Robert Barylski
R4,038 Discovery Miles 40 380 Ships in 12 - 17 working days

If Russia is to become a viable democracy, it will need a viable state to make and enforce decisions that nurture societal cohesion and sustain complex economic activity. Armed forces are essential attributes of viable modern states, but what happens when states undergo major structural changes? What was the military's contribution to the end of the Soviet Union and the rise of post-Soviet Russia?

The Soldier in Russian Politics is the first study to go beyond familiar accounts of the main events that brought down the Soviet state and began its reconstruction. It captures the interplay between soldier and civilian politicians in a major political history based on solid political-sociological analysis. Barylski uses the study of civil-military relations to explore new political and intellectual conditions and explain the historic relationship between changes in Western models of Russian reality and political change in the former Soviet Union.

Examining the military's participation in every major, twentieth-century, political change from 1917 to 1991, Barylski demonstrates that every deep political transformation in Russia has military dimensions. Barylski discusses how the Russian presidency's power to command and control the military without legislative checks and balances led to armed conflict with Parliament in October 1993 and to the Chechen war of 1994-1996, and is unhealthy for long term democratic development. Barylski analyzes ministers of defense Yazov, Shaposhnikov, Grachev, and Rodionov as political actors, traces the careers of ambitious political soldiers such as Aleksandr Lebed and Aleksandr Rutskoi, and describes the military's growing political alienation from the Yeltsin administration. His final chapters cover the presidential elections, the short-lived Yeltsin-Lebed political alliance, the tensions associated with Yeltsin's ailments, and Yeltsin's efforts to rebuild his personal power political effectiveness.

The Soldier in Russian Politics presents political history in an incisive and objective manner. It applauds the progressive officers, soldiers, and politicians where decisions minimized bloodshed and prevented civil war. But it also warns that civilian and military leaders can make mistakes which cause political institutional failure, violence, and dictatorship. This book will interest political scientists, political sociologists, students of Russian and soviet politics, and all military historians and professionals.

Choosing China's Leaders (Paperback): Chien-Wen Kou, Xiaowei Zang Choosing China's Leaders (Paperback)
Chien-Wen Kou, Xiaowei Zang
R1,523 Discovery Miles 15 230 Ships in 12 - 17 working days

Political elites are a key topic in contemporary China studies, and have been investigated in relation to factional politics, generation politics, technocracy, and crucially, institutionalization. The institutionalization of elite replacement began in China in the 1980s and quickly accelerated after the early 1990s, as mechanisms emerged to regulate political elites' entry and exit, including age limits, term limits, and step-by-step promotion. By examining the various processes of elite selection, this book explores the role played by institutionalization in elite recruitment, promotion and turnover in China. While existing studies have developed our understanding of Chinese elite politics, two key puzzles regarding institutionalisation remain. Although institutionalisation is recognised as an important trend in Chinese politics, there is as yet no theoretical framework to explain the forces that have brought about and sustained this. Further, it is unclear how the process of institutionalisation has impacted on factional politics, and how factions would continue to operate within the parameters of formal politics. Drawing on a wide range of studies, this book looks at Politburo members, senior People's Liberation Army officers, provincial leaders, heads of major central state-owned enterprises, and Youth League affiliates, to provide a comprehensive understanding of elite recruitment and mobility in contemporary China. This book will be of great interests to students and scholars of Chinese politics and government, Chinese studies and Asian politics more broadly.

Lobbyists and Bureaucrats in Brussels - Capitalism's Brokers (Hardcover): Sylvain Laurens Lobbyists and Bureaucrats in Brussels - Capitalism's Brokers (Hardcover)
Sylvain Laurens
R4,134 Discovery Miles 41 340 Ships in 12 - 17 working days

With over 30,000 lobbyists in town, Brussels is often called the European capital of lobbying. Despite this, little is known on how this political system works in practice. This book offers an unprecedented window into the everyday relationships between bureaucrats and interest representatives. Where the media only shows lobbyists as they meet MEPs and submit amendments, the book argues that the bulk of their work is done in close contact with EU bureaucrats - a form of 'quiet politics' developed by the business community, targeting officials with little public exposure. Based on official archives, the book first sets the historical picture for the emergence of a new layer of bureaucrats; fuelled by European and transatlantic capitalism, it altered the political facade of the business community to fulfil its need for legitimacy. Drawing from observations of internal meetings of the main lobbies operating in Brussels and interviews with lobbyists and Commission officials, the book then shows lobbyists at work. This text will be of key interest to scholars, students and practitioners of the European Union, interest groups, and more broadly to political science and sociology.

