Despite South Africa's successful transition to democracy and lauded constitution, political freedom for the majority of South Africans remains elusive. The poor and unemployed majority are poorly represented and lack power and thus freedom. Under these conditions, the freedom of the privileged minority is also seriously impaired due to the costs of maintaining their relative security and well-being.

Lawrence Hamilton is an internationally-known political theorist, who has spent ten years teaching in South African universities. In this unique book he brings ideas - political and philosophical - to the fore to understand a contemporary political conundrum. This book explores the connection between strong democracy and neoliberal development schemes based on the concept of 'social entrepreneurship' in Thailand and Southern India. With an original approach, this book addresses the intersection between emerging approaches to development; namely microfinance, microenterprise, and social entrepreneurship, and the ability of societies to generate their own public goods without state assistance. Utilizing observation, fieldwork, and practice in Northern Thailand and Southern India, as well as secondary sources from the southern Asia region more generally, the author examines the challenges of democratic governance and generation of public goods where civil society and democracy, as development strategies, have become less meaningful to citizens across the developing world than micro-development. This book provides a qualitative analysis of post-9/11 counter-terrorism strategy undertaken by the United Kingdom and United States of America. Since 9/11, both the UK and the U.S have significantly revamped their counter-terrorism approaches. The approaches apply, to varying degrees, three key policy instruments - intelligence, law enforcement and military force. However, the success or failure of these counter-terrorism strategies has never been satisfactorily validated. Analysts and policymakers alike have assumed success due to the inability of terrorists to conduct 7/7 and 9/11, respectively, scale attacks upon each state. This assumption has existed despite the fact that it fundamentally underestimates the impact of transnational terrorism. This volume provides an in-depth qualitative assessment of the three primary policy instruments implemented to counter the transnational threat of terrorism during the period 2001-2011; an approach somewhat neglected by the current body of literature which focuses on a purely quantitative methodology. Drawing upon previously unpublished data collected from interviews with policymakers, specialists and academics, the book fills this lacuna by ascertaining and analysing both the UK's and USA's counter-terrorism strategies and developing a holistic approach to understanding these strategies. Shares wrenching accounts of the everyday violence experienced by emancipated African Americans Well after slavery was abolished, its legacy of violence left deep wounds on African Americans' bodies, minds, and lives. For many victims and witnesses of the assaults, rapes, murders, nightrides, lynchings, and other bloody acts that followed, the suffering this violence engendered was at once too painful to put into words yet too horrible to suppress. In this evocative and deeply moving history Kidada Williams examines African Americans' testimonies about racial violence. By using both oral and print culture to testify about violence, victims and witnesses hoped they would be able to graphically disseminate enough knowledge about its occurrence and inspire Americans to take action to end it. In the process of testifying, these people created a vernacular history of the violence they endured and witnessed, as well as the identities that grew from the experience of violence. This history fostered an oppositional consciousness to racial violence that inspired African Americans to form and support campaigns to end violence. The resulting crusades against racial violence became one of the political training grounds for the civil rights movement.

This book examines the international law of forcible intervention in civil wars, in particular the role of party-consent in affecting the legality of such intervention.

In modern international law, it is a near consensus that no state can use force against another the main exceptions being self-defence and actions mandated by a UN Security Council resolution. However, one more potential exception exists: forcible intervention undertaken upon the invitation or consent of a government, seeking assistance in confronting armed opposition groups within its territory. Although the latter exception is of increasing importance, the numerous questions it raises have received scant attention in the current body of literature.

This volume fills this gap by analyzing the consent-exception in a wide context, and attempting to delineate its limits, including cases in which government consent power is not only negated, but might be transferred to opposition groups. The book also discusses the concept of consensual intervention in contemporary international law, in juxtaposition to traditional legal doctrines. It traces the development of law in this context by drawing from historical examples such as the Spanish Civil War, as well as recent cases such those of the Democratic Republic of the Congo, Somalia, Libya, and Syria.

"The Declaration of the Rights of Man and the Citizen of 1789" is the French Revolution's best known utterance. By 1789, to be sure, England looked proudly back to the Magna Carta, the Petition of Right, and a bill of rights, and even the young American Declaration of Independence and the individual states' various declarations and bills of rights preceded the French Declaration. But the French deputies of the National Assembly tried hard, in the words of one of their number, not to receive lessons from others but rather "to give them" to the rest of the world, to proclaim not the rights of Frenchmen, but those "for all times and nations."
The chapters in this book treat mainly the origins of the Declaration in the political thought and practice of the preceding three centuries that Tocqueville designated the "Old Regime." Among the topics covered are privileged corporations; the events of the three months preceding the Declaration; blacks, Jews, and women; the Assembly's debates on the Declaration; the influence of sixteenth-century notions of sovereignty and the separation of powers; the rights of the accused in legal practices and political trials from 1716 to 1789; the natural rights to freedom of religion; and the monarchy's "feudal" exploitation of the royal domain.

