misled By Numbers (Paperback)
Georgina Sturge
R378 R345 Discovery Miles 3 450 Save R33 (9%) Ships in 9 - 17 working days

A thrilling behind-the-scenes exploration of how governments past and present have been led astray by bad data - and why it is so hard to measure things and to do it well.

Our politicians make vital decisions and declarations every day that rely on official data. But should all statistics be trusted? In BAD DATA, House of Commons Library statistician Georgina Sturge draws back the curtain on how governments of the past and present have been led astray by figures littered with inconsistency, guesswork and uncertainty.

Discover how a Hungarian businessman's bright idea caused half a million people to go missing from UK migration statistics. Find out why it's possible for two politicians to disagree over whether poverty has gone up or down, using the same official numbers, and for both to be right at the same time. And hear about how policies like ID cards, super-casinos and stopping ex-convicts from reoffending failed to live up to their promise because they were based on shaky data.

With stories that range from the troubling to the empowering to the downright absurd, BAD DATA reveals secrets from the usually closed-off world of policy-making. It also suggests how - once we understand the human story behind the numbers - we can make more informed choices about who to trust, and when.

Called an everyman's guide to Washington (The New York Times), P. J. O'Rourke's savagely funny and national best-seller Parliament of Whores has become a classic in understanding the workings of the American political system. Originally written at the end of the Reagan era, this new edition includes an extensive foreword by the renowned political writer Andrew Ferguson -- showing us that although the names and the players have changed, the game is still the same. Parliament of Whores is an exuberant, broken-field run through the ethical foibles, pork-barrel flimflam, and bureaucratic bullrorfle inside the Beltway that leaves no sacred cow unskewered and no politically correct sensitivities unscorched. Highly pungent and wickedly accurate observations ... [from a] boisterous, pedal-to-the-floor humorist. -- The New York Times Book Review Outrageous ... Marketization in Local Government - Diffusion and Evolution in Scandinavia and England (Hardcover, 1st ed. 2020): Andrej... Marketization in Local Government - Diffusion and Evolution in Scandinavia and England (Hardcover, 1st ed. 2020)
Andrej Christian Lindholst, Morten Balle Hansen
R3,360 Discovery Miles 33 600 Ships in 18 - 22 working days

Marketization is one of the most powerful reform doctrines reshaping the organization of public service delivery throughout the last four decades. This book revisits conventional ideas and models of marketization and compares how these have diffused and evolved across municipalities in England and Scandinavia. The book highlights the paths and impacts of marketization as diverse and dynamic and asks us to reconsider what and how we think about marketization. The content of the book is co-authored by researchers from four countries and builds upon comparable surveys and case-studies from two longstanding 'spearhead' services - parks and roads - for the implementation of marketization. The book appeals to scholars and policy makers with interests in discussions about the history and future of marketization in an international perspective.

King James VI/I and his English Parliaments (Hardcover): Conrad Russell King James VI/I and his English Parliaments (Hardcover)
Conrad Russell; Edited by Richard Cust, Andrew Thrush
R3,501 Discovery Miles 35 010 Ships in 10 - 15 working days

King James VI and I and his English Parliaments is a posthumously published work by Conrad Russell, the foremost historian of his generation working on early Stuart parliaments, and is based on the Trevelyan lectures which he delivered at the University of Cambridge. It provides a chronological narrative of the early English Parliaments of James VI and I, covering in detail the four sessions of the 1604-1610 Parliament and the Addled Parliament of 1614, with a final chapter looking towards the parliaments of the 1620s. The narrative demonstrates that two problems in particular dominated these sessions: the financial problems of the Crown, and the pursuit of a formal Union between England and Scotland. These were a continuous source of division and disagreement, and neither was satisfactorily resolved. It also highlights important subsidiary issues, notably the clashes between James and his judges over the status of the Common Law and the relatively muted tensions over religion. Detailed consideration is given throughout to the character and style of James' kingship. This book can be read alongside the same author's Parliaments and English Politics, 1621-1629 (Oxford, 1979) and The Fall of the British Monarchies, 1637-1642 (Oxford, 1992) to provide the first continuous narrative of parliamentary proceedings from the accession of James to the outbreak of Civil War since the massive work of S. R Gardiner. Drawing on the much wider range of sources available to modern historians, in particular the full range of parliamentary diaries, it offers the most up-to-date analysis we have of conflict between Crown and Parliament during a turbulent phase of British History.

