Barack Obama flipped the script on more than three decades of conventional wisdom when he openly embraced hip hop-often regarded as politically radioactive-in his presidential campaigns. Populist Authoritarianism focuses on the Chinese Communist Party, which governs the world's largest population in a single-party authoritarian state. Wenfang Tang attempts to explain the seemingly contradictory trends of the increasing number of protests on the one hand, and the results of public opinion surveys that consistently show strong government support on the other hand. The book points to the continuity from the CCP's revolutionary experiences to its current governing style, even though China has changed in many ways on the surface in the post-Mao era. The book proposes a theoretical framework of Populist Authoritarianism with six key elements, including the Mass Line ideology, accumulation of social capital, public political activism and contentious politics, a government that is responsive to hype, weak political and civil institutions, and a high level of regime trust. These traits of Populist Authoritarianism are supported by empirical evidence drawn from multiple public opinion surveys conducted from 1987 to 2014. Although the CCP currently enjoys strong public support, such a system is inherently vulnerable due to its institutional deficiency. Public opinion can swing violently due to policy failure and the up and down of a leader or an elite faction. The drastic change of public opinion cannot be filtered through political institutions such as elections and the rule of law, creating system-wide political earthquakes.
Thirty years ago, the Chinese Communist Party (CCP) made a fateful
decision: to allow newspapers, magazines, television, and radio
stations to compete in the marketplace instead of being financed
exclusively by the government. The political and social
implications of that decision are still unfolding as the Chinese
government, media, and public adapt to the new information
environment.
South African poet and political activist Dennis Brutus (1924-2009) wrote poetry of the most exquisite lyrical beauty and intense power. And through his various political activities, he played a uniquely significant role in mobilising and intensifying opposition to injustice and oppression - initially in South Africa, but later throughout the rest of the world as well. This book focuses on the life of Dennis Brutus in South Africa from his childhood until he went into exile on an exit permit in 1966. It is also an attempt to acknowledge Brutus' literary and political work and, in a sense, to reintroduce Brutus to South Africa. This book places his own voice at the centre of his life story. It is told primarily in his own words - through newspaper and journal articles, tape recordings, interviews, speeches, court records and correspondence. It draws extensively on archival material not yet available in the public domain, as well as on interviews with several people who interacted with Brutus during his early years in South Africa. In particular, it examines his participation in some of the most influential organisations of his time, including the Teachers' League of South Africa, the Anti-Coloured Affairs Department movement and the Coloured National Convention, the Co-ordinating Committee for International Recognition in Sport, the South African Sports Association and the South African Non-Racial Olympic Committee, which all campaigned against racism in South African sport. Brutus left behind an important legacy in literature involvement, in community affairs and politics in as well.
What meaning can be found in calamity and suffering? This question is in some sense perennial, reverberating through the canons of theology, philosophy, and literature. Today, The Politics of Consolation reveals, it is also a significant part of American political leadership. Faced with uncertainty, shock, or despair, Americans frequently look to political leaders for symbolic and existential guidance, for narratives that bring meaning to the confrontation with suffering, loss, and finitude. Politicians, in turn, increasingly recognize consolation as a cultural expectation, and they often work hard to fulfill it. The events of September 11, 2001 raised these questions of meaning powerfully. How were Americans to make sense of the violence that unfolded on that sunny Tuesday morning? This book examines how political leaders drew upon a long tradition of consolation discourse in their effort to interpret September 11, arguing that the day's events were mediated through memories of past suffering in decisive ways. It then traces how the struggle to define the meaning of September 11 has continued in foreign policy discourse, commemorative ceremonies, and the contentious redevelopment of the World Trade Center site in lower Manhattan.
Since the end of the Cold War, there has been a dramatic expansion in both the international human rights system and the transnational networks of activists, development organizations, and monitoring agencies that partially reinforce it. Yet despite or perhaps because of this explosive growth, the multiple statuses of human rights remain as unsettled as ever. Across the world, governments design and implement policies with the explicit goal of promoting social justice. But can such institutions change entrenched social norms? And what effects should we expect from differently designed policies? Francesca R. Jensenius' Social Justice through Inclusion is an empirically rich study of one of the most extensive electoral quota systems in the world: the reserved seats for the Scheduled Castes (SCs, the former "untouchables") in India's legislative assemblies. Combining evidence from quantitative datasets from the period 1969-2012, archival work, and in-depth interviews with politicians, civil servants, and voters across India, the book explores the long-term effects of electoral quotas for the political elite and the general population. It shows that the quota system has played an important role in reducing caste-based discrimination, particularly at the elite level. Interestingly, this is not because the system has led to more group representation - SC politicians working specifically for SC interests - but because it has made possible the creation and empowerment of a new SC elite who have gradually become integrated into mainstream politics. This is a study of India, but the findings and discussions have broader implications. Policies such as quotas are usually supported with arguments about various assumed positive long-term consequences. The nuanced discussions in this book shed light on how electoral quotas for SCs have shaped the incentives for politicians, parties, and voters, and indicate the trade-offs inherent in how such policies of group inclusion are designed.
