The Central Government of Russia - Post-Soviet Politics (Hardcover, New Ed): Iulia Shevchenko The Central Government of Russia - Post-Soviet Politics (Hardcover, New Ed)
Iulia Shevchenko
R4,621 Discovery Miles 46 210 Ships in 12 - 19 working days

Placing the development of the Soviet and Russian central governments in theoretical context, this work breaks new ground in the study of contemporary Russian politics. Iulia Shevchenko's creative treatment of the principal-agent model offers fresh insight into the institutional origins of change in government organization in the communist and post-communist period, from President Gorbachev to President Putin. She demonstrates that government organization varies with the extent to which the principal actors - the president and parliament - are prepared to empower the cabinet to actively develop rather than just implement policy. Delegation of broad decision-making powers, which occurs when the policy environment is highly competitive, is a crucial factor explaining the uneven dynamics of government development during this period. The originality of this work, rich with supporting evidence and empirical data, will ensure that it becomes the standard source for students and scholars concerned with this aspect of post-Soviet politics.

A timely and thorough work, After Obama provides the first examination of the Obama administration in its entirety, and the lasting impact it has had on African American politics.

Making Accountability Work - Dilemmas for Evaluation and for Audit (Hardcover): Marie-Louise Bemelmans-Videc Making Accountability Work - Dilemmas for Evaluation and for Audit (Hardcover)
Marie-Louise Bemelmans-Videc
R4,478 Discovery Miles 44 780 Ships in 12 - 19 working days

Like honesty and clean water, "accountability" is invariably seen as a good thing. Conversely, the absence of accountability is associated with most of the greatest abuses in human history. Accountability is thus closely linked with the exercise of power and the legitimacy of policies and those pursuing them. This book looks at the role of evaluation and of audit as key elements in democratic accountability processes.

The contributors explore the apparent paradox of there being more accountability-related activities today than ever before, at the same time as much public debate laments what is seen as a lack of actual accountability. Such a situation raises a number of questions: Is there a need for different approaches to establishing accountability or can current arrangements be modified to make them more effective? Are present practices part of the problem and are they preventing a mature debate about performance improvement taking place? How can systems awash with performance information ensure that at least some of it makes sense to a wide range of potential users? How is it that greater accountability and transparency can so quickly have become associated with concerns about perverse incentives and be seen by some as a costly burden?

The volume includes detailed case studies and synthesizes up-to-date research evidence drawn from very different governmental systems, ending with practical advice for those involved in the accountability processes. In doing so, it attempts to address both conceptual ambiguities about the notion of "accountability" and the practical uncertainties over its implications for democratic government. This book is aimed at serious people who think about trends in the use of evaluation and audit in seeking to hold governments accountable for their actions and performance.

Freedom and the Rule of Law (Hardcover): Anthony A Peacock Freedom and the Rule of Law (Hardcover)
Anthony A Peacock; Contributions by Bradley C. S Watson, Edward Whelan, Jeremy Rabkin, Joseph Postell, …
R3,050 Discovery Miles 30 500 Ships in 12 - 19 working days

Freedom and the Rule of Law takes a critical look at the historical beginnings of law in the United States, and how that history has influenced current trends regarding law and freedom. Anthony Peacock has compiled articles that examine the relationship between freedom and the rule of law in America. Although this is a theme that has been a perennial one since America's founding, it is also one of particular importance today, and this book explains how history makes this apparent. The rule of law is fundamental to all liberal constitutional regimes whose political orders recognize the equal natural rights of all, and whose purpose is to protect those natural rights in addition to the general welfare. The rule of law was essential to achieving both of these ends and to reconciling them where necessary. But just how free is America today? It was certainly within the contemplation of the Founders that the federal judiciary would have a significant role in interpreting the Constitution, federal laws, and treaties, but it would be difficult to argue that those who framed and ratified the Constitution contemplated a role for the courts, particularly for the United States Supreme Court, of the magnitude they have today. The writers take the reader far back into history to the very roots of American Law by examining the English common law roots that provided the foundation for the rule of law in America. This book explores these phenomena and other recent developments in American freedom through history.

