Born on the eve of the Emancipation Proclamation in Roanoke County, Virginia, Richard L. Davis moved to Rendville, Ohio in 1882 where he became a checkweighman and early mine labor organizer. Founded in 1879 by Chicago coal operator, William P. Rend, Rendville survives today as the smallest incorporated community in Ohio. In 1886, one year after the Great Hocking Valley Strike, Davis wrote his first letter to the National Labor Tribune. On January 22, 1890, he was one of only two African Americans who attended the founding convention of the United Mine Workers of America in Columbus, Ohio. Between December 1890 and April 1899, with one exception, Davis wrote 168 letter, first to the editor of the National Labor Tribune and later the United Mine Workers Journal. In his letters Davis strongly advocated for an end to the color line and for white and colored miners to unite against wage slavery. After serving five years on the executive board of Ohio's District Six, in 1896 Davis became the second African American to be elected to the National Executive Board. Blacklisted, after serving two terms, the Sage of Rendville, fell on hard times only to suffer an untimely death in 1900.
First Published in 1981, Ideology and Shop-Floor Industrial Relations is based on data obtained in observational research amongst managers, shop stewards and workers, examines the informal processes by which accommodations are or are not, reached by managers and workers. Since the publication of the Donovan Report industrial relations research has increasingly moved away from studies of formal procedures and institutions and focused more on informal custom and practice. In this book, the authors develop a theory of workplace rule making, and argue that it is in negotiations over such detailed and often minor daily industrial issues that the relationship between capital and labour is worked out. This book is a must read for scholars of industrial economics and management studies.
This book is the second of two volumes examining the place of the National Union of Mineworkers in post-war British politics. Covering the years 1969 to 1995, it charts reactions to the pit closures programme of the late 1950s and 1960s and the development of the NUM's reputation as the union that could topple governments. This reputation influenced profoundly the relationship between the NUM and successive Labour and Conservative administrations, underpinning changes in the state's approach to industrial disputes, so vividly manifested in the strike of 1984-85. Following the same intellectual path as volume one, this book concentrates on 'high' politics and the relationship between the NUM, the government and the National Coal Board. It highlights many of the same the key themes of the first volume, particularly the internal political process whereby the mineworkers' tendency to fragmentation was managed, and which was to eventually lead to the breakdown of this internal political process and the fragmentation of the NUM. Volume two explores how these fractures impacted upon such key issues as the formation of the 'Broad Left', the election of Joe Gormley as NUM President in 1971 and the strikes of 1972 and 1974 and relations with the Wilson and Heath governments. It then examines the election of Arthur Scargill in 1981 and the subsequent shifting of the union's political centre of gravity, together with the Conservative government's determination to use the power of the state to destroy the power of the NUM. The myths and legends surrounding the NUM and its power to bring down governments is still strong today, yet this book challenges many of the notions surrounding its strength, militancy and cohesiveness. Instead what emerges is a more complex picture as the union struggled to translate local loyalties into national solidarity. This book uses comparative analyses to examine how these dynamics manifest across different legal cultures. By highlighting similarities and differences in legal responses to vulnerability, this book provides important insights and arguments against the privatization of social need and for a more responsive state.

This book examines the economic, social and political thought of two highly influential cross-disciplinary contributors to the debate in the United Kingdom about welfare economics, social welfare, nationalisation and public policy. Active between the 1880s and the 1930s, their many books, papers, lectures and speeches shaped the discourse on heterodox economics, social democracy and the managed economy. The Webbs sat on Royal Commissions, permeated local and central government, and were instrumental in the creation of the London School of Economics. This volume is about the emerging development trajectories of rural labour relations in India, based on studies from its regions and states. Its overarching theme is the rural class conflict and the results of such conflict, and the link between this and the nature and impact of state intervention. Vigorous emancipatory processes are identified, and the limitations of and contradictions inherent in such processes are examined. From its formation in 1944, the National Union of Mineworkers (NUM) was one of the most powerful and important players on the British political and industrial stage. Whilst the nation relied upon coal for its electricity production, domestic heating and railway transportation, the miners and their unions would always play a central role in national politics with the ability to cause massive disruption to the nation, should they decide to strike, as they did in 1972 and 1974. However, as the country began to move towards other forms of energy, such as oil and gas, the power of the mineworkers correspondingly decreased, leaving the once mighty union to come to terms with a very different world by the early eighties. The NUM and British Politics makes use of union material and party and government archives as well as oral testimony, much of it highly confidential, to present the first overall account of the evolving nature of the tripartite relationship between the miners, the NUM and the state.

