As a nation of immigrants, the United States has long accepted that citizens who identify with an ancestral homeland may hold dual loyalties; yet Americans have at times regarded the persistence of foreign ties with suspicion, seeing them as a sign of potential disloyalty and a threat to national security. Diaspora Lobbies and the US Government brings together a group of distinguished scholars of international politics and international migration to examine this contradiction in the realm of American policy making, ultimately concluding that the relationship between diaspora groups and the government can greatly affect foreign policy. This relationship is not unidirectional--as much as immigrants make an effort to shape foreign policy, government legislators and administrators also seek to enlist them in furthering American interests. From Israel to Cuba and from Ireland to Iraq, the case studies in this volume illustrate how potential or ongoing conflicts raise the stakes for successful policy outcomes. Contributors provide historical and sociological context, gauging the influence of diasporas based on population size and length of time settled in the United States, geographic concentration, access to resources from their own members or through other groups, and the nature of their involvement back in their homelands. This collection brings a fresh perspective to a rarely discussed aspect of the design of US foreign policy and offers multiple insights into dynamics that may determine how the United States will engage other nations in future decades.
Twenty years after the terrorist attacks on the World Trade Center and Pentagon, we can now see that the War on Terror profoundly affected Western self-understanding and the secular liberal image it sought to project onto a global canvas at what was widely assumed to be the end of history. The dramatic change in awareness that 9/11 brought about was particularly vivid, this book maintains, in the media that sustained and displayed the West's self-image. In particular, fiction, film, drama, the visual arts, and popular music have all struggled to come to grips with the phenomena of terror, asymmetrical warfare, home grown jihadist activism, and the moral and political dilemmas they evoke. The book further argues that the evolving progressive response to 9/11 assumed an increasingly ideological character via the critical and normative international relations theories that came to dominate Western campuses after 2001. These perspectives gave substance to an increasingly critical depiction of the West's War on Terror and its popular promotion through works of literature, film, music, and the visual arts. Promoted through these popular genres, it combined the ingredients that formed "woke" ideology in an accessible formula that subsequently dominated both the mainstream media, academia, and, in time, government agencies.
Increased global interest in the Arctic poses challenges to contemporary international relations and many questions surround exactly why and how Arctic countries are asserting their influence and claims over their northern reaches and why and how non-Arctic states are turning their attention to the region. Despite the inescapable reality in the growth of interest in the Arctic, relatively little analysis on the international relations aspects of such interest has been done. Traditionally, international relations studies are focused on particular aspects of Arctic relations, but to date there has been no comprehensive effort to explain the region as a whole. Literature on Arctic politics is mostly dedicated to issues such as development, the environment and climate change, or indigenous populations. International relations, traditionally interested in national and international security, has been mostly silent in its engagement with Arctic politics. Essential concepts such as security, sovereignty, institutions, and norms are all key aspects of what is transpiring in the Arctic, and deserve to be explained in order to better comprehend exactly why the Arctic is of such interest. The sheer number of states and organizations currently involved in Arctic international relations make the region a prime case study for scholars, policymakers and interested observers. In this first systematic study of Arctic international relations, Robert W. Murray and Anita Dey Nuttall have brought together a group of the world's leading experts in Arctic affairs to demonstrate the multifaceted and essential nature of circumpolar politics. When Vladimir Putin became President of Russia in 2000, his first priority was to reestablish the intelligence agencies' grip on the country by portraying himself as a strongman protecting Russian citizens from security threats. Despite condemnation by the United Nations, the European Parliament, and European Union, the policy of brutal "ethnic cleansing" in Chechnya continued. For Putin, Islamist attacks on the United States of September 11, 2001, were a welcome opportunity to rebrand the war against Chechen independence, not as the crushing of a democracy, but as a contribution to President George W. Tactical Nuclear Weapons (TNWs), often referred to as "battlefield," "sub-strategic," or "non-strategic" nuclear weapons, usually have a plutonium core and are typically distinct from strategic nuclear weapons. Therefore, they warrant a separate consideration in the realm of nuclear security. The yield of such weapons is generally lower than that of strategic nuclear weapons and may range from the relatively low 0.1 kiloton to a few kilotons. Pakistan's quest to acquire tactical nuclear weapons has added a dangerous dimension to the already precarious strategic equation in South Asia. The security discourse in the subcontinent revolves around the perennial apprehension of a conventional or sub-conventional conflict triggering a chain reaction, eventually paving the way for a potential nuclear crisis haunting peace and stability in the region. Pakistan believes that the successful testing of the 60-km nuclear-capable short-range missile Hatf-9 (Nasr) "adds deterrence value to Pakistan's strategic weapons development programme at shorter ranges." In paradox, the fact remains that this step has further lowered Pakistan's nuclear threshold through the likely use of TNWs. The introduction of TNWs into the tactical battle area further exacerbates credibility of their control. Pakistan has not formally declared a nuclear doctrine, but it is well known that nuclear weapons are its first line of defence. The use of TNWs in the India-Pakistan case will alter the strategic scenario completely as Pakistan would threaten India with the use of TNWs in the event of New Delhi responding against Islamabad with a conventional strike in reaction to a 26/11-style terrorist attack. Pakistan forgets that given its offensive strategic posture and continuing involvement in terror strikes in India, it is New Delhi which is confronted with the problem of developing a strategy to counter Pakistan's "first-strike" and proxy war in the light of its declared "no-first-use" policy. Since the September 2001 attacks on the World Trade Center and the Pentagon, the United States has been at war with Al-Qaida. Over the past 10 years, counterterrorism efforts have disrupted its main training facilities and eliminated much of the core leadership structure, including the mastermind Usama Bin Ladin. Despite this, Al-Qaida has proved resilient. While the core leadership has been compromised, regional Al-Qaida offshoots and affiliated Islamist terrorist groups have formed, developed, and become prominent in their own right. To aid in examining and explaining Al-Qaida's trajectory, the Minerva Initiative at Marine Corps University hosted a conference in the spring of 2011, just days before Bin Ladin's demise. The panels at this conference addressed diverse issues such as Al-Qaida's overarching strategy; the degree of control that central Al-Qaida leadership maintains over regional franchises; and the strategies, tactics, successes, and failures in each theater of operation. The resulting papers in Al-Qaida after Ten Years of War contribute to the ongoing and ever-evolving net assessment of Al-Qaida and its future prospects, and they help inform the crafting of a war termination phase with Al-Qaida.

