Ethics in Technical Communication provides students and practitioners with a clear introduction to ethics--from Aristotle through the present--and suggests how these accounts can help technical communicators think through the kinds of dilemmas that inevitably arise in their working lives. Markel critiques current scholarship linking ethics and technical communication, then presents a flexible model for ethical decision-making that draws on the values of rights, justice, utility, and care. He then applies the model in examining the technical communicator's obligations in five critical areas: truthtelling, liability, multicultural communication, intellectual property, and codes of conduct. Markel first defines key terms, justifies the examination of ethics and technical communication, surveys the scholarly literature on the subject, and describes some of the basic assumptions underlying a serious study of ethics. Next, he presents concise overviews of Kantian rights and utilitarianism, the transitional ethical theories of the early 20th century, and several strands of contemporary ethical theory, including virtue ethics, the ethic of care, and postmodern ethics. He then explores his own approach, which calls for a fluid, non-hierarchical analysis conducted in an open-, non-coercive environment, as described in contemporary accounts of discourse ethics. This approach is used in the second part of the book, which focuses on truthtelling, liability, multiculturalism, intellectual property, and codes of conduct. In each of these chapters, Markel defines the problem, summarizes and critiques the scholarly literature, presents an approach to thinking about the problem sensitively andrealistically, and concludes with a case and a response to it.

As the availability of radio spectrum is limited, there is always a desire to ''maximize'' the spectral efficiency, for example, by diligent (and perhaps dynamic) re-use of frequency and cell layout, while guaranteeing a certain quality of service (QoS). A number of papers at this workshop address these topics.

To support the required changes a number of issues have to be solved in the radio part of the system. Deployment of adaptive antenna arrays for enhanced quality, interference suppression techniques and slow frequency hopping are among the techniques presented in the GSM framework. Dynamicevolution of GSM presents a platform for the introduction of UMTS. Presently, efforts are directed towards the standardization of the UMTS air interface in ETSI. Major trends in progress towards new radio interfaces are outlined including contributions from pan-European projects such as ATDMA, which was carried out under the RACE II framework, and the ACTS project AC090 FRAMES. The book can be described as being practically self-contained but does assume readers are familiar with introductory topics in discrete signal processing, as in the discrete Fourier transform. Hence this book might be also usable as a textbook in graduate courses in applied mathematics on topics such as complex functions. Almost all scientific phenomena are sensed as waves propagating in some space. Over the years, waveform analysis has therefore been one of the resilient academic areas of study and still is seen as fertile ground for development. In particular, waveform analysis based on the theory of linear systems would be a good example where a physical interpretation can be given to the mathematical theory of complex functions in terms of magnitude, angle, poles, and zeros of complex functions. For readers who are interested in the physical aspects of sound and vibration data or elementary formulation of wave equations and their solutions, the book Sound and Signals by M. Multirate Switched-Capacitor Circuits for 2-D Signal Processing introduces the concepts of analog multirate signal processing for the efficient implementation of two-dimensional (2-D) filtering in integrated circuit form, particularly from the viewpoints of silicon area and power dissipation. New 2-D switched-capacitor (SC) networks and design techniques are presented, both with finite impulse response (FIR) and infinite impulse response (IIR) with separable denominator polynomial, which offer simpler and more systematic synthesis procedures than currently available design techniques for 2-D analog filters. Since they are in the discrete-time domain, the book can be also referred to the digital multirate signal processing. A 2-D SC image processor that realizes both (2 x 2)nd-order Butterworth lowpass and highpass filtering functions for video image signals was realized as a prototype integrated circuit implemented in 1.0-mum CMOS technology. The experimental characterization of this prototype chip demonstrated the feasibility of real-time analog multirate 2-D image processing with equivalent 8-bits accuracy, using only 2.5 x 3.0 mm2 of silicon area and dissipating as little as 85 mW at 5V supply and 18 MHz sampling rate. This indicates that for moderate accuracy and low to moderate complexity of the filtering function, a fully multirate analog implementation has a potential to achieve a more competitive implementation than an alternative digital VLSI implementation. However, for high accuracy and/or higher processing complexity, not only the relative overhead cost of the front-end and back-end converters will diminish but also the implementation of the processing core in digital VLSI will benefit more of technology scaling to achieve higher density of integration. Multirate Switched-Capacitor Circuits for 2-D Signal Processing is essential reading for practicing analog design engineers and researchers in the field. It is also suitable as a text for an advanced course on the subject.
