Professor Chan Heng Chee is the Institute of Policy Studies' 7th S R Nathan Fellow for the Study of Singapore. This book is an edited collection of her three IPS-Nathan Lectures, delivered between June and July 2020, and includes highlights of her question-and-answer segments with our virtual audience.Professor Chan analyses the uncertain and fast-changing world, and Singapore's place in it. Alla Osipenko is the gripping story of one of history's greatest ballerinas, a courageous rebel who paid the price for speaking truth to the Soviet state. Local Peacebuilding and National Peace is a collection of essays that examines the effects of local peacebuilding efforts on national peace initiatives. The book looks at violent and protracted struggles in which local people have sought to make their own peace with local combatants in a variety of ways, and how such initiatives have affected and have been affected by national level strategies. Why should states matter and how do relations between fellow-citizens affect what is owed to distant strangers? How, if at all, can demanding egalitarian principles inform political action in the real world? This book proposes a novel solution through the concept of avant-garde political agency. Lea Ypi grounds egalitarian principles on claims arising from conflicts over the distribution of global positional goods, and illustrates the role of avant-garde agents in shaping these conflicts and promoting democratic political transformations in response to them. Against statists, she defends the global scope of equality, and derives remedial cosmopolitan principles from global responsibilities to relieve absolute deprivation. Against cosmopolitans, she shows that associative political relations play an essential role and that blanket condemnation of the state is unnecessary and ill-directed. Advocating an approach to global justice whereby domestic avant-garde agents intervene politically so as to constrain and motivate fellow-citizens to support cosmopolitan transformations, Global Justice and Avant-Garde Political Agency offers a fresh and nuanced example of political theory in an activist mode. This seminal work argues that the disastrous raid in Mogadishu in 1993, and America's resulting aversion to intervening in failed states, led to the Rwanda and Bosnia genocides and to the 9/11 attacks. Contrary to conventional wisdom, this book argues, it was not the 9/11 attacks that transformed the international security environment. Instead, it was "Somali Syndrome," an aversion to intervening in failed states that began in the wake of the1993 U.S./UN action in Somalia. The botched raid precipitated America's strategic retreat from its post-Cold War experiment at partnership with the UN in nation-building and peace enforcement and engendered U.S. paralysis in the face of genocide in Rwanda, Bosnia, and Darfur. The ensuing international security vacuum emboldened al-Qaeda to emerge and attack America and inaugurated our present era of intrastate conflict, mass killings, forced relocations, and international terrorism. As this even-handed treatment shows, the Somali crisis can be connected to seven key features of the emerging post-Cold War world security order. Fatima Meer, a South African academic, public intellectual, and activist, was a tireless fighter for social justice and human rights—for which she various suffered banning and detention by the apartheid government. After the end of apartheid, she declined a parliamentary seat, choosing instead to continue her advocacy work. She did, however, subsequently serve the ANC government in several capacities. She died in 2010, at the age of 81. In Fatima Meer, Shireen Hassim deftly weaves a narrative in which Meer's distinctive individuality unfolds. This serves as an apt context for the second part of the book, which presents Meer's ideas in her own voice and makes palpable her belief in a common humanity.

How should failed states in Africa be understood? Catherine Scott here critically engages with the concept of state failure and provides an historical reinterpretation. She shows that, although the concept emerged in the context of the post-Cold War new world order, the phenomenon has been attendant throughout (and even before) the development of the Westphalian state system. Contemporary failed states, however, differ from their historical counterparts in one fundamental respect: they fail within their existing borders and continue to be recognised as something that they are not. This peculiarity derives from international norms instituted in the era of decolonisation, which resulted in the inviolability of state borders and the supposed universality of statehood. Scott argues that contemporary failed states are, in fact, failed post-colonies. Thus understood, state failure is less the failure of existing states and more the failed rooting and institutionalisation of imported and reified models of Western statehood. Drawing on insights from the histories of Uganda and Burundi, from pre-colonial polity formation to the present day, she explores why and how there have been failures to create effective and legitimate national states within the bounds of inherited colonial jurisdictions on much of the African continent.

Within international law there is no unified concept of peace. This book addresses this gap by considering the liberal conception of peace within Western philosophy alongside the principle of 'peaceful coexistence' supported in the East. By tracing the evolution of the international law of peace through its historical and philosophical origins, this book investigates whether there is a 'right to peace'. Twenty years after the terrorist attacks on the World Trade Center and Pentagon, we can now see that the War on Terror profoundly affected Western self-understanding and the secular liberal image it sought to project onto a global canvas at what was widely assumed to be the end of history. The dramatic change in awareness that 9/11 brought about was particularly vivid, this book maintains, in the media that sustained and displayed the West's self-image. In particular, fiction, film, drama, the visual arts, and popular music have all struggled to come to grips with the phenomena of terror, asymmetrical warfare, home grown jihadist activism, and the moral and political dilemmas they evoke. The book further argues that the evolving progressive response to 9/11 assumed an increasingly ideological character via the critical and normative international relations theories that came to dominate Western campuses after 2001. Why do states and international relations organizations participate in the "global war on terrorism"? This book asks this question within a broad framework, exploring the mechanisms and causes for participation in global governance and taking counterterrorism as a pertinent case. Challenging the assumption of egalitarian structures of global governance, the author argues that power relations and the use of power (influence, coercion and force) play a more important role than previously suggested. When Vladimir Putin became President of Russia in 2000, his first priority was to reestablish the intelligence agencies' grip on the country by portraying himself as a strongman protecting Russian citizens from security threats.
