Interest in autonomous ships has grown exponentially over the past few years. Whereas a few years ago, the prospect of unmanned and autonomous vessels sailing on the seas was considered unrealistic, the debate now centers on when and in what format and pace the development will take place. Law has a key role to play in this development and legal obstacles are often singled out as principal barriers to the rapid introduction of new technologies in shipping. Within a few years, autonomous ships have turned from a non-issue to one of the main regulatory topics being addressed by the International Maritime Organization. The relationships of private companies, coroners, outside experts, and government investigators all had to be developed and experimented with before a genre of investigation reports could exist. This book is the story of the evolution of these investigation discourse communities in published reports written between 1833 and 1879. The key aim of this volume is to demonstrate ways in which an understanding of history can be used to inform present-day transport and mobility policies. This is not to say that history repeats itself, or that every contemporary transport dilemma has an historical counterpart: rather, the contributors to this book argue that in many contexts of transport planning a better understanding of the context and consequences of past decisions and processes could lead to more effective policy decisions. Many of the maritime disputes today represent a competing interest of two groups: coastal states and user states. This book gives an account of how the U.S. freight transportation system has been impacted and "globalized," since the 1950s, by the presence of the shipping container. A globally standardized object, the container carries cargo moving in international trade, and it utilizes and fits within the existing transportation infrastructures of shipping, trucking and railroads. In this way it binds them together into a nearly seamless worldwide logistics network. This process occurs not only in ocean shipping and at ports, but also deep within national territories. In its dependence on existing infrastructural systems, though, the network of container movement as it pervades domestic space is shaped by the history and geography of the nation-state. This global network is not invariably imposed in a top-down manner-to a large degree, it is cobbled together out of national, regional and local systems. Heins describes this in the American context, examining the freight transportation infrastructures of railroads, trucking and inland waterways, and also the terminals where containers are transferred between train and truck. The book provides a detailed historical narrative, and is also theoretically informed by the contemporary literature on infrastructure and globalization.

Having been state-owned for decades, the railway reform in China confused many people, particularly in terms of its ownership and property rights arrangements. Western literature always prescribes that the best model for railway reform is privatization. China's leadership has also enunciated the state's determination to re-arrange property rights and rejuvenate corporate governance. But is China's railway reform really a story of convergence and will the Chinese government follow the western model of railway reform? Addressing these questions, this book provides a positive explanation of the reform in China's railway sector between 1978 and the dissolution of the Ministry of Railways. It bridges the socialist reform and transport policy literature, and studies the empirical changes of the property rights arrangements in China's railway system. Refuting the convergence theory, it concludes that the cyclical reform policies of decentralization and re-centralization were actually an exploratory and interactive mechanism of "assets discovery" and "assets recovery". This in-depth study is based on 21 face-to-face interviews with railway cadres as well as field trips to collect first-hand information in Guangzhou, Beijing, Shanghai, Tianjin and Wuhan.
