This edited book examines English-Medium Instruction (EMI) language policy and practice in higher education around the world, highlighting how English language usage affects the internationalization of universities, the way that disciplines are taught and learned, and questioning whether internationalization through EMI achieves the values of global citizenship and inclusivity/diversity to which it aspires. Written by experts in the field, the book includes data-based research from universities around the globe, with three chapters on Asia and the Far East (Malaysia, Japan and China), four on Europe (Denmark, the Netherlands and Italy) and one each on Africa (Ethiopia) and Central America (Mexico). Sources include policy documents, questionnaire surveys, focus groups and semi-structured interviews involving university policymakers, lecturers, students, and administrative staff. This timely study analyzes social, economic, political, provider, and patient factors shaping collective patient involvement in European health care from the postwar period to the present day. Examining representative countries England, the Netherlands, Germany, and Sweden, it documents the roles of providers and legislatures in facilitating consumer involvement, and the varied forms of patient input into hospital operations. How has the Ukrainian state sought to build national identity over the past decade, and with what results? The premise of the book is that assertions about the role of the state in identity politics should be treated as questions to be debated theoretically and studied empirically instead of assumptions made casually and left unexamined. Each essay begins with a common set of questions. Is it true that overcoming Ukraine's current cleavages is a prerequisite for holding the country together or for reforming it? How have the legacies of history constrained the state's nation-building project? What obstructing cleavages exist, and what sorts of national identity might provide a solid foundation for building an overarching Ukrainian national identity? Statistical analysis of mass attitudes, case studies on culture, education, the military, and foreign policy provide a detailed look at efforts to promote national identity, with surprising conclusions. Taken together the essays provide an overdue evaluation of the role of the state in nation building.

The book reveals how the 'social value of art' may have one meaning for a policy maker, another for a museum and still yet another for an artist - and it is therefore in the interaction between these agents that we learn the most about the importance of rhetoric and interpretation. As a trajectory in art history, socially engaged art has a long and established history. However, in recent years-or since 'the social turn' that occurred in the 1990s-the rhetoric surrounding the social value of art has been assimilated by cultural policy makers and museums. Interdisciplinary in its approach, and bringing together contributions from artists, curators and academics, the volume explores rhetoric, social value and the arts within different social, political and cultural contexts.

Parliamentary Democracy provides a comparative study of the parliamentary regimes since 1789. The book covers the road to parliamentarization of former constitutional monarchies and the creation of parliamentary regimes by exercising the constitution-making power of the people. What has been called democratization in most of the 'transitology' literature was until 1918 mostly only 'parliamentarization'. Democratization of the regimes frequently caused a certain destabilization of the parliamentary regimes by new parties and extremist movement entering the political arena. This is the first book to cover the entire range of parliamentary systems, including the semi-presidential systems.

This book is the fifth in a series on research and theory dedicated to advancing our understanding of schools through empirical study and theoretical analysis. Scholars, both young and established, are invited to publish original analyses, but we especially encourage young scholars to contribute to this series. The current volume is similar to its predecessors in that it provides a mix of beginning and established scholars and a broad range of theoretical perspectives; in all 14 authors contributed to 9 separate but related analyses, which were selected for publication this year. These chapters underscore the significance of educational policy in contemporary public education and in particular the impact of accountability policy on school outcomes. Public schools are increasingly being held accountable for students achieving at higher levels in both basic skills and higher-level learning outcomes. Of course, all policy is enacted by teachers in classroom and sometimes changed or distorted in the process. The challenge is to improve student outcomes without permitting accountability testing to extinguish innovation and creativity in schools. This book series on Theory and Research in Educational Administration is about understanding schools. We welcome articles and analyses that explain school organizations and administration. We are interested in the "why" questions about schools. To that end, case analyses, surveys, large data base analyses, experimental studies, and theoretical analyses are all welcome. We provide the space for authors to do comprehensive analyses where that is appropriate and useful. We believe that the Theory and Research in Educational Administration Series has the potential to make an important contribution to our field, but we will be successful only if our colleagues continue to join us in this mission.

The India Policy Forum (IPF) is a new annual publication dedicated to research on the contemporary Indian economy. It provides a forum for addressing the scope, speed, and desirability of economic reforms within India and their fundamental impacts on the country's social and economic welfare. Addressing the interaction between military operations and the activities of civilian government agencies, intergovernmental organizations (IGOs), and nongovernmental organizations (NGOs) during and after conflict, this study traces the development of civil military operations from their origin during World War II as Civil Affairs and military government to the present array of civil military operations. In so doing, it looks closely at the recent cases of Panama, Kuwait and southern Iraq, the Kurdish rescue mission in northern Iraq, Somalia, and Haiti. Of particular interest is the book's integration of national policy, strategy, and operations as it looks at the interplay between combat operations and their civil, military and political consequences. The outcome of the operations considered here suggests a need to look at the organization and planning of military forces in contemporary conflict as well as the integration of nonmilitary players into the game from the start of operations. The author concludes that the essence of modern conflict can be found in civil military operations.

