Most existing theoretical approaches to industrial relations and human resources management (IR/HRM) build their analyses and policy prescriptions on one of two foundational assumptions. They assume either that conflict between workers and employers is the natural and inevitable state of affairs; or that under normal circumstances, cooperation is what employers can and should expect from workers. By contrast, A New Theory of Industrial Relations: People, Markets and Organizations after Neoliberalism proposes a theoretical framework for IR/HRM that treats the existence of conflict or cooperation at work as an outcome that needs to be explained rather than an initial presupposition. By identifying the social and organizational roots of reasoned, positively chosen cooperation at work, this framework shows what is needed to construct a genuinely consensual form of capitalism. In broader terms, the book offers a critical theory of the governance of work under capitalism. 'The governance of work' refers to the structures of incentives and sanctions, authority, accountability and direct and representative participation within and beyond the workplace by which decisions about the content, conditions and remuneration of work are made, applied, challenged and revised. The most basic proposition made in the book is that work will be consensual-and, hence, that employees will actively and willingly cooperate with the implementation of organizational plans and strategies-when the governance of work is substantively legitimate. Although stable configurations of economic and organizational structures are possible in the context of a bare procedural legitimacy, it is only where work relationships are recognized as right and just that positive forms of cooperation will occur. This is a book on how and why workers come together. Almost coincident with its inception, worker organisation is a central and enduring element of capitalism. In the 19th and 20th centuries' mobilisation by workers played a substantial role in reshaping critical elements of these societies in Europe, North America, Australasia and elsewhere including the introduction of minimum labour standards (living wage rates, maximum hours etc), workplace safety and compensation laws and the rise of welfare state more generally. Notwithstanding setbacks in recent decades, worker organisation represents a pivotal countervailing force to moderate the excesses of capitalism and is likely to become even more influential as the social consequences of rising global inequality become more manifest. Indeed, instability and periodic shifts in the respective influence of capital and labour are endemic to capitalism. As formal institutions have declined in some countries or unions outlawed and severely repressed in others, there has been growing recognition of informal strike activity by workers and wider alliances between unions and community organisations in others. While such developments are seen as new they aren't. Indeed, understanding of worker organisation is often ahistorical and even those understandings informed by historical research are, this book will argue, in need of revision. Originally published in 1978 Urbanization and Labour Markets is a useful companion for those studying in geography, economics or development studies. The book provides a simple guide to the subject of labour in cities in underdeveloped countries. It also set out the major controversies relating to urban labour markets in developing countries and focuses in detail to work which goes on outside large-scale firms. For the first time, this book provides the global history of labor in Central Eurasia, Russia, Europe, and the Indian Ocean between the sixteenth and the twentieth centuries. It contests common views on free and unfree labor, and compares the latter to many Western countries where wage conditions resembled those of domestic servants. This gave rise to extreme forms of dependency in the colonies, not only under slavery, but also afterwards in form of indentured labor in the Indian Ocean and obligatory labor in Africa. Stanziani shows that unfree labor and forms of economic coercion were perfectly compatible with market development and capitalism, proven by the consistent economic growth that took place all over Eurasia between the seventeenth and the nineteenth centuries. This growth was labor intensive: commercial expansion, transformations in agriculture, and the first industrial revolution required more labor, not less. Finally, Stanziani demonstrates that this world did not collapse after the French Revolution or the British industrial revolution, as is commonly assumed, but instead between 1870 and 1914, with the second industrial revolution and the rise of the welfare state.

To the classical driving forces of migration such as poverty, oppression and war, yet another is being added: globalization. With the increasing economic interdependence between countries migration has become one of the important links. Many less developed countries (LDCs) accept migration of their workers to developed countries (DCs) because it reduces the pressure on unemployment, and remittances increase the capital inflow to the country. On the other hand, some of the DCs see migration as a threat to their employment and system of social security. Participants of the Second Annual Workshop of the Network EU-LDC Trade and Capital Relations gave a broad view of the problem which both DCs and LDCs are facing in connection with the globalization of labour markets. In the second half of the 1980s Japan has emerged as one of the new major destination countries for migrants from Asia. The migrant labour pool was then joined by Japanese descendants from South American countries in the 1990s. Japan's policy of keeping the labour market closed to foreign unskilled workers has remained unchanged despite the 1990 immigration policy reform, which met the growing need for unskilled labour not by opening the 'front-door' to unskilled workers but by letting them in through intentionally-provided 'side-doors'. This book throws light on various aspects of migration flows to Japan and the present status of migrant workers as conditioned by Japan's immigration control system. The analysis aims to explore how the massive arrival of migrants affected Japan's immigration policy and how the policy segmented the foreign labour market in Japan.
