The Master Plan presents a comprehensive 10-year strategy and action plan for improving the subregion's transport linkages across the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) member states. It is intended to guide actions and promote synergies among various connectivity frameworks and help achieve sustainable development of the region. A specific framework is presented here for organizing a set of policies, strategies, and projects toward realizing a shared vision of peace, prosperity, and sustainability. With BIMSTEC's unique geographical position as a bridge linking South and Southeast Asia, this document is also relevant to its neighboring regions. BIMSTEC was established as a regional organization in June 1997 to promote free trade within the region, increase cross-border investment and tourism, and promote technical cooperation.
This publication provides an overview of the transport sector in Tajikistan, along with major development constraints, the government's strategies and plans, and assistance provided by ADB and other development partners. Tajikistan is a landlocked country in Central Asia. Transport plays an essential role for ensuring connectivity and facilitating movement of goods and people within the country and along borders shared with its neighbors in the region. The publication serves as a basis for dialogues on ADB's future collaboration with the Government of Tajikistan to promote the transport sector's development effectively in the coming years.
The economies of Bangladesh and India are driven by fast-growing bilateral trade. This study examines some of the key bottlenecks to trade on land between Dhaka and Kolkata, and provides recommendations on how to address them. The efficient movement of goods between the two countries is essential to their economic growth. However, inefficient procedures at land crossings, paired with infrastructure constraints on both sides of the border, inflate the time and costs of conducting trade. Reducing traffic congestion along the major routes, and improving facilities and clearance procedures at the border crossings can significantly improve trade between Bangladesh and India, and contribute to more robust economic growth across the South Asia Subregional Economic Cooperation zone as a whole.
This publication explains how the 11 member countries of the Central Asia Regional Economic Cooperation (CAREC) Program can build safer and more competitive transport corridors for people and goods. It gives an overview of each country's road network and identifies how to better collect data to bolster road asset management systems and improve planning. Highlighting the benefits of sharing best practices, the publication offers tips on how to fine-tune performance-based road maintenance contracts. It also shows that by efficiently using budgets, countries can maintain and manage vital transport arteries to help boost sustainable development in the region.
This manual sets out how to combine road safety audits with the International Road Assessment Programme methodology in a star ratings system. This system, Star Ratings for Road Safety Audits, will help policy makers and practitioners involved in designing, upgrading, and rehabilitating roads to meet safety targets and reduce injuries from traffic accidents.
This publication provides guidance to States and their competent authorities on how to implement and maintain a physical protection regime for transport of nuclear material. It will also be useful to shippers or carriers in the design and implementation of their physical protection systems. The publication builds upon IAEA Nuclear Security Series No. 13, Nuclear Security Recommendations on Physical Protection of Nuclear Material and Nuclear Facilities (INFCIRC/225/Revision 5), and provides additional guidance on how to implement these recommendations in practice.

They aim at ensuring a high level of safety by preventing accidents to persons and property and damage to the environment during transport and, providing at the same time, a uniform regulatory framework which can be applied worldwide for national or international transport by any mode.
