First published in 1999, this book applies formal economic measures to the passenger and taxpayer benefits of public transit service in the United States under a public choice analytical framework. Approximately 400 local transit budgets have been renewed annually for more than 25 years. These budgets epitomize Braybrooke and Linblom's concept of 'disjointed incrementalism' and Buchanan's concept of 'Public Choice' since local legislators funded transit despite constant academic criticism of transit performance. On the other hand, Braybrooke and Lindblom and Buchanan show that local budgets capture benefits that traditional planning analysis does not grasp. This is borne out in analysis in the book. Indeed, far from draining society, transit returns five dollars in benefits for each one dollar of public subsidy. After explaining the analytical framework in Chapter 1, four chapters are devoted to measuring the value of transit benefits. The concluding chapter draws out the implications of this approach and of benefit measurement for policy and planning.

The construction of the European Economic Communities in 1950 primarily set out to build an integrated economic zone in which national borders were, to a large extent, overcome. The ability of persons and goods to move freely within the economic zone was seminal in the realisation of economic integration. Underlying this, and therefore an implied necessity for European growth, an effective transport infrastructure was essential. However, with rising awareness of environmental issues, and a closer regard to sustainability of development, European transport systems and their regulation have come under scrutiny. The development of the transport policy is charted through amending and founding Treaties as well as non-legislative documents. The book uses a model of sustainability as the basis for the analysis as the criteria for sustainable development were set out under Article Eleven of the Treaty on the Functioning of the European Union. However, sustainable development, when taken in the context of transport is difficult to reconcile with unbridled economic growth and unchecked freedom of movement and the book identifies a contradiction at the heart of European policy which can only become more accentuated as environmental trends become more explicit. The book argues that European regulation will eventually be forced to recognize this dichotomy, and take more forceful action to protect environmental and social development, even at the cost of economic progress. They clearly explain why it had a greater impact than any other technical or industrial innovation before and completely redefined the limits of the civilized world. While the effect of railways on economic development is self-evident, little attention has been paid to their impact on international relations. This is unfortunate, for in the period from 1848 to 1945, railways were an important element in the struggle between the Great Powers. This took many forms. Often, as in East Asia, the competition for railway concessions reflected the clash of rival imperial interests. The success or failure of this competition could determine which of the European Powers was to dominate and exploit the markets of China and Siam. Just as often, railways were linked with military matters. Prussia's success in the wars of German unification depended on its strategic railways just as much as on the strength of its armies, and the rail links remained a vital aspect of German military thinking before the First World War. So, too, did they for the Russians, whose vast Empire required rail links capable of moving the Tsarist army quickly and competently. Just as importantly, railways could be vital for Imperial defence, as the British discovered on the North-West frontier of India. This book will be of much interest to students of international history, military history and strategic studies.

The Fast and The Furious: Drivers, Speed Cameras and Control in a Risk Society presents a sociological and criminological perspective critical to understanding the driver's role at the centre of road safety interventions. Such an approach is, it is argued, as crucial to an understanding of attempts to reduce road crashes, deaths and injuries as approaching such questions from an engineering or educational perspective. The book offers an explanation for the continued debate about one road safety intervention - the speed camera - by situating that debate within contemporary literature about the 'risk society' (Beck, 1992) and more broadly understood experiences of risk faced on a daily basis by drivers. Rather than a focus on risk as something that can be objectively assessed, measured and managed separately from the social context in which it is encountered, it suggests that 'risk' is something that permeates this particular debate from every angle. The book achieves its aims by utilising sociological and criminological perspectives to investigate issues such as: - the social context in which it is possible for drivers to reject official scientific expertise about crash causation and camera effectiveness - the self-defined 'respectability' of the population being problematised and its juxtaposition with a 'proper' police focus on 'real criminals' - the reconceptualisation of law-breaking as risk-taking rather than inherently 'wrong' behaviour and its consequences for the enforcement of laws based on risk assessment - the experience of being controlled by technology and of receiving what is essentially 'automated justice'. These and other issues are explored and suggested as illuminating of both the real concerns underpinning this debate and potentially instructive for future attempts to control risky behaviour both within and beyond a road safety context.

Economic theory would suggest that, once the impact of such events are a thing of the past, and economies are restored to their status quo ante, a rise in the gross domestic product of States to earlier levels would almost inevitably result in increased consumption. This in turn would mean that the demand for air travel would rise to earlier proportions and consumption in terms of air transport services would be restored to normalcy. However, the September attacks on United States' property introduced a unique characteristic through the fear factor that directly impacts the future development of air transport. As a result, the grim task of restoration of passenger confidence stands in the way of economic revival of the air transport industry. Aviation was always in crisis. The air transport industry, even prior to 11 September 2001, although seemingly a glamorous, exciting and prosperous business, never enjoyed sustained periods of profitability. Even among the large carriers, a short bout of profitability would inevitably be followed by a period of downturn in real income. It is simply that this fluctuation in fortune is an ineluctable characteristic of air transport, whose fortunes are dictated by rigid regulation, competition and technological change. If a sustained analysis were to be made of air transport, plain economic theory would no longer be the exclusive discipline for consideration. Rather, all relevant factors have to be taken in context and emerging issues should be analyzed as possible threats to the economic well being of the air transport industry. This book addresses issues in a post-September 2001 context but also analyses issues past and present, with the intent of looking at the future. Four major areas are taken into consideration which were in crisis but are truly impacted by the events of September 2001. These areas relate to crises in the commercial, security, insurance and environmental protection fields.