Frank Bezzina, Emanuel Camilleri, Vincent Marmara
R3,680 Discovery Miles 36 800 Ships in 10 - 15 working days

This book provides a detailed examination of public service reforms in Malta. Focusing on both the trajectory and substance of the reforms, the volume provides a holistic treatment of the public sector in the European Union's smallest member state. The book is divided into four parts. Part I covers the historical background of public service administration and management in Malta from the 1500s to the 2010s. Part II focuses on recent reforms, begun in 2013, after the election of Prime Minister Joseph Muscat. Each chapter in this part addresses a particular reform theme: transparency and accountability; civil service systems and HR management; service delivery and digitalisation; organisation and management of government reforms; policy making, coordination, and implementation. Part III investigates the internal and external impact of the reforms, reporting and analyzing the results of a survey carried out among government employees and the Maltese population. The book concludes with a chapter on global reform trends that are likely to impact public service delivery in the future. Providing an in-depth view of public service in a small island state, this volume will be useful to researchers and students interested in public sector management, administration, and public policy as well as practitioners, consultants, and government employees.

Governance and Sustainability - International Perspectives (Hardcover, 1st ed. 2020): David Crowther, Shahla Seifi Governance and Sustainability - International Perspectives (Hardcover, 1st ed. 2020)
David Crowther, Shahla Seifi
R4,039 Discovery Miles 40 390 Ships in 18 - 22 working days

This book explores the concepts of sustainability and governance in relation to the governance of corporations - hence the ubiquity of the term corporate governance - and other bodies. It examines how these concepts are regularly used by politicians and by the media. The two concepts are however largely treated as being separate and discrete, and given equal coverage. The argument in this book is that the two concepts are inter-related and that good governance is a prerequisite for sustainability. The focus of the book therefore is different from most, as it seeks to integrate these two important issues. The approach used in this book is based on the tradition of the Social Responsibility Research Network - a worldwide body of scholars that, over its 20-year history, has sought to broaden the discourse and to treat all research as inter-related and business-relevant. The book examines diverse aspects of the changes to corporate and institutional behaviour that have recently manifested by focusing on these two aspects of sustainable development. Thus, the authors explore engagement and partnership between organisations, in order to consider the extent to which the focus has changed so much that we need to think about new approaches to our understanding of sustainability and differing effects in practice. The international mix of authors makes this an original contribution, sharing some of the best ideas from around the world.

Carolyn Kagan, John Diamond
R1,408 Discovery Miles 14 080 Ships in 18 - 22 working days

This book examines and analyses the complex and contradictory relationships between Higher Education Institutions in England and their local communities within a wider political and policy context. It provides an overview of the UK university system which has a long tradition of a mixed pattern of relationships with communities. The book critically explores the academic spheres of teaching and learning, third stream activities and research, showing how the ways in which different initiatives supported by national policy and funding bodies have shaped the relationship universities have with their communities as well as the opportunities and challenges institutions now face to develop and transform these relationships.

This volume constitutes a first approximation for the use of systems approaches and dynamic performance management as tools for collaborative governance. The chapters examine models and simulations used in some specific systems approaches, which contribute to facilitating problem focus and collective understanding of collaborative governance, especially in the area of performance management. The explicit connection between resources and outcomes promoted by this view helps managers to understand better how to improve policy and to create positive outcomes that create public value.

This open access book captures and elaborates on the skill of storytelling as one of the distinct leadership features of Xi Jinping, the General Secretary of the Communist Party of China and the President of the People's Republic of China. It gathers the stories included in Xi's speeches on various occasions, where they conveyed the essence of China's history and culture, its reform and development, and the principles of China's participating in global governance and cooperating with other countries to build a community of common destiny. The respective stories not only convey abstract and profound concepts of governance in comparatively straightforward language, but also create an immediate emotional connection between the narrator and the listener. In addition to the original stories, extensive additional materials are provided to convey the original context in which each was told, including when and to whom Xi told it, helping readers attain a deeper, intuitive understanding of their relevance.

This edited collection brings together noted scholars in a comparison of the reform efforts of Nikita Khrushchev and Mikhail Gorbachev. Contributors examine the Communist Party in KhrushcheV's and GorbacheV's times, the economy, agriculture, law, ideology, nationality policy, foreign affairs, defense policy, and Eastern Europe. These experts suggest that while there are many similarities between the reform efforts of the two leaders--common substantive themes, common problems, and common political dangers--there are also important differences, the most crucial of which has been GorbacheV's willingness to undertake fundamental systemic changes in the nature of the political system.

This important and timely volume will be of interest to scholars in Russian history and studies, Marxism, and Soviet history and studies.

Nearly half of all countries emerging from civil conflict relapse into war within a few years of signing a peace agreement. The postwar trajectories of armed groups vary from organizational cohesion to dissolution, demilitarization to remilitarization. In Organized Violence after Civil War, Daly analyzes evidence from thirty-seven militia groups in Colombia, demonstrating that the primary driving force behind these changes is the variation in recruitment patterns within, and between, the warring groups. She documents the transition from war to peace through interviews with militia commanders, combatants and victims. Using rich ex-combatant survey data and geo-coded information on violence over fifty years of war, Daly explains the dynamics inside armed organizations and the strategic interactions among them. She also shows how the theory may be used beyond Colombia, both within the region of Latin America and across the rest of the world.

