Since the 2008 financial crisis, complex capital flows have ravaged everyday communities across the globe. Housing in particular has become increasingly precarious. In response, many movements now contest the long-held promises and established terms of the private ownership of housing. Immigrant activism has played an important, if understudied, role in such struggles over collective consumption. In Dispossession and Dissent, Sophie Gonick examines the intersection of homeownership and immigrant activism through an analysis of Spain's anti-evictions movement, now a hallmark for housing struggles across the globe. Madrid was the crucible for Spain's urban planning and policy, its millennial economic boom (1998-2008), and its more recent mobilizations in response to crisis. During the boom, the city also experienced rapid, unprecedented immigration. Through extensive archival and ethnographic research, Gonick uncovers the city's histories of homeownership and immigration to demonstrate the pivotal role of Andean immigrants within this movement, as the first to contest dispossession from mortgage-related foreclosures and evictions. Consequently, they forged a potent politics of dissent, which drew upon migratory experiences and indigenous traditions of activism to contest foreclosures and evictions.

The book offers a comprehensive and integrated approach to the topic of tourism development and its contribution to the fight against poverty. Tourism development is credited to be a powerful source of regional development and improvement in developing countries, and the focus of the book is on the world's poorest areas and how tourism connects to the poor and unlocks opportunities to escape the poverty trap. A century ago, only local charities existed to feed children. Today 368 million children receive school lunches in 151 countries, in programs supported by state and national governments. In Feeding the Future, Jennifer Geist Rutledge investigates how and why states have assumed responsibility for feeding children, chronicling the origins and spread of school lunch programs around the world, starting with the adoption of these programs in the United States and some Western European nations, and then tracing their growth through the efforts of the World Food Program. The primary focus of Feeding the Future is on social policy formation: how and why did school lunch programs emerge? Given that all countries developed education systems, why do some countries have these programs and others do not? Rutledge draws on a wealth of information - including archival resources, interviews with national policymakers in several countries, United Nations data, and agricultural statistics - to underscore the ways in which a combination of ideological and material factors led to the creation of these enduringly popular policies. She shows that, in many ways, these programs emerged largely as an unintended effect of agricultural policy that rewarded farmers for producing surpluses. School lunches provided a ready outlet for this surplus. She also describes how, in each of the cases of school lunch creation, policy entrepreneurs, motivated by a commitment to alleviate childhood malnutrition, harnessed different ideas that were relevant to their state or organization in order to funnel these agricultural surpluses into school lunch programs. The public debate over how we feed our children is becoming more and more politically charged. Feeding the Future provides vital background to these debates, illuminating the history of food policies and the ways our food system is shaped by global social policy.
Poverty reduction has become the central goal of development policies over the last decade but there is a growing realization that the poorest people rarely benefit from poverty reduction programmes. Microfinance programmes can help poor people improve their lives but generally such programmes do not reach the extremely poor and the chronic poor: casual labourers in remote rural areas, ethnic and indigenous minorities, older people, widows, migrants, bonded labourers and others.To counter this, governments, NGOs and donors have started to mount programmes explicitly targeting the poorest. This book is the first attempt to examine such initiatives and identify 'what works for the poorest'. It asks the questions: what are the characteristics of extreme poverty? how can we target the very poor? how can we ensure that women are not excluded? This innovative study of poverty in Independent Ireland between 1920 and 1940 is the first to place the poor at its core by exploring their own words and letters. Written to the Catholic Archbishop of Dublin, their correspondence represents one of the few traces in history of Irish experiences of poverty, and collectively they illuminate the lives of so many during the foundation decades of the Irish state. This book keeps the human element central, so often lost when the framework of history is policy, institutions and legislation. It explores how ideas of charity, faith, gender, character and social status were deployed in these poverty narratives and examines the impact of poverty on the lives of these writers and the survival strategies they employed. Finally, it considers the role of priests in vetting and vouching for the poor and, in so doing, perpetuating the discriminating culture of charity.

Using the narratives of women who use(d) drugs, this account challenges popular understandings of Appalachia spread by such pundits as JD Vance by documenting how women, families, and communities cope with generational systems of oppression. Prescription opioids are associated with rising rates of overdose deaths and hepatitis C and HIV infection in the US, including in rural Central Appalachia. Yet there is a dearth of studies examining rural opioid use. RX Appalachia explores the gendered inequalities that situate women's encounters with substance abuse treatment as well as additional state interventions targeted at women who use drugs in one of the most impoverished regions in the US.