Tuesday's Gone - America's Early Voting Revolution (Hardcover): Elliott Fullmer Tuesday's Gone - America's Early Voting Revolution (Hardcover)
Elliott Fullmer
R2,290 Discovery Miles 22 900 Ships in 12 - 19 working days

Election Day, as it was once known, is no more. In 2020, with COVID-19 raging, over 60% of American voters cast early ballots. Even before the pandemic, more than one-third of voters routinely did so. Early voting represents a radical change in American elections. It means new options for voters, a new set of procedures and responsibilities for election clerks, and new challenges for political candidates and operatives. In Tuesday's Gone, Elliott Fullmer explores the effects of this new reality. Applying new data and innovative methods, he reports that early voting is bringing new citizens to the polls and enhancing the quality of American democracy. Examining four recent elections, he finds that both early in-person and absentee options increase turnout by several points when aggressively implemented by state and local officials. Like any new public policy, however, early voting does come with some notable side effects. Fullmer cautions that early voting increases down-ballot roll-off, widens racial disparities in voting access, and alters the competitive environment in presidential nomination contests. He argues that these complications can (and should) be addressed so that early voting can fully deliver upon its promise.

Jonathan W Emord
R1,155 Discovery Miles 11 550 Ships in 12 - 19 working days

Jonathan W. Emord is one of the nation's foremost experts on constitutional and administrative law and has practiced before the federal courts and agencies for thirty-five years. In The Authoritarians, Emord reveals the untold story and largely hidden practices of Authoritarians who have worked inside the United States government to undermine the Constitution and override rights protections since the earliest days of the Progressive Era. Emord traces the intellectual origins of Authoritarianism to its Hegelian roots in Germany. He shows how legions of academics, trained to hate the American system of government, became predominant in the major universities of America, entered government as top advisors, and successfully orchestrated an overthrow of the Constitution's limits on power which put the rights of individuals in jeopardy from the Progressive Era through the New Deal to today. In The Authoritarians, readers learn how Authoritarians endorsed forced sterilization of 60,000 American citizens whom they deemed "undesirable" and "unfit". Readers also learn how Authoritarians selectively created monopolies and overcame the constitutional limits on government power the Founding Fathers put in the Constitution to prevent tyranny, thus ushering in the foundation for a socialist state. In The Authoritarians, Emord reveals the lies told by advocates of the Black Lives Matter organization, Antifa, and the 1619 Project. He presents the startling fact that the first slaves in the Jamestown Colony in 1619 were not blacks, but whites and that in the antebellum South slave owners were not only white, but black. Readers also learn the inherent failings of socialism; the tremendous cost it imposes on human lives; and the grave threat to the survival and success of liberty and justice in America posed by Authoritarians such as Alexandria Ocasio-Cortez, Bernie Sanders, Nancy Pelosi, Chuck Schumer, Ed Markey, Joe Biden, and Kamala Harris. The Authoritarians unveils a detailed strategy for restoring constitutional protection for individual rights and fending off the horrors of a socialist tidal wave now drenching America.

Richard Waterman, Carol L. Silva, Hank Jenkins-Smith
R916 Discovery Miles 9 160 Ships in 12 - 19 working days

For decades, public expectations of U.S. presidents have become increasingly excessive and unreasonable. Despite much anecdotal evidence, few scholars have attempted to test the expectations gap thesis empirically. This is the first systematic study to prove the existence of the expectations gap and to identify the factors that contribute to the public's disappointment in a given president. Using data from five original surveys, the authors confirm that the expectations gap is manifest in public opinion. It leads to lower approval ratings, lowers the chance that a president will be reelected, and even contributes to the success of the political party that does not hold the White House in congressional midterm elections. This study provides important insights not only on the American presidency and public opinion, but also on citizens' trust in government.

Aside for the secretaries of state, those lofty roles at the Home Office, MOD, Exchequer, and Foreign office, the ministers of the UK are a cast of roles that expand, and contract based on the whims and political needs of the Prime Minister. Within their portfolios those MPs and Lords are immensely powerful - able to reshape whole sectors of British society, grant or refuse government contracts and planning permission, and intervene in matters throughout the country. And yet, few members of the British Public could name every single minister and fewer still could say the extent of each minister's responsibilities. We like to imagine that they are competent, prepared, and entirely in control, and we hold them to standards as though they are. But they are often none of those things. These men and women serve at the pleasure of the Prime Minister. Any misstep or scandal can invite media attention, public outcry, and their swift departure. At the same time, their resignations can shatter political alliances and bring down Prime Ministers and even governments. Their positions are, therefore, both immensely powerful and precarious. In Fifteen Minutes of Power, Peter Riddell draws on interviews with former ministers, conducted on behalf of the Institute of Government, to reveal the fraught existence of these powerful men and women.

