Munch and his colleagues examine how democracy works in the practice of political regulation. Based on empirical research on the politics of clean air in the United Kingdom, France, Germany, and the United States, they provide a comparative sociological perspective. Thus, they look at social change and social integration rather than issues of governance and administration in terms of effectiveness and democratic legitimation. The analysis looks at how different forms of democracy given in the four countries achieve more or less in the political regulation of clean air in terms of societal innovation, conflict settlement, and consensus formation. They concentrate on the network of actors involved, their professions included with their concepts of rationality, the institutional rules of policymaking, and the cultural ideas that are invoked in the legitimation of procedures and decisions. While each country has developed a peculiar form of democracy-representative democracy in the UK, etatist-republican democracy in France, consensus and rule of law democracy in Germany, and multilevel pluralist competitive democracy in the US-they conclude that challenges of the established regulatory style and political order are pushing each country towards a more open democracy. Scholars and students in comparative sociology and political science as well as environmentalists will find the study of particular interest.
Doctrines have been a prevalent form of foreign policy in U.S. history. This study seeks to explain their origins by examining the Reagan Doctrine, pledging aid to anticommunist guerillas in the Third World. Based on original research and interviews with numerous individuals in the Reagan administration, the author applies two alternative explanations: realist theory, focusing on the international level of analysis, and elite beliefs theory, focusing on individual political leaders and their beliefs. What he finds is that while each perspective is necessary to explain the Reagan Doctrine, neither is sufficient by itself.
This book explores why, after forty years of funded policies of social inclusion, persons living with an intellectual disability are still separated from the social fabric of neoliberal societies. David Treanor shows how the nature of the reform process is driven unnecessarily by the economic neoliberal paradigm, the cultural misconceptions of intellectual disability, and the inattention accorded to personal relationships between persons living with and without an intellectual disability. Treanor utilizes John Macmurray's personalist philosophy, Julia Kristeva's ontology of disability and Michele Foucault's concept of bio-power to explain this phenomenon. The concepts in this book challenge current approaches to social inclusion and have radical implications for future practices.
This new study analyzes Soviet political and economic policies toward East Germany from 1945 to 1955, focusing on the transition from ambivalence to support. In her introduction Phillips outlines the postwar situation and reviews differing interpretations of Soviet policy. She reviews the issues of postwar settlement relating to East Germany and describes the conflicts within the Soviet leadership over German policy. Discussing Soviet economic exploitation of Germany and the harsh reparations policy, she contrasts these developments with the relatively moderate Soviet policies of socialization implemented in the same period, including improved consumption, economic aid, and toleration of private trade and production. She analyzes the factors that undermined the stability of the Ulbricht regime and culminated in the June 1953 uprising, creating an abrupt change of direction in Soviet policy toward the German Democratic Republic and East European bloc that existed prior to 1953. She argues that Soviet policies during the immediate postwar period were ambivalent, serving a mix of political and economic goals that were often incompatible, and that the Soviet commitment to incorporate East Germany into the Soviet bloc was not evident until after mid-1953.

This book discusses the socioeconomic effects of Right-to-Work (RTW) laws on state populations. RTW laws forbid requiring union membership even at union-represented worksites. The core of the 22 long-term RTW states was the Confederacy, cultural descendants of rigidly hierarchical agrarian feudal England. RTW laws buttress hierarchy and power imbalance which unions minimize at the worksite and by encouraging higher educational attainment, social mobility, and individual empowerment through group validation. Contrary to claims of RTW proponents, RTW and non-RTW states do not differ significantly in unemployment rates. RTW states have higher poverty rates, lower median household incomes, and lower educational attainment on average and median than non-RTW states. RTW states on average and median have lower life expectancy, higher obesity prevalence, and higher rates of all-cause mortality, early mortality from chronic conditions, child mortality, and risk behaviors than non-RTW states. The higher mortality rates result in startlingly higher annual numbers of years of life lost before age 75. Stroke mortality at age 55-64 in RTW states results in nearly 10,000 years annually lost in excess of what it would be if the mortality rate were that of non-RTW states. A review of respected publications describes the physiological mechanisms and epidemiology of accelerated aging due to socioeconomic stress. Unions challenge hierarchy directly at work-sites and indirectly through encouraging college education, social mobility, and community and political engagement. How startling that feudal hierarchy lives in 21st century America, shaping vast differences between states in macro- and micro-economics, educational attainment, innovation, life expectancy, obesity prevalence, chronic disease mortality, infant and child mortality, risk behaviors, and other public health markers! Readers will gain insight about the coming clash between feudal individualism and adaptive collectivism, and, in the last chapter, on ways to win the clash by "missionary" work for collectivism.

