What is the economic justification of advertising? Is it a vital energizing force in industry, or does it represent a serious waste of money and effort? The great increase in the volume of publicity in modern times is causing people to wonder what its final outcome will be, and whether it is a development to be welcomed or regarded with suspicion. An increasing number of landings of illegal migrants on the coast of Italy and Spain, but also the recent riots, car-burnings, and street battles that occurred all across France and that have been attributed to the migrant community, seem to indicate that migration is likely to stay high on the European policy agenda for some time. The flow of migrants from poor to rich countries does not, however, constitute a typically European problem. V. S. public policy has also been facing a continued (legal and illegal) inflow of labor from different regions, notably Mexico and other Latin American countries. And similar developments in other advanced countries (Australia, Canada) as weil as in selected fast-growing emerging markets in Eastern Europe and East Asia imply that these countries too are being compelled to adjust their public policies in order to relieve migratory pressures and deal with their consequences. The world economy already saw rising cross-border labor flows in the 1990s and most forecasts predict that South-North and South-South migration will re main at relatively high levels over the next decades and possibly even turn into a major global challenge for policy makers in the 21st century."
For the last decade a movement for providing workers with a living wage has been growing in the US. This book describes how great thinkers in the history of economic thought viewed the living wage and highlights how the ideas of the early economists such as Adam Smith and John Stuart Mill support the idea of a living wage and contrast with the ideas of more recent free-market economists who do not. The lessons we can learn from the contrasting ideas of both the early and recent economists will help us to think more clearly about the issues surrounding whether, how and why workers should be paid a living wage. The book reviews the history of economic ideas related to the idea of the living wage. It presents a debate between two ideologies, the moral economy and the market economy, as captured by the need to sustain the workforce, enhance its capability and avoid the externality effects of low wages. It is unique in that it applies these concepts exclusively to labor. The book also breaks new ground by presenting Adam Smith as a moral economist who anticipated many of the arguments set forth by modern day advocates of the living wage. It shows how successive economic thinkers added to Smith's arguments for a living (subsistence) wage or found fault with those arguments. Throughout the book Donald Stabile draws out the lessons that this history of the economic thought about adequate wages has for the modern living wage movement. Economists interested in the history of economic thought and labor issues will find this book a compelling read, as will academics and community groups advocating for a living wage.
The last available census estimated around 10 per cent of total urban working women in India are concentrated in the low paid domestic services such as cleaning, cooking, and taking care of the children and the elderly. This is found to be much higher in certain parts of India, emerging as the single most important avenue for urban females, surpassing males in the service since the 1980s. By applying an imaginative and refreshing mix of disciplinary approaches ranging from economic models of the household, empirical analysis and literary conventions, this book analyses the changing labour economy in post-partition West Bengal. It explains how and why women and girl children have replaced this traditionally male bias in the gender segregated domestic service industry since the late 1940s, and addresses the question of whether this increase in vulnerable individuals working in domestic service, the growth of the urban professional middle class in the post liberalization period, and the increasing incidences of reported abuses of domestics, in urban middleclass homes in the recent years, are related. Covering five decades of the history of gender and labour in India, this book will be of interest to scholars working in the fields of gender and labour relations, development studies, economics, history, and women and gender studies.
This book examines the nature and regulation of the informal economy by means of a collective case study in a highly regulated Western country. The book, situated at the intersection of criminology and sociology, investigates the relation between formal, informal and criminal work in three urban and rural labour markets (seasonal work, street trade and sex work) alongside the impact of state policies on informality. Boels uncovers the differential position authorities take regarding these labour markets, notwithstanding the presence of informality and often vulnerable position of workers in each one of them. With a distinctive focus on informal workers, and through in-depth interviews, this study explores the life and work of informal workers, including their experiences with regulators, their motivations for working informally and their perceptions of state policy. In short, this book gives a voice to often ignored but crucial participants of the informal economy. The detailed discussion of the results and the links to theoretical frameworks will ensure this book is of particular interest to scholars of urban economics and governance, criminology, and sociology.
Asia has undergone rapid transformation over the past several decades as many countries have embraced new technologies and the processes of globalisation. Over this period the inflow of foreign capital into the region, the level of trade amongst these countries, and trade with other parts of the world has increased substantially. The editors have chosen substantial extracts to illustrate the major themes and ideas in Beveridge's writing over a period of more than four decades, ranging from his book Unemployment, published in 1909, to the Beveridge Report of 1942 and beyond. Sections cover his social philosophy; the crucial role he attributed to social insurance as a technique of welfare; his relation to economics; and the stress he placed on voluntary action in a free society. Beveridge defined full employment as a state where there are slightly more vacant jobs than there are available workers, or not more than 3% of the total workforce. This book discusses how this goal might be achieved, beginning with the thesis that because individual employers are not capable of creating full employment, it must be the responsibility of the state. Beveridge claimed that the upward pressure on wages, due to the increased bargaining strength of labour, would be eased by rising productivity, and kept in check by a system of wage arbitration. The cooperation of workers would be secured by the common interest in the ideal of full employment. Alternative measures for achieving full employment included Keynesian-style fiscal regulation, direct control of manpower, and state control of the means of production. The impetus behind Beveridge's thinking was social justice and the creation of an ideal new society after the war. The book was written in the context of an economy which would have to transfer from wartime direction to peace time. It was then updated in 1960, following a decade where the average unemployment rate in Britain was in fact nearly 1.5%.

This book focuses on the implications of the South African labour market dynamics including labour market reforms and fiscal policy for monetary policy and financial stability. Evidence suggests there are benefits in adopting an approach that coordinates labour market policies and reforms, fiscal policy, price and financial stability. In particular, the benefits of coordinating policies present policymakers with policy options in cases where they are confronted by binding policy trade-offs and dilemmas, such as in cases when there is divergence in price and financial and economic growth outcomes. The empirical insights and policy recommendations are based on different techniques that include the counterfactual and endogenous-exogenous approaches, non-linearities introduced by thresholds and the impact of persistent and transitory shock effects. This book is about an idea that has a long and distinguished pedigree, the idea of a right to a basic income. This means having a modest income guaranteed - a right without conditions, just as every citizen should have the right to clean water, fresh air and a good education. Contrary to the explanations offered by the theory of non-reflexive, path-dependent institutionalism, the U.S. and the German automotive industries undertook strikingly similar patterns of industry modification under tough international competition during the 1990s, departing from their traditional national patterns. By investigating the processes of the U.S. and German adjustments, the author critically reconsiders the prevalent paradigms of political economy and comes to the conclusion that the evidence does not confirm the neoliberal paradigm. In order to better account for the recomposition of new market relations, which the author terms "converging but non-liberal" and "diverging but not predetermined" markets, he proposes an alternative model of "politics among reflexive agents," emphasizing different kinds of problem-solving practices among those reflexive agents. He argues that different forms and regimes of market are established in the process of recomposition, in which agents reflect upon not only market rationality but also upon their own institutions, creating new norms.
