Regionalism is one of the most debated issues in contemporary Western Europe, yet why the region, instead of the nation-state, is appealed to in certain areas as a compelling formulation of selfhood remains largely unexplored. Drawing on ethnographic information collected in an Alpine valley in Trentino (northern Italy) in the 1990s, The Bounded Field explores issues of national, regional and local identity, and particularly the impact of the advent of regionalist political movements which stress northern Italy's partaking of a 'European culture'. It looks at the ways the ideologies of these movements are accommodated to local-level discourses, and particularly at how a post-peasant society interprets political symbols and other ideological messages emanating from regional, national and other centres. It focuses on how the imagery of the 'bounded field' is used by the inhabitants of an Alpine valley to describe their community in relation to a nation-state perceived as intrusive. identity in Europe, which look at local identity either as an 'invention' of political leaders, or as a concept that is constructed locally independently of outside forces. By examining how local identity is articulated on these different levels, The Bounded Field points to the dialectical process between 'above' and 'below' that accounts for the appeal of specific constructions of local identity. This dialectical process is examined by focusing on how elements of personal experience, ideas about gender, views about landscape, and particularly ideas about private property and community boundaries (expressed by the imagery of the 'bounded field') may form the background against which political issues are debated and understood. In examining this articulation, the book moves beyond a vision of politics as over and above social relations, and provides an alternative to theories of nationalism which take little account of the articulation between nationalist/regionalist ideologies and local-level discourses.

The last two decades have seen a marked growth in comparative research within the field of housing studies. This reflects the increasing globalisation of housing finance and therefore the interconnectedness of housing markets, growing interest among researchers and policy makers in learning from developments in other countries and the availability of more funding and better comparative data to support their endeavours. Concurrently, comparative housing research has become more sophisticated, as research training has improved, the number of journals publishing this research has increased and researchers have become what one might call more 'methodologically aware'. However, despite these developments, there is no single volume book that deals with the distinct challenges that arise from comparative housing research, compared to other fields of comparative policy analysis. These challenges relate to spatial fixity of housing, its dual role as a consumption and investment good, and as the "wobbly pillar" of the welfare state, which is delivered using a complex mix of government and market supports. This volume reflects on the significant methodological strides made in the comparative housing research field during this period. The book also considers the considerable challenges that remain if comparative housing research is to match the methodological and theoretical sophistication evident in other comparative social science fields and maps a route for this journey. Russian novels, poetry and ballet put the country squarely in the European family of cultures and yet there is something different about this country, especially in terms of its political culture. What makes Russia different? Maxim Trudolyubov uses private property as a lens to highlight the most important features that distinguish Russia as a political culture. In many Western societies, private property has acted as the private individual's bulwark against the state; in Russia, by contrast, it has mostly been used by the authorities as a governance tool. Nineteenth-century Russian liberals did not consider property rights to be one of the civil causes worthy of defending. Property was associated with serfdom, and even after the emancipation of the serfs the institution of property was still seen as an attribute of retrograde aristocracy and oppressive government. It was something to be destroyed - and indeed it was, in 1917. Ironically, it was the Soviet Union that, with the arrival of mass housing in the 1960s, gave the concept of private ownership a good name. After forced collectivization and mass urbanization, people were yearning for a space of their own. The collapse of the Soviet ideology allowed property to be called property, but not all properties were equal. You could own a flat but not an oil company, which could be property on paper but not in reality. This is why most Russian entrepreneurs register their businesses in offshore jurisdictions and park their money abroad. This fresh and highly original perspective on Russian history will be of great interest to anyone who wants to understand Russia today.
It has seemed at times that there is no neutral territory between those who see Bakhtin as the practitioner of a kind of neo-Marxist, or at least materialist, deconstruction and those who look at the same texts and see a defender of traditional, liberal humanist values and classical conceptions of order, a conservative in the true sense of the term. Bitter Harvest, a historical ethnographic study, examines the property changes prompted by the early post-socialist neoliberal reforms designed to build capitalism in Poland. Historically, the book traces the halting but steady emergence of privatization and liberalization, even under socialism, and how these anticipated the reforms of the post-socialist period. Contrary to the view that the 1989 post-socialist policy represented a radical departure from former state socialist policies via the importation of Western "shock therapy" reforms, including the key economic institution of private property, this book dispenses with the sharp divide between the "socialist past" and "capitalist present" and argues the lasting importance of these historical antecedents in shaping both post-socialist policy and responses to it. Ethnographically, the book provides a detailed account of the different yet interdependent ways the post-socialist reform program influenced existing agricultural property forms-small farmers, production cooperatives, and state farms-leading in each case to unexpected economic results and political contestation of the policy objectives. This historical and ethnographic study of multiple forms of ownership poses a challenge to the common conception of a homogenized socialism based on state property. It also refutes the reductionist representation of the reality after socialism as the creation of Western-style, private property-based economic systems, unaffected by the unique Eastern European sociopolitical context. Instead, looking at Poland's property changes through the eyes and experiences of diverse agricultural owners, this book employs the notion of conjoint property to unpack the complexity of ownership under socialism and theorize its evolution into an incomplete exclusive ownership after socialism. This new conceptual framework of property changes in early transition helps us to understand current developments in Eastern Europe as it integrates with the European Union and intersects with global capitalism. It further sheds light on the limits of the universality of the Western notion of private property.

