Marketization is one of the most powerful reform doctrines reshaping the organization of public service delivery throughout the last four decades. This book revisits conventional ideas and models of marketization and compares how these have diffused and evolved across municipalities in England and Scandinavia. The book highlights the paths and impacts of marketization as diverse and dynamic and asks us to reconsider what and how we think about marketization. The content of the book is co-authored by researchers from four countries and builds upon comparable surveys and case-studies from two longstanding 'spearhead' services - parks and roads - for the implementation of marketization. The book appeals to scholars and policy makers with interests in discussions about the history and future of marketization in an international perspective.
King James VI and I and his English Parliaments is a posthumously published work by Conrad Russell, the foremost historian of his generation working on early Stuart parliaments, and is based on the Trevelyan lectures which he delivered at the University of Cambridge. It provides a chronological narrative of the early English Parliaments of James VI and I, covering in detail the four sessions of the 1604-1610 Parliament and the Addled Parliament of 1614, with a final chapter looking towards the parliaments of the 1620s. The narrative demonstrates that two problems in particular dominated these sessions: the financial problems of the Crown, and the pursuit of a formal Union between England and Scotland. These were a continuous source of division and disagreement, and neither was satisfactorily resolved. It also highlights important subsidiary issues, notably the clashes between James and his judges over the status of the Common Law and the relatively muted tensions over religion. Detailed consideration is given throughout to the character and style of James' kingship. This book can be read alongside the same author's Parliaments and English Politics, 1621-1629 (Oxford, 1979) and The Fall of the British Monarchies, 1637-1642 (Oxford, 1992) to provide the first continuous narrative of parliamentary proceedings from the accession of James to the outbreak of Civil War since the massive work of S. R Gardiner. Drawing on the much wider range of sources available to modern historians, in particular the full range of parliamentary diaries, it offers the most up-to-date analysis we have of conflict between Crown and Parliament during a turbulent phase of British History.

This book provides a detailed examination of public service reforms in Malta. Focusing on both the trajectory and substance of the reforms, the volume provides a holistic treatment of the public sector in the European Union's smallest member state. The book is divided into four parts. Part I covers the historical background of public service administration and management in Malta from the 1500s to the 2010s. Part II focuses on recent reforms, begun in 2013, after the election of Prime Minister Joseph Muscat. Each chapter in this part addresses a particular reform theme: transparency and accountability; civil service systems and HR management; service delivery and digitalisation; organisation and management of government reforms; policy making, coordination, and implementation. Part III investigates the internal and external impact of the reforms, reporting and analyzing the results of a survey carried out among government employees and the Maltese population. The book concludes with a chapter on global reform trends that are likely to impact public service delivery in the future. Providing an in-depth view of public service in a small island state, this volume will be useful to researchers and students interested in public sector management, administration, and public policy as well as practitioners, consultants, and government employees.
This book explores the concepts of sustainability and governance in relation to the governance of corporations - hence the ubiquity of the term corporate governance - and other bodies. It examines how these concepts are regularly used by politicians and by the media. The two concepts are however largely treated as being separate and discrete, and given equal coverage. The argument in this book is that the two concepts are inter-related and that good governance is a prerequisite for sustainability. The focus of the book therefore is different from most, as it seeks to integrate these two important issues. The approach used in this book is based on the tradition of the Social Responsibility Research Network - a worldwide body of scholars that, over its 20-year history, has sought to broaden the discourse and to treat all research as inter-related and business-relevant. The book examines diverse aspects of the changes to corporate and institutional behaviour that have recently manifested by focusing on these two aspects of sustainable development. Thus, the authors explore engagement and partnership between organisations, in order to consider the extent to which the focus has changed so much that we need to think about new approaches to our understanding of sustainability and differing effects in practice. Having realized that its traditional mode of coordinating--essentially issuing regulation--no longer commands sufficient political support, the European Union (EU) has turned to what are increasingly referred to as 'new' modes of governance, which rely upon different actors working together in relatively non-hierarchical networks. This book provides the first extended account of how effective they are at addressing 'wicked' policy problems which simultaneously demand greater levels of horizontal and vertical coordination. Taking, as an example, the thirty year struggle to integrate environmental thinking into all areas and levels of EU policy making, it offers a stark reminder that networked governance is not and is unlikely ever to be a panacea. In doing so, it strips away some of the rhetorical claims made about the novelty and appeal of 'new' modes, to reveal a much more sober and realistic appraisal of their coordinating potential.

