Since the International Institute for Applied Systems Analysis began its study of water quality modeling and management in 1977, it has been interested in the relations between uncertainty and the problems of model calibration and prediction. The work has focused on the theme of modeling poorly defined environmental systems, a principal topic of the effort devoted to environmental quality control and management. Accounting for the effects of uncertainty was also of central concern to our two case studies of lake eutrophication management, one dealing with Lake Balaton in Hungary and the other with several Austrian lake systems. Thus, in November 1979 we held a meeting at Laxenburg to discuss recent method ological developments in addressing problems associated with uncertainty and forecasting of water quality. This book is based on the proceedings of that meeting. The last few years have seen an increase in awareness of the issue of uncertainty in water quality and ecological modeling. This book is relevant not only to contemporary issues but also to those of the future. A lack of field data will not always be the dominant problem for water quality modeling and management; more sophisticated measuring techniques and more comprehensive monitoring networks will come to be more widely applied. Rather, the important problems of the future are much more likely to emerge from the enhanced facility of data processing and to concern the meaningful interpretation, assimilation., and use of the information thus obtained."

Nutrient enrichment (eutrophication) is a major theme in freshwater ecology. Some themes come and go, but the inevitable release of phosphorus and nitrogen that ac companies human presence seems to ensure that eutrophication will not soon become an outmoded subject of study. Eutrophication raises issues that range from the pressingly practical problems of phosphorus removal to the very fundamental ecological questions surrounding biological community regulation by resource supply. Although it is possible to take a reductionist approach to some aspects of eutrophication, the study of eutro phication is fundamentally a branch of ecosystem ecology. To understand eutrophication in a given setting, one is inevitably forced to consider physical, chemical, and biological phenomena together. Thus while eutrophication is the focus of our study of Lake Dillon, we have assumed that a broad base of lirnnological information is a prerequisite foundation. Eutrophication of a lake can be studied strictly from a lirnnological perspective. If so, the nutrient income of the lake is quantified but the sources are combined within a black box whose only important feature is total loading. It is also possible, however, to treat the watershed and lake as equally important components of a hybrid system. In this case the nutrient sources must be dissected and their variability and dependence on key factors such as runoff must be quantified."

Although present day politics seems to be preoccupied with questions of economic growth and full employment, the basic environmental problems stemming from the interactions of the economic sphere with global, regional and local environments persist and will have an even greater impact in the future. If economy and ecology are not reconciled in the years to come, mankind will not have a sustainable future on Earth. The typical negation of environmental problems in times of economic crisis is partially due to the fact that environmental and health damages of economic activities are neither priced nor included in our market price system. This allows politicians to focus their attention on insufficient economic indicators which do not reflect the actual development of the welfare of society. If economic lead indicators like GDP or balance of trade figures were better integrated with information on the environmental and health costs caused by the seemingly beneficial economic development, politicians might have better guidance as to what policy choices would benefit society most.

All over the world, the awareness of the increasing pollution of rivers, estuaries and the sea with its associated impact on these ecosystems, its effect on organisms, food-chains, water supply and finally on man himself is growing. Estuaries form a link between the limnetic and marine environments, characterized by a variety of complex processes. Most of these phenomena are not yet sufficiently understood, making efficient water quality management a difficult task. The volume has two main objectives: to present the latest information on current estuarine research and to elaborate fundamentals and criteria for planners and decision-makers in water quality management.

The biennial International Gothenburg Symposia on Chemical Water and Waste water Treatment have proven to be a unique platform for the exchange of ideas and experiences between administrators, engineers and scientists active in the fields of water supply, wastewater disposal and pollution control. The First Symposium (Gothenburg, 1984) provided a long needed survey over theory and application of chemical water and wastewater treatment. The Second Symposium (Berlin, 1986) was devoted to aspects of recycling in chemical water and wastewater technology. The Third Symposium (Gothenburg, 1988) recognised the growing need and the potentials of pretreatment. These proceedings of the 4th Symposium focus on technology transfer from chemical treatment theory to practical treatment of drinking water and industrial or domestic wastewater. The contributions are devoted to questions of floc for mation and floc separation as well as problems and practical solutions associated with chemicals and dosing control. Special attention is given to the combination of chemical and biological processes for nutrient removal from wastewater. It is the editors' privilege to acknowledge the invaluable help from the authors of this book. It is the editors' hope that they might convey the significance and potential of chemical treatment in solving the challenging problems water purification, wastewater disposal and pollution control.

The volume contains the main papers presented at the 1994 EUROTOX Congress, Basel, Switzerland, August 21-24, 1994. Toxicology has become a less descriptive science because more importance has been placed on the mechanisms underlying toxic effects. This is reflected in symposia and workshops devoted to species differences in organ toxicity, receptor-mediated toxicity and stereochemical effects of xenobiotics. Recent progress in the fields of immunotoxicology, ecotoxicology, and neurotoxicology is highlighted and documented together with the present discussion on harmonized regulatory guidelines.

