This book analyses the role of evidence in taking wellbeing from an issue that has government attention to one that leads to significant policy change. In doing so, it draws on contributions from political science, policy theory and literature specifically on the evidence and policy relationship. The book has three main aims: to understand the role of evidence in shaping the prospects for wellbeing in public policy; to inform the barriers literature on the use of evidence in policy; and, to inform the multiple streams approach (MSA) to agenda-setting. While the book focuses on developments at UK government level, a number of the findings and arguments presented here have wider significance, both in relation to wellbeing developments elsewhere and to the theoretical literatures on agenda-setting and evidence use. The book draws on insights from interviews with policy-makers and stakeholders that were undertaken as part of the work of the Community Wellbeing Evidence Programme of the What Works Centre for Wellbeing.
Good governance, that is, effective government based on non-arbitrary decision-making, is central to a country's successful development or transition to a market-oriented economy. This Manual explores the critical relationship between law making and development. It aims to equip legislative drafters with the conceptual tools and specific techniques they need to draft laws likely to bring about the institutional transformation necessary for good governance. Designed as a practical aid for practitioners in the developing and transitional worlds, this work demonstrates how, within constitutional and other limits, a drafter should structure a bill, provides instruction in drafting amendments and subordinate legislation, and describes the skills required to write the clear, unambiguous and readily-interpreted provisions required to achieve a bill's policy objectives. It provides a model for a research report that, based on facts and logic, will justify the bill's detailed provisions and demonstrate that the responsible agency will implement them effectively. The final section focuses on drafting laws to facilitate government decision-making in accordance with the rule of law. In particular, it suggests devices for drafting defensively against corruption, thus providing the legislative environment essential for successful transition and development.
This important study examines aspects of political leadership and governance in the last decades of the 20th century. Driven by innovations in science and technology, turbulent change has impacted nearly every political system and created a political environment of extreme complexity and fluidity. In this environment, previously dominant leaders, ideas, and institutions have been disempowered and new leaders and ideas empowered. This work examines seven world leaders, members of the first generation of political elites to assume power in the fluid political environment of the late 20th century. Two were heads of advanced industrial countries: Margaret Thatcher of the United Kingdom and Helmut Kohl of Germany. Three were leaders of states which underwent the transition from communist to postcommunist regimes: Lech Walesa of Poland, Mikhail Gorbachev of the Soviet Union, and Boris Yeltsin of Russia. And two were leaders of important Third World states: Deng Xiaoping of China and Rajiv Gandhi of India. Each case study includes: (1) the political-economic context, (2) the operative elements of political turbulence in the domestic political environment, (3) a profile of the leader and his or her group, (4) the leader's political program, (5) strategies and means of achieving power, (6) the policy dimension, (7) the nature and scope of change, and (8) theories and interpretations of the leader and his or her political agenda. Through such analyses, the authors illustrate the scope, depth, and meaning of the most important recent political changes worldwide. The text will suit courses in international relations and comparative politics.

Gibbs and Bankhead examine the history and current situation in California as it struggles to deal with the ethnic and racial change that will make it the first American state to have a non-white majority in the first decade of the 21st century. From shock and denial, to bargaining to change the outcome, they analyze the impact in California and what this may mean for the rest of the country. Can anybody tell us why profound poverty continues to plague our nation of barely 25 million people in this modern era of globalization in 2012? Why do you think the vast majority of our beloved people live on less than a dollar a day and struggle from cradle to grave living in near squalor, and eking out near subsistence existence? As yourself why is it that in the midst of this profound abject poverty less than ten percent of our fellow countrymen and women live in opulence and wallow in untold riches with their mansions encased with six-foot walls, seek medical attention in luxurious medical facilities abroad? Are the vast majority of our people in poverty ignorant and stupid, while the few wealthy ones are perceived as more intelligent and wiser than all of us?