Moshe Maor
R4,253 Discovery Miles 42 530 Ships in 10 - 15 working days

Explores the impact interparty conflicts have on a party's coalition bargaining. Focusing on Denmark, Norway, the UK, Italy and France, the text investigates whether organizational imperatives of political parties play a role in interplay competition. The author challenges traditional views to show that the degree of centralization or decentralization of a party and the nature of the interparty conflict affects the party's elite to neutralize and pacify internal opposition. He argues that decentralized models provide a variety of ways to manage such conflict without members leaving the party or voicing dissent outside the party.

Sweet Land of Liberty? - The African-American Struggle for Civil Rights in the Twentieth Century (Paperback): Robert Cook Sweet Land of Liberty? - The African-American Struggle for Civil Rights in the Twentieth Century (Paperback)
Robert Cook
R1,610 Discovery Miles 16 100 Ships in 12 - 17 working days

A powerful and moving account of the campaign for civil rights in modern America. Robert Cook is concerned less with charismatic leaders like Martin Luther King, and more with the ordinary men and women who were mobilised by the grass-roots activities of civil-rights workers and community leaders. He begins with the development of segregation in the late nineteenth century, but his main focus is on the continuing struggle this century. It is a dramatic story of many achievements - even if in many respects it is also a record of unfinished business.

This study seeks to answer these and other questions on the political and social development of Saudi Arabia in the seven years since the Gulf War. Terminating Public Programs: An American Political Paradox - An American Political Paradox (Paperback): Mark R. Daniels Terminating Public Programs: An American Political Paradox - An American Political Paradox (Paperback)
Mark R. Daniels
R1,544 Discovery Miles 15 440 Ships in 12 - 17 working days

Talk about government cutbacks is as common as actual program elimination is rare. Even the most ardent proponents of downsizing government are reluctant to name the programs they have in their sights.

This short and very readable book examines why and when policies or organizations are terminated, how they can be terminated successfully, and what often prevents them from being terminated. The author reviews the literature on termination and a variety of case studies in order to identify the theories of termination that have been supported by research. He advances seven conclusions about program terminations that should be taped to the refrigerator of every social scientist, citizen, and public official committed to achieving a balanced budget by 2002.

The Promise of Representative Bureaucracy: Diversity and Responsiveness in a Government Agency - Diversity and Responsiveness... The Promise of Representative Bureaucracy: Diversity and Responsiveness in a Government Agency - Diversity and Responsiveness in a Government Agency (Hardcover)
Sally Coleman Selden
R4,136 Discovery Miles 41 360 Ships in 12 - 17 working days

This prize-winning study examines the impact of the employment of women and ethnic and racial minorities in public organizations on the implementation of government programs by those agencies. Driving the study is the question of whether the concept of "representative government" applies also to the "permanent government" -- the bureaucracy.

This study, which won the Leonard D. White award, is the most systematic test to date of the concept of representative bureaucracy. Selden tests the relationship between the demographic representativeness of district office staffs and lending decisions in the Farmers Home Administration's Rural Housing Loans Program. In fleshing out the implications of representative bureaucracy, the book makes an important contribution to the debates on bureaucratic power and illuminates the tensions underlying the assumptions of bureaucratic neutrality and affirmative action.

Neuroliberalism - Behavioural Government in the Twenty-First Century (Hardcover): Mark Whitehead, Rhys Jones, Rachel Lilley,... Neuroliberalism - Behavioural Government in the Twenty-First Century (Hardcover)
Mark Whitehead, Rhys Jones, Rachel Lilley, Jessica Pykett, Rachel Howell
R4,145 Discovery Miles 41 450 Ships in 12 - 17 working days

Many governments in the developed world can now best be described as 'neuroliberal': having a combination of neoliberal principles with policy initiatives derived from insights in the behavioural sciences. Neuroliberalism presents the results of the first critical global study of the impacts of the behavioural sciences on public policy and government actions, including behavioural economics, behavioural psychology and neuroeconomics. Drawing on interviews with leading behaviour change experts, organizations and policy-makers, and discussed in alignment with a series of international case studies, this volume provides a critical analysis of the ethical, economic, political and constitutional implications of behaviourally oriented government. It explores the impacts of the behavioural sciences on everyday life through a series of themes, including: understandings of the human subject; interpretations of freedom; the changing form and function of the state; the changing role of the corporation in society; and the design of everyday environments and technologies. The research presented in this volume reveals a diverse set of neuroliberal approaches to government that offer policy-makers and behaviour change professionals a real choice in relation to the systems of behavioural government they can implement. This book also argues that the behavioural sciences have the potential to support much more effective systems of government, but also generate new ethical concerns that policy-makers should be aware of.