An environment-oriented analysis of the situation, not confined to the European community, furnishes the following results: (1) Due to the very high population density in many areas environmental quality is endangered; this has become apparent at the very moment in particular in the aqueous habitat and is corroborated by corresponding regulation proposals from the European Council. (2) Pollution control concepts and measures are developed to a varying degree in many countries of the world, reHecting in most instances the need for environmental protection and the closely related devel opment of (judicial and technical) measures. In most instances these controlling and protective measures need to be intensified. (3) Thus, nearly all countries face the problem of developing and/or improving pollution control strategies, i. e. building new treatment plants, upgrading overloaded or outdated instal lations and designing new operating and controlling strategies for improved plant performance.

There is a growing need for cooperation between disciplines, not only to deal with the burning problems of the present, but to study the interaction of societies and their ecosystems in the past. In the 1970s studies in Environmental History were largely confined to North America. Recent years have brought about a vast increase in the "amount, the quality and the scope of scholarship on historical interactions between human (social and economic) de velopment and the biosphere in Europe, both East and West. This broad interest in environmental history may have been heightened and sharpened by the dangers of unbridled technology and unlimited growth, which are becoming more and more manifest. However, for several reasons it is still difficult to become familiar with the different approaches to this new and interdisciplinary of study. Many fields of thought - biology, anthropology, field geography, sociology and history - are involved; the relevant books and articles are hard to find and a coherent theoretical framework is still lacking, because the key issues have yet to be submitted to a thorough scholarly debate. It is hoped that the pre sent volume will make a contribution towards overcoming those shortcomings."

Microbial growth and contamination ("Biofouling") in water systems represents a significant threat to the quality of waters produced for the microelectronic, pharmaceutical, petroleum, paper, food and other manufacturing industries. Biofouling can lead to biologically induced corrosion ("Biocorrosion"), which can cause severe damage to the equipment. Both biofouling and biocorrosion are frequently not recognized in time, underestimated, or linked with the wrong causes. The book represents a new approach by introducing biofilm properties and dynamics as basic principles of biofouling and biocorrosion, thus providing a better understanding and the means of fighting the undesired effects of biofilms. The International Gothenburg Symposia on Chemical Treatment have proven to be a unique platform for the exchange of ideas between theory and practice. They bring together administrators, engineers and scientists, who are concerned with water purification and wastewater treatment through precipitation, coagulation and subsequent solid/liquid separation. This volume contains the proceedings of the 3rd Symposium, focussing on Pretreatment. Pretreatment is understood as the scene total of all measures taken at the pollutant source to protect water supply, the sewerage system, the central treatment plant, and the aqueous environment. It is, where applicable, the most efficient measure in ecological and economic respects. The contributions of this third volume address questions of surveillance, automation and remote control of installations as well as the principles of legal, administrative and economic measures for regulations within the context of pretreatment. Special attention is given to the possibilities and limits of pretreatment of industrial discharges. Increasing amounts of various types of wastes and pollutants including nutrients enter the coastal waters via rivers, direct discharges from land drainage systems, diffuse land runoff, dumping and via the atmosphere. This has led to coastal eutrophication and in extreme cases to hypertrophication. Until recently, coastal eutrophication and the resulting effects on marine macrophytes were mainly treated as local short-term problems. However, the local nearshore problems developed into overall coastal and inshore phenomena, and recently we have been facing coastal eutrophication problems on a global scale.
This book is the first comprehensive document, systematically covering the entire coastline of Europe, on the effects of eutrophication on the marine benthic vegetation.

The nitrate content of drinking water is rising at an alarming rate in several regions of NATO countries and elsewhere in the world. The increase is due to lack of proper sewage treatment, and primarily to excess fertilizer application. Also, eutrophication in several coastal areas is triggered by high nitrate concentrations. The main purpose of this book is to integrate scientific knowledge related to exposure assessment, health consequences and control of nitrate contamination in water. The motivation is related to the magnitude, the possible adverse health effects, and the high cost of control ling nitrate contamination. Future research tasks are defined by an interaction among hydro logists, toxicologists and environmental engineers in an integrated framework for nitrate risk management. The target readership of this book is a mix of university colleagues, practitioners from both the private and public sectors and advanced graduate students working with the hydrological, health science or environmental engineering aspects of nitrate contamination. The main conclusions include: 1. For risk assessment purposes, knowledge and sufficiently accurate models are available to predict nitrate load and its fate in water under changes in land use. 2. Once agricultural exposure controls are implemented, the response times in ground water may be so long as to make controls unrealistic. 3. It is still unknown whether agricultural best management practice is a compromise between nitrate risk reduction and agricultural revenue. 4. The current drinking water guidelines of 10 mg/L NOrN need not be changed.