Employing the conceptual framework elaborated by Pierre Bourdieu, Peillon provides a unified analysis of social welfare institutions and practices in Ireland. In an effort to offer an overview of the forces that have shaped and continue to influence the Irish welfare system, the author examines the actions and approaches taken by various actors involved in social welfare policy making, including the Catholic Church, the State, trade unions, employers' organizations, and feminist movements. Peillon also incorporates comparative issues that continue to impact on the way welfare systems develop and react to changes. While the focus of the work is on the struggles and developments in the Irish welfare system, this case study provides a framework for examining welfare efforts in general, and should, therefore, appeal to anyone interested in social welfare systems and policies.

This unique examination of welfare in Ireland is organized into two parts. Part I focuses on the collective actors in the welfare field and lays the theoretical framework for the sociological analysis used throughout the work. Part II considers the dynamics resulting from the practices and strategies of the various actors. The chapters in the second part of the book endeavor to understand the dynamics of the welfare field which are triggered by the struggle between the main actors. Examining the relative strengths and weaknesses of these actors, in conjunction with their resources and goals, the author illustrates how the current welfare system has developed and changed as a result.

Beginning in 1898, the United States won overseas colonies as the spoils of the Spanish-American War: Puerto Rico, the Philippines, and Cuba. Guam and Hawaii were also acquired in that year, and in 1917, the Danish Antilles became the United States Virgin Islands. The racial heritage of the territorial inhabitants paralled that of nonwhite groups in the United States: Native Americans, Africans, Asians, Hispanics, and mixed-race people. The nonwhite race of domestic and overseas colonial people established important links between American domestic racial policies and the racial policies and the racial dimension of American overseas colonies. This book is about these links, as shaped by the prevailing "racial tradition" and social structure in the United States itself. Crucial to examining these links is the little-known role of Booker T. Washington in shaping American overseas colonial policy. It is argued that following colonial acquisition at the turn of the century, the American "racial tradition" was exported to overseas territories, thereby largely determining colonial policy and administrative practices, the nature of social and racial conflict, and the direction and pace of political evolution in the territories.

How Richard Nixon and Henry Kissinger pursued their public vow to end the Vietnam War and win the peace has long been entangled in bitter controversy and obscured by political spin. Recent declassifications of archival documents, on both sides of the former Iron and Bamboo Curtains, have at last made it possible to uncover the truth behind Nixon's and Kissinger's management of the war and to better understand the policies and strategies of the Vietnamese, Soviets, and Chinese. The book investigates the relationship between ecosystem services (ES) and spatial planning, and explores potential means of integrating the two concepts to support the decision-making process. The book examines whether small jurisdictions (states) are confronted with specific issues providing social security and how to deal with these issues. How is social security law impacted by the smallness of the jurisdiction? First, the author examines the key concepts 'small jurisdiction' and 'social security' as he understands them in the present research. He then pays some attention to the relation between social security and social security law and subsequently makes an excursion to explore the notion of legal transplants. In the second part, the author first examines the main features characterizing small states according to the general literature on small states, focusing on features which may be relevant to social security. He also includes an overview of the (limited) literature dealing with the specific social security issues small jurisdictions have to deal with. In other words, the second part provides the reader with the status quaestionis. In the third part, the author takes a look at the social security systems of 20 selected small jurisdictions. He does so according to a uniform scheme, in order to facilitate their comparison. These 20 case studies allow him in a next part to test the correctness of the statements made in Part 2. In the fourth part, he compares the social security systems of the 20 small jurisdictions. He draws conclusions as to the main question, but also to test the validity of the current literature on the topic as described in Part 2. Special attention goes to the use of legal transplants for the definition of the personal scope of social security arrangements. In the concluding part of the book, the author formulates some suggestions for the benefit of the social security systems of the small jurisdictions, based on his research.

Following the 2014 annexation and the subsequent enactment of a sanctions regime against the country, the Kremlin has emphasized the eastern vector in its external relations. But to what extent has Russia's 'pivot to the East' intensified or changed in nature - domestically and internationally - since the onset of the current crisis in relations with the West? This book distinguishes conceptually between indigenous and constructed social capital and the associated spontaneous and induced collective action for rural development and natural resource preservation. While some of the case studies in this book show that induced collective action can lead to cost-effective, community-centric and empirically grounded rural development initiatives, other case studies show that spontaneous collective action, based on indigenous social capital, can result in resource preservation, positive development outcomes, and resistance to the excesses engendered by conventional development. The authors also explore a hybrid form whereby spontaneous collective action is given a more effective and sustainable shape by an outside organization with experience of induced collective action. Exploring alternative community-centric paths to development, especially those attuned with sustainability imperatives, is part of a global search for solutions. While the volume draws on the Pakistani case, the problem with conventional development approaches and the need for complementary alternatives is not unique to only this country; and the volume has broader relevance to students and researchers across the fields of social policy and development.