During and after the Civil War, four presidents faced the challenge of reuniting the nation and of providing justice for black Americans--and of achieving a balance between those goals. This first book to collectively examine the Reconstruction policies of Abraham Lincoln, Andrew Johnson, Ulysses S. Grant, and Rutherford B. Hayes reveals how they confronted and responded to the complex issues presented during that contested era in American politics. Brooks Simpson examines the policies of each administration in depth and evaluates them in terms of their political, social, and institutional contexts. Simpson explains what was politically possible at a time when federal authority and presidential power were more limited than they are now. He compares these four leaders' handling of similar challenges--such as the retention of political support and the need to build a Southern base for their policies--in different ways and under different circumstances, and he discusses both their use of executive power and the impact of their personal beliefs on their actions. Although historians have disagreed on the extent to which these presidents were committed to helping blacks, Simpson's sharply drawn assessments of presidential performance shows that previous scholars have overemphasized how the personal racial views of each man shaped his approach to Reconstruction. Simpson counters much of the conventional wisdom about these leaders by persuasively demonstrating that considerable constraints to presidential power severely limited their efforts to achieve their ends. "The Reconstruction Presidents" marks a return to understanding Reconstruction based upon national politics and offers an approach to presidential policy making that emphasizes the environment in which a president governs and the nature of the challenges facing him. By showing that what these four leaders might have accomplished was limited by circumstances not easily altered, it allows us to assess them in the context of their times and better understand an era too often measured by inappropriate standards.
This study of Cold War politics explores the attitudes of William Stuart Symington, a consummate Cold Warrior and Democratic senator from Missouri. The book focuses on his transition from being an avid supporter of the military and the CIA to his dovish position on the Vietnam War, as he questioned all foreign commitments, as well as military and CIA budgets. His ideas influenced presidential administrations ranging from Truman's to Nixon's. He exposed covert activity associated with the Vietnam War and worked to restore the constitutional balance between the executive and legislative branches of the government. Symington held several appointive positions within the Truman administration where he was instrumental in the unification of the armed services: he served as the first Secretary of the Air Force, a post responsible for the conduct of the Berlin Blockade. As a senator, he was a strong voice for the military, and he openly criticized President Eisenhower for his defense policies and meager budgets. A vociferous advocate of the big bomber and ICBMs, he helped establish the missile gap myth, providing the Democratic Party with a key issue in the 1960 presidential race. This well-documented study highlights the importance of and the interplay among significant personalities, circumstances, and public policy at a key point in our nation's history.
Framed within the context of comparative international policy discussions, this volume examines how recent public policy design has been influenced by combinations of market based, regulatory and legal mechanisms. Five major public policy areas are discussed: health, education, environment, gun control, and budgeting. The contributors identify competing forces in policy design and implementation and then investigate the benefits of accessible policy structures and policy making processes. They ask whether recent changes in policy design have been beneficial to the public.
This book examines the true costs of attendance faced by low- and moderate-income students on four public college campuses, and the consequences of these costs on students' academic pathways and their social, financial, health, and emotional well-being. The authors' exploration of the true costs of academics, living expenses, and student services leads them to conclude that current college policies and practices do not support low-income and otherwise marginalized students' well-being or success. To counter this, they suggest that reform efforts should begin by asking value-based questions about the goals of public higher education, and end by crafting class-responsive policies. They propose three tools that policymakers can use to do this work, and steps that every person can take to revitalize public support for public education, equity-producing policies, and democratic participation in the public arena.
U.S. and German export control policies are compared, showing how these policies have responded to the changes in the international environment, including the end of the Cold War. The policy differences are explained through an analysis of differences in state interests and external constraints, state strategies, domestic support for export controls, and institutional constraints on policy change. The conclusion put forward is that despite a partial convergence of U.S. and German export control policies in the 1990s, diplomatic conflicts between the U.S. and European governments over export control issues will continue to erupt.

The perception of globalisation as dynamic and multi faceted processes clearly necessitates a multiple perspective approach in the study of comparative education globally. This book contributes in a very scholarly way, to a more holistic understanding of the nexus between globalisation, comparative education research and education reforms.

This timely study analyzes social, economic, political, provider, and patient factors shaping collective patient involvement in European health care from the postwar period to the present day. While the rise of social protection in the global North has been widely researched, we know little about the history of social protection in the global South. This volume investigates the experiences of four middle-income countries - Brazil, India, China and South Africa - from 1920 to 2020, analysing if, when, and how these countries articulated a concern about social issues and social cohesion. As the first in-depth study of the ideational foundations of social protection policies and programmes in these four countries, the contributions demonstrate that the social question was articulated in an increasingly inclusive way. The contributions identify the ideas, beliefs, and visions that underpinned the movement towards inclusion and social peace as well as counteracting doctrines. Drawing on perspectives from the sociology of knowledge, grounded theory, historiography, discourse analysis, and process tracing, the volume will be of interest to scholars across political science, sociology, political economy, history, area studies, and global studies, as well as development experts and policymakers.
