In summer 2006, the Commission on Recovery, Rebuilding, and Renewal asked the RAND Gulf States Policy Institute to describe the state of the pre-Hurricane Katrina housing markets in Mississippi1s three coastal counties, to estimate the damage the storm did to their housing markets, to describe the status of the recovery effort, and to identify problems that might inhibit it. Over one million Americans are employed in manufacturing motor vehicles, equipment and parts. But the industry has changed dramatically since the U.S. "Big Three" motor vehicle corporations (General Motors, Ford and Chrysler) produced the overwhelming majority of cars and light trucks sold in the United States, and directly employed many people themselves. By 2003, most passenger cars sold in the U.S. market were either imported or manufactured by foreign-based producers at new North American plants (so-called "transplant" facilities). The Big Three now dominate only in light trucks, and are also now being challenged there by the foreign brands. The Big Three have shed about 600,000 U.S. jobs since 1980, while about one-quarter of Americans employed in automotive manufacturing (nearly 300,000) work for the foreign-owned companies. It is clear that the U.S. automotive industry has undergone many drastic changes that have had a net adverse effect on American interests. This book examines the causes of these changes. Congressional acts, increasingly stringent emission laws, the effects of NAFTA, labour unions and globalisation are all within the scope of this book.

Realizing the century-old dream of a passage to India, the building
of the Panama Canal was an engineering feat of colossal dimensions,
a construction site filled not only with mud and water but with
interpretations, meanings, and social visions. Alexander Missal's
"Seaway to the Future" unfolds a cultural history of the Panama
Canal project, revealed in the texts and images of the era's
policymakers and commentators. Observing its creation, journalists,
travel writers, and officials interpreted the Canal and its
environs as a perfect society under an efficient, authoritarian
management featuring innovations in technology, work, health, and
consumption. For their middle-class audience in the United States,
the writers depicted a foreign yet familiar place, a showcase for
the future--images reinforced in the exhibits of the 1915
Panama-Pacific International Exposition that celebrated the Canal's

ASCE/EWRI 44-05 presents the standard practice for conducting supercooled fog dispersal operational programs. Extended periods of fog can have large economic impacts on aviation, tourism, transportation, and mining industries; as well as a negative effect on agriculture. These problems can be reduced through the use of state-of-the-art supercooled fog dispersal technologies. This document describes the process through which such operations should be designed and conducted. There are unique complexities associated with the economic valuation of Intelligent Transportation Systems (ITS) and telematics. Traditional methods of quantitative analysis may not be appropriate in accurately and reliably assessing the economic impacts of these technologies. Although advanced transportation and related technologies are being planned and deployed at an increasingly rapid pace, many of the technologies are still relatively new, and their use may not be widespread. Much of the initial information and statistics gathered have been anecdotal and have focused more on benefits rather than costs. Therefore, difficulties arise due to the lack of historical data and 'lessons learned' from which to draw upon. In addition, compared with traditional transportation infrastructure, ITS technologies have different life cycles, cost structures, and a number of interrelated elements. This book addresses these concerns and proposes new economic assessment techniques as well as modifications to existing ones. Included are case studies from a multitude of North American, European, and Asian nations and major metropolitan areas covering a wide range of ITS technologies including freeway management, electronic toll collection, advanced driver assistance systems, and traveller information systems.
Traffic congestion affects towns and cities everywhere and in some
places it is regarded as one of the most urgent and important
problems in need of a solution. Road pricing is undoubtedly
recognised as an effective traffic demand management tool. The
recent London congestion charging scheme seems to be showing that
public and political opposition is not insurmountable. Thus, the

American state and Canadian provincial governments have dealt with rapidly rising auto insurance rates in different ways over the last two decades, a difference many attribute to variances in political pressure exerted by interest groups such as trial attorneys and insurance companies. Edward L. Lascher, Jr., argues that we must consider two additional factors: the importance of politicians' beliefs about the potential success of various solutions and the role of governmental institutions. Using case studies from both sides of the border, Lascher shows how different explanations of the problem and different political structures affect insurance reform. In his conclusion, Lascher moves beyond auto insurance to draw implications for regulation and policymaking in other areas.
Urban transportation problems abound across America, including jammed highways during rush-hours, deteriorating bus service, and strong pressures to build new rail systems. Most solutions attempt either to increase transportation capacity (by building more roads and expanding mass transit) or to manage existing capacity (through HOV restrictions, exclusive bus lanes, and employer-based policies such as flexible work hours). This book develops an alternative solution to urban transportation problems based on economic analysis, but well aware of the political constraints on policymakers. The authors estimate that efficient pricing and service policies could save more than $10 billion in annual net benefits over current practices, but argue that powerful, entrenched political and institutional forces will continue to thwart efficient economic solutions to improve urban transportation. They believe, however, that some form of privatization would likely improve social welfare more than an efficient public sector system. Facing fewer operating restrictions, greater economic incentives, and stronger competitive pressures, private suppliers could substantially improve the efficiency of urban operations and offer services that are more responsive to the needs of all types of travelers. The authors conclude that policymakers have bestowed huge benefits on the public by allowing the private sector to play a leading and unencumbered role in the provision of intercity transportation. Public officials should take the next step and allow the private sector to play a leading role in the provision of urban transportation.

Tracing the antecedents and the creation of the U.S. Department of Transportation, this work assesses its role in both the control of transportation and the encouragement of big businesses in the industry. Key metaphors in world-system analysis are profoundly spatial, but there have been few attempts to understand how space, location, and topography affect world-system organization and process. To fill this gap, this book examines case studies of the restructuring of space and transport in core, semiperipheral, and peripheral economies. It addresses such topics as the role of ocean transport in linking terrestrially based units of the capitalist world economy, the role of land transport systems in the construction and restructuring of relationships between raw materials peripheries and core economies, and the role of the airplane in transforming and representing changing spatial, economic, and social relations in the capitalist world economy. World-systems theory and many other perspectives on the world economy, including international political economy and analysis of globalization, typically pay only limited attention to issues of space, location, and the role of transportation in the world economy. This book identifies key theoretical and empirical issues and provides the basis for formulating research strategies to address this gap in our understanding.

This study of CAMI Automotive, a unionized joint venture between General Motors and Suzuki, is the most comprehensive ever undertaken of a lean production plant. Heralded as a model of lean production when it opened in 1989, CAMI promised workers something different from traditional plants a humane environment, empowerment, and cooperative labor-management relations. However, the enthusiasm workers felt during the orientation and early phases of production steadily declined, as did their involvement in participatory activities. Workers came to describe CAMI as "just another car factory." Union challenges and shopfloor resistance to key elements of the lean system grew, capped by a five-week strike in 1992.