The book examines a new concern in water quality policy, namely aquatic micropollutants. Micropollutants are chemicals detected in small concentrations in waterbodies today, originating from pharmaceuticals, cosmetics, or detergents, among others. Since the regulation of micropollutants is a fairly new issue, it has been largely neglected in social sciences. However, the search for appropriate solutions is of high political relevance at both the national and international levels, with many open questions arising that concern the most adequate governance structures and steering mechanisms. Solutions suitable for classical, macro-pollutants, such as nutrients, do not necessarily apply to micropollutants because of the diversity of compounds and sources, and for technical, financial, and societal reasons. The book addresses this knowledge gap by investigating the steering mechanisms at hand and their prospect for problem solving. In this regard, the research provides a systematic depiction and comparison of policy designs in place for the reduction of micropollutants in the Rhine basin. Moreover, the study yields insights into the governance structures in place, into actors' responsibilities and constellations, and policy processes regarding micropollutants. The study is furthermore embedded into broader theoretical questions of policy research. More precisely, this research is a contribution to policy analysis that aims to achieve more optimal policy results by providing for a better understanding of the nature of policy designs and the social mechanisms behind the choice of them. Despite the intrinsic aim of policy analysis at contributing to more optimal policy outcomes, there remains a lack of research regarding analytical tools that enable an ex-ante assessment of policy designs' problem-solving abilities. To explore such a research path, this book proposes a novel index of policy comprehensiveness for quantifying the prospective performance of policy designs in alleviating an underlying policy issue, e.g. reducing pollutants in waters. Furthermore, the book uncovers the social mechanisms behind policymaking and turns to the question: In which social settings is it possible to achieve a comprehensive policy design? Compared to purely micro-level explanations, the advantage of the network approach is that it goes beyond the mere aggregation of policy actors' attributes by taking into consideration actors' interdependencies. In order to take the network approach seriously, the study systematically links the structure of a policy network with comprehensive policy designs. Network concepts, such as coalition structure, interconnectedness, and belief similarity, are employed from policy change research here in order to explore the link between structural network characteristics and comprehensive policy design. By studying how network structures affect policy design, the book critically examines the explanatory value of the network approach.
This book explores the discourse of regulatory crisis in the UK and examines why, despite the increasing contestation of the principles underpinning the regulatory state, its institutions and practices continue to be firmly embedded within the governance of the British state. It considers its implications for our understanding of the contemporary nature of the British state, and to the study of regulation which is no longer confined to the domain of low politics, populated by technocrats, but is scrutinised by elected politicians, and the subject of the front pages rather than the financial pages. The author sets the British regulatory tradition in a wider context, both spatially, in terms of the challenges presented by Europeanisation, and temporally, critically analysing the process of crisis construction in the narratives of neoliberalism and participatory democracy in the contemporary era.

