I n 1865, economist William Stanley Jevons published The Coal Question, describing the crucial role that coal played in British economic development. Here, he enunciated what has come to be known as the Jevons paradox, which stated that improvements in resource efficiency leads to greater resource use as the expansion of scale occasioned by lower operating costs overwhelms the savings due to greater efficiency. The implications for any sustainability scenario are enormous and a major theme of this book. While The Coal Question provided the theory that was a precursor to peak oil and resource limits to growth, it was followed six years later by the Theory of Political Economy, the first English-language work of neoclassical economics, which denies the importance of energy as a special commodity. In spite of this apparent contradiction, in this book biophysical economist Kent Klitgaard makes clear that there is no epistemological break between The Coal Question and Theory of Political Economy. Indeed, the Jevons paradox makes little sense in the absence of a behavioral theory grounded in marginal utility, which recognizes the satisfaction that each of us gains as consumers of one more unit of a good or service. Jevons could not solve this paradox in light of his belief that coal mines were becoming exhausted and more expensive to operate, and that there was no substitute for coal. However, he was uninterested in questions of sustainability; rather, he wanted to maintain British industrial and imperial dominance. Did the eventual substitution of oil for coal simply allow us to run through other resources at an accelerated rate? Indeed, the petroleum economy of the 20th and early 21st centuries has presented vastly expanded opportunities for the operation of the Jevons Paradox. This book shows the connections among the different paradoxes in Jevons' work, and exposes the potentially fatal flaws that confound technological solutions to the sustainability challenge.

This book shows how the links between energy security and national and international law and policies on green energy pose challenges to a transition towards a green energy system. Based on empirical work carried out in two very different country case studies - Great Britain and Brazil - this book attempts to foster a better understanding of the role played by energy security in constructing and deconstructing green energy policy initiatives. The broad range of views raised in national contexts leads to legal disputes in international forums when attempts are made to address the issues of this energy security/green energy interplay. As such, building on the findings of the case studies, this book then analyses the interplay between energy security and green energy development in international trade law as encapsulated in the law of the World Trade Organisation (WTO). Finally, the author proposes a way forward in creating the legal space in the law of the WTO for trade restrictive measures aimed at ensuring green energy security.

This book investigates the overall natural gas reform performance of Turkey, addressing both shortfalls and setbacks that have prevented Turkey from the fulfillment of the regulatory implementation since 2001, and how the prospectively liberalised natural gas market can effectively operate at all levels. Although eighteen years have passed since the introduction of the first legislation as a basis for a more liberalised Turkish natural gas market, the completion of the reform process still suffers from a lack of enforcement. The book offers recommendations to address this, the main one being that policy makers should give due consideration to the consolidation of EMRA's independent role with appropriate safeguards laid out to prevent attempts of regulatory misuse. The book concludes by suggesting that there is a compelling need to move forward with a consolidated reform sooner rather than later if Turkey genuinely wishes to take a leadership position in the race to become an efficient gas hub and be part of Europe's single energy market.