Known around the world as a bastion of machismo and Catholicism, Latin America in recent decades has emerged as the undisputed gay rights leader of the Global South. More surprising yet, nations such as Argentina have surpassed more "developed" nations like the United States and many European states in extending civil rights to the homosexual population. Setting aside the role of external factors and conditions in pushing gay rights from the Developed North to the Global South - such as the internationalization of human rights norms and practices, the globalization of gay identities, and the diffusion of policies such as "gay marriage" - Out in the Periphery aims to "decenter" gay rights politics in Latin America by putting the domestic context front and center. The intention is not to show how the "local" has triumphed the "global" in Latin America. Rather the book suggests how the domestic context has interacted with the outside world to make Latin America an unusually receptive environment for the development of gay rights. Omar Encarnacion focuses particularly on the role of local gay rights organizations, a long-neglected social movement in Latin America, in filtering and adapting international gay rights ideas. Inspired by the outside world but firmly embedded in local politics, Latin American gay activists have succeeded in bringing radical change to the law with respect to homosexuality and, in some cases, as in Argentina, in transforming society and the culture at large.
When considering the structures that drive the global diffusion of human rights norms, Brian Greenhill argues that we need to look beyond institutions that are explicitly committed to human rights and instead focus on the dense web of international government organizations (IGOs)-some big, some small; some focused on human rights; some not-that has arisen in the last two generations. While most of these organizations have no direct connection to human rights issues, their participation in broader IGO networks has important implications for the human rights practices of their member states. Featuring a rigorous empirical analysis, Transmitting Rights shows that countries tend to adopt similar human rights practices to those of their IGO partners, whether for better or worse. Greenhill argues that IGOs constitute a tightly-woven fabric of ties between states and that this network provides an important channel through which states can influence the behavior of others. Indeed, his analysis suggests that a policy of isolating "rogue" states is probably self-defeating given that this will reduce their exposure to some of the more positive IGO-based influences on their human rights. Greenhill's analysis of the role of IGOs in rights diffusion will not only increase our understanding of the international politics of human rights; it will also reshape how we think about the role of international institutions in world politics.
In the United States and Europe, an increasing emphasis on equality has pitted rights claims against each other, raising profound philosophical, moral, legal, and political questions about the meaning and reach of religious liberty. Nowhere has this conflict been more salient than in the debate between claims of religious freedom, on one hand, and equal rights claims made on the behalf of members of the lesbian, gay, bisexual, and transgender (LGBT) community, on the other. As new rights for LGBT individuals have expanded in liberal democracies across the West, longstanding rights of religious freedom - such as the rights of religious communities to adhere to their fundamental teachings, including protecting the rights of conscience; the rights of parents to impart their religious beliefs to their children; and the liberty to advance religiously-based moral arguments as a rationale for laws - have suffered a corresponding decline. This volume of essays explores the long-unstudied relationship between religion and human security throughout the world. The 1950s marked the beginning of a period of extraordinary religious revival, during which religious political-parties and non-governmental organizations gained power around the globe. Until now, there has been little systematic study of the impact that this phenomenon has had on human welfare, except of a relationship between religious revival to violence. The authors of these essays show that religion can have positive as well as negative effects on human wellbeing. They address a number of crucial questions about the relationship between religion and human security: Under what circumstances do religiously motivated actors tend to advance human welfare, and under what circumstances do they tend to threaten it? Are members of some religious groups more likely to engage in welfare-enhancing behavior than in others? Do certain state policies tend to promote security-enhancing behavior among religious groups while other policies tend to promote security-threatening ones? In cases where religious actors are harming the welfare of a population, what responses could eliminate that threat without replacing it with another? Religion and Human Security shows that many states tend to underestimate the power of religious organizations as purveyors of human security. Governments overlook both the importance of human security to their populations and the religious groups who could act as allies in securing the welfare of their people. This volume offers a rich variety of theoretical perspectives on the nuanced relationship between religion and human security. Through case studies ranging from Turkey, Egypt, and Pakistan, to the United States, Northern Ireland, and Zimbabwe, it provides important suggestions to policy makers of how to begin factoring the influence of religion into their evaluation of a population's human security and into programs designed to improve human security around the globe.

