This book highlights the roles of inter-regional networks in regional economies to explore the drivers of sustained regional economic growth. Many industrialized countries are currently undergoing a period of population decline. To enhance sustainability in the regional economy, it is necessary to increase productivity and improve energy efficiency. This book provides new approaches to describing the economic effects of inter-regional networks, which are key to enhancing regional economic growth, using productivity analysis. In addition, it also furnishes considerable evidence on the formation of high-speed transportation infrastructure. Traditional studies on agglomeration economies have focused on external economies that occur in spatially limited areas and have not considered agglomeration economies from a broader perspective, i.e., from the perspective of inter-regional networks. In particular, recent studies have identified that the actual spatial range that would benefit from agglomeration economies is broader than that covered by conventional studies. This volume explains the phenomenon using Alonso's concept of borrowed size. This is the first book to show the impact of inter-regional networks on Japan's regional economy using the concept of the borrowed-size effect. Based on empirical evidence, the roles of inter-regional networks are determined in the context of the regional economy that faces population decline and environmental constraints. A deeper consideration of the analytical methods and understanding the results of detailed analyses will make it possible to propose desirable regional economic policies in the face of population decline. This book thus provides valuable insights into the regional economic development of Japan, which is particularly pertinent to other countries with similar land structures.

This volume brings together and expands on a body of research that I began in the early 1960s and have continued up to the present. It deals mainly with shiftwork-work that is performed during other than normal daytime hours. Shiftwork is a characteristic of economic life in the United States and abroad that has increased in importance over the years; according to the Bureau of Labor Statistics, one out of five full-time and part-time employees in the United States works on shifts. My interest in this field concerns fixed capital, specifically, changes in weekly hours worked by capital over long periods of time, and the signifi cance of those changes in the measurement oflong-run productivity change. In studies of growth, the measurement of capital input-by capital stocks or the services yielded by those stocks-typically makes no allowance for the changing hours worked by capital. Capital services are assumed to be propor tional to the stocks. Consequently, in analyses of output growth in a growth accounting framework, the effect of longer capital hours is a component of multifactor or total factor productivity growth."

Poverty in Plenty argues for a conscious economic government inspired by a sense of justice and humanity. It makes suggestions towards the establishment of such a government and presents business prosperity as a problem of morals.
During prolonged economic recessions when the normal cyclical expansion of output fails to materialize, the topic of the 'cyclical behaviour of wages' has emerged as an area of debate. In 1985, the British Treasury claimed that academic studies into the cyclical behaviour of wages demonstrated that a cut in wages would increase employment. Wages in the Business Cycle contests this argument by presenting the results of original, empirical work which illustrates the absence of any systematic empirical regularity to wage movements over the business cycle. Jonathan Michie argues that the re-emergence of this debate must be seen within the context of the theory of the 'labour demand function', representing an attempt to challenge the Keynesian theoretical assumptions implicit in the bulk of applied macro economic work up to the late 1970s.
The nine essays collected here examine ethnic relations, discrimination, and affirmative action in different regions of the world. The contributors focus throughout on the political economy of ethnic relations - an area that has until now been largely neglected in the literature. William Darity, Jr. In 1984 the Kluwer series in Modern Economic Thought, under the editorial direction of Warren Samuels, brought out a book under my editorship entitled Labor Economics: Modern Views. It consisted of a series of essays and commentaries that sought, in a critical fashion, to assess the state of the art in the field of labor economics with respect to several themes. These included methodology versus practice, the analysis of discrimination by gender and race, the phenomenon of persistent racial differences in un employment exposure, occupational safety and health regulation, dual versus segmented labor markets, and the remnants of the Phillips curve trade-off between unemployment and inflation. Nearly a decade later I was approached by Warren Samuels and Kluwer about editing a new book that would again address where things stand in labor economics. In proceeding with the development of this current book I was a struck by the extent to which the research thrust that was apparent in the early 1980s remains intact as we move toward the 21st century. The vast majority of scholarship in the labor subfield is dominated by the methodological orientation of applied neoclassical microeconomics, supplemented by incursions from the themes that occupy the so-called "pure theorists," particularly of the game theoretic variety."
This book examines the status of trade unions in contemporary China, exploring the degree to which trade unions have been reformed as China is increasingly integrated into the global economy, and discussing the key question of how autonomous China's trade unions are. Based on an extensive, grass-roots survey of local trade union chairpersons, the book reveals that although trade unions in foreign owned firms and in firms dealing with foreign firms are beginning to resemble trade unions in the West, in the majority of firms a state corporatist model of trade unions continues, with chairmen appointed by the party, with many of them occupying simultaneously party and trade union positions, and thinking it right to do so, and having power bases and networks in both the party and the trade union, with initiatives for protecting workers' interests coming from the top down, rather than the bottom up, and with collective negotiation and democratic participation in union affairs continuing to be a mere formality. The book shows how the state - wishing to maintain political stability - continues to regard itself, legitimated by the concepts of "socialism" and "proletarian dictatorship", as the sole arbiter of and protector of workers' rights, with no place for workers protecting their own interests themselves in the harsh environment of the new market economy. The book concludes, however, that because the different model of industrial relations which prevails in foreign owned firms is formally part of the government system, there is the possibility that this new more Western model will in time spread more widely.

This book is the only comprehensive analysis of contemporary prison labor in the United States. In it, the author makes the provocative claim that prison labor is best understood as a form of slavery, in which the labor-power of each inmate (though not their person) is owned by the Department of Corrections, and this enslavement is used to extract surplus labor from the inmates, for which no compensation is provided. Other authors have claimed that prison labor is slavery, but no previous study has made a rigorous argument based on a systematic analysis of the flows of surplus labor which take place in the various ways prison slavery is organized in the US prison system, nor has another study systematically examined 'prison household' production, in which inmates produce the goods and services necessary to run the prison, nor does another work discuss state welfare in prisons, and how this affects prison labor. The study is based on empirical findings gathered by the author's direct observation of prison factories in 28 prisons across the country. This book offers new insights into the practice of prison labor, and should be read by all serious students of American society.

The nature of globalization and the fallout from the international financial crisis have brought profound changes to societies and economies around the world. This book documents that, over the last two decades, the growth of nonstandard and informal employment has led to greater inequalities. This is partly explained by the fact that adjustment policies in the 1980s, market liberalization policies in the 1990s and, more recently, globalization and anti-poverty policies did not pay sufficient attention to policies for employment and income redistribution. As a response to these trends, this book recommends the development of clearer policies for employment and income redistribution. These policies should now become an integral part of national and international economic policy making. This book assesses the role of employers in the development of welfare state and labour market institutions. Building on an in-depth analysis of Germany, a market economy known to often provide economic benefits to firms, this book explores one of the most contested issues in the comparative and historical literature on the welfare state. In a departure from existing employer-centered explanations, the author applies new empirical data to contend that the variation in acceptance of social reform depends more on changes in the types of political challenges faced by employers, than on changes in the type of institutions considered economically beneficial. Covering major reforms spanning more than a century of institutional development in unemployment insurance, accident insurance, pensions, collective bargaining, and codetermination, this book argues that employers support social policy as a means to contain political outcomes that would have been worse, including labour unrest and more radical reform plans.
