The twentieth century was a time of rapid social change in Ireland: from colonial rule to independence, civil war and later the Troubles; from poverty to globalisation and the Celtic Tiger; and from the rise to the fall of the Catholic Church. Policing in Ireland has been shaped by all of these changes. This book critically evaluates the creation of the new police force, an Garda Siochana, in the 1920s and analyses how this institution was influenced by and responded to these substantial changes. Beginning with an overview of policing in pre-independence Ireland, this book chronologically charts the history of policing in Ireland. It presents data from oral history interviews with retired gardai who served between the 1950s and 1990s, giving unique insight into the experience of policing Ireland, the first study of its kind in Ireland. Corporate security is a form of regulation that involves centralized management of access control, physical security, personnel security, and information security inside an organization. This book examines international efforts to provide security in post-conflict sites and explains why internal security should be given precedence in statebuilding endeavours. The work begins by exploring the evolution of security sectors in mature liberal democratic states, before examining the attempts of such states to accelerate that evolutionary process in post-conflict sites through statebuilding and security sector reform. These discussions suggest interestingly different answers to the question of who should provide for internal security in international operations. When considering mature states, there are both practical and normative reasons as to why internal security has become the sole domain of police, with military forces being excluded from internal affairs. In peace and stability operations, on the other hand, difficulties with utilising police personnel have led to military forces being required to play internal security roles. This tension is investigated further through detailed case studies of three recent missions: Afghanistan, Timor-Leste and Solomon Islands. These case studies both reinforce and augment the practical and normative reasons for ensuring that internal security remains the domain of police. This then impacts upon peace and stability operations in two important ways. If we are to provide enduring security in post-conflict sites, we should both (i) prioritise internal security agencies in security sector reform efforts, and (ii) prioritise ways of enabling police to play internal security roles in the contributing mission. This anthology explores the political nature of making order through policing activities in densely populated spaces across Africa, Asia and Latin America. Based on ethnographic research, the chapters analyze this complex with respect to marginalized young men in Haiti, community policing members and national politicians in Swaziland as well as other individual and collective actors engaged in policing and politics in Sierra Leone, Mozambique, South Africa, East Timor, Indonesia, the Philippines, Mexico and Bolivia. What these contexts have in common is a plurality of order-making practices. Not one institution monopolizes the means of violence or a de facto sovereign position to do so. A number of interests are played out simultaneously, entailing re-negotiations over the very definition of what 'order' is. How and by whom a particular order is enforced is contested, at times violently so, and is therefore inherently political. In the existing literature on weak states, legal pluralism and policing in the Global South it is seldom made explicit that making order is a route to power and positions of political decision-making.It is this gap in the literature that this anthology fills, as it analyses the politics at stake in processes of order-making.

This book looks at the policing of social and political protest and of the role played by the French and Prussian armies in maintaining public order in the years leading up to the First World War. The period 1890 to 1914 was characterised by mass protest in both countries as the political, social and economic order of the German Empire and the French Third Republic were repeatedly challenged by industrial disputes, public protest and riots. In Berlin and Paris, the political elites urgently needed to find ways of sustaining economic growth while maintaining political stability through their management of law and order enforcement. At the same time, public authorities had to carefully consider how protest was to be policed in a way that would not further alienate important groups from the existing regime. Confronted with this dilemma, the use of the French and Prussian armies in maintenance of public order became an increasing concern for the government ministers, provincial administrators and military commanders of both countries. During the 1890s, however, the use of troops for protest policing in these two countries took diverging trajectories. As well as examining the differing methods of policing of social and political protest this work also investigates the internal functioning of the French Third Republic and the German Empire, in particular the relationship between the civil and military elites at the central and regional levels. By examining the use of troops in the two most industrialised areas of Germany and France, the Westphalian Ruhr district and the French region of Nord/Pas-de-Calais, the study describes how the governments and the provincial administrations in the two countries adopted distinctly dissimilar paths towards modernisation of protest policing.

What does it mean to trust the police? What makes the police legitimate in the eyes of the policed? Drawing on psychological and sociological explanatory paradigms, Just Authority? presents a cutting-edge empirical study into public trust, police legitimacy, and people's readiness to cooperate with officers. It represents, first, the most detailed test to date of Tom Tyler's procedural justice model attempted outside the United States.
