Latin America's proximity to the United States made the improvement of relations between the two regions imperative in the first two decades of the 20th century. William Jennings Bryan, Secretary of State for Woodrow Wilson until 1915, was largely responsible for this task. Although Bryan had denounced as imperialistic his predecessors' political and economic intervention in Latin America, his own policies also had an imperialistic tone. Bryan resigned in June 1915, but his actions while in office served as the foundation for later intervention in both Haiti and the Dominican Republic. This work details Bryan's attitudes toward Latin America prior to assuming the title of secretary of state, his actions while in office, and his political stance after resignation. Six topical chapters cover Bryan's policies toward Nicaragua, Haiti, the Dominican Republic, Mexico, the Panama Canal Tolls Controversy, and the Columbian Treaty. The work concludes with an analysis of Bryan's inconsistent attitude on imperialism.

A source of perennial tension in states is the degree to which decision making power and authority should be concentrated in central institutions and individuals. At present the conventional wisdom of central-local relations has swung in favour of decentralisation. This book discusses the socioeconomic effects of Right-to-Work (RTW) laws on state populations. RTW laws forbid requiring union membership even at union-represented worksites. The core of the 22 long-term RTW states was the Confederacy, cultural descendants of rigidly hierarchical agrarian feudal England. RTW laws buttress hierarchy and power imbalance which unions minimize at the worksite and by encouraging higher educational attainment, social mobility, and individual empowerment through group validation. Contrary to claims of RTW proponents, RTW and non-RTW states do not differ significantly in unemployment rates. RTW states have higher poverty rates, lower median household incomes, and lower educational attainment on average and median than non-RTW states. RTW states on average and median have lower life expectancy, higher obesity prevalence, and higher rates of all-cause mortality, early mortality from chronic conditions, child mortality, and risk behaviors than non-RTW states. The higher mortality rates result in startlingly higher annual numbers of years of life lost before age 75. Stroke mortality at age 55-64 in RTW states results in nearly 10,000 years annually lost in excess of what it would be if the mortality rate were that of non-RTW states. A review of respected publications describes the physiological mechanisms and epidemiology of accelerated aging due to socioeconomic stress. Unions challenge hierarchy directly at work-sites and indirectly through encouraging college education, social mobility, and community and political engagement. How startling that feudal hierarchy lives in 21st century America, shaping vast differences between states in macro- and micro-economics, educational attainment, innovation, life expectancy, obesity prevalence, chronic disease mortality, infant and child mortality, risk behaviors, and other public health markers! This book presents the results of the most complete and updated assessment of cognitive resources of students in Latin America: the Study of Latin American Intelligence (SLATINT). During four years, top researchers of the region used a standardized set of cognitive measures to assess 4,000 students aged between 14 and 15 years from six countries: Brazil, Argentina, Mexico, Chile, Colombia and Peru. Why aren't we investing more in disaster resilience, despite the rising costs of disaster events? This book argues that decision-makers in governments, businesses, households, and development agencies tend to focus on avoiding losses from disasters, and perceive the return on investment as uncertain - only realised if a somewhat unlikely disaster event actually happens. This book develops a new business case for investment based on the multiple dividends of resilience. This looks beyond only avoided losses (the first dividend) to the wider benefits gained independently of whether or not the disaster event occurs. These include unleashing entrepreneurial activities and productive investments by lowering the looming threat of losses from disasters and enabling businesses, farmers and homeowners to take positive risks (the second dividend); and co-benefits of resilience measures beyond just disaster risk (the third dividend), such as flood embankments in Bangladesh that double as roads, or wetlands in Colombo that reduce urban heat extremes.

