Air Transport and Regional Development Policies is one of three interconnected books related to a four-year European Cooperation in Science and Technology (COST) Action established in 2015. The Action, called Air Transport and Regional Development (ATARD), aimed to promote a better understanding of how the air transport-related problems of core regions and remote regions should be addressed in order to enhance both economic competitiveness and social cohesion in Europe. This book focuses on policy implications related to air transport and regional development. It begins with chapters that generally discuss important policy issues related to air transport and regional development in relation to connectivity and accessibility; dependency; airport governance and regulation; and air traffic control frameworks. This is followed by a number of chapters that consider government subsidies and state aid. The final chapters focus on other policy implications (tourism development, airport expansion, passenger taxation and noise control). Currently, no other single source publication covers this topic area in such a comprehensive manner, insofar as it considers so many policies and examples. The book aims at becoming a major reference source on the topic, drawing from experienced researchers in the field, covering the diverse experience and knowledge of the members of the COST Action. The book will appeal to academics, practitioners and government bodies who have a particular interest in acquiring detailed comparative knowledge and understanding of the policy implications of air transport and regional development. Along with the other two books (Air Transport and Regional Development Methodologies and Air Transport and Regional Development Case Studies) it fills a much-needed gap in the literature.
Once the pride of interwar Czechoslovakia, and key during the forced industrialization of the Stalinist period, during the 1970s and 1980s the Czechoslovak railway sector showed the symptoms of the political tiredness and economic exhaustion of the Soviet Bloc. This book examines the failure of central economic planning through the lens of this national transport system. Based on the presentation of its history and on the detailed scrutiny of the actors, institutions, internal mechanisms, and conditions of the railway sector, the analysis reveals the identities of the real stakeholders in the state administration. This case shows how the country was governed by Communist Party institutions and government ministries, and how developments in the transportation sector-like in every sector-reflected their priorities. Numerous tables with selected statistics underscore the economic analysis and black and white photos offer a glimpse on the technical base of the railway sector. The book is filled with enlightening comparisons of the Czechoslovak transportation industry with its counterparts in the whole Eastern Bloc. Integration into the Council for Mutual Economic Assistance (Comecon) of the Bloc could have been an asset, yet the records have more to say about conflicts than cooperation.
This book promotes the use of mathematical optimization and operations research methods in rail transportation. The editors assembled thirteen contributions from leading scholars to present a unified voice, standardize terminology, and assess the state-of-the-art. There are three main clusters of articles, corresponding to the classical stages of the planning process: strategic, tactical, and operational. Most of the research efforts dealing with airline scheduling have been done on off-line plan optimization. However, nowadays, with the increasingly complex and huge traffic at airports, the real challenge is how to react to unexpected events that may cause plan-disruptions, leading to flight delays. Moreover these disruptive events usually affect at least three different dimensions of the situation: the aircraft assigned to the flight, the crew assignment and often forgotten, the passengers journey and satisfaction. This book includes answers to this challenge and proposes the use of the Multi-agent System paradigm to rapidly compose a multi-faceted solution to the disruptive event taking into consideration possible preferences of those three key aspects of the problem.Negotiation protocols taking place between agents that are experts in solving the different problem dimensions, combination of different utility functions and not less important, the inclusion of the human in the automatic decision-making loop make MASDIMA, the system described in this book, well suited for real-life plan-disruption management applications."

The dogma of the sovereignty of the state, deriving from the Peace of Westphalia, underpins much of the modern-day international system. However, developments in recent technology have led this ideology to depart from reality. Originally published in 1996, this work begins by considering the changes that have taken place in the social, political and economic environment of Eastern Europe as a whole and then concentrates upon the shipping market with reference to Poland, Romania, Bulgaria, the Czech Republic and Hungary. A detailed model of the relationship between the shipping industry and the contextual changes that have occurred in the region in recent years is then developed before looking specifically at the liner shipping market of Poland and its market positioning within the context of competition in the North Atlantic and European Union operators.
Originally published in 1992, this study examines and analyses the role, planning and operation of international road hauliers based in the former East European countries. It outlines the problems they faced and the opportunities the new model of Europe should have provided at the time. It also emphasizes the role that West European hauliers could play in the market and the activities that the European Community carried out in this field in the light of 1992. It concludes by stressing the actions needed in the near future by governments and operators alike. Today it can be read in its historical context.
Originally published in 1987, this title reviews and evaluates the methodologies suitable for highway evaluation, along with the UK transport supplementary grant and TPP (Transport Policies and Programme) system. Examples of current UK practice are briefly described, with more details being given of the technique of priority ranking used in the case study area of the West Midlands. Multi criteria approaches are reviewed in chapter two. Chapter three looks at the choice of highway data input in the light of those available, and the practical structure of factorial analysis applied to the case study area. The book covers following issues: computer structure and requirements; highway problem data; referencing methods; site definition; and weighting methods. The results from this study are described and then analysed by classical factorial analysis. The implications of the technique for the TPP preparation process, for the derivation of priorities, and the highway evaluation process as a whole are given. Specific techniques, such as factorial analysis, bridge problem and bus aid ranking, highway capacity calculations and sensitivity testing, as well as the computer programs used (March and COBA) are described in greater detail in the appendices. |