The Political Life of Bella Abzug, 1920-1976: Political Passions, Women's Rights, and Congressional Battles, by Alan H. Levy, marks the first full biography of Bella Abzug. Abzug was one of woman in politics in mid- and late-twentieth-century America. Levy traces the New York City world of Russian-Jewish immigrants into which Abzug was born. He then examines her education through Columbia Law School, her marriage, and her early work both as a labor attorney and as an advocate for many controversial causes, including that of an African-American falsely accused of raping a white woman in Jim Crow Era Mississippi. Levy studies Abzug's work for nuclear disarmament, her activism against the Vietnam War, and her successful bid for Congress in 1970. From there, the biography details the myriad of issues with which Abzug grappled as a Member of Congress from 1971 to 1977, and ends with her close loss to Daniel Patrick Moynihan in a bid for the U.S. Senate in 1976. A second book, studying the rest of Abzug's life from 1976 to 1998, is to follow.

Heroes or Villains? - The Blair Government Reconsidered (Paperback): Jon Davis, John Rentoul Heroes or Villains? - The Blair Government Reconsidered (Paperback)
Jon Davis, John Rentoul
R464 R423 Discovery Miles 4 230 Save R41 (9%) Ships in 9 - 17 working days

Tony Blair was the political colossus in Britain for thirteen years, winning three elections in a row for New Labour, two of them by huge majorities. However, since leaving office he has been disowned by many in his own party, with the term 'Blairite' becoming an insult. The election of Jeremy Corbyn as Labour Party leader in 2015 seemed to be, if not an equal, at least an opposite reaction to Blair's long dominance of the centre and left of British politics. Drawing on new contributions from most of the main players in the Blair government, including Tony Blair himself, Jon Davis and John Rentoul reconsider the history and common view of New Labour against its record of delivering moderate social democracy. They show how New Labour was not one party but two, and how it essentially governed as a coalition, much like the government that followed it. This book tells the inside story of how Tony Blair worked out, late in the day, his ideas for improving the NHS and school reform; how he groped towards, and was eventually defined by, a foreign policy of liberal interventionism; how he managed a difficult relationship with his Chancellor for ten years; and how Gordon Brown finally took over just as the boom went bust and the New Labour era came to an end. Rentoul and Davis reveal how the governing tribes dealt with each other in the New Labour years: not simply the 'Blairites' and the 'Brownites', but the 'temporary' ministers and the 'permanent', under-reported civil servants who worked alongside them. Many of the arguments that raged within and around the Blair government of 1997-2007 remain very much alive: reform of public services; the right course for the divided Labour Party; and the Iraq war. The Blair Government Reconsidered aims at a balanced account of how decisions were made, to allow the reader to make up their own mind about controversies that still dominate politics today.

This book is unique as the only book on the Portuguese parliament in English. The Portuguese parliament is a valuable case study to understand the different stages of development of a newly democratic parliament. From Legislation to Legitimation shows that, as democracy developed, the role of the Portuguese parliament changed considerably. Whereas in the first years of democracy the Assembleia da Republica was centred on its legislative role, during the second decade its legitimation role expanded, making scrutiny parliament's main function.

Devolution and British Politics (Paperback, New): Michael O'Neill Devolution and British Politics (Paperback, New)
Michael O'Neill
R1,951 Discovery Miles 19 510 Ships in 12 - 19 working days

The British polity has undergone a fundamental transformation in the last decade, and in 1998 this culminated in the most radical reform of the British state since its inception in 1707. Since 1998 devolution for Scotland and Wales and power sharing in Northern Ireland have fundamentally changed the balance of power between government at the centre and the new territorial polities.

Taking this profound change as its theme, "Devolution in British Politics" is an up-to date, comprehensive and effective review of the origins and development of the devolution process. In highly readable chapters crucial aspects of devolution are considered, and the process of constitutional change and its political and institutional consequences are the principal focus of enquiry by the contributors.

With clarity and passion, "Devolution in British Politics" examines the forces at work, both historical and contemporary, that are changing the British polity. It accounts for the emergence of the cultural and political movements in the Aother nationsA that since the 1960s have demanded significant devolution of power from Whitehall and challenged the control by Westminster parties and political elites over territorial politics. "Devolution" traces the residual legacy of deep-seated cultural differences and persistent territorial interests that gave rise during the nineteenth century to political resistance to government from London, even to the idea of shared nationhood.

