Framed within the context of comparative international policy discussions, this volume examines how recent public policy design has been influenced by combinations of market based, regulatory and legal mechanisms. Five major public policy areas are discussed: health, education, environment, gun control, and budgeting. The contributors identify competing forces in policy design and implementation and then investigate the benefits of accessible policy structures and policy making processes. They ask whether recent changes in policy design have been beneficial to the public.

As Suter makes clear, globalization is reducing the role of national governments, but it is not yet clear what will follow the current world order. He explains the process of globalization and uses the technique of scenario planning to examine alternative forms of global order and disorder. The current world order is ending. Therefore, while Suter examines the growth and impact of transnational corporations, he also takes in many other matters that comprise globalization. The process of globalization is not reversible. Therefore, there has to be a search for a new order rather than vain efforts to patch up the system of the nation-states. Suter concludes by exploring alternatives to the current world order using the technique of scenario planning. This study of Cold War politics explores the attitudes of William Stuart Symington, a consummate Cold Warrior and Democratic senator from Missouri. This book systematically introduces readers to the framework of China's ETS pilots, exploring their design and operating process, the current state of the carbon market, and various barriers encountered. To do so, it deconstructs the Guangdong ETS, which is the largest and most representative of China's seven ETS pilots. The Reagan Adminstration justified its civil rights enforcement by claiming an electoral mandate to reduce government. The Administration employed an administrative strategy to fulfill this asserted mandate, illustrating the conventional wisdom that the strategy enhances political responsiveness. But responsiveness to popular will is one democratic value, while protection of minority rights another. In the case of the administrative strategy to enforce the law protecting civil rights of the institutionalized, career employees within the Reagan Justice Department reacted forcefully to the change in policy direction, believing their action was critical to protecting basic human rights because of the powerlessness of the affected group. Holt examines how the Reagan Administration implemented its strategy of limited enforcement and the varied responses of the career employees, including internal and external criticism, mass departure, and even sabotage of some actions. A survey of careerists and interviews with both political and career employees provide detailed accounts of the clash that ensued. In 1981, the Commonwealth of Virginia, which had been dominated for decades by "the Organization," a political machine led by former Governor and U.S. Senator Harry Byrd Sr., took its first baby steps to becoming the vibrant state it is today. That year, Charles Robb rejected the machine and began a new Democratic Party in his campaign for governor. Instead of running against African Americans, Robb reached out to Douglas Wilder, the state's only African American State Senator and other leaders in the African American Community to rally voters of color to support the Democratic ticket. With the help of a heavy African American turnout, Robb won and the Byrd machine was crushed. In 1985, just four years later, Doug Wilder won the party's nomination for Lieutenant Governor against the cries of "Virginia isn't ready" and, later that year, defied the naysayers by being elected to that office. Within five years, he would be sworn in as the first elected African American governor in American history. SON OF VIRGINIA by L. This book is the fifth in a series on research and theory dedicated to advancing our understanding of schools through empirical study and theoretical analysis. Scholars, both young and established, are invited to publish original analyses, but we especially encourage young scholars to contribute to this series. The current volume is similar to its predecessors in that it provides a mix of beginning and established scholars and a broad range of theoretical perspectives; in all 14 authors contributed to 9 separate but related analyses, which were selected for publication this year. These chapters underscore the significance of educational policy in contemporary public education and in particular the impact of accountability policy on school outcomes. Public schools are increasingly being held accountable for students achieving at higher levels in both basic skills and higher-level learning outcomes. Of course, all policy is enacted by teachers in classroom and sometimes changed or distorted in the process. The challenge is to improve student outcomes without permitting accountability testing to extinguish innovation and creativity in schools. This book series on Theory and Research in Educational Administration is about understanding schools. We welcome articles and analyses that explain school organizations and administration. We are interested in the "why" questions about schools. To that end, case analyses, surveys, large data base analyses, experimental studies, and theoretical analyses are all welcome. We provide the space for authors to do comprehensive analyses where that is appropriate and useful. We believe that the Theory and Research in Educational Administration Series has the potential to make an important contribution to our field, but we will be successful only if our colleagues continue to join us in this mission.
As organizations shift their work space from more traditional tethered locations to geographically dispersed spaces, virtual work is emerging as a critical feature of contemporary organizational life. Virtual Work and Human Interaction Research uses humanistic and social scientific inquiry from interdisciplinary and international perspectives to explore how individuals engage in the new virtual work paradigm. This book explores a wide range of topics including, but not limited to, boundary management in virtual work, shadowing virtual work practices, creative workers attitudes in virtual work, high-touch interactivity in virtual experiences, surveys, interviews experimental, ethnography grounded-theory, and phenomenology in virtual work contexts.
Throughout the 20th century, grade-school teachers were trained in schools of education where progressive theories largely held sway and were licensed by state bureaucracies philosophically compatible with the education schools. Vested education interests now seek to make the monopoly even more controlling by requiring that all teachers be products of education schools accredited by a single national agency dedicated to progressive ideals. Holland proposes an alternative vision compatible with the emerging 21st-century paradigm of a competitive education industry: Lower unnecessary barriers to teaching so that bright persons of diverse background and disposition can become teachers. Set up an alternative track--as in New Jersey--so that bright liberal arts graduates or persons with valuable real-world experience can be hired as teachers and put under the supervision of experienced mentors. Apply value-added assessment--as in Tennessee--to these new teachers, and to veteran teachers as well, so that principals can see how much each teacher has helped each child progress academically--or not--from school year to school year. Holland's plan to break up the teacher-prep monopoly is bound to be controversial, and, as such, should be of great interest to all--from parents and administrators to teachers and policy makers--concerned with improving the state of American education.
Addressing the interaction between military operations and the activities of civilian government agencies, intergovernmental organizations (IGOs), and nongovernmental organizations (NGOs) during and after conflict, this study traces the development of civil military operations from their origin during World War II as Civil Affairs and military government to the present array of civil military operations. In so doing, it looks closely at the recent cases of Panama, Kuwait and southern Iraq, the Kurdish rescue mission in northern Iraq, Somalia, and Haiti. Of particular interest is the book's integration of national policy, strategy, and operations as it looks at the interplay between combat operations and their civil, military and political consequences. The outcome of the operations considered here suggests a need to look at the organization and planning of military forces in contemporary conflict as well as the integration of nonmilitary players into the game from the start of operations. The author concludes that the essence of modern conflict can be found in civil military operations.
Parliamentary Democracy provides a comparative study of the parliamentary regimes since 1789. The book covers the road to parliamentarization of former constitutional monarchies and the creation of parliamentary regimes by exercising the constitution-making power of the people. What has been called democratization in most of the 'transitology' literature was until 1918 mostly only 'parliamentarization'. Democratization of the regimes frequently caused a certain destabilization of the parliamentary regimes by new parties and extremist movement entering the political arena. This is the first book to cover the entire range of parliamentary systems, including the semi-presidential systems.
