This book explores ways in which foreign intervention and external rivalries can affect the institutionalization of governance in weak states. When sufficiently competitive, foreign rivalries in a weak state can actually foster the political centralization, territoriality, and autonomy associated with state sovereignty. This counterintuitive finding comes from studying the collective effects of foreign contestation over a weak state as informed by changes in the expected opportunity cost of intervention for outside actors. When interveners associate high opportunity costs with intervention, they bolster sovereign statehood as a next best alternative to their worst fear domination of that polity by adversaries. Sovereign statehood develops if foreign actors concurrently and consistently behave this way toward a weak state. This book evaluates that argument against three least likely cases China, Indonesia, and Thailand between the late nineteenth and mid-twentieth centuries."

This book contributes an analysis of UK-based non-governmental organisations engaged in transnational lesbian, gay, bisexual, and trans (LGBT) activism, within a broader recognition of the complexities that British colonial legacies perpetuate in contemporary international relations. From this analysis, the book suggests that greater engagement with intersectional and decolonial approaches to transnational activism would allow for a more transformative solidarity that challenges the broader impacts of coloniality on LGBT people's lives globally. Case studies are used to explore UK actors' participation in the complexities of contemporary transnational LGBT activism, including activist responses to developments in Brunei between 2014 and 2019, and the use of LGBT aid conditionality by Western governments. Activist engagements with legacies of British colonialism are also explored, including a focus on 'sodomy laws' and the Commonwealth, as well as the challenges faced by LGBT people seeking asylum in the UK.

This book suggests that our notions of civil society have undergone radical changes-including structural changes in the nature of Civil Society Organizations (CSOs) and Non-Governmental Organizations (NGOs). Such massive structural changes greatly problematize the older liberal view of a simple split between state and civil society actors which nonetheless remains dominant in much of social and political sciences. The author argues that the naturalist and behaviorist approaches to civil society occlude the fact that citizens increasingly live within a particular and highly contestable way of imagining and constructing civil society. The book shows that changes in how civil society is conceptualized and organized around new practices, might mark radically new conceptions of the state that are ideologically neo-liberal and subtle in the ways they disempower ordinary citizens.