Nearly half of all countries emerging from civil conflict relapse into war within a few years of signing a peace agreement. The postwar trajectories of armed groups vary from organizational cohesion to dissolution, demilitarization to remilitarization. In Organized Violence after Civil War, Daly analyzes evidence from thirty-seven militia groups in Colombia, demonstrating that the primary driving force behind these changes is the variation in recruitment patterns within, and between, the warring groups. She documents the transition from war to peace through interviews with militia commanders, combatants and victims. Using rich ex-combatant survey data and geo-coded information on violence over fifty years of war, Daly explains the dynamics inside armed organizations and the strategic interactions among them. She also shows how the theory may be used beyond Colombia, both within the region of Latin America and across the rest of the world.
This book presents selected papers from the 3rd Global Summit of Research Institutes for Disaster Risk Reduction - Expanding the Platform for Bridging Science and Policy Making, which was held at the Disaster Prevention Research Institute (DPRI), Kyoto University, Uji Campus from 19 to 21 March 2017. It was organised by the Global Alliance of Disaster Research Institutes (GADRI), which was established soon after the second Global Summit and the UN World Conference on Disaster Risk Reduction in March 2015, and is intended to support the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. The conference not only provided a platform for discussion and exchange of information on key current and future research projects on disaster risk reduction and management, but also promoted active dialogues through group discussion sessions that addressed various disaster research disciplines. In this book, authors from various disciplines working at governmental and international organisations provide guidance to the science and technical community, discuss the current challenges, and evaluate the research needs and gaps in the context of climate change, sustainable development goals and other interlinked global disaster situations. Expert opinions from practitioners and researchers provide valuable insights into how to connect and engage in collaborative research with the international science and technical communities and other stakeholders to achieve the goals set out in the agenda of the Sendai Framework for Disaster Risk Reduction 2015-2030. This book examines the efforts of the European Union, both past and ongoing, to harness the socio-economic potential of the internet in public policy-making. In order to achieve this, the author delves into the interactions between actors in the process of EU decision-making, using an outlook which focuses on how both multi-level and experimentalist governance can provide solutions for digital policy governance. The book also addresses the involvement of local and regional authorities in digital policy-making, both in how they endorse decisions made at the EU level, and in how they contribute directly to digital policy-making in their own localities.
The idea that society, or civilization, is predicated on the
"state" is a projection of present-day political ideology into the
past. Nothing akin to what we call the "state" existed before the
19th century: it is a recent invention and the assumption that it
is timeless, necessary for society, is simply part of its
legitimating myth. The development, over the past three millennia,
of the political structures of western civilization is shown here
to have been a succession of individual, unrepeatable stages: what
links them is not that every period re-enacts the "state" in a
different guise--that is, re-enacts the same basic pattern--but
that one period-specific pattern evolves into the next in a
path-dependent process.

This book offers a defense acquisition perspective that provides action orientations and decision making to increase the value-for-money (VFM) of public-private partnerships (PPPs) through public-private stewardship (PPS). The differing motives of the public and the private sector are not conducive to partnership that leads to optimal outcomes. PPS is offered to practitioners and academics as a solution to failures of PPPs by following the public stewardship tenets of fiduciary responsibility and advancing the public interest while factoring in the additional elements of the private sector. The public values of transparency, accountability, responsibility, responsiveness, efficiency, effectiveness, equity, diversity, inclusion, fairness, and security, among others, can be shared in success between the public and private partners. By establishing shared values aligning with each stakeholder's measures for success, it is possible to devise value propositions for stakeholder decision making that supports inter-organizational strategy, operations, tactics, goals, and objectives. PPS practices can further ensue as the public-private steward utilizes tools of expertise and organizational capacity. The book provides seven portraits of practitioners in the practice of PPS to assist PPP stakeholders achieve VFM. PPS is illustrated using examples in the Department of Navy (DON) and Department of Defense (DOD).
This book is a theoretical and empirical analysis of institutional foundation of long-term economic growth from the perspective of state-market and central-local relations. The book argues that, in order to safeguard sustainable market development, it is necessary to centralize certain functions of the state to overcome local predatory governmental rulings, and to decentralize others to increase local governmental market incentives, simultaneously. This institutional approach is conceptualized as "Dual Intergovernmental Transformation for Market Development" (DITMD). This book develops the DITMD model through an in-depth empirical comparison on contemporary China and the 19th-century United States. |
