Twenty-first-century US policymakers face a great challenge: How can federal government help more people achieve the American dream? Specifically, how can we provide greater opportunities for less-prosperous individuals, enabling them to succeed through hard work, on their merits, and take increased responsibility for their lives? Lewis D. Solomon sees this as the challenge of our time. He seeks to thread the fine public policy needle between social democratic efforts to perfect the world and those who negatively view public sector programs. Based on the premise that capitalism is not inherently unjust and defective, and American capitalism's structural features do not inexorability thwart opportunity, Building an Opportunity Society offers the possibility of more limited, carefully structured, cost-effective, empirically verified federal policies and programs. Solomon first provides the background and context of many existing domestic challenges and problems that the current and proposed federal policies and programs seek to address. He then analyzes the federal safety net that keeps Americans from poverty and helps reduce income inequality. Finally, he presents a lifecycle analysis of current federal policies and programs, preventive and remedial, designed as part of the Entitlement State, but if restructured could facilitate the building of an Opportunity Society. Solomon challenges policymakers to take a fresh look at how best to achieve society's goals for all citizens.

This book examines the effects of high and volatile food prices during 2007-08 on low-income farmers and consumers in developing, transition, and industrialized countries. Previous studies of this crisis have mostly used models to estimate the likely impacts. This volume includes actual evidence from the field as to how higher prices affected access to food and farm income among poor people. In addition to country and regional case studies, the book presents discussions of cross-cutting themes, including gender, risk management, violence, the importance of subsistence farming as a coping strategy, and the role of governments and markets in addressing higher prices. With 2011 witnessing an unprecedentedly high level of food prices, the findings and policy recommendations presented here should prove useful to both scholars and policy makers in understanding the causes and consequences, as well as the policies needed to ensure food security in light of the skyrocketing cost of food. A third of poor people are disabled in the developing world. How much do we know about their livelihood with hard data? Are they entirely powerless and dependent on family members? How do they earn income? These questions have become more important than ever, now that persons with disabilities (PWDs) in developing countries have awakened to rights and entitlements and that the international community started considering the incorporation of disability into the context of poverty reduction. This book highlights opportunities and challenges faced by PWDs in the developing countries. This book also illustrates the analyses with a case study which was conducted in the Philippines and this case study has made a good progress in legislation for PWDs. A field survey was jointly conducted by the Institute of Developing Economies, Japan, and the Philippine Institute for Development Studies in Metro Manila, the capital city of the Philippines, in 2008. Around 400 PWDs were interviewed, and the data was investigated with econometrics. The book highlights a remarkable disparity in earnings and education among PWDs. The book also examines the positive role of organizations such as Disabled People s Organizations and how empowerment of PWDs is made through dissemination of useful information such as programs given by the central and local governments. The book concludes that all measures, i.e. education, training, DPOs and institutional preferences, must be mobilized harmoniously to boost the livelihood of PWDs sinking in the bottom stratum in income."
This book examines the patterns, characteristics, causes and coping mechanisms of the poor in Afghanistan applying econometric and statistical techniques. The authors address and identify the extent of poverty in Afghanistan over the years, the spatial patterns and regional imbalances of poverty in Afghanistan, the distinguishing characteristics of the poor in Afghanistan, and explore shocks faced by the poor in Afghanistan as well as subsequent coping strategies. Based on household level data collected under the 'National Risk Vulnerability Assessment' (NRVA) survey of 2003, 2005, 2007/08 and 2011/12 of Afghanistan, the authors identify options that may enable policy makers and other stakeholders to further enable the inclusion of the poor in development processes and to successfully cope with poverty and its adverse outcomes. This short book will be of interest to students, researchers, academicians, policymakers, international agencies and NGOs at international and national levels.
