Based on rare, in-depth fieldwork among an undercover police investigative team working in a southern EU maritime state, Gregory Feldman examines how "taking action" against human smuggling rings requires the team to enter the "gray zone", a space where legal and policy prescriptions do not hold. Feldman asks how this seven-member team makes ethical judgments when they secretly investigate smugglers, traffickers, migrants, lawyers, shopkeepers, and many others. He asks readers to consider that gray zones create opportunities both to degrade subjects of investigations and to take unnecessary risks for them. Moving in either direction largely depends upon bureaucratic conditions and team members' willingness to see situations from a variety of perspectives. Feldman explores their personal experiences and daily work in order to crack open wider issues about sovereignty, action, ethics, and, ultimately, being human. Situated at the intersection of the EU migration apparatus and the global, clandestine networks it identifies as security threats, this book allows Feldman to outline an ethnographically-based theory of sovereign action.

The Black male scholars within this important book are painfully aware that the brutal murder of George Floyd was not due to a few "bad apples." They understand that they are perceived as "threats" and "criminals" within a distorted white imaginary that is embedded with processes of mythopoetic construction, racial capitalism, and a deep anti-Black male social ontology. Police violence is not a new phenomenon. In the late 19th and early 20th centuries, police officers in America assaulted or killed many ordinary citizens, often during improper detainments or arrests where no threat existed or no crime had been committed. Based on newspaper accounts from 1869 through 1920, this history provides a chronological listing of interactions between police and unarmed citizens in which the citizens-some of them minors-were assaulted or killed. Police who committed such acts often lied to protect themselves, assisted by fellow officers and encouraging the media to demonize the victims. This book analyses police corruption across four country case studies, exploring how the problem manifests in each country and how it can be reduced. The problem of police corruption ranges from having to pay a bribe to a traffic cop to avoid a speeding fine, right up to more serious forms, such as collusion with organised crime groups and terrorists. The issue therefore constitutes a significant security threat and a human rights issue, but it is often difficult to understand the extent of the problem, and how it varies across contexts. This book analyses the corruption situation in Bulgaria, Germany, Russia and Singapore, identifies similarities and differences across them, and analyses the various means of addressing the problem: punitive, incentivising, technological, administrative and imaging, and the role of civil society. Drawing on existing literature and research, the book also makes extensive use of local sources and original survey data across the four countries. As comparative literature on police corruption remains rare, this book's survey of the situation in two developed states and two post-communist transition states will be of considerable interest to students and researchers across corruption studies, criminology, police studies and security studies, as well as practitioners working in anti-corruption and law enforcement agencies.
With Forewords by Prof. Yoav Gelber (Univ. of Haifa) and Prof. John Ferris (University of Calgary)This book tells the story of the Criminal Investigation Department (CID) of the Palestine Police Force (PPF) in the historical context which impacted the CIDs missions, methods, and composition. At first, the CID was engaged in providing technical assistance for criminal investigation. Following the PPFs poor performance in the Arab Revolt in 1929, a commission of inquiry, headed by Sir Herbert Dowbiggin, recommended adding intelligence gathering and surveillance of political elements to police functions. Teams were set up and a Special Branch established. From 1932 the CID deployed a network of live sources among the Arabs and issued intelligence summaries evaluating Arab and Jewish political activity. Post-1935 the security situation deteriorated: Arab policemen and officials joined the Arab side, thus drying-up sources of information; the British therefore asked for assistance from the Jewish population. In 1937 Sir Charles Tegart recommended that the CID invest in obtaining raw intelligence by direct contacts in the field. In 1938 Arthur Giles took command and targeted both the Revisionist and Yishuv movements. Although the CID did not succeed in obtaining sufficient tactical information to prevent Yishuv actions, Giles identified the mood of the Jewish leadership and public -- an important intelligence accomplishment regarding Britains attitude towards the Palestine question. But British impotence in the field was manifested by the failure to prevent the bombing of the King David Hotel in Jerusalem. Towards the end of the Mandate, as civil war broke out following the UN General Assembly resolution of November 1947, the CID was primarily engaged in documenting events and providing evaluations to London whose decision-makers put high value on CID intelligence as they formulated political responses.
Death threatens migrants physically during perilous border crossings between Central and North America, but many also experience legal, social, and economic mortality. Rooted in histories of colonialism and conquest, exclusionary policies and practices deliberately take aim at racialized, dispossessed people in transit. Once in the new land, migrants endure a web of systems across every facet of their world-work, home, healthcare, culture, justice-that strips them of their personhood, denies them resources, and creates additional obstacles that deprive them of their ability to live fully.
