In this history of the social and human sciences in Mexico and the United States, Karin Alejandra Rosemblatt reveals intricate connections among the development of science, the concept of race, and policies toward indigenous peoples. Focusing on the anthropologists, sociologists, biologists, physicians, and other experts who collaborated across borders from the Mexican Revolution through World War II, Rosemblatt traces how intellectuals on both sides of the Rio Grande forged shared networks in which they discussed indigenous peoples and other ethnic minorities. In doing so, Rosemblatt argues, they refashioned race as a scientific category and consolidated their influence within their respective national policy circles. Postrevolutionary Mexican experts aimed to transform their country into a modern secular state with a dynamic economy, and central to this endeavor was learning how to ""manage"" racial difference and social welfare. The same concern animated U.S. New Deal policies toward Native Americans. The scientists' border-crossing conceptions of modernity, race, evolution, and pluralism were not simple one-way impositions or appropriations, and they had significant effects. In the United States, the resulting approaches to the management of Native American affairs later shaped policies toward immigrants and black Americans, in Mexico, officials rejected policy prescriptions they associated with U.S. intellectual imperialism and racial segregation.
Young people, crime and delinquency are words that are commonly linked in public perception and young people are often blamed for social ills. Their deviancy and threat to social control has been held to be a social fact from Plato to today. This book subjects that 'fact' to critical examination through consideration of youth justice systems in six different countries, drawing on sociological and criminological analysis as well as expert practitioner opinion. This book's comparative, cultural approach allows for consideration of the impact of new and emergent systems of communication and discourse and considers how these may impact future constructions of delinquency at a local and global level. Understanding changing constructions of delinquency, the systems and responses we already have and their strengths and weaknesses enables critique about what we do and what we know, and allows us to imagine how it might be otherwise.
The Violence Against Women Act of 1994 (VAWA) is the most expansive federal legislation addressing intimate violence in the United States to date. Meyer-Emerick uses three theories to examine the legislation: Foucault's theories on how people develop their ideas about their sexuality; Habermas's theories on the legitimacy of the state; and MacKinnon's theories of a gender hierarchy preserved through sexual violence. Through consideration of interviews with policymakers, professionals, and focus groups with citizens, her analysis suggests that state intervention is limited. Additional avenues for combating violence against women is therefore necessary. These theories were also used to develop questions that were asked of policymakers and local professionals in interviews and with focus groups of survivors, perpetrators, and citizens. The interviews revealed perceptual differences between the thinking of the policymakers and the local professionals. These dissimilarities highlight the practitioners' lack of knowledge about the intent of VAWA, which may impede service delivery to clients. The focus group responses indicated that not only do women have a higher distrust than men but that survivors and perpetrators have opinions that diverge from both local citizens and other participants. This demonstrates a need for change in the system that is supposed to be protecting women from violence. Meyer-Emerick concludes with recommendations for further interventions. Policymakers and local providers of social services will find the work of particular value as will scholars and researchers dealing with domestic violence.

