This collection of essays, inspired by the author s experience teaching ethics to Marine and Navy chaplains during the Iraq War, examines the moral and psychological dilemmas posed by war. The first section deals directly with Dr. Peter A. French s teaching experience and the specific challenges posed by teaching applied and theoretical ethics to men and women wrestling with the immediate and personal moral conflicts occasioned by the dissonance of their duties as military officers with their religious convictions. The following chapters grew out of philosophical discussions with these chaplains regarding specific ethical issues surrounding the Iraq War, including the nature of moral evil, forgiveness, mercy, retributive punishment, honor, torture, responsibility, and just war theory. America has been at war for most of the 20th and 21st centuries and during that time has progressively moved towards a vicarious form of warfare, where key tasks are delegated to proxies, the military's exposure to danger is limited, and special forces and covert instruments are on the increase. Important strategic decisions are taken with minimal scrutiny or public engagement. This compelling account charts the historical emergence of this distinctive tradition of war and explains the factors driving its contemporary prominence. It contrasts the tactical advantages of vicarious warfare with its hidden costs and potential to cause significant strategic harm.

This book is an examination of the permissions, prohibitions and obligations found in just war theory, and the moral grounds for laws concerning war. Pronouncing an action or course of actions to be prohibited, permitted or obligatory by just war theory does not thereby establish the moral grounds of that prohibition, permission or obligation; nor does such a pronouncement have sufficient persuasive force to govern actions in the public arena. So what are the moral grounds of laws concerning war, and what ought these laws to be? Adopting the distinction between jus ad bellum and jus in bello, the author argues that rules governing conduct in war can be morally grounded in a form of rule-consequentialism of negative duties. Looking towards the public rules, the book argues for a new interpretation of existing laws, and in some cases the implementation of completely new laws. These include recognising rights of encompassing groups to necessary self-defence; recognising a duty to rescue; and considering all persons neither in uniform nor bearing arms as civilians and therefore fully immune from attack, thus ruling out 'targeted' or 'named' killings. This book will be of much interest to students of just war theory, ethics of war, international law, peace and conflict studies, and Security Studies/IR in general.

This book offers a comprehensive moral theory of privatization in war. It examines the kind of wars that private actors might wage separate from the state and the kind of wars that private actors might wage as functionaries of the state. The first type of war serves to probe the ad bellum question of whether private actors can justifiably authorize war, while the second type of war serves to probe the in bello question of whether private actors can justifiably participate in war. The cases that drive the analysis are drawn from the rich and complicated history of private military action, stretching back centuries to the Italian city-states whose mercenaries were reviled by Machiavelli. The book also takes up the hypothetical examples conjured by philosophers-the private protective agencies of Robert Nozick's Anarchy, State, and Utopia, for example, and the private armies of Thomas More's Utopia. The aim of this book is to propose a theory of privatization that retains currency not only in assessing current military engagements, but past and future ones as well. In doing so, it also raises a set of important questions about the very enterprise of war. Coup d'Etat astonished readers when it first appeared in 1968 because it showed, step by step, how governments could be overthrown. Translated into sixteen languages, it has inspired anti-coup precautions by regimes around the world. In addition to these detailed instructions, Edward Luttwak's revised handbook offers an altogether new way of looking at political power-one that considers, for example, the vulnerability to coups of even the most stable democracies in the event of prolonged economic distress. The world has changed dramatically in the past half century, but not the essence of the coup d'etat. This book explores and analyses the various factors that affected the formulation of the common EU policy towards the Middle East Peace Process (MEPP), as well as the specifics of the process by which the EU created EUPOL COPPS and EUBAM Rafah. It answers two central questions: firstly, why and how did the EU decide to create and deploy these missions? Secondly, where do these two missions fit into the general EU approach to the conflict in the Middle East? Based on confidential interviews with various actors in the process, uniquely granted to the author, it reveals the mechanics of decision-making behind the scenes and argues that the EU decision to expand its role in the MEPP, through the creation of the two missions, was closely related to the EU's defined common interests in the Middle East. Further it shows, the missions were, mainly, the result of the EU's already established approaches to further its role in the international political arena. Europe's borders have always been historically ambiguous and dynamic, whereby borders shift and change character and new borders replace older ones. By focusing upon the title question 'where are Europe's new borders', this volume looks at the present state of European bordering and questions the often taken for granted relationships between borders, borderers and the bordered. While each chapter concentrates on a different (but overlapping) border issue or perspective, they are united through their focus on the level of everyday bordering practices and experiences, as well as the meaning that borders have upon all stakeholders and the relationships between them. To talk about border meaning (including the perspective of the researchers themselves), and how that meaning continually (re)creates and is (re)created by bordering practices, is to critically question where important borders lie, why and for whom do they matter and how are they imposed, maintained and resisted. As a result the chapters engage with issues of border violence, the power of maps and symbols (carto-politics), migrant mobility, gender and the rise of the far right in Europe. Taken together this edited collection will be of interest to border scholars as well as students of European politics more generally. This book investigates the uses of crusader medievalism - the memory of the crusades and crusading rhetoric and imagery - in Britain, from Walter Scott's The Talisman (1825) to the end of the Second World War. It seeks to understand why and when the crusades and crusading were popular, how they fitted with other cultural trends of the Victorian and Edwardian eras, how their use was affected by the turmoil of the First World War and whether they were differently employed in the interwar years and in the 1939-45 conflict. This book argues that China's rise is driven by the self-fulfilling prophecy of the dream of the 'great rejuvenation of the Chinese nation', and Beijing's economic miracle has translated into a call for military preparedness guided by the logic of 'fight and win'.