A team of specialist writers provides a detailed assessment of the causes and demands of the devolution campaign as well as:

  • a review of the significance of the newly devolved arrangements that have replaced the classicBritish unitary state;
  • an assessment of the impact of the constitutional changes;
  • consideration of devolutionAs importance for the present and future workings of British government and politics, both at the centre and in the new territorial polities;
  • a detailed discussion of the idea of political identity in Britain, and in a wider European and global context.

Patterns of Parliamentary Behavior - Passage of Legislation Across Western Europe (Hardcover, New Ed): Herbert Doering Patterns of Parliamentary Behavior - Passage of Legislation Across Western Europe (Hardcover, New Ed)
Herbert Doering; Edited by Mark Hallerberg
R4,484 Discovery Miles 44 840 Ships in 12 - 19 working days

This volume begins where the first DAring book of 1995 finished by considering what effects the rules had on legislative output during the same period. It addresses four distinct yet complementary research topics: - the connection between a number of veto players and law production in West European parliamentary democracies - the impact of closed versus open rules - the effects of committee structure and organization on the degree of conflict or consensus on the procedure of passing legislation - the importance of agenda setting and agenda control for the prevention of cycling across issues and the distribution of particular benefits of shifting and transient majorities. Fundamental to this volume is the ability of the project group to fashion an original data set. As a consequence, this volume is able to ascertain the extent to which parliamentary procedures contributed to shaping policy output in this field during the 1980s.

The Land Reform Deception - Political Opportunism in Zimbabwe's Land Seizure Era (Hardcover): Charles Laurie The Land Reform Deception - Political Opportunism in Zimbabwe's Land Seizure Era (Hardcover)
Charles Laurie
R3,455 Discovery Miles 34 550 Ships in 12 - 19 working days

The Land Reform Deception looks at a particularly contentious period in Zimbabwe's recent history, from 2000-2008, when the government seized commercial farms using illegal and violent methods against an unarmed population of farmers and workers. Robert Mugabe's government began the seizures on a small, targeted scale in an effort to suppress opposition groups, but they soon escalated into an out-of-control frenzy targeting all farms in the country. The state claimed that the seizures were carried out in response to a public cry for land redistribution and to rectify colonial-era injustices, but the move was economically and socially disastrous for the country. Land was distributed to those with little or no farming experience, and, as a result, agricultural output contracted and inflation and unemployment rose dramatically. The basic question Charles Laurie raises is why the state would target its own dominant agricultural industry using such violent and illegal methods. He also seeks to uncover the major actors and their motivations and strategies. Laurie argues that the land seizures were carried out by high-ranking officials, mostly veterans of the national war for independence, for financial and political gain. But he argues that the scale on which they were carried out and the violent methods used were never part of a planned government policy. He also argues that Mugabe initially opposed the seizures, knowing that they would wreck the economy, only to later support them to retain his political power. Incorporating unprecedented empirical evidence gathered from in-depth interviews with senior politicians, members of the secretive Central Intelligence Organization, the military and police, along with farmers and workers who were targeted during the invasions, The Land Reform Deception strips away official explanations and delves into the political and economic drivers that triggered the seizure of commercial farms.

Gavin Barwell
R317 Discovery Miles 3 170 Ships in 12 - 19 working days

BOOK OF THE YEAR, The Times, Guardian and Prospect 'Fascinating and instructive... his decency and pragmatism shine through.' The Times 'Candid, valuable and insightful.' Observer Since the EU referendum of 2016, British politics has witnessed a barrage of crises, resignations and general elections. Theresa May's premiership was the most turbulent of all. In her darkest hour, following the disastrous 2017 election, she turned to Gavin Barwell to help restore her battered authority. He would become her chief of staff for the next two years - a period punctuated by Brexit negotiations, domestic tragedy, and intense political drama. In this gripping insider memoir, Barwell reveals what really went on in the corridors of power - and sheds a vital light on May, the most inscrutable of modern prime ministers. He was by her side when she met Donald Trump, heard about the poisoning of the Skripals in Salisbury, and responded to the Grenfell Tower fire. He was also at the centre of Brexit talks with foreign leaders and MPs from across the house, including Boris Johnson, Jeremy Corbyn and Keir Starmer. Revealing how government operates during times of crisis, this is the definitive record of a momentous episode in Britain's recent political history.