Catherine Ross
R1,430 Discovery Miles 14 300 Ships in 12 - 17 working days

Michael Porter has argued that a sustainable economic base can be created in the inner city only if it has been created elsewhere: through private, for-profit, initiatives and investment based on economic self-interest and genuine competitive advantage-not through artificial inducements, charity, or government. Porter's ideas have prompted endorsement as well as criticism. More importantly, they have inspired a search for new solutions to inner city distress as well as a reassessment of current approaches. "The Inner City" defines a core debate in the United States over the future of a racially divided urban America. It is of inestimable importance to policy analysts, government officials, African American studies scholars, urban studies specialists, sociologists, and all those concerned with inner city revitalization.

Tricia Jenkins and Tom Secker deliver a highly original exploration of how the government-entertainment complex has influenced the world's most popular movie genre-superhero films. Superheroes, Movies, and the State sets a new standard for exploring the government-Hollywood relationship as it persuasively documents the critical role different government agencies have played in shaping characters, stories, and even the ideas behind the hottest entertainment products. Jenkins and Secker cover a wide range of US government and quasi-governmental agencies who act to influence the content of superhero movies, including the Department of Defense, the National Academy of Sciences' Science and Entertainment Exchange and, to a lesser extent, the FBI and the CIA. Superheroes, Movies, and the State deploys a thematic framework to analyze how five of the key themes of our time-militarism, political radicalism and subversion, the exploration of space, the role of science and technology, and representation and identity-manifest in the superhero genre, and the role of the government in molding narratives around these topics. The book includes interviews with both producers and influencer insiders and covers a wide range of superhero products, from 1970s TV shows up to the most recent movie and TV releases, including the first major analysis of the hit Amazon show The Boys. In addition, it is the first deep exploration of NASA's Hollywood office and the first detailed account of the role of the Science and Entertainment Exchange, which has worked on thousands of products since its creation in 2008 but is little known outside of the industry. Superheroes, Movies, and the State offers an innovative blend of research methods and interpretive frameworks, combining both production histories and deep readings of superhero texts to clearly reveal how the government-entertainment complex works in the world of blockbuster cinema to shape public perceptions of the United States, war, science, and much, much more.

Java and Modern Europe - Ambiguous Encounters (Hardcover, annotated edition): Ann Kumar Java and Modern Europe - Ambiguous Encounters (Hardcover, annotated edition)
Ann Kumar
R4,155 Discovery Miles 41 550 Ships in 12 - 17 working days

Building on previous developments, Europe developed from the 18th century a particular package of characteristics along the whole spectrum between practical and intellectual that both gave it a dynamic capacity for expansion and set the format of what is recognized as the modern world. Because of this development, it posed a serious challenge to large parts of the non-European world. This text presents a case study of Europe's impact on an old and distinctive non-European civilization. Part One deals with the elements in Europe's strength, technological, political and intellectual. It also uses Wallerstein's world-systems perspective to give an economic dimension to this picture of the new world of Europe, and then looks at the important question of the challenging place of the Dutch in the new economic order from the 17th to the 18th century. This is followed by a brief account of the Dutch East-India Company in Java, and its political effects. Part Two deals with the nature of the Javanese "ancien regime", both in court and in provincial circles, with a focus on society and civilization, rather than those staples of Javanese historiography to date, political events and economic s

Russia's eighteenth-century drive toward modernity and empire under the two "greats" -- Peter I and Catherine II -- is fully captured in this new work by one of Russia's outstanding young historians. The author develops three themes: Russia's relationship to the West; the transformation of "Holy Russia" into a multinational empire; and the effects of efforts to modernize Russia selectively along Western lines. Writing in a clear, crisp style, Kamenskii enlivens the narrative with observations from contemporary literary figures and political commentators that point up the lasting significance of the events he describes.

S. Frederick Starr, Karen Dawisha
R1,238 Discovery Miles 12 380 Ships in 12 - 17 working days

The collapse of the Soviet Union had the simultaneous effect of demolishing the international political order of the past half-century, with consequences for all sides. Western policy makers, no less than the leaders of the region, had to reorient themselves to a new world -- knowing that their actions might impact developments in unexpected ways.

This concluding volume of the International Politics of Eurasia series takes on the challenge of specifying the forces at work in the International environment of Russia and the New Independent States and gauging the impact of external actors on developments in this region. Among the topics covered are foreign and security policies; relationships with East Asian, Near Eastern, and Western States; and the impact of international economic and financial institutions, development assistance and advisory programs of various kinds, and aid organizations.