This book examines the politics of renewable electricity policy in democratic Spain. It provides the first comprehensive political analysis of how and why successive Spanish governments have increased or reduced support for renewable power, especially wind and solar. In particular, it identifies the key influences that have been brought to bear on decision making by the core executive as it has sought to determine the appropriate role of renewable sources in the country's electricity mix. Following the introduction, four chapters chart the dramatic rise, fall, and, most recently, renewed rise in support for utility-scale renewable power, from the early 1980s to the present. Another chapter details the decade-long political struggle over the regulation of small-scale distributed renewable electricity generation. In the past four decades, the United States has spent $85 billion pursuing the fantasy of an effective missile defense system to shield our nation against the threat of a nuclear attack. Recent public tests, while less exotic than some of the original Star Wars proposals, were spectacular failures and call into question the whole prograM's rationale. Neither the land-based system proposed by the Clinton administration, nor the alternatives proposed by earlier administrations, would ever work--regardless of how much R&D money is channeled into the project. Rather than enhancing national security, these doomed efforts would provoke a new arms race and alienate key allies. Like President Reagan with his Star Wars program, President Bush has again made national missile defense (NMD) a national priority at a cost which may exceed $150 billion in the next ten years. Chinese President Xi Jinping launched the Silk Road Economic Belt component of the One Belt One Road (OBOR) initiative at Kazakhstan in 2013. OBOR is a development strategy and framework that focuses on connectivity and cooperation among countries primarily in Eurasia. It consists of two main components, the land-based 'Silk Road Economic Belt' (SREB) and ocean-going 'Maritime Silk Road' (MSR). This book studies the equilibrium or balance between overland and maritime trade routes of OBOR.This book has two major sections. The interpretive section examines contemporary media narratives related to the OBOR initiative and how contemporary commentators appropriate narratives about historical events related to the maritime Silk Road to interpret current policy agendas and legitimize diplomatic or economic exchanges. In terms of institutional studies, the chapters related to Asian Infrastructure Investment Bank (AIIB) will look at the issues facing the Bank in its quest in forming a new world platform for multilateral development financing.The other section, the empirical case study of the publication highlights the fact that Euro-China High Speed Rail (HSR) and Central Asia-China HSR are not viable at the moment as passenger volume is not sufficient to justify the HSR line. This section examines the overland route of the OBOR and looks at recent Chinese HSR history and conventional sub-high speed rail technology development, and identifies technical & economic criteria determining the appropriate technology for a certain line. The chapter in this section will use the developed criteria to analyze the various rail linkage projects currently under study in the OBOR framework, highlight the economic, bureaucratic and geo-political challenges that these projects likely face and lay down conditions that will determine the outcome of these projects.

In a book based on solid research of archival materials and the current literature in English and Chinese, Hu brings a Chinese perspective to an examination of Hornbeck's career and American policy in Asia. The book not only fills a vacuum in the study of Sino-American relations, but also corrects some traditional misperceptions and misinterpretations in the field. In Hu's view, Hornbeck has been misinterpreted by his contemporaries and by scholars. The Goldwater-Nichols Department of Defense Reorganization Act of 1986 is the most important legislation to affecting U.S. national defense in the last 50 years. This act resulted from frustration in Congress and among certain military officers concerning what they believed to be the poor quality of military advice available to civilian decision-makers. It also derived from the U.S. military's perceived inability to conduct successful "joint" or multi-service operations. The act, passes after four years of legislative debate, designated the Chairman of the Joint Chiefs of Staff as the principal military advisor to the President and sought to foster greater cooperation among the military services. Goldwater-Nichols marks the latest attempt to balance competing tendencies within the Department of Defense, namely centralization versus decentralization and geographic versus functional distributions of power. As a result of the Goldwater-Nichols Act, the Chairman of the Joint Chiefs has achieved prominence, but his assignment is somewhat contradictory: the spokesman and thus the advocate for the Commander in Chief, while simultaneously the provider of objective advice to the President. While the act did succeed in strengthening the CINCs' authority and in contributing to the dramatic U.S. achievements in the Gulf War, the air and ground campaigns revealed weaknesses in the CINCs' capability to plan joint operations. In addition, the increased role of the military in ad hoc peacekeeping operations has challenged the U.S. military's current organizational structure for the quick deployment of troops from the various services. Rapid technological advances and post-Cold War strategic uncertaintyalso complicate the U.S. military's organizational structure.
This book presents the results of the most complete and updated assessment of cognitive resources of students in Latin America: the Study of Latin American Intelligence (SLATINT). During four years, top researchers of the region used a standardized set of cognitive measures to assess 4,000 students aged between 14 and 15 years from six countries: Brazil, Argentina, Mexico, Chile, Colombia and Peru. The work contains over 350 references to manuscript material on the Ford years, as well as monograph, journal article, and memoir sources, including the first full listing of Ford's own writings available in print. Oral histories, historiographical materials, iconography, and other audiovisual materials are also included. The bibliography is a particularly broad-based one, including short essays on the audiovisual and iconographic material available and a wide range of entries on available archival material. All the archival material presently available at the Gerald R. Ford Library is included. Most of the entries include a short annotation.