This book provides a theoretical framework to better understand how firms, economies and labor markets have evolved. This is done in a reader-friendly fashion, without complex mathematical arguments and proofs. Economic Growth and the High Wage Economy shows how high wage economies help make firms and economies more productive and why high wage economies can be competitive even in an increasingly globalized environment. It also demonstrates why concerns that labor supply will dry up as wages increase and social benefits rise are largely based on impoverished economic reasoning. The first chapters provide a theoretical basis for the rest of the book, showing for instance how higher wages are prone to increasing the level of economic efficiency by getting people to work harder and smarter (mainly smarter). Altman also explains that our understanding of technological change can be markedly improved by modelling technological change as a product of higher wages and improved working conditions and other shocks to the economic system. As the book develops, it is shown that increasing and high levels of income inequality are not necessary for growth and development, because the economic 'pie' grows when the economic wellbeing of the lower half and even the middle improves. The evolution of the state can also be better understood by applying this analytical framework. So too can the persistence of inefficient systems of production and cultural traits that appear to be inconsistent with economic prosperity. On top of this, the book examines the implications of Altman's theoretical framework for macroeconomic analysis and policy. Finally, it is shown that labor supply can be better understood by introducing target income into the analytical mix. The main contribution of this book is providing the theoretical underpinning for why relatively high wages and, moreover, competition with high wages is good for dynamic growth and development. This work establishes why an alternative model of labor supply, based on the notion and reality of target income, does a better job of explaining the evolution of labor supply. The latter also reinforces the view that increasing wage and workers' benefits should not be expected to damage the economy, even in the realm of labor supply. This study compares the making and remaking of the political identities of the miners' movements in Britain and Germany. Taking the south Wales and Ruhr coalfields as case studies, it focuses on the public discourse of the trade unions and political parties as it was disseminated in local newspapers, trade union publications, pamphlets and election leaflets. It reveals how the miners' movements used ideas such as class, religion, the 'people' or Volk, socialization and nationalization to construct organizational identities during the turbulent period between 1890 and 1926. These concepts were crucial not only in the formation and self-identity of the miners' trade unions, but also in the way they interacted with employers and the state. They adapted and changed over time as the miners' movements reacted to war, economic depression and increasing industrial conflict. The book contends that these identities were not simply the result of structural factors, but were formed at the juncture where cultural, political and sociological forces intersect. Examining this intersection through discourse analysis and the concept of the 'lifeworld', the book brings together the social world of the miners and the realm of organized politics to advance historical understanding of two of the most important elements in the most powerful labour movements in Europe. -- .
Children in poor countries are subjected to exploitation characterized by low wages and long hours of work, as well as by unclean, unhygienic and unsafe working and living conditions, and, more importantly, by deprivation from education, all of which hampers their physical and mental development. Child labour is a complex issue, and clearly it has no simple solution. This book sheds some understanding of its root causes. The book attempts to delve into many of the important theoretical aspects of child labour and suggests policies that could indeed be useful in dealing with the problem under diverse situations using alternative multisector general equilibrium models.
In today's global knowledge economy, competition for the best and brightest workers has intensified. Highly skilled workers are an asset to companies, knowledge institutions, cities, and regions as they contribute to knowledge creation, innovation, and economic growth and development. Skilled migrants cross, and many times straddle, international borders to pursue professional opportunities. These spatial relocations provide opportunities and challenges for migrants and the cities and regions they inhabit. How have international skilled migratory flows been formed, sustained, and transformed over multiple spaces and scales? How have these processes affected cities and regions? And how have multiple stakeholders responded to these processes? The contributors to this book bring together perspectives from economic, social, urban, and population geography in order to address these questions from a myriad of angles. Empirical case studies from different regions illuminate the multiscaled processes of international skilled migration. In particular, the contributions rethink skilled migration theories and provide insights into: the experiences of highly skilled labor migrants and international students; issues related to transnational activities and return migration; and policy implications for both immigrant source and destination countries. It also charts a future research agenda for international skilled migration research. Apprenticeship or vocational training is a subject of lively debate. Economic historians tend to see apprenticeship as a purely economic phenomenon, as an 'incomplete contract' in need of legal and institutional enforcement mechanisms. The contributors to this volume have adopted a broader perspective. They regard learning on the shop floor as a complex social and cultural process, to be situated in an ever-changing historical context. The results are surprising. The authors convincingly show that research on apprenticeship and learning on the shop floor is intimately associated with migration patterns, family economy and household strategies, gender perspectives, urban identities and general educational and pedagogical contexts.
Controlling costs in health care is rarely something that can be tackled in isolation. Cost control invariably interacts with issues of quality and health care access. Thus, this diverse collection of papers is concerned not just with costs but more importantly with value. Both macro and micro concerns are covered. At the macro level, health care reforms (and especially the 'marketisation' of health care systems) receive some attention. Papers explore how policy prescriptions get translated and modified during implementation, and assess how these prescriptions impact on both the incentive context and subsequent patterns of service delivery. Resource allocation within bureaucratic health systems continues to pose problems and these too are analysed with new solutions being proposed. At the micro level, a number of contributors wrestle with the difficulties of carrying out the economic evaluation of new drugs and technologies. In each case, the wider theoretical and practical implications of balancing costs and benefits are explored.
