This volume reviews the debates surrounding the anti-ballistic missile (ABM) defense systems and their deployment by George W. Bush, allowing readers to assess for themselves the significance of Bush's decisions. The Missile Defense Systems of George W. Bush: A Critical Assessment asks and answers a number of pressing questions about Bush's decision to deploy ground-based missiles. Has the system become reliable? This book distinguishes conceptually between indigenous and constructed social capital and the associated spontaneous and induced collective action for rural development and natural resource preservation. While some of the case studies in this book show that induced collective action can lead to cost-effective, community-centric and empirically grounded rural development initiatives, other case studies show that spontaneous collective action, based on indigenous social capital, can result in resource preservation, positive development outcomes, and resistance to the excesses engendered by conventional development. The authors also explore a hybrid form whereby spontaneous collective action is given a more effective and sustainable shape by an outside organization with experience of induced collective action. Exploring alternative community-centric paths to development, especially those attuned with sustainability imperatives, is part of a global search for solutions. While the volume draws on the Pakistani case, the problem with conventional development approaches and the need for complementary alternatives is not unique to only this country; and the volume has broader relevance to students and researchers across the fields of social policy and development.

This book examines childhood in four Caribbean SIDS (Barbados, Jamaica, Haiti and St. Lucia). Through the analysis of primary and secondary data, the author reveals that children in Caribbean SIDS experience an endangered childhood. The intrinsic characteristics of SIDs, including susceptibility to climate change, and high levels of poverty, indebtedness and inequality, Henry-Lee argues, increase the vulnerability of children. Furthermore, duty bearers are not adequately investing in children, private and public spaces are not child-friendly, and children's rights are violated daily. Endangered and Transformative Childhood in Caribbean Small Island Developing States shows that children are therefore at risk of being left behind in the fulfilment of the UN2030 Agenda and that the Convention of the Rights of the Child (1989) lacks enforceable sanctions. Through an examination of the relationship between ethics and international coercion, The Sword of Justice compares the actual practice of the United States to the standards established by the just war framework. Historical cases are considered-from nuclear deterrence, conventional war and humanitarian intervention to covert action, economic sanctions and coercive diplomacy-analyzed from the perspective of the just war tradition to provide practical tools to improve the moral content of policy decisions. An enduring feature of the international system is the use or threat of force. The most systematic critique of this practice is found in the just war tradition, begun by Augustine and further elaborated by Aquinas. This book explores the relationship between ethics and international coercion by presenting historical case studies in which the United States has taken such measures to achieve their goals, and by comparing the actual practice of the United States to the standards established by the just war framework. Based on the comparison, a number of concrete recommendations are made about specific measures that could strengthen the moral content of policy decisions, and at the same time meet tests of political feasibility in the American system of government.
Globalization, the return to a multi-party system of government, and the policies advocated by the IMF and the World Bank have led to near revolutionary labor relations in Ghana. As Panford shows, these new social and economic forces have unleashed new and even contradictory labor policies and practices which are having profound social, political, and economic consequences. Panford examines how the Ghana Constitution of 1992 led for the first time to new workers' rights, including the right to affiliate with any local, national, or international union. In response to globalization and policies advocated by the IMF and the World Bank, the Ghana government sought to resist worker demands for improved working and living conditions. The situation was worsened by the privatization of state-owned businesses and severe cuts in public employment. In this environment of tense labor relations, government hostility, and weak employment, Panford traces the ways workers are revitalizing unions and developing new sources of jobs and finances. These include relatively aggressive systematic organization of women, senior staff, and the informal/agricultural sector. One of the most important initiatives of the unions is the creation of a workers' trust to establish and finance worker-owned enterprises. The evidence presented by Panford indicates the failure of IMF and World Bank policies, and he calls for new and viable policy alternatives with emphasis on enhancing Ghana's global competitiveness and meeting genuine development needs. Throughout the world, governments are restructuring social and
welfare provision to give a stronger role to opportunity,
aspiration and individual responsibility, and to competition,
markets, and consumer choice. This approach centers on a logic of
individual rational action: people are the best judges of what
serves their own interests and government should give them as much
freedom of choice as possible. The UK has gone further than any
other major European country in reform and provides a useful object
lesson.
Processes of change, stagnation and development in the countries of the Gulf Co-operation Council are analyzed in this book. The contributors show impact of oil revenues on population change and social development and on redefining the socio-economic role of the state. Oil could open venues for industrialization and development. However, lack of population policies, problems of human resources development, the rather slow change in gender relations and in political systems and heavy spending on militarization, it is argued, could impede development endeavour.
The demise of the Cold War continues to pose new challenges to the international system. Central to these challenges is the extent of German and Japanese security commitments within their regions and to the global maintenance of peace and stability. It is important to know whether two of the world's acknowledged economic powers will play significant stabilizing roles. If they choose not to, what are the reasons and what can be done to convince them that their military might and political leadership are critical? Certainly in the first decade since the end of the Cold War, Germany and Japan did not fulfill the roles that their allies and many realist scholars expected they would. Haar seeks to explain German and Japanese reticence to assume their anticipated roles. In order to undertake this task she evaluates, various models of foreign policy. In the future, Haar asserts, Japanese and German foreign policy are likely to remain torn, with both practicing a have-it-all-ways policy. If their allies, the United States in particular, continue to insist that they bear more of the burdens of world security, then their foreign policy must be better understood. This is a provocative analysis that will be of particular interest to scholars, researchers, and policy makers involved with German and Japanese foreign policy analysis.
The authors have two purposes in this book, and they succeed admirably at both. They develop a general model of public policy making focused on the difficulties of securing intertemporal exchanges among politicians. They combine the tools of game theory with Williamson's transaction cost theory, North's institutional arguments, and contract theory to provide a general theory of public policy making in a comparative political economy setting. They also undertake a detailed study of Argentina, using statistical analyses on newly developed data to complement their nuanced account of institutions, rules, incentives and outcomes. Mariano Tommasi (Ph.D. in Economics, University of Chicago, 1991) is Professor of Economics at Universidad de San Andres in Argentina. He is past President (2004??2005) of the Latin American and Caribbean Economic Association. He has published articles in journals such as American Economic Review; American Journal of Political Science; American Political Science Review; Journal of Development Economic; Journal of Monetary Economics; International Economic Review; Economics and Politics; Journal of Law, Economics and Organization; Journal of Public Economic Theory; Journal of International Economics; and the Journal of Institutional and Theoretical Economics. He has held visiting positions in Economics, Business, and Political Science at Yale, Harvard, UCLA, Tel Aviv, and various Latin American universities. He has received various fellowships and awards, including a Guggenheim Fellowship in 2006. He has been an advisor to several Latin American governments and to international organizations such as the World Bank and the Inter-American Development Bank.

