This book examines the theory and global evidence on structural transformation along with stylised facts and implications using, among others, a dynamic panel model, for South Asia. The characteristics of the structural transformation process in Bangladesh bring out the relevance of a comprehensive and inclusive South Asian 'brand' in view of the challenges of large population size, high burden of poverty, rising inequalities and its compulsion to achieve rapid and sustained inclusive development.The analysis highlights several distinct characteristics of Bangladesh's structural transformation including changes in value added, trade, employment, productivity, formal-informal jobs, and opportunities for low-skilled workers. The book suggests that the manufacturing sector could not create the required number of jobs and generate rapid absolute and relative productivity gains in the Bangladesh economy. Although the services sector has largely led output and employment growth, services subsectors with strong labour absorptive capacity have low average productivity. Hence, growth-enhancing structural transformation led by these subsectors is likely to be less dynamic than required for rapid employment-creating growth in the economy. The book's analysis on COVID-19 and cyclone Amphan shows that an integrated disaster and development paradigm is needed for Bangladesh. An inclusive and health and well-being focused structural transformation presents the pathway to advance the people-centred approach to development in Bangladesh through both vulnerability reduction and investments in sustainable development that would offset both known and unknown disaster threats. The key for Bangladesh is to skillfully manage the 'developer's dilemma' of achieving both structural transformation in terms of large productivity gains and inclusive growth for reducing poverty and rising inequalities. This book analyzes the effect of gender on policy-making in the Jamaican Parliament, specifically regarding women-friendly policies. So-called "women-friendly policies" are categorized as those laws which seek to promote and protect women's rights and equality and have some element addressing childcare, domestic violence, sex offences, reproductive rights, sex discrimination, property rights and family issues. It frames critical analysis of bill sponsorship and the participation levels and verbal contributions of legislators during floor debates on legislation affecting women. Using a mixed method approach, the author gives insight into how feminism is integrated into real-time public policy discourse. The book begins with a brief overview of feminist advocacy and activism and State feminism in Jamaica and an introduction to the country's Parliamentary system. This book assesses the many changes that have occurred within the European Parliament and in its external relations since the Lisbon treaty (2009) and the last European elections (2014). It is undoubtedly the institution that has evolved the most since the 1950s. Despite the many crises experienced by European integration in the last years, the Parliament is still undergoing important changes in its formal competences, its influence on policy-making, its relations with other EU institutions, its internal organisation and its internal political dynamics. Every contribution deals with the most recent aspects of these evolutions and addresses overlooked topics, providing an overview of the current state of play which challenges the mainstream intergovernmental approach of the EU. This project results from research conducted at the Department of European Political and Governance Studies of the College of Europe. Individual research of several policy analysts of the European Parliamentary Research Service (EPRS) have contributed to this endeavour.

There has been increased attention to the topics of disaster recovery and disaster resilience over the past several years, particularly as catastrophic events such as Hurricane Katrina and Superstorm Sandy have brought to light the increasing vulnerability of so many communities. This manuscript brings together existing research, along with policy analysis, in order to look at disaster recovery through the lens of justice. This includes understanding the mechanisms through which vulnerability is exacerbated, and the extent to which the regulations and agency cultures drive this outcome. While existing analyses have sought to understand the particular characteristics of both resilient and vulnerable communities, there have been few attempts to understand the systemic inequities and injustice that is built into United States disaster policies, programs, and legislation. This manuscript thus begins from the understanding that social and economic structures, including land use policies and historic practices such as redlining, have concentrated hazard risk into vulnerable zones whose inhabitants do not benefit from the very policies that create and increase their risk.

This book examines the position and role of expertise in European policy-making and governance. At a time when the very notion of expertise and expert advice is increasingly losing authority, the book addresses these challenges by empirically examining specific administrative processes and institutional designs in the European Union. The first part of the volume theorizes expertise and its contestation by examining accounts of the legitimate institutional design of knowledge production processes and exploring the theoretical links of Europeanisation and expertise. The second part of the book delves into empirical institutionalist accounts of expertise and maps the role of experts in a variety of EU institutions but also explains the implications when EU bodies themselves are in an 'expert' position, such as agencies. The book offers insights into how individual experts deal with the challenge of producing reports that will be heard by policy-makers, while at the same time preserving their independence. Broadening its scope, the book then expands the analysis to the role of advisory committees in light of the shift from a reliance primarily on in-house expertise to including more external experts in advisory groups in the European Commission and European Parliament as well as at the European External Action. In the third part, the book opens the lens to developments beyond the EU by taking into account two highly pertinent fields: climate change and trade. These fields are highly complex, fast-developing, and politicised issues, and the book engages with them in order to provide an outside-in perspective on expertise. Marketization is one of the most powerful reform doctrines reshaping the organization of public service delivery throughout the last four decades. This book revisits conventional ideas and models of marketization and compares how these have diffused and evolved across municipalities in England and Scandinavia. King James VI and I and his English Parliaments is a posthumously published work by Conrad Russell, the foremost historian of his generation working on early Stuart parliaments, and is based on the Trevelyan lectures which he delivered at the University of Cambridge. It provides a chronological narrative of the early English Parliaments of James VI and I, covering in detail the four sessions of the 1604-1610 Parliament and the Addled Parliament of 1614, with a final chapter looking towards the parliaments of the 1620s. The narrative demonstrates that two problems in particular dominated these sessions: the financial problems of the Crown, and the pursuit of a formal Union between England and Scotland. These were a continuous source of division and disagreement, and neither was satisfactorily resolved. It also highlights important subsidiary issues, notably the clashes between James and his judges over the status of the Common Law and the relatively muted tensions over religion. Detailed consideration is given throughout to the character and style of James' kingship. This book can be read alongside the same author's Parliaments and English Politics, 1621-1629 (Oxford, 1979) and The Fall of the British Monarchies, 1637-1642 (Oxford, 1992) to provide the first continuous narrative of parliamentary proceedings from the accession of James to the outbreak of Civil War since the massive work of S. This book explores the concepts of sustainability and governance in relation to the governance of corporations - hence the ubiquity of the term corporate governance - and other bodies. It examines how these concepts are regularly used by politicians and by the media. The two concepts are however largely treated as being separate and discrete, and given equal coverage. The argument in this book is that the two concepts are inter-related and that good governance is a prerequisite for sustainability.