Twenty years after NAFTA, the consensus seems to be that the regional project in North America is dead. The trade agreement was never followed up by new institutions that might cement a more ambitious regional community. The Security and Prosperity Partnership (SPP), launched with some fanfare in 2005, was quietly discontinued in 2009. And new cooperative ventures like the US-Canada Beyond the Border talks and the US-Mexico Merida Initiative suggest that the three governments have reverted to the familiar, pre-NAFTA pattern of informal, incremental bilateralism. One could argue, however, that NAFTA itself has been buried, and yet the region somehow lives on, albeit in a form very different from regional integration in other parts of the world. A diverse group of contributors, from the United States, Canada, and Mexico, with experience in academia, government service, think tanks and the private sector bring to bear a sophisticated and much needed examination of regional governance in North America, its historical origins, its connection to the regional distribution of power and the respective governments' domestic institutions, and the variance of its forms and function across different issue areas. The editors begin by surveying the literature on North American regional politics, matching up developments there with parallel debates and controversies in the broader literatures on comparative regional integration and international policy coordination more generally. Six contributors later explore the mechanisms of policy coordination in specific issue-areas, each with an emphasis on a particular set of actors, and with its own way of characterizing the relevant political and diplomatic dynamics. Chapters on the political context for regional policy coordination follow leading to concluding remarks on the future of North America. At a time when scholarly interest in North America seems to be waning, even while important and interesting political and economic developments are taking place, this volume will reinvigorate the study of North America as a region, to better understand its past, present and future.

Current territorial disputes between the Northeast Asian countries have stimulated a resurgence of bellicose nationalism, and threaten to upset recent efforts to achieve regional cooperation and economic integration in East Asia. Alongside this, debates over pre-1945 Japanese wartime atrocities, aggravated by still unresolved territorial disputes between Japan and its neighbours have triggered diplomatic conflicts in Japanese-South Korean relations, virulent anti-Japanese protests in China, and a dramatic increase of right-wing nationalism in Japan. Many have perceived these phenomena as inevitable corollaries, inasmuch as they regard the Northeast Asian countries as historically homogeneous and nationalistic states, and have begun to question the feasibility of the post-Cold War efforts to replace nationalism with a moderate version of civic solidarity. This book contributes to the debates surrounding patriotism and nationalism in Northeast Asia, and investigates the feasibility of non-ethnocentric patriotism in countries across the region. In doing so, it highlights the differences between Asian and Western concepts of republican patriotism via theoretical discussions of the evolving discourses on nationalism, patriotism, democracy and civic solidarity. The chapters combine theoretical discussion with historical case studies such as modern state building in late Qing Dynasty; nineteenth century Japanese political thought; and the twentieth century Korean independence movement. In turn, the contributors explore the possibilities for republican patriotism in contemporary Northeast Asia, with a focus on the Chinese term minzu, and the possibilities it holds for an alternative configuration of national identity in the age of globalization; Maruyama Masao's theories of nationalism in Japan; the National Security Law in South Korea, and the impact it has had on the country's political culture; and the Taiwanese movement for self-governance. This book examines NATO's transition from a Cold War mutual defence organization into a global alliance, and puts the recent crisis over the Afghanistan mission in the context of long-standing debates over out-of-area interventions. Originally, NATO bound the western allies together for the purposes of mutual defence as defined by Article 5 of the North Atlantic Treaty, which declared that an attack on the territory of one ally was to be considered an attack on them all. However, Article 4 of the Treaty invites the allies to consult with each other on a less formal basis whenever their 'territorial integrity, political independence, or security' was threatened, without the automatic commitment to a shared response. During the Cold War, the allies consulted both formally and informally on issues beyond mutual defence in debates that were, more often than not, extremely contentious. After the Cold War, these out-of-area missions became the primary focus of NATO's military missions. The allies had to debate the scope of co-operation for every mission they considered undertaking collectively. This book argues that NATO's identity has changed from a Cold War mutual defence organization to a global alliance in the course of debates over how to respond to the changing circumstances of its security environment. This book will be of much interest to students of security studies, international organisations, contemporary history and IR in general.

Aspirations, desires, opportunism and exploitation are seldom considered as fundamental elements of donor-driven development as it impacts on the lives of people in poor countries. Yet, alongside structural interventions, emotional or affective engagements are central to processes of social change and the making of selves for those caught up in development's slipstream.