This work puts certain aspects of Britain's relationship with the EU under the microscope, examining the evidence for Britain's reputation as an "awkward partner". It focuses on the policy of successive Conservative governments, asking why the Conservative Party of this period, electorally one of the most successful political parties in the 20th century, eventually tore itself apart over Europe. Isolating key events such as the signing of the Single European Act, the decision to join the Exchange Rate Mechanism in 1990 and the ratification of the Treaty on European Union including a commitment to complete Stages One and Two of the Single Currency, Buller analyzes the motivations of the Conservative government in acting as they did. He argues that far from being a "semi-detached" partner, British economic policy was increasingly "Europeanised" in this period.
Celik examines how the easing of the East-West tensions, the end of the Cold War, and the disintegration of the Soviet Union affects Turkey's foreign policy. During the Cold War, Ankara's role as a front-line state in containing Soviet expansionism had greatly influenced its foreign policy orientation as well as its foreign policy behavior. As such, changes in the structure of the international system were bound to alter the ways in which Turkey interacted with other states in the post-Cold War world. An examination of Turkish foreign policy, however, shows a high degree of continuity and stability. While Turkey's security environment has improved significantly during the 1990s, political and military considerations continue to drive Ankara's behavior. Furthermore, despite shifts in foreign policy behavior--such as closer relations with the former Soviet republics, active involvement in the Persian Gulf War, and military alliance with Israel--there have been no major alterations in foreign policy orientation. Turkey remains staunchly pro-western and the United States continues to be its most important ally. The post-Cold War era, however, also has brought an element of uncertainty to Turkish foreign policy and raises questions about its direction for the future.

This book provides a rigorous examination into the realities of the current university system in Britain, America and Australia. The radical makeover of the higher education system which began in the 1980s has conventionally been understood as universities being transformed into businesses which sell education and research in a competitive market. This engaging and provocative book argues that this is not actually the case. Drawing on lived experience, Watts asserts that the reality is actually a consequence of contradictory government policy and new public management whose exponents talk and act 'as-if' universities have become businesses. The result of which is 'market crazed governance', whereby universities are subjected to expensive rebranding and advertising campaigns and the spread of a toxic culture of customer satisfaction surveys which ask students to evaluate their teachers and what they have learned, based on government 'metrics' of research 'quality'. This has led to a situation where not only the normal teacher-student relationship is inverted, academic professional autonomy is eroded and many students are short-changed, but where universities are becoming places whose leaders are no longer prepared to tell the truth and too few academics are prepared to insist they do. An impassioned and methodical study, this book will be of great interest to academics and scholars in the field of higher education and education policy.
Mass Unemployment and the State shows that domestic political arrangements - the character of party competition, the relationship between interest organizations and the state, and underlying assumptions about the purpose of political authority - have mattered greatly to the economic and labor market policies that European governments pursued in response to the problem of unemployment from the early 1970s to the 2000s. The book concentrates on four European countries: Austria, Denmark, the Netherlands, and Sweden. All these countries have been celebrated as employment "miracles," but for different reasons, and at different points in time. Low unemployment was the linchpin of political arrangements in West European states in the first decades after the Second World War. When mass unemployment became a threat once more in the 1970s, Austria and Sweden - where post-war political arrangements remained intact - responded more forcefully than Denmark and the Netherlands, where political arrangements were already changing. This set these four countries on different paths, with enduring (and sometimes unexpected) political, economic, and social consequences. Political arrangements mattered to economic policies in the 1970s and 1980s, and to labor market policies in the 1990s and 2000s.
