The book is based on practical experience gained during the planning and execution of e-governance projects in India coupled with extensive research based on six national/multi-state-level agriculture related projects. It assesses e-governance projects in terms of desired project outcomes and analyzes performance from the viewpoints of three key groups - planners, implementers and beneficiaries. It highlights six constructs: extent of planning, comprehensiveness of strategy formulation, effectiveness of strategy implementation, changing situation, stakeholder competence levels and flexibility of processes, which are applied to reveal shortfalls in the existing planning and implementation system for e-governance projects in India. It also identifies a set of significant strategic variables influencing performance based on three independent opinion surveys of stakeholders located across the country, and uses these variables as the basis of strategic gap analyses of some major ongoing agriculture related projects. Furthermore it presents lessons learned from cross-case quantitative and qualitative analyses in the form of a generalized strategic framework for improving performance. Offering an overview of major e-governance projects, it uses several illustrative examples to address the underlying issues and to support the study findings and recommendations. It also presents a novel approach of building strategic alliances across related departments to achieve effective e-governance. The book will be of interest to the practitioners in government as well corporates who are engaged in planning and implementation of e-governance projects spanning across various layers of government. In Indian context, the learning issues are likely to trigger appropriate corrective measures for generating better value from the several flagship projects envisaged under the Digital India Programme. Since the Industrial Revolution, the efficiency with which energy resources are extracted and converted into work has played a prominent role in the accumulation of material wealth.The prominent role of energy resources, in conjunction with their scarcity and their uneven geographic distribution, has had significant repercussions. Collaboration, competition and conflict among nation states for energy resources have created global, geopolitical and market risks. In this volume, academic scholars and practitioners assess these risks from global, geopolitical and market perspectives. They do so by presenting empirical research and discussing our current understanding of this quickly changing and developing field. This is the third volume in a series on energy organized by the Centre for Energy and Value Issues (CEVI). This book draws on medical sociology and science and technology studies to develop a novel conceptual framework for understanding innovation processes, using the case study of deep brain stimulation in paediatric neurology. It addresses key questions, including: How are promising and potentially disruptive new health technologies integrated into busy resource-constrained clinical contexts? What activities are involved in establishing a new clinical service? How do social and cultural forces shape these services, and importantly, how are understandings of 'health' and 'illness' reconfigured in the process? The book explores how the ideals of patient-centred medicine influence innovation in the clinic, and it introduces the concept of patient-centred proto-platforms. It argues that patient-centred innovation can constitute an expansion of medical power, as the clinical gaze is directed not only towards the body but also towards the patient as a social being. This volume is devoted to innovation with a special focus on its two sides, namely creation and destruction, and on its role in the evolution of capitalist economies. The first part of the book looks at innovation and its effects on economic performance, addressing issues of motives, behavioral rules under uncertainty, actor properties, and technology characteristics. The second part concentrates on potential consequences of innovative activities, in particular structural change, the "innovation-mediated" effect of skill-oriented policies on regional performance, the destructive effects of innovation activities, and the question whether novelty is always good. This book analyzes the common set of obstacles to the development and integration of government Information and Communication Technology (ICT) projects and effective e-government initiatives in developing countries. It draws on the expertise and experience of more developed states in the Pacific, notably Australia and New Zealand, both highly rated in global rankings for e-government and active in a variety of e-government development projects across the region. There has been a general failure to identify priorities and align projects with local needs in ICT/e-government projects. Small Island Developing States (or SIDS) present a unique problem in terms of e-government. Not only do they suffer from a common set of barriers to ICT development such as their remoteness, geographical dispersion, moist tropical climates, largely rural populations, and lack of ICT capacity and infrastructure, but are also dependent on external agencies for investment, and must negotiate with powerful donors who have conflicting agendas. E-government is widely regarded as 'transformational', increasing efficiency, productivity, accountability, economic growth, and citizen involvement. But while the governments of SIDS are committed to harnessing ICTs for effective government and economic development, they face major challenges in establishing successful e-government initiatives, due to the problems outlined above, coupled with a lack of HR capacities and appropriate strategies and policies. Drawing on the experience of the states mentioned above, as well as regional quasi-governmental bodies, nongovernmental organizations (NGOs), aid agencies, and the private sector, the book will be of interest to researchers and students in the fields of e-government, public administration, political science, communication, information science, and social media.

This proceedings volume examines the effects of transport on socio-economic development including innovation, public health and cultural behavior. This volume grew out of a conference organized by James Alleman and Paul Rappoport, conducted on October 10, 2011 in Jackson Hole, Wyoming, in honor of the work of Lester D. Taylor, whose pioneering work in demand and market analysis has had profound implications on research across a wide spectrum of industries. In his Prologue, Eli M. Noam notes that demand analysis in the information sector must recognize the "public good" characteristics of media products and networks, while taking into account the effects of interdependent user behavior; the strong cross-elasticities in a market; as well as the phenomenon of supply creating its own demand. The second Prologue, by Timothy Tardiff and Daniel Levy, focuses more specifically on Taylor's body of work, in particular its practical applications and usefulness in analyses of, and practices within, the Information and Communications Technology (ICT) sector (known in Europe and elsewhere as the Telecommunications, Media, and Technology (TMT) sector). The remainder of the book is organized into four parts: Advances in Theory; Empirical Applications; Evidence-Based Policy Applications; and a final Conclusion. The book closes with an Appendix by Sharon Levin and Stanford Levin detailing Taylor's contributions using bibliometrics.
