There is tremendous controversy across the United States (and beyond) when a police officer uses deadly force against an unarmed citizen, but often the conversation is devoid of contextual details. These details matter greatly as a matter of law and organizational legitimacy. In this short book, authors Jon Shane and Zoe Swenson offer a comprehensive analysis of the first study to use publicly available data to reveal the context in which an officer used deadly force against an unarmed citizen. Although any police shooting, even a justified shooting, is not a desired outcome-often termed "lawful but awful" in policing circles-it is not necessarily a crime. The results of this study lend support to the notion that being unarmed does not mean "not dangerous," in some ways explaining why most police officers are not indicted when such a shooting occurs. The study's findings show that when police officers used deadly force during an encounter with an unarmed citizen, the officer or a third person was facing imminent threat of death or serious injury in the vast majority of situations. Moreover, when police officers used force, their actions were almost always consistent with the accepted legal and policy principles that govern law enforcement in the overwhelming proportion of encounters (as measured by indictments). Noting the dearth of official data on the context of police shooting fatalities, Shane and Swenson call for the U.S. government to compile comprehensive data so researchers and practitioners can learn from deadly force encounters and improve practices. They further recommend that future research on police shootings should examine the patterns and micro-interactions between the officer, citizen, and environment in relation to the prevailing law. The unique data and analysis in this book will inform discussions of police use of force for researchers, policymakers, and students involved in criminal justice, public policy, and policing.

Police performance appraisal is one of the most important components of law enforcement management-affecting the quality of the services a department delivers as well as the satisfaction of its employees. Therefore, it is crucial that the performance appraisal process is conducted in an effective and equitable manner. Police Performance Appraisals: A Comparative Perspective employs the comparative case study approach to evaluate systems in police departments in two diverse locales-Ankara, Turkey and Toledo, Ohio. The study seeks to determine whether there are any common trends or obvious similarities that transcend national and cultural boundaries. From this information, best practices can be identified to improve the system of any police organization. The data from the survey raises a host of issues essential to police management. Are traditional or modern appraisal systems more preferable to police personnel? Are field and command officers' perceptions of the performance evaluation instruments in their departments similar or do they differ from those of their subordinates? Asking these and other critical questions, the authors also examine the relationship between the officer's perception of the appraisal system and his or her rank, taking into account level of education, gender, age, and years of service. Employing both qualitative and quantitative methodologies, this study yields important findings and valuable insights for police organizations as to which characteristics an appraisal process should have for the best quality system. Lessons learned from this study should provide guidance to future efforts to design better appraisal systems and may also contribute to heightened focus on nationwide assessments of evaluation practices and standards for police organizations.

The security governance of South Africa has faced immense challenges amid post-apartheid constitutional and political transformations. In many cases, policing and governmental organizations have failed to provide security and other services to the poorest inhabitants. Security Governance, Policing, and Local Capacity explores an experiment that took place in Zwelethemba-located in South Africa's Western Cape Province-to establish legitimate and effective nonstate security governance within poor urban settlements. There has been, and continues to be, much reticence to endorsing private forms of security governance that operate outside of state institutions within local communities. Those initiatives have often led to situations where force is used illegally and punishment is dispensed arbitrarily and brutally. This book explores the extent to which this model of mobilizing local knowledge and capacity was able to effectively achieve justice, democracy, accountability, and development in this region. Whenever possible, the book includes raw data and a thorough analysis of existing information on security governance. Examining this case and its outcome, the authors provide a theoretical analysis of the model used and present a series of design principles for future applications in local security governance. The book concludes that poor communities are a significant source of untapped resources that can, under certain conditions, be mobilized to significantly enhance safety. The summer Olympic Games are renowned for producing the world's biggest single-city cultural event. While the Olympics and other sport mega-events have received growing levels of academic investigation from a variety of disciplinary approaches, relatively little is known about how such occasions are experienced directly by local host communities and publics. This ethnography examines the everyday policing of the London Borough of Newham in relation to the London 2012 Olympics. It explains how police defined, monitored, prioritized, contained and investigated 'Olympic-related' crime, and how 'Olympic-related' policing connected to the policing of Newham.