Should a citizen's right to social welfare be contingent on their personal behaviour? Welfare conditionality, linking citizens' eligibility for social benefits and services to prescribed compulsory responsibilities or behaviours, has become a key component of welfare reform in many nations. This book uses qualitative longitudinal data, from repeat interviews with people subject to compulsion and sanction in their everyday lives, to analyse the effectiveness and ethicality of welfare conditionality in promoting and sustaining behaviour change in the UK. Given the negative outcomes that welfare conditionality routinely triggers, this book calls for the abandonment of these sanctions and reiterates the importance of genuinely supportive policies that promote social security and wider equality.

Havard Haarstad is a postdoctoral research fellow at the Department of Geography, University of Bergen. He has worked extensively on the political economy of natural resource extraction, and the role of social movements, civil society and labor unions in politicizing extraction. Mark Amen is graduate program director in the Department of Government and International Affairs at the University of South Florida/Tampa and Deputy Editor of Globalizations. His current research is on urban indebtedness and the global economy. Asuncion Lera St Clair, philosopher and sociologist is Research Director at the Centre for International Climate and Environmental Research in Oslo-CICERO and Associated Senior Researcher with Chr. Michelsens Institute (CMI). Her research focus is on the interface between climate change, poverty and development, with particular emphasis on justice, ethics, and knowledge productions processes.
Education and poverty exist in a highly contested relationship even in the developed world. On the one hand, educational outcomes seem solidly attached to socio-economic status, and on the other, education is often cited as a way out of poverty. Success at de-coupling poverty from educational outcomes varies across the developed world. The issues connecting education and poverty are complex, but the question of the successful engagement of students from poor backgrounds involves a complex mix of public policy on poverty, public policy on education, and teacher action. This book provides insights into the way social protection policy is being redefined as a result of the new commitment by governments around the world to use these programs to reduce poverty. There has been considerable interest in recent years in the ability of non-governmental organisations to work with the rural poor in developing countries in order to improve their quality of life and economic status through the provision of credit, skills training, and other inputs for income-generation programmes. This book brings together the results of 16 evaluations in 4 countries (Bangladesh, India, Uganda, and Zimbabwe) to provide a detailed assessment of the contribution that NGOs make to rural poverty alleviation. The results indicate that NGO projects are successful when they build in a high degree of participation, when the staff are committed to the goals of the project, and when they are managed by strong and competent leaders. Many of the projects studied contributed to increases in income and welfare. However, not all projects were successful, contrary to received wisdom about the efficacy of NGO interventions. many failed to reach the very poorest, most were costly to implement, and few of the projects demostrated an ability to continue once external funding was withdrawn. These findingd provide string support for viewing NGOs as a mechanism for helping to reduce rural poverty, but also demonstrate that many of the interventions are isolated or one-off. The impact of NGOs could be heightened by increasing the size of the intervention, encouraging greater cooperation among NGOs, and by fostering closer cooperation with governments. This study will make an impact in the development community, and its conclusions will help shape NGO and poverty agendas in the coming years. The book will appeal to all those concerned with rural development, NGOs, and development programmes.
The definitive edition of Catholic Worker cofounder Peter Maurin's Easy Essays, including 74 previously unpublished works Although Peter Maurin is well known among people connected to the Catholic Worker movement, his Catholic Worker co-founder and mentee Dorothy Day largely overshadowed him. Maurin was never the charismatic leader that Day was, and some Workers found his idiosyncrasies challenging. Reticent to write or even speak much about his personal life, Maurin preferred to present his beliefs and ideas in the form of Easy Essays, published in the New York Catholic Worker. Featuring 482 of his essays, as well as 87 previously unpublished ones, this text offers a great contribution to the corpus of twentieth-century Catholic life. At first glance, Maurin's Easy Essays appear overly simplistic and preposterous. But upon further investigation, his essays are much more complex and nuanced. Packed with demanding ideas meant to convey dense information and encourage the listener to ponder different ways to understand and interact with reality, his short poetic phrases became his modus operandi for communicating his vision and became a hallmark of his public theology. Each essay contained anywhere from one to ten or more stanzas and were part of a larger arrangement, often titled. Within the larger arrangements were individual essays, which were also titled and arranged in such a manner as to support the overall thesis. Many individual essays were later repeated in slightly altered forms in new arrangements. Previous arrangements were also repeated that omitted or added an essay. Providing scholarly and contextual information for the modern reader, this annotated collection includes more than 350 footnotes which offer a layer of intelligibility that explains Maurin's use of obscure references to historical people and events that would have been common knowledge for readers during the 1930s. When appropriate, the footnotes explain why Maurin chose to cite a person or event. A scholarly Introduction offers a robust synthesis of contemporary scholarship on Maurin and the Catholic Worker that considers radical Catholicism and questions regarding race, ethnicity, religious difference, and gender, because many of Maurin's essays take up these themes. This book shapes the ways Maurin is read in the present day and the ways leftist Catholicism is understood as part of twentieth-century history.