What is a constitutional right? If asked, most Americans would say
that it is an entitlement to act as one pleases - i.e., that rights
protect autonomy. That understanding, however, is wrong; it is,
indeed, The Myth of Rights. The primary purpose and effect of
constitutional rights in our society is structural. These rights
restrain governmental power in order to maintain a balance between
citizens and the State, and an appropriately limited role for the
State in our society. Of course, restricting governmental power
does have the effect of advancing individual autonomy, but that is
not the primary purpose of rights, and furthermore, constitutional
rights protect individual autonomy to a far lesser degree that is
generally believed.
The powerful potential of digital media to engage citizens in political actions has now crossed our news screens many times. But scholarly focus has tended to be on "networked," anti-institutional forms of collective action, to the neglect of advocacy and service organizations. This book investigates the changing fortunes of the citizen-civil society relationship by exploring how social changes and innovations in communication technology are transforming the information expectations and preferences of many citizens, especially young citizens. In doing so, it is the first work to bring together theories of civic identity change with research on civic organizations. Specifically, it argues that a shift in "information styles" may help to explain the disjuncture felt by many young people when it comes to institutional participation and politics. The book theorizes two paradigms of information style: a dutiful style, which was rooted in the society, communication system and citizen norms of the modern era, and an actualizing style, which constitutes the set of information practices and expectations of the young citizens of late modernity for whom interactive digital media are the norm. Hypothesizing that civil society institutions have difficulty adapting to the norms and practices of the actualizing information style, two empirical studies apply the dutiful/actualizing framework to innovative content analyses of organizations' online communications-on their websites, and through Facebook. Results demonstrate that with intriguing exceptions, most major civil society organizations use digital media more in line with dutiful information norms than actualizing ones: they tend to broadcast strategic messages to an audience of receivers, rather than encouraging participation or exchange among an active set of participants. The book concludes with a discussion of the tensions inherent in bureaucratic organizations trying to adapt to an actualizing information style, and recommendations for how they may more successfully do so.

In a groundbreaking examination of the antislavery origins of liberal Protestantism, Molly Oshatz contends that the antebellum slavery debates forced antislavery Protestants to adopt an historicist understanding of truth and morality. Unlike earlier debates over slavery, the antebellum slavery debates revolved around the question of whether or not slavery was a sin in the abstract. Unable to use the letter of the Bible to answer the proslavery claim that slavery was not a sin in and of itself, antislavery Protestants, including William Ellery Channing, Francis Wayland, Moses Stuart, Leonard Bacon, and Horace Bushnell, argued that biblical principles opposed slavery and that God revealed slavery's sinfulness through the gradual unfolding of these principles. Although they believed that slavery was a sin, antislavery Protestants' sympathy for individual slaveholders and their knowledge of the Bible made them reluctant to denounce all slaveholders as sinners. In order to reconcile slavery's sinfulness with their commitments to the Bible and to the Union, antislavery Protestants defined slavery as a social rather than an individual sin. Oshatz demonstrates that the antislavery notions of progressive revelation and social sin had radical implications for Protestant theology. Oshatz carries her study through the Civil War to reveal how emancipation confirmed for northern Protestants the antislavery notion that God revealed His will through history. She describes how after the war, a new generation of liberal theologians, including Newman Smyth, Charles Briggs, and George Harris, drew on the example of antislavery and emancipation to respond to evolution and historical biblical criticism. The theological innovations rooted in the slavery debates came to fruition in liberal Protestantism's acceptance of the historical and evolutionary nature of religious truth.
More than just a therapeutic technique, psychoanalysis as a school of thought has redefined our ideas on sexuality, the self, morality, family, and the nature of the mind for much of the twentieth century. At its broadest, Freud's thinking on civilization and social forces provides a context in which to consider the history of political struggle among individuals and societies. This volume explores a central paradox in the evolution of psychoanalytic thought and practice and the ways in which they were used. Why and how have some authoritarian regimes utilized psychoanalytic concepts of the self to envisage a new social and political order? We love freedom. We hate racism. But what do we do when these values collide? In this wide-ranging book, Erik Bleich explores policies that the United States, Britain, France, Germany, and other liberal democracies have implemented when forced to choose between preserving freedom and combating racism. Bleich's comparative historical approach reveals that while most countries have increased restrictions on racist speech, groups and actions since the end of World War II, this trend has resembled a slow creep more than a slippery slope. Each country has struggled to achieve a balance between protecting freedom and reducing racism, and the outcomes have been starkly different across time and place. Building on these observations, Bleich argues that we should pay close attention to the specific context and to the likely effects of any policy we implement, and that any response should be proportionate to the level of harm the racism inflicts. Ultimately, the best way for societies to preserve freedom while fighting racism is through processes of public deliberation that involve citizens in decisions that impact the core values of liberal democracies.