The book reflects the author's experience across more than forty
years in assessing and forming policy about nuclear weapons, mostly
at senior levels close to the centre both of British governmental
decision-making and of NATO's development of plans and deployments,
with much interaction also with comparable levels of United States
activity in the Pentagon and the State department. Part I of the
book seeks to distill, from this exceptional background of
practical experience, basic conceptual ways of understanding the
revolution brought about by nuclear weapons. It also surveys NATO's
progressive development of thinking about nuclear deterrence, and
then discusses the deep moral dilemmas posed - for all possible
standpoints - by the existence of such weapons. Part II considers
the risks and costs of nuclear-weapon possession, including
proliferation dangers, and looks at both successful and
unsuccessful ideas about how to manage them. Part III illustrates
specific issues by reviewing the history and current policies of
one long-established possessor, the United Kingdom, and two more
recent ones, India and Pakistan. Part IV turns to the future,
examines the goal of eventually abolishing all nuclear armouries,
and then discusses the practical agenda, short of such a goal,
which governments can usefully tackle in reducing the risks of
proliferation and other dangers while not surrendering prematurely

Over the past decade, states and international organizations have shifted a surprising range of foreign policy functions to private contractors. But who is accountable when the employees of foreign private firms do violence or create harm? This timely book describes the services that are now delivered by private contractors and the threat this trend poses to core public values of human rights, democratic accountability, and transparency. The author offers a series of concrete reforms that are necessary to expand traditional legal accountability, construct better mechanisms of public participation, and alter the organizational structure and institutional culture of contractor firms. Fills an important gap in the study of Africa's international relations and its engagement with rising economies in the Global South. When Lula da Silva became President of Brazil in 2003 he declared Africa a priority of his country's ambitious global foreign policy. During his presidency, Brazil became one of the key emergent powers in Africa through strengthening political ties, development cooperation and trade with the continent. While, the Dilma and Temer presidencies had other political priorities, strong links with the continent continued to exist. The authors trace the longhistory of Brazil-Africa relations from the early 16th century and the slave trade, through their decline during European colonialism, their resurgence following many African countries' independence, fluctuations during Brazil's military rule in the 1960s and '70s, to the expansion of its interests under Lula and the first years under Dilma. Taking a broad range of perspectives, they examine: the way in which the rights of those of African descent have become increasingly recognized without having brought racial equality; the strengthening of bilateral and multilateral links with the continent and the growth of South-South cooperation; and Brazil-Africa relations in the South Atlantic context. The final chapter looks at the wider implications of the present political and economic crises for Brazil's future foreign policy in Africa, and the likely impact of new president Jair Bolsonaro elected in late 2018. "China threat" has been one of hotly debated topics since the early 1990s, and this book is an effort to test the China threat thesis. The author argues that a test of the China threat thesis requires addressing two fundamental questions: whether China has the capabilities to challenge the international system and whether China has the motivations to do so. This book will offer a systematic study of China's foreign policy motivations by resorting to an image approach. Lethal drones have been used in the last 12 years by the United States to strike targets and eliminate terrorists in Afghanistan, Pakistan, Somalia, Yemen and a few other countries. Details of how armed drones are being used, in or outside of declared wars, are closely guarded secrets by all three states known to use them. However, these drones have also been responsible for killing and injuring thousands of civilians, including women and children, besides destroying homes and property. The US and its allies have claimed that the drone strikes have been spectacularly successful-in terms of both finding and killing targeted enemies. Drones have been projected as a military necessity and their market is growing fast, especially for intelligence, surveillance and reconnaissance. The use of unmanned drones to target belligerents raises many complex issues. It is of crucial importance that traditional ethical rules and practices are applied; that rules of international law are observed even while engaging with terrorists. There are a few who justify the use of drones, but their argument is somewhat similar to the argument used for dropping atomic bombs over Japan in WWII. Lethal drones are a weapon of rich nations who have used them to attack poor, defenceless nations. This book discusses the ethical, legal and strategic issues relating to the use of drones in armed conflict. |
