While many scholars agree that Clausewitz's On War is frequently misunderstood, almost none have explored his methodology to see whether it might enhance our understanding of his concepts. This book lays out Clausewitz's methodology in a brisk and straightforward style. It then uses that as a basis for understanding his contributions to the ever growing body of knowledge of war. The specific contributions this study addresses are Clausewitz's theories concerning the nature of war, the relationship between war and politics, and several of the major principles of strategy he examined.
These theories and principles lie at the heart of the current debates over the nature of contemporary conflict. They also underpin much of the instruction that prepares military and civilian leaders for their roles in the development and execution of military strategy. Thus, they are important even in circles where Clausewitz is only briefly studied. Analyzing both historical contexts and geographical locations, this volume explores the continuous reformation of state power and its potential in situations of violent conflict. This book explores and analyses the various factors that affected the formulation of the common EU policy towards the Middle East Peace Process (MEPP), as well as the specifics of the process by which the EU created EUPOL COPPS and EUBAM Rafah. It answers two central questions: firstly, why and how did the EU decide to create and deploy these missions? Secondly, where do these two missions fit into the general EU approach to the conflict in the Middle East? Based on confidential interviews with various actors in the process, uniquely granted to the author, it reveals the mechanics of decision-making behind the scenes and argues that the EU decision to expand its role in the MEPP, through the creation of the two missions, was closely related to the EU's defined common interests in the Middle East. Further it shows, the missions were, mainly, the result of the EU's already established approaches to further its role in the international political arena. How are militarism and militarisation embodied and why is it important to study these concepts together? Europe's borders have always been historically ambiguous and dynamic, whereby borders shift and change character and new borders replace older ones. By focusing upon the title question 'where are Europe's new borders', this volume looks at the present state of European bordering and questions the often taken for granted relationships between borders, borderers and the bordered. While each chapter concentrates on a different (but overlapping) border issue or perspective, they are united through their focus on the level of everyday bordering practices and experiences, as well as the meaning that borders have upon all stakeholders and the relationships between them. To talk about border meaning (including the perspective of the researchers themselves), and how that meaning continually (re)creates and is (re)created by bordering practices, is to critically question where important borders lie, why and for whom do they matter and how are they imposed, maintained and resisted. As a result the chapters engage with issues of border violence, the power of maps and symbols (carto-politics), migrant mobility, gender and the rise of the far right in Europe. Taken together this edited collection will be of interest to border scholars as well as students of European politics more generally. What qualities make an ally useful in coalition warfare, and when is an ally more trouble than it’s worth? Allies That Count analyzes the utility of junior partners in coalition warfare and reaches surprising conclusions. In this volume, Olivier Schmitt presents detailed case-study analysis of several US allies in the Gulf War, the Kosovo campaign, the Iraq War, and the war in Afghanistan. He also includes a broader comparative analysis of 204 junior partners in various interventions since the end of the Cold War. This analysis bridges a gap in previous studies about coalition warfare, while also contributing to policy debates about a recurring defense dilemma. Previous works about coalition warfare have focused on explaining how coalitions are formed, but little attention has been given to the issue of their effectiveness. Simultaneously, policy debates, have framed the issue of junior partners in multinational military operations in terms of a trade-off between the legitimacy that is allegedly gained from a large number of coalition states vs. the decrease in military effectiveness associated with the inherent difficulties of coalition warfare. Schmitt determines which political and military variables are more likely to create utility, and he challenges the conventional wisdom about the supposed benefit of having as many states as possible in a coalition. This book explores the relationship between the state and war within the context of seismic technological change. As we experience a fourth industrial revolution, technology already exerts a huge impact on the character of war and military strategies in the form of drones and other types of ‘remote’ warfare. Arising from renewed engagement with Charles Tilly's canonical work on the relationship between war and state formation, this volume situates Tilly's work in a broader theoretical landscape and brings it into contemporary debates on state formation theory. Based on extensive Japanese-language materials, this book is the first to examine the development of Japan's Ground Self-Defense Force. Despite the current rhetoric of Western leaders, democracies are great and frequent war-makers and interventionists. This fact stands in a strange contrast to the liberal self-image of democracies being particularly peaceful. Addressing this contrast, the book turns the 'democratic peace' theme on its head: rather than investigating the reasons for the supposed pacifism of democracies, it looks for the causes of their militancy. This book investigates the uses of crusader medievalism - the memory of the crusades and crusading rhetoric and imagery - in Britain, from Walter Scott's The Talisman (1825) to the end of the Second World War. It seeks to understand why and when the crusades and crusading were popular, how they fitted with other cultural trends of the Victorian and Edwardian eras, how their use was affected by the turmoil of the First World War and whether they were differently employed in the interwar years and in the 1939-45 conflict. On Operations: Operational Art and Military Disciplines traces the history of the development of military staffs and ideas on the operational level of war and operational art from the Napoleonic Wars to today, viewing them through the lens of Prussia/Germany, the Soviet Union, and the United States. B. A. Friedman concludes that the operational level of war should be rejected as fundamentally flawed, but that operational art is an accurate description of the activities of the military staff, an organization developed to provide the brainpower necessary to manage the complexity of modern military operations. There are many histories of how wars have begun, but very few which discuss how they have ended. This book fills that gap. Beginning with the Stone Age and ending with globalized terrorism, it addresses the specific issue of surrender, rather than the subsequent establishment of peace. At its heart is the individual warrior or soldier, and his or her decision to lay down arms. In the ancient world surrender led in most cases to slavery, but a slave still lived rather than died. In the modern world international law gives the soldiers rights as prisoners of war, and those rights include the prospect of their eventual return home. But individuals can surrender at any point in a war, and without having such an effect that they end the war. The termination of hostilities depends on a collective act for its consequences to be decisive. It also requires the enemy to accept the offer to surrender in the midst of combat. In other words, like so much else in war, surrender depends on reciprocity - on the readiness of one side to stop fighting and of the other to accept that readiness. This volume argues that surrender is the single biggest contributor to the containment of violence in warfare, offering the vanquished the opportunity to survive and the victor the chance to show moderation and magnanimity. Since the rules of surrender have developed over time, they form a key element in understanding the cultural history of warfare.

Forecasting the contours of future armed conflict is no easy task at such times, but this is the primary objective of If War Comes Tomorrow? Focusing on the impact of new technologies, General Gareev considers whether war is still a continuation of politics by other means' or whether the political, ideological, and technical transformation have broken that connection.