The Manhattan skyline is one of the great wonders of the modern world. But how and why did it form? Much has been written about the city's architecture and its general history, but little work has explored the economic forces that created the skyline. This book chronicles the economic history of the Manhattan skyline. In the process, the book debunks some widely-held misconceptions about the city's history. Part I lays out the historical and environmental background that established Manhattan's real estate trajectory before the Skyscraper Revolution at the end of the 19th century. The book begins with Manhattan's natural and geological history and then moves on to how it influenced early land use and neighborhood formation, and how these early decisions eventually impacted the location of skyscrapers. Part II focuses specifically on the economic history of skyscrapers and the skyline, investigating the reasons for their heights, frequencies, locations, and shapes. The book discusses why skyscrapers emerged downtown and why they appeared three miles to the north in midtown, but not in between. Contrary to popular belief it was not due to the depths of Manhattan's bedrock, nor the presence of Grand Central Station. Rather midtown's emergence was a response to the economic and demographic forces that were taking place north of 14th Street after the Civil War. It contains explicit debates with several economists and analysts on some of the most controversial questions about the causes of the crisis and the policies applied by the European Union. It presents the cases of Iceland, Greece and Ireland, the countries that first declined into crisis in Europe, each of them in a different way. Iceland is a case study for reckless banking practices, Greece of reckless public spending, and Ireland of reckless household indebtedness. At least seven other countries, mostly from the peripheries of Europe, had similarly reckless banking and spending practices. In the center of the book are the economic and social causes of the crisis. Contemporary advanced capitalism became financialized, de-industrialized and globalized and got rid of the "straitjacket" of regulations. Solid banking was replaced by high-risk, "casino-type" activity. The European common currency also had a structural problem - monetary unification without a federal state and fiscal unification. The other side of the same coin is European hyper-consumerism. A new lifestyle emerged during two super-prosperous periods in the 1950s to 1960s, and during the 1990s to 2006. Trying to find an exit policy, the European Union turned to strict austerity measures to curb the budget deficit and indebtedness. This book critically analyzes the debate around austerity policy. The creation of important supra-national institutions, and of a financial supervisory authority and stability mechanisms, strengthens integration. The correction of the euro's structural mistake by creating a quasi-fiscal unification is even more important. The introduction of mandatory fiscal rules and their supervision promises a long-term solution for a well-functioning common currency. These measures, meanwhile, create a two-tier European Union with a fast-track core. This book suggests that the European Union will emerge stronger from the crisis. Land and Economy in Ancient Palestine is a study of the economic crises throughout the Second Temple Period. It establishes that the single factor of the economy which united all aspects of life in ancient society was land. Through study of a wide variety of sources, including the New Testament and classical authors, Jack Pastor looks at who owned land, and how they came to possess it. He examines the various ramifications of landownership in ancient society to ascertain its effect on livelihoods, government policies and revenues. A special emphasis is placed on debt and famine as social and economic problems with ties to the landholding structure.
Historic preservation is an issue of growing importance and public commitment. Federal and state mechanisms have been established to identify and support historic buildings/sites, while local governments have been active in supporting and protecting historic resources. Communities across the country have established designation programs whereby individual buildings or districts of historical-architectural significance are accorded landmark status. Designation activity has been accompanied by growing interest in other local incentives/disincentives to the support of historic buildings. In this regard, the property tax is viewed as either a possible powerful drawback to or a catalyst of preservation. This study examines the relationship between historic preservation and the property tax, focusing on the question of how designated buildings should be assessed for real taxation purposes. Listokin focuses on New York City in considering the effects of historic status on property value and in evaluating assessment practices. But this book's findings are transferrable to other communities because the base conditions are similar. Many other cities have designation programs modeled on New York City's. In addition, New York's property-tax system and administrative processes resemble those found in communities across the nation. To enhance the transferability of this study's findings, Listokin refers to the national experience and literature, typically on a side-by-side basis with the New York City counterpart.

For nearly half a century, Albania had been one of the most isolated and enigmatic countries in the world, where the confiscation of private property was more thoroughly accomplished than anywhere else in Europe. In an abrupt and radical turnaround beginning in 1991, the bulk of the country's land and assets were distributed to its citizens. This book explores issues and challenges emerging in this new context, focusing specifically on rural areas, and examines the question of how secure current landholders seem to be about their property and what this implies for future investment and land market prospects. What does emerge quite clearly from the author's findings is the important role of historical and regional factors in the economic activities of the rural population. The volume is particularly concerned with some key challenges resulting from the new farm property structure, including land fragmentation, formal credit access, and intra-family property rights issues. This in-depth study at the micro level leads to the conclusion that, in Albania's case, privatization of property does certainly not have the far-reaching salutary effects that western reformers had expected.
