This is a valuable, well-written book on the development and current state of intercity passenger and freight transportation in 12 countries (Brazil, China, East Germany, France, Japan, Korea, Mexico, the USSR, the UK, the US, West Germany, and Zaire). Locations studied represent a good mix of advanced and developing countries with market and centrally planned economies. "Choice" This volume surveys the public transportation systems and policies of twelve countries. It is concerned with the selected countries' experiences with the development, maintenance, and use of publicly provided transportation infrastructure for both public (commercial) and private (individual) purposes. The diversity of the countries surveyed, both in terms of the type of economic system and the level of economic development, provides rich and varied national experiences from which lessons can be learned. The volume allows the reader to compare and contrast different needs and policy responses in the public transportation sector of the countries selected. All modes of transportation are covered and both passenger and freight/cargo transportation are included. Narrative descriptions of transportation modes are accompanied by quantitative indicators of the volume of transportation and other related data. Each country chapter provides the following information: historical and geographical factors influencing the development and maintenance of the country's public transportation system and policy; the impact of socioeconomic changes and political and ideological factors on a country's public transportation system and policies; recent trends and future prospects in public transportation; and transportation policy organization and process. The survey covers the post-World War II period through 1987-88. The country chapters are followed by a bibliographical essay that introduces a selective collection of English-language materials on public transportation systems and policies in the twelve countries surveyed, as well as additional, general works on public transportation. Natives and immigrants, men and women, people from all regions, races, religions, and walks of life, have brought varying perspectives to the long-running debate on immigration. Drawing from a large cast of characters--from Thomas Jefferson, Booker T. Washington, and Cesar Chavez to Jane Addams, Henry Ford, and Patrick McCarran--this book introduces students to people who have contributed to U.S. immigration policy from the Revolution to the present. Showing how each person's opinion drew from personal experience and thus added a new dimension to the debate, the book encompasses such issues as immigration and economics, partisan politics, culture, public opinion, and ethics. U.S. and German export control policies are compared, showing how these policies have responded to the changes in the international environment, including the end of the Cold War. The policy differences are explained through an analysis of differences in state interests and external constraints, state strategies, domestic support for export controls, and institutional constraints on policy change. The conclusion put forward is that despite a partial convergence of U.S. and German export control policies in the 1990s, diplomatic conflicts between the U.S. and European governments over export control issues will continue to erupt.
Startling changes are taking place in Western Europe; this study argues that the U.S. strategic response should be no less dramatic. Michael J. Collins describes a creation of a new type of political organization--a new way for nations to integrate themselves politically in Western Europe--and contends that this new model is dynamic enough to rival older historical paradigms. Western Europeans are making massive changes in their international arrangements, with each other and the outside world, to permit a natural evolution of national cultures along with the development of an intra-European culture. This changing political and economic situation in Europe has already affected the way the United States looks at the world diplomatically, and it may soon alter the general thrust of U.S. military strategy with regard to NATO. Europeans and Americans alike are questioning how much longer a united Europe can expect American troops to defend them against the Soviet Union, now that the Cold War era has ended. U.S. military strategy must change because the world is changing, and the increasing power of Western Europe is a major factor in the equation. Collins concludes that the Common Market Countries can no longer be understood as a simple collection of nation-states joined in a cartel or economic alliance, calling for a change in U.S. foreign policy and strategy. Chapter 1 describes the developments in Western Europe since World War II. Chapters 2 and 3 discuss how the new Western European alliance interacts along both military and political lines. Chapter Four describes the character of Western Europe and the replacement of the nation-state concept with a new flexibility in dealing with each other and the surrender of sovereignty by the constituent states in limited but decisive areas. The final two chapters suggest possible policy and strategic responses by the United States. A chapter on strategic implications is bound to be controversial, particularly to traditional military strategists. These thought-provoking analyses and policy implementations will interest scholars and students of European History and Politics, Comparative Politics, United States Foreign Policy and Defense, as well as government policy makers and decision makers in international business.