Startling changes are taking place in Western Europe; this study argues that the U.S. strategic response should be no less dramatic. Michael J. Collins describes a creation of a new type of political organization--a new way for nations to integrate themselves politically in Western Europe--and contends that this new model is dynamic enough to rival older historical paradigms. Western Europeans are making massive changes in their international arrangements, with each other and the outside world, to permit a natural evolution of national cultures along with the development of an intra-European culture. This changing political and economic situation in Europe has already affected the way the United States looks at the world diplomatically, and it may soon alter the general thrust of U.S. military strategy with regard to NATO. Europeans and Americans alike are questioning how much longer a united Europe can expect American troops to defend them against the Soviet Union, now that the Cold War era has ended. U.S. military strategy must change because the world is changing, and the increasing power of Western Europe is a major factor in the equation. Collins concludes that the Common Market Countries can no longer be understood as a simple collection of nation-states joined in a cartel or economic alliance, calling for a change in U.S. foreign policy and strategy. Chapter 1 describes the developments in Western Europe since World War II. Chapters 2 and 3 discuss how the new Western European alliance interacts along both military and political lines. Chapter Four describes the character of Western Europe and the replacement of the nation-state concept with a new flexibility in dealing with each other and the surrender of sovereignty by the constituent states in limited but decisive areas. The final two chapters suggest possible policy and strategic responses by the United States. A chapter on strategic implications is bound to be controversial, particularly to traditional military strategists. The book reveals how the 'social value of art' may have one meaning for a policy maker, another for a museum and still yet another for an artist - and it is therefore in the interaction between these agents that we learn the most about the importance of rhetoric and interpretation. As a trajectory in art history, socially engaged art has a long and established history. However, in recent years-or since 'the social turn' that occurred in the 1990s-the rhetoric surrounding the social value of art has been assimilated by cultural policy makers and museums. Interdisciplinary in its approach, and bringing together contributions from artists, curators and academics, the volume explores rhetoric, social value and the arts within different social, political and cultural contexts.
Parliamentary Democracy provides a comparative study of the parliamentary regimes since 1789. The book covers the road to parliamentarization of former constitutional monarchies and the creation of parliamentary regimes by exercising the constitution-making power of the people. What has been called democratization in most of the 'transitology' literature was until 1918 mostly only 'parliamentarization'. Democratization of the regimes frequently caused a certain destabilization of the parliamentary regimes by new parties and extremist movement entering the political arena. This is the first book to cover the entire range of parliamentary systems, including the semi-presidential systems.
This book is the fifth in a series on research and theory dedicated to advancing our understanding of schools through empirical study and theoretical analysis. Scholars, both young and established, are invited to publish original analyses, but we especially encourage young scholars to contribute to this series. The current volume is similar to its predecessors in that it provides a mix of beginning and established scholars and a broad range of theoretical perspectives; in all 14 authors contributed to 9 separate but related analyses, which were selected for publication this year. These chapters underscore the significance of educational policy in contemporary public education and in particular the impact of accountability policy on school outcomes. Public schools are increasingly being held accountable for students achieving at higher levels in both basic skills and higher-level learning outcomes. Of course, all policy is enacted by teachers in classroom and sometimes changed or distorted in the process. The challenge is to improve student outcomes without permitting accountability testing to extinguish innovation and creativity in schools. This book series on Theory and Research in Educational Administration is about understanding schools. We welcome articles and analyses that explain school organizations and administration. We are interested in the "why" questions about schools. To that end, case analyses, surveys, large data base analyses, experimental studies, and theoretical analyses are all welcome. We provide the space for authors to do comprehensive analyses where that is appropriate and useful. We believe that the Theory and Research in Educational Administration Series has the potential to make an important contribution to our field, but we will be successful only if our colleagues continue to join us in this mission. |