Focusing on the international dimension of macroeconomic policy, this handbook covers the main areas of modern macroeconomic policy in open economies. The emphasis is on policy applications rather than the development of economic theory. There are three basic goals: (1) an understanding of how economic theories affect actual policy making, (2) a description of the institutional and conceptual development of the international economy, and (3) an explanation of the way policy-making institutions deal with the so-called international economy. This work treats presidential leadership as persuasive communication. The major theories of presidential leadership found in the literature establish the central role of persuasion, and introduce the interpretive systems approach to political communication as a theoretical framework for the study of presidential leadership as persuasion. Case studies examine recent presidents' use of public persuasion to perform their leadership functions. Particular attention is devoted to coalitional constraints on presidential pardoning rhetoric, presidential leadership through the politics of division, the political significance of conflicting political narratives, the sermonic nature of much 20th-century presidential discourse, the difficulties inherent in persuading the public to make sacrifices, and the dangers of relying too heavily on public rhetoric. The concluding chapter considers the rhetoric that contributed to the demise of the Bush presidency, the election of Bill Clinton, and the challenges facing the Clinton presidency.
Over the past decade, the public's opinion of Congress has declined--election after election--to record lows. Mark J. Rozell examines the electorate's ongoing disgust with its legislature and the reasons for it. Putting recent Congresses in historical perspective, he notes that our modern representatives are actually "less" corrupt than those of the past, due in large measure to increased public scrutiny and ongoing tightening of ethics and conflict of interest rules. Still, the public remains skeptical, indeed hostile, toward that most representative of our national institutions. Rozell finds that much of the blame goes to highly negative press coverage of the Congress, and government in general, and that while Congress has always been a favorite target of critics and comedians, healthy skepticism has now largely been replaced by a debilitating cynicism that undermines the foundations of representative government. Prepared by a leading Kennedy scholar, this volume is the most definitive and up-to-date bibliography on Kennedy. England's capture of Canada in 1760 was the culmination of the French and Indian War and of a century and a half of conflict between Britain and France for control of the North American continent. During that long period, there were several English military efforts to evict the French, but all failed. Therefore, at the war's start, few among the English entertained serious thoughts of totally evicting France from all of Canada. Nor did the French consider such a result a serious possibility. Drawing heavily on primary sources, Brecher tells the dramatic story of why the war's outcome differed so sharply from original expectations. He does so from the vantage point of France, while demonstrating in greater depth than has been available to date the linkages between France's American policy and involvement in the Seven Years' War. Brecher provides an unprecedently full-scale analysis of the political, military, social, and economic conditions of mid-18th-century France and its North American colony, New France. That analysis also examines the direct connection between those internal conditions and the results for France of the war that ended in 1763. In doing so, Brecher assesses France's military strategy and major battles in Europe and America, as well as the diplomatic goals Versailles set for itself in the conduct of the war. Further, he describes why France concurred in leaving not only Canada, but also the vast Louisiana territory, to be divided between England and France's belated wartime ally, Bourbon Spain. Finally, Brecher explains the longer-term implications of the war for North American development and for the future of France. This is an important study for students and scholars of French and colonial American history and for the broad reading public, as well as those interested in the more recent Quebec problem.

America. In social surveys, researchers have found that Americans
on average have fewer friends today than in times past.
Over the past six decades federal regulatory agencies have attempted different strategies to regulate the natural gas industry in the United States. All have been unsuccessful, resulting in nationwide gas shortages or massive gas surpluses and costing the nation scores of billions of dollars. In addition, partial deregulation has led the regulatory agency to become more involved in controlling individual transactions among gas producers, distributors, and consumers. In this important book, Paul MacAvoy demonstrates that no affected group has gained from these experiments in public control and that all participants would gain from complete deregulation. Although losses have declined with partial deregulation in recent years, current regulatory practices still limit the growth of supply through the transmission system. MacAvoy's history of the regulation of natural gas is a cautionary tale for other natural resource or network industries that are regulated or are about to be regulated.

The author prescribes measures for restoring civility and moderating partisanship in Congress: reapportioning legislative districts; restricting the influence of consultants, media, and interest groups; and regularizing social interaction among congressional opponents.
Among the surprising events in Eastern Europe in 1989, none astonished the world more than the nonviolent overthrow of the East German Communist regime. This book examines the collapse of East Germany as it unfolded in one city, Leipzig. Analyzing the leading role of the GDR's second largest city, Bartee combines chronological and descriptive narration of events with an in-depth critique of leading actors and groups. Prominent among these are the Protestant churches and the array of opposition groups concerned for peace, freedom, human rights, justice, and the environment. Bartee focuses in particular on the famous peace prayer services in St. Nicholas Church and the protest activities of the groups as they expanded into the mass demonstrations of late 1989. Using surveys and interviews with participants, as well as Leipzig archives, this study examines the motivations and methods of the demonstrators. Bartee concludes that, while the prayer services provided hope, inspiration, and information, the strong desire for a free, open society served as the group's chief motivation.
This book addresses two general questions that have arisen as a result of the uneven rise of the various Asian economies in contemporary times. First, to lift people out of poverty and to improve the quality of their lives, how do we institute policies that will ensure economic growth in the different regions of Asia? Second, what can we do to ensure that the economic growth we seek is sustainable so that the regional economic development that emerges is broad-based, inclusive, and environmentally conscious?
