This book describes the impact of modernization on the organization and sustainability of Urban Water Systems in Europe (UWSEs). Bolognesi explains that the modernization of UWSEs was a regulatory shock that began in the 1990s and was put into action with the EU Water Framework Directive in the year 2000. This process sought to reorganize water governance in order to achieve certain sustainability goals, but it fell short of expectations. Modernization and Urban Water Governance provides an update on the organization and sustainability of UWSEs, while drawing from a comparative analysis of German, French, and English water models and an institutionalist explanation of the current situation. With a focus on transaction costs, property rights allocation and institutional environments, this book argues that the modernization of UWSEs tends to depoliticize these systems and make them more resilient but also limits their potential for sustainable management. The past 30 years have seen the emergence of a growing desire worldwide that positive actions be taken to restore and protect the environment from the degrading effects of all forms of pollution - air, water, soil, and noise. Since pollution is a direct or indirect consequence of waste, the seemingly idealistic demand for "zero discharge" can be construed as an unreal- tic demand for zero waste. However, as long as waste continues to exist, we can only attempt to abate the subsequent pollution by converting it to a less noxious form. Three major questions usually arise when a particular type of pollution has been identi?ed: (1) How serious is the pollution? (2) Is the technology to abate it available? and (3) Do the costs of abatement justify the degree of abatement achieved? This book is one of the volumes of the Handbook of Environmental Engineering series. The principal intention of this series is to help readers formulate answers to the last two questions above. This book discusses how climate change and heat islands are a main contributor to water related problems in urban areas in Kosice, Slovakia. Green roofs are used as a tool to assist in solving these water related issues. The need to provide housing in urban areas is expected to rise to 66% in 2050, according to the United Nations. Many urban areas have seen natural permeable green areas replaced with concrete constructions and hard, non-permeable surfaces. The densification of existing built-up areas is responsible for the decreasing vegetation, which results in the lack of evapotranspiration cooling the air, thereby creating urban heat islands. Several studies, discussed in this book, have shown that natural and permeable surfaces, as in the case of green roofs, can play a crucial role in mitigating this negative climate phenomenon and providing higher efficiency for buildings, leading to savings such as water, one of the focal points of this research.

Many funding agencies in various countries have assigned a high priority to the envir- mental security and pollution prevention. UN, being one of them, launched the "International Decade for Action: Water for life 2005-2015. " Therefore, today's political and social climate presents an important opportunity to implement principles of sustainable development and to preserve resources essential for future life. This process requires interdisciplinary approach; it is critically important to stimulate interactions between medical doctors, chemists, physicist, materials scientists, engineers and policy makers, which are already experienced in their specific areas. It is also our ethical obligation to preserve existing water resources and existing eco systems enhancing their biodiversity. Solid waste was already a problem long before water and air pollution issues attracted public attention. Historically the problem associated with solid waste can be dated back to prehistoric days. Due to the invention of new products, technologies and services the quantity and quality of the waste have changed over the years. Waste characteristics not only depend on income, culture and geography but also on a society's economy and, situations like disasters that affect that economy. There was tremendous industrial activity in Europe during the industrial revolution. The twentieth century is recognized as the American Century and the twenty-first century is recognized as the Asian Century in which everyone wants to earn as much as possible . After Asia the currently developing Africa could next take thecenter stage. With transitions in their economies many countries have also witnessed an explosion of waste quantities. Solid waste problems and approaches to tackling them vary from country to country. For example, while efforts are made to collect and disposehospital waste through separate mechanisms in India it is burnt together with municipal solid waste in Sweden. While trans-boundary movement of waste has been addressed in numerous international agreements, it still reaches developing countries in many forms. While thousands of people depend on waste for their livelihood throughout the world, many others face problems due to poor waste management. In this context solid waste has not remained an issue to be tackled by the local urban bodies alone. It has become a subject of importance for engineers as well as doctors, psychologist, economists, and climate scientists and any others. There are huge changes in waste management in different parts of the world at different times in history.