An examination of the ways that digital technologies play an increasingly important role in the lives of precarious workers, far beyond the gig economy apps like Uber and Lyft. Over the past three decades, digital technologies like smartphones and laptops have transformed the way we work in the US. At the same time, workers at both ends of the income ladder have experienced rising levels of job insecurity and anxiety about their economic futures. In Left to Our Own Devices, Julia Ticona explores the ways that workers use their digital technologies to navigate insecure and flexible labor markets. Through 100 interviews with high and low-wage precarious workers across the US, she explores the surprisingly similar "digital hustles" they use to find work and maintain a sense of dignity and identity. Ticona then reveals how the digital hustle ultimately reproduces inequalities between workers at either end of polarized labor markets. A moving and accessible look at the intimate consequences of contemporary capitalism, Left to Our Own Devices will be of interest to sociologists, communication and media studies scholars, as well as a general audience of readers interested in digital technologies, inequality, and the future of work in the US.
Brings together the analysis of older, mostly local welfare policies (including their legal framings and their change over time) with the history of social policy developed by the state and operated at a national level. Money was already tight for UK families living on a low income before the COVID-19 pandemic, but national lockdowns made life much harder. What are the underlying causes of chronic poverty? Can 'development beyond neoliberalism' offer the strategies required to challenge such persistent forms of poverty, particularly through efforts to promote citizenship amongst poor people? Drawing on case-study evidence from Africa, Latin America and South Asia, the contributions critically examine different attempts to 'govern' chronic poverty via the promotion of particular forms and notions of citizenship, with a specific focus on the role of community-based approaches, social policy and social movements. Poverty is seen here as deriving from underlying patterns of uneven development, involving processes of capitalism and state formation that foster inequality-generating mechanisms and particularly disadvantaged social categories. Sceptics tend to deride the emphasis under current 'inclusive' forms of Liberalism on tackling poverty through the promotion of citizenship as inevitably depoliticising and disempowering for poor people, and our cases do suggest that citizenship-based strategies rarely alter the underlying basis of poverty. However, our evidence also offers some support to those optimists who suggest that progressive moves towards poverty reduction and citizenship formation have become more rather than less likely at the current juncture. The promotion of citizenship emerges here as a significant but incomplete effort to challenge poverty that persists over time. This book explores a novel methodological approach which combines analytical techniques from linguistics and geography to bring fresh insights to the study of poverty. Using Geographical Text Analysis, it maps the discursive construction of poverty in the UK and compares the results to what administrative data reveal. The analysis draws together qualitative and quantitative techniques from corpus linguistics, critical discourse analysis, Geographical Information Science, and the spatial humanities. By identifying the place-names that occur within close proximity to search terms associated with to poverty it shows how different newspapers use place to foreground different aspects of poverty (including employment, housing, money, and benefits), and how the London-centric nature of newspaper reporting dominates the discursive construction of UK poverty. This book demonstrates how interdisciplinary research methods can illuminate complex social issues and will appeal to researchers in a number of disciplines from sociology, geography and the spatial humanities, economics, linguistics, health, and public policy, in addition to policymakers and practitioners. |