The Southernization of America - A Story of Democracy in the Balance (Hardcover): Cynthia Tucker, Frye Gaillard The Southernization of America - A Story of Democracy in the Balance (Hardcover)
Cynthia Tucker, Frye Gaillard

Pulitzer Prize-winner Cynthia Tucker and award-winning author Frye Gaillard reflect in a powerful series of essays on the role of the South in America’s long descent into Trumpism. In 1974 the great Southern author John Egerton published his seminal work, The Americanization of Dixie: The Southernization of America, reflecting on the double-edged reality of the South becoming more like the rest of the country and vice versa. Tucker and Gaillard dive even deeper into that reality from the time that Egerton published his book until the present. They see the dark side—the morphing of the Southern strategy of Richard Nixon and Ronald Reagan into the Republican Party of today with its thinly disguised (if indeed it is disguised all all) embrace of white supremacy and the subversion of democratic ideals. They explore the "birtherism" of Donald Trump and the roots of the racial backlash against President Obama; the specter of family separation on our southern border, with its echoes of similar separations in the era of slavery; as well as the rise of the Christian right, the demonstrations in Charlottesville, the death of George Floyd, and the attack on our nation’s capital—all of which, they argue, have roots that trace their way to the South. But Tucker and Gaillard see another side too, a legacy rooted in the civil rights years that has given us political leaders like John Lewis, Jimmy Carter, Raphael Warnock, and Stacy Abrams. The authors raise the ironic possibility that the South, regarded by some as the heart of the country’s systemic racism, might lead the way on the path to redemption. Tucker and Gaillard, colleagues and frequent collaborators at the University of South Alabama in Mobile, bring a multi-racial perspective and years of political reporting to bear on a critical moment in American history, a time of racial reckoning and of democracy under siege.

Jacques S. Gansler, Robert E. Luby; Contributions by Amitabh Brar, Douglas Chin, Dzintars Dzilna, …
R1,348 Discovery Miles 13 480 Ships in 12 - 19 working days

World-class, commercial supply chain management standards are now exceptionally high. The best organizations measure order-to-receipt time in two days or less, with near perfect probability. This speed is backed up by nimble systems capable of rapidly responding to unexpected contingencies and surge requirements. Unfortunately, while the commercial sector has been rapidly adopting modern, information-based supply chain systems in order to remain competitive in the worldwide marketplace the shift to such systems in the public sector has met with significant resistance and has moved far more slowly. Transforming Government Supply Chain Management provides the insights and expertise to overcome this inertia. In Part I, the editors provide a primer on supply chain management, an overview of innovative practices and tools, and a blueprint for government-wide transformation. Part II consists of ten case studies of public and private sector "success stories." The intent of this book is to help speed-up the needed transformation in the public sector.

Michael E O'Hanlon, James Steinberg
R574 Discovery Miles 5 740 Ships in 12 - 19 working days

The U.S.-China relationship has not always been smooth, but since Richard Nixon's opening in the early 1970s, the two countries have evolved a relationship that has been generally beneficial to both parties. Economic engagement and a diplomatic partnership together with robust trade and investment relations, among other activities, have meant a peaceful context for reform and China's rise, helping to lift millions of Chinese out of poverty and giving the PRC incentive to work within the U.S.-led global order. The logic of the relationship, however, is now open to serious debate on both sides of the Pacific. After a period of American preoccupation with the Middle East, President Obama attempted a rebalancing of U.S. interests toward the Asia-Pacific region. With the Trump administration in office, the U.S.-China relationship appears to be at a crossroads: does it continue to focus on constructive engagement and managing differences, or prepare for a new era of rivalry and conflict? Here, following up on their 2014 book, Strategic Reassurance and Resolve, the authors provide a more balanced assessment of the current state of relations and suggest measures that could help stabilize the security relationship, without minimizing the very real problems that both Beijing and Washington must address. The authors are hopeful, but are also under no illusions about the significance of the challenges now posed to the bilateral relationship, as well as regional order, by the rise of China and the responses of America together with its allies.

Jos C.N. Raadschelders
R4,062 Discovery Miles 40 620 Ships in 12 - 19 working days

Most public administration texts overly compartmentalize the subject and don't interconnect the various specializations within government, which leaves a serious gap in preparing students for public service. Government: A Public Administration Perspective is designed to fill that void. It provides a comprehensive, multidisciplinary view of government that includes perspectives from political science, political theory, international relations, organizational sociology, economics, and history. The text draws on classic and modern literature from all these areas to analyze government at four different levels - ideational, societal, organizational, and individual layers. It links public administration's various subfields - human resource management, budgeting, policy making, organizational theory, etc. - into a holistic framework for the study of government. It also includes an extensive bibliography drawing from American and European literature in support of the book's global, historical, and comparative approach.