Although many theoretical developments have been achieved in recent years, the progress both in understanding and application of risk and reliability analysis in water resources and environmental engineering remains slow. One of the reasons seems to be the lack of training of engineers with phenomena of statistical nature, including optimum cost and benefit decisions under uncertainty. This book presents, in a unified and comprehensive framework, the various aspects of risk and reliability in bothwater quantity and quality problems. The topics covered include uncertainty analysis of water quantity and quality data, stochastic simulation of hydrosystems, decision theory under uncertaintyand case studies. Methods for risk analysis of extremes in hydrology, groundwater clean-up, river and coastal pollution as well as total risk management are presented.

Global attention in scientific, industrial, and governmental communities to traces of toxic chemicals in foodstuffs and in both abiotic and biotic environ ments has justified the present triumvirate of specialized publications in this field: comprehensive reviews, rapidly published progress reports, and archival documentations. These three publications are integrated and scheduled to pro vide in international communication the coherency essential for nonduplicative and current progress in a field as dynamic and complex as environmental con tamination and toxicology. Until now there has been no journal or other publica tion series reserved exclusively for the diversified literature on "toxic" chemicals in our foods, our feeds, our geographical surroundings, our domestic animals, our wildlife, and ourselves. Around the world immense efforts and many talents have been mobilized to technical and other evaluations of natures, locales, magnitudes, fates, and toxicology of the persisting residues of these chemicals loosed upon the world. Among the sequelae of this broad new emphasis has been an inescapable need for an articulated set of authoritative publications where one could expect to find the latest important world literature produced by this emerging area of science together with documentation of pertinent ancil lary legislation."

The original idea of this book started when we were making a residual fluxes study of the Paranagua Coastal Lagoon (Brazil) near the colonial town of Guaraque~aba.Among the beautiful mangroves of this Brazilian National Park, between profile and profile, we wondered why South American estuaries were little known in the international arena. Besides, most of the papers published in the literature are based on biological research. Practically nothing is known about their geomorphology and dynamics. That night, while we were walking along the hilly streets of the town, we decided that the only way to have an idea about the degree of advance in the geomorphology and dynamics of our estuaries was to ask the proper South American researchers to write review articles about the estuaries in which they were working or about the gen eral state of the art of the Geomorphology and Physical Oceanography of the estuar ies of his/her country. The book grew from then on. Although initially many scien tists offer to write a chapter, we ran into the same problem these researchers have to publish in journals, they felt that their English was not good enough and withdrew. However, we are very satisfy about the number and quality of the contributions which also passed a very strong review process.

I am pleased to be able to introduce this book by Monsieur lean-Claude Gall, firstly because it is a book, secondly because its author has been a colleague for 15 years, and finally because it is a book which demonstrates the growing importance of Palaeobiology. "Because it is a book." I have already commented else where on the value which the Earth Science community places on a book. And here I am speaking, not of a thesis or a specialised memoir, which are always precious, but of a manual or text, which draws on the experts in the service of all. In the years preceding and following the Second World War, the number of "books" written by French geologists could be counted on the fingers of one hand. Today I am happy to see that the number of geological "books" is increas ing in France, taking the word "geology" in its broadest sense. This I see as a sign of the growth of the Earth Sciences."

The understanding of pollutant transformations, sorption and transport in soils and uptake by plants is the key to controlling contaminant movement towards groundwater and accumulation in food-chains. Some of these major processes were discussed in the first International Workshop on Pollutants in Porous Media, con vened in Israel in 1983 (pollutants in Porous Media, Eds. Yaron, Dagan and Goldshmid, Springer-Verlag, 1984). Since that meeting, research on contaminant impact on the environment expanded considerably. New mechanisms explaining inorganic pollutant par titioning between solid and solution phases in soils were proposed and tested; specific elements and specific reactions were investigat ed, and more case studies to evaluate management practice effects on drinking water quality and accumulation of contaminants in crops were carried out. The recognition that the new knowledge needs to be discussed and evaluated, and the scientific and engineering communities be updated, led the IUPAC (Interna tional Union of Pure and Applied Chemistry) and IAHS (Interna tional Association of Hydrological Sciences) Water Quality Com missions to organize a second International Workshop on pollu tant behaviour in the vadose zone, hosted by the Institute of Soils and Water of the Agricultural Research Organization, Israel. In this workshop, taking place in June 1987, attention was focused on chemical, physico-chemical and microbial-mediated reactions of different contaminants in the vadose zone. This book contains selected works presented in the 1987 workshop by invited special ists from various disciplines and countries."

Properly treated sewage effluent becomes an alternative source of irrigation water, and at the same time it provides a convenient means of sewage disposal through land treatment to prevent potential health and environmental hazards caused by uncontrolled flow of wastewater. The objective of this volume is to provide the reader with a comprehensive up-to-date overview of the principles and practices of irrigation with treated sewage effluent, including special reference to arid quality of the water (e.g. pathogenic organisms, salt, nutrients). The present volume describes the main components of effluent-soil-plant systems involved in the development of appropriate irrigation-fertilization-cropping management for optimizing crop production.