This is the compelling story of a former Jesuit who traveled to Ireland in order to better understand the IRA, its widespread support among Irish Catholics, and the country's continuing civil unrest. Author Douglass McFerran, an American, made many key contacts in Northern Ireland, enabling him to gain unprecedented access to republican groups. He met with members of the Orange Lodge and the heavily armed Royal Ulster Constabulary; he had tea with leaders of Sinn Fein; and he participated in the annual Internment March on the streets of Belfast. In this book he provides a history of the conflict in Northern Ireland and goes beyond the propaganda on both sides to understand the causes of today's violence and explore what would be necessary to end it. McFerran wrote this book at the suggestion of individuals within the Irish republican community. During its writing he had the cooperation of several Sinn Fein leaders and past and present members of the IRA. McFerran came to believe that the violent situation in Northern Ireland can best be explained by considering the manner in which the English government, through genocide and civil repression, attempted to eliminate Irish resistance to English rule. The failure of the Anglo-Irish War to achieve a united Irish government brought on a republican movement with a political expression in Sinn Fein and a military expression in the guerrilla activities of the Irish Republican Army. The continued failure of the English government to negotiate with Irish nationalists can be attributed to a desire to maintain the political support of predominantly Protestant unionists, who since 1913 have pledged armed resistance to any effort to allow a Catholic-led government to rule over them.
In the first quarter of the twentieth century, the British Government, the banks, and leading individuals in London reached historic decisions that determined the name, shape, nature, and future of the region known as the Middle East. In this fascinating and readable book, Roger Adelson examines who made policy, on what grounds, with what information, and with what results. The setting for the narrative is London, then the world's greatest metropolis and its financial and political center. Adelson evokes the atmosphere of Whitehall, Fleet Street, the City of London, and Westminster, and paints a vivid portrait of the individuals (Churchill, Lloyd George, Curzon, Cromer, and others) who established the international agenda. Using an extensive range of public and private archives, he identifies issues of money, power, and territorial ambition at the heart of policy, and he describes decisions made in ignorance of and often wholly without reference to local interests. The book explores and explains British diplomacy both before and after the 1914-1918 War: the protection of the Suez Canal and Persian Gulf; the fear of a German drive to the East and subjugation of the Turks; the discovery of oil; the post-war suppression of nationalist aspirations and the establishment of collaborative regimes more in tune with London than with the Middle East itself. More clearly than any previous work, it identifies the virtual invention of the modern Middle East and the roots of the ethnic and nationalist antagonisms that characterize the region today.
This book presents an alternative theory of globalization that derives not from the dominant perspective of the West, from which this process emerged, but from the critical vantage point of the Third World, which has borne the heaviest burdens of globalization. It offers a critical and uniquely first-hand perspective that is lacking not only from the apologists of Western hegemony, but from most scholars writing against this hegemony from within the globalizing world. Renowned throughout Latin America and parts of Europe, the author, Brazilian geographer Milton Santos, has long been for the most part inaccessible to the English-speaking world. Only one of his books, The Shared Space: The Two Circuits of the Urban Economy in Underdeveloped Countries, published in 1975, has been translated into English; nevertheless, the works of Santos's most important phase, from the 1980s until his death in 2001, have remained unavailable to English readers. With the translation of Toward an Other Globalization, one of the last works published in Santos's lifetime, this situation has finally been rectified. In this book, Santos argues that we must consider globalization in three different senses: globalization as a fable (the world as globalizing agents make us believe), as perversity (the world as it is presently, in the throes of globalization), and as possibility (the world as it could be). What emerges from the analysis of these three senses is an alternative theory of globalization rooted in the perspective of the so-called Global South. Santos concludes his text with a message that is optimistic, but in no way nai ve. What he offers instead is a revolutionary optimism and, indeed, an other globalization.

Aronsen draws on recently declassified documents in Ottawa and Washington to provide a reassessment of Canada's special relationship with the U.S. Toward this end, detailed new information is provided about Canada's contribution to the creation of the postwar economic order from the Bretton Woods Agreement to GATT. Canada's cooperation was rewarded by special economic concessions including the extension of the Hyde Park agreement in 1945, the inclusion of the off-shore purchases clause to the Marshall Plan, and Article II of the NATO Treaty. After the outbreak of the Korean War, Canada's resources played a crucial role in the production of weapons systems for the new air/atomic strategic doctrine. Several policies were adopted to facilitate the expansion of Canadian defense production, notably the relaxation of regulations on technology transfer; the encouragement of private sector investment; and the negotiation of long-term contracts at above-market prices. In the midst of these unprecendented peacetime developments "Time" Magazine observed that Canada had become America's Indispensable Ally.

This book examines the present crisis of Greece's political economy as a crisis of stateness, tackling the domestic as well as the international dimensions. It represents the first attempt by Greek academics to put forward a theoretically-informed, interdisciplinary analysis of Greece's fiscal, economic, and political crisis. The approach aims to fill a major gap, combining insights from comparative politics, political economy, international relations theory, and legal-institutional analysis, in a theoretically informed account of the Greek case in comparative and theoretical perspective. The book tackles the issue of the possible next steps for the EU under the influence of the crisis of the eurozone, including a thorough analysis of national sovereignty seen from a domestic and an international point of view, focusing on critical processes in the international arena such as interdependency and dependency, while a legal-institutional chapter demonstrates the erratic way in which Greek government dealt with sovereign debt. The project comes at the right time in order to address a highly contentious chapter in the political development of the Greek state and of the European South.