This book presents selected papers from the 3rd Global Summit of Research Institutes for Disaster Risk Reduction - Expanding the Platform for Bridging Science and Policy Making, which was held at the Disaster Prevention Research Institute (DPRI), Kyoto University, Uji Campus from 19 to 21 March 2017. It was organised by the Global Alliance of Disaster Research Institutes (GADRI), which was established soon after the second Global Summit and the UN World Conference on Disaster Risk Reduction in March 2015, and is intended to support the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. The conference not only provided a platform for discussion and exchange of information on key current and future research projects on disaster risk reduction and management, but also promoted active dialogues through group discussion sessions that addressed various disaster research disciplines. In this book, authors from various disciplines working at governmental and international organisations provide guidance to the science and technical community, discuss the current challenges, and evaluate the research needs and gaps in the context of climate change, sustainable development goals and other interlinked global disaster situations. Expert opinions from practitioners and researchers provide valuable insights into how to connect and engage in collaborative research with the international science and technical communities and other stakeholders to achieve the goals set out in the agenda of the Sendai Framework for Disaster Risk Reduction 2015-2030. In addition, case studies and other evidence-based research papers highlight ongoing research projects and reflect the challenges encountered in information sharing by various stakeholders in the context of disaster risk reduction and management. This book examines the efforts of the European Union, both past and ongoing, to harness the socio-economic potential of the internet in public policy-making. In order to achieve this, the author delves into the interactions between actors in the process of EU decision-making, using an outlook which focuses on how both multi-level and experimentalist governance can provide solutions for digital policy governance. The book also addresses the involvement of local and regional authorities in digital policy-making, both in how they endorse decisions made at the EU level, and in how they contribute directly to digital policy-making in their own localities.

Before the State - Systemic Political Change in the West from the Greeks to the French Revolution (Hardcover): Andreas Osiander Before the State - Systemic Political Change in the West from the Greeks to the French Revolution (Hardcover)
Andreas Osiander
R7,022 Discovery Miles 70 220 Ships in 10 - 15 working days

The idea that society, or civilization, is predicated on the "state" is a projection of present-day political ideology into the past. Nothing akin to what we call the "state" existed before the 19th century: it is a recent invention and the assumption that it is timeless, necessary for society, is simply part of its legitimating myth. The development, over the past three millennia, of the political structures of western civilization is shown here to have been a succession of individual, unrepeatable stages: what links them is not that every period re-enacts the "state" in a different guise--that is, re-enacts the same basic pattern--but that one period-specific pattern evolves into the next in a path-dependent process.
Treating western civilization as a single political system, the book charts systemic structural change from the origins of western civilization in the pre-Christian Greek world to about 1800, when the onset of industrialization began to create the conditions in which the state as we know it could function. It explains structural change in terms of both the political ideas of each period and in terms of the material constraints and opportunities (e.g. ecological and technological factors) that impacted on those ideas and which constitute a major cause of change. However, although material factors are important, ultimately it is the ideas that count--and indeed the words with which they were communicated when they were current: since political structures only exist in people's heads, to understand past political structures it is imperative to deal with them literally on their own terms, to take those terms seriously. Relabelling or redefining political units (forexample by calling them "states" or equating them with "states") when those who lived (in) them thought of them as something else entirely imposes a false uniformity on the past. The dead will not object because they cannot: this book tries to make their voices heard again, through the texts that they left but whose political terminology, and often whose finer points, are commonly ignored in an unconscious effort to make the past fit our standard state-centric political paradigm.

This book offers a defense acquisition perspective that provides action orientations and decision making to increase the value-for-money (VFM) of public-private partnerships (PPPs) through public-private stewardship (PPS). The differing motives of the public and the private sector are not conducive to partnership that leads to optimal outcomes. PPS is offered to practitioners and academics as a solution to failures of PPPs by following the public stewardship tenets of fiduciary responsibility and advancing the public interest while factoring in the additional elements of the private sector. The public values of transparency, accountability, responsibility, responsiveness, efficiency, effectiveness, equity, diversity, inclusion, fairness, and security, among others, can be shared in success between the public and private partners. By establishing shared values aligning with each stakeholder's measures for success, it is possible to devise value propositions for stakeholder decision making that supports inter-organizational strategy, operations, tactics, goals, and objectives. PPS practices can further ensue as the public-private steward utilizes tools of expertise and organizational capacity. The book provides seven portraits of practitioners in the practice of PPS to assist PPP stakeholders achieve VFM. PPS is illustrated using examples in the Department of Navy (DON) and Department of Defense (DOD).