This book considers the origins, performance and diffusion of national immigration policies targeting highly skilled immigrants. Unlike asylum seekers and immigrants admitted under family reunification streams, highly skilled immigrants are typically cast as "wanted and welcome" as a consequence of their potential economic contribution to the receiving society and putative assimilability. Testing the degree to which this assumption holds is the principle aim of this book. In contrast to publications which see highly skilled immigration as functional response to labor market needs, the book probes the political and sociological dimensions of policy, drawing on contributions from an international group of established and new scholars from the fields of history, law, political science, sociology, and public policy. The book is organized into four parts. Part I probes the origins of post-WWII immigration policies in Canada, Australia, and the United States. Part II analyzes recent debates on highly skilled immigration policy in the United States, whose origins go back to the 1965 Act by Congress which favored family reunification over skilled immigration. Part III considers the degree to which highly skilled immigrants are welcome, by focusing on the integration trajectories of foreign trained professionals in Canada. Paradoxically, just as Canada has succeeded in orienting its admissions system more explicitly toward privileging highly educated and skilled professionals, highly skilled immigrants have experienced worsening economic outcomes as reflected in rates of unemployment and falling earnings. Part IV considers the internationalization of highly skilled immigration policies, focusing on Europe's most important immigration countries, Germany and Britain. As is true in Canada, the labor market outcomes for highly skilled immigrants in Europe are disappointing, and the final chapter discusses why this is the case and what might be done to improve matters. Given its combination of cross-disciplinary insights, cross-national comparisons, and empirical richness, the book will be of interest to both scholars and policymakers concerned with immigration policy.
Baker and his colleagues provide a blend of the theoretical and the empirical evidence in an examination of the nature of bureaucracy under non-democratic, authoritarian forms of government, whether on the right, as in Portugal, or the left, as in Bulgaria. In all these instances, the bureaucracy was constructed to serve the distorted interests of centralized, unaccountable power. Following the remarkable spread of democracy in the seventies in Iberia, the eighties in much of Latin America, parts of Asia and Africa, and the nineties in the former USSR and the Warsaw Pact countries, the main focus was on reforming the economy and the political institutions. Distinguished scholars concentrate on the inherited bureaucracy--the arm of government with which the people most often have to deal. They highlight the undemocratic, and sometimes antidemocratic, nature of the civil service that is supposed to serve democracy. Others consider the nature of reform as experienced, and as needed, why there is no major policy for real reform of the bureaucracy in many countries, and the similar experience of reforming from the left and the right. Contributors discuss specific experiences as case studies and examine the more general question of what lessons can be learned from this unique perspective into comparative public administration reform. China is not an easy country to rule: it is experiencing rapid growth and with it rapid social change. Resources and religion are two of the most difficult of its challenges, and their combination with ethnicity is not unique to China. It may well be one of the major underlying currents of the 21st century and is present throughout Asia-with the Baloch of Pakistan, the Kurds of Iraq and Turkey, and the Timorese of the former island of East Timor in Indonesia, now Timor-Lest. In all these nations, as in China, ethnic identity, often united with religious differences, is driven by the presence of valuable resources to create a nationalism with economic underpinnings. Koven examines how political philosophy shapes public policy. In particular, he emphasizes the influence of ideology on one policy area--budgeting in the public sector. That political beliefs greatly affect the type of policy implemented appears obvious, as would the benefit of rational--not ideological--policymaking. Yet, the question of whether policy is developed by politically biased appointees or by neutral administrators is not so easily answered. Koven asserts that government policy determined by philosophical factors directly contradicts the view that public policy should be developed by policy experts via rational analysis. He concludes that through the recognition and control of confounding influences, objective policy can--and should--be formulated.

This is a study of two topics of central importance in late medieval history: the impact of war, and the control of disorder. Making war and making law were the twin goals of the state, and the author examines the effect of the evolution of royal government in England and France. Ranging broadly between 1000 and 1400, he focuses principally on the period c.1290 to c.1360, and compares developments in the two countries in four related areas: the economic and political costs of war; the development of royal justice; the crown's attempt to control private violence; and the relationship between public opinion and government action. He argues that as France suffered near breakdown under repeated English invasions, the authority of the crown became more acceptable to the internal warring factions; whereas the English monarchy, unable to meet the expectations for internal order which arose partly from its own ambitious claims to be `keeper of the peace', had to devolve much of its judicial powers. In these linked problems of war, justice, and public order may lie the origins of English `constitutionalism' and French `absolutism'.
Between the early sixteenth and the early eighteenth centuries, the character of English social policy and social welfare changed fundamentally. Aspirations for wholesale reformation were replaced by more specific schemes for improvement. Paul Slack's analysis of this decisive shift of focus, derived from his 1995 Ford Lectures, examines its intellectual and political roots. He describes the policies and rhetoric of the commonwealthsmen, godly magistrates, Stuart monarchs, Interregnum projectors, and early Hanoverian philanthropists, and the institutions - notably hospitals and workhouses - which they created or reformed. In a series of thematic chapters, each linked to a chronological period, he brings together what might seem to have been disparate notions and activities, and shows that they expressed a sequence of coherent approaches towards public welfare. The result is a strikingly original study, which throws fresh light on the formation of civic consciousness and the emergence of a civil society in early modern England.