In this intellectual history of the fraught relationship between race and poverty in the 1960s, Liberalism Is Not Enough offers a sustained critique of the fundamental assumptions that structured thought and action on the postwar American left. Focusing on the figures associated with ""Great Society liberalism"" like Daniel Patrick Moynihan, David Riesman, and Arthur Schlesinger Jr., Robin Marie Averbeck argues that these thinkers helped construct policies that never truly attempted a serious attack on the sources of racial inequality and injustice. In Averbeck's telling, the Great Society's most notable achievements-the Civil Rights Act and the Voting Rights Act-came only after unrelenting and unprecedented organizing by black Americans made changing the inequitable status quo politically necessary. And even so, the discourse about poverty created by liberals had inherently conservative qualities. Liberalism's historical relationship with capitalism shaped both the initial content of liberal scholarship on poverty and its ultimate usefulness to a resurgent conservative movement. This is not merely the history of a particular idea, but a critique of the fundamental assumptions that structured postwar American liberalism.
This book explores the nature of moral responsibilities of affluent individuals in the developed world, addressing global poverty and arguments that philosophers have offered for having these responsibilities. The first type of argument grounds responsibilities in the ability to avert serious suffering by taking on some cost. The second argument seeks to ground responsibilities in the fact that the affluent are contributing to such poverty. The authors criticise many of the claims advanced by those who seek to ground stringent responsibilities to the poor by invoking these two types of arguments. It does not follow from this that the affluent are meeting responsibilities to the poor. The book argues that while people are not ordinarily required to make large sacrifices in assisting others in severe need, they are required to incur moderate costs to do so. If the affluent fail consistently to meet standards, this fact can substantially increase the costs they are required to bear in order to address it.

Tens of millions of Americans live in poverty, but this book reveals that they receive very little representation in Congress. While a burgeoning literature examines the links between political and economic inequality, this book is the first to comprehensively examine the poor as a distinct constituency. Drawing on three decades of data on political speeches, party platforms, and congressional behavior, Miler first shows that, contrary to what many believe, the poor are highly visible to legislators. Yet, the poor are grossly underrepresented when it comes to legislative activity, both by Congress as a whole and by individual legislators, even those who represent high-poverty districts. To take up their issues in Congress, the poor must rely on a few surrogate champions who have little district connection to poverty but view themselves as broader advocates and often see poverty from a racial or gender-based perspective.

Urban Africa is undergoing a transformation unlike anywhere else in the world, as unprecedented numbers of people migrate to rapidly expanding cities. But despite the growing body of work on urban Africa, the lives of these new city dwellers have received relatively little attention, particularly when it comes to crucial issues of power and inequality. This interdisciplinary collection brings together contributions from urban studies, geography, and anthropology to provide new insights into the social and political dynamics of African cities, as well as uncovering the causes and consequences of urban inequality. Featuring rich new ethnographic research data and case studies drawn from across the continent, the collection shows that Africa's new urbanites have adapted to their environs in ways which often defy the assumptions of urban planners. By examining the experiences of these urban residents in confronting issues of power and agency, the contributors consider how such insights can inform more effective approaches to research, city planning and development both in Africa and beyond.
This book, published in 1877, describes both the 'utterly Godless condition of the vast majority of the English nation' and the activities of William Booth (not yet famous as the founder of the Salvation Army, first named in 1878) at the Whitechapel Christian Mission, where he had been working since 1865. It is not clear whether Booth (1829-1912) actually wrote this book: the preface is signed by 'Geo. R.', and Booth is referred to in the third person, but it is conventionally ascribed to him and certainly echoes his own beliefs. (Booth's more famous 1890 work, In Darkest England and the Way Out (also reissued in this series) was ghostwritten by journalist W.T. Stead.) Using anecdotes from Whitechapel, the book claims that the British urban working classes are in more urgent need of Christian help and education, on the model provided by Booth, than any so-called pagan society overseas.

When and why do the urban poor vote for opposition parties in Africa's electoral democracies? The strategies used by political parties to incorporate the urban poor into the political arena provide a key answer to this question. This book explores and defines the role of populism in Africa's urban centers and its political outcomes. In particular, it examines how a populist strategy offers greater differentiation from the multitude of African parties that are defined solely by their leader's personality, and greater policy congruence with those issues most relevant to the lives of the urban poor. These arguments are elaborated through a comparative analysis of Senegal and Zambia based on surveys with informal sector workers and interviews with slum dwellers and politicians. The book contributes significantly to scholarship on opposition parties and elections in Africa, party linkages, populism, and democratic consolidation.
Employment for former prisoners is a critical pathway toward reintegration into society and is central to the processes of desistance from crime. Nevertheless, the economic climate in Western countries has aggravated the ability of former prisoners and people with criminal records to find gainful employment.After Prison opens with a former prisoner's story of reintegration employment experiences. Next,relying on a combination of research interviews, quantitative data, and literature, contributors present an international comparative review of Canada's evolving criminal record legislation; the promotive features of employment; the complex constraints and stigma former prisoners encounter as they seek employment; and the individual and societal benefits of assistingformer prisoners attain ""gainful"" employment. A main theme throughout is the interrelationship between employment and other central conditions necessary for safety and sustenance. This book offers suggestions for criminal record policy amendments and new reintegration practices that would assist individuals in the search for employment. Using the evidence and research findings of practitioners and scholars in social work,criminology and law, psychology, and other related fields, the contributors concentrate on strategies that will reduce the stigma of having been in prison; foster supportive relationships between social and legal agencies and prisons and parole systems; and encourage individually tailored resources and training following release of individuals.
This book provides a theory and evidence to explain the initial decision of governments to adopt a conditional cash transfer program (the most prominent type of anti-poverty program currently in operation in Latin America), and whether such programs are insulated from political manipulations or not. Ana Lorena De La O shows that whether presidents limit their own discretion or not has consequences for the survival of policies, their manipulation, and how effective they are in improving the lives of the poor.
