This book assesses the International Criminal Tribunal for former Yugoslavia's (ICTY) legacy and examines the conflicting intersection of law and politics in the search for justice, both thematically and through close analysis of some of the major trials. This book examines the most polemical atrocity of the Spanish civil war: The massacre of 2,500 political prisoners by Republican security forces in the villages of Paracuellos and Torrejon de Ardoz near Madrid in November/December 1936. The atrocity took place while Santiago Carrillo -- later Communist Party leader in the 1970s -- was responsible for public order. Although Carrillo played a key role in the transition to democracy after Franco's death in 1975, he passed away at the age of 97 in 2012 still denying any involvement in 'Paracuellos' (the generic term for the massacres). The issue of Carrillo's responsibility has been the focus of much historical research. Julius Ruiz places Paracuellos in the wider context of the 'Red Terror' in Madrid, where a minimum of 8,000 'fascists' were murdered after the failure of military rebellion in July 1936. He rejects both 'revisionist' right-wing writers such as Cesar Vidal who cite Paracuellos as evidence that the Republic committed Soviet-style genocide and left-wing historians such as Paul Preston, who in his Spanish Holocaust argues that the massacres were primarily the responsibility of the Soviet secret police, the NKVD. The book argues that Republican actions influenced the Soviets, not the other way round: Paracuellos intensified Stalin's fears of a 'Fifth Column' within the USSR that facilitated the Great Terror of 193738. It concludes that the perpetrators were primarily members of the Provincial Committee of Public Investigation (CPIP), a murderous all-leftist revolutionary tribunal created in August 1936, and that its work of eliminating the 'Fifth Column' (an imaginary clandestine Francoist organisation) was supported not just by Carrillo, but also by the Republican government. In Autumn 2015 the book was serialised in El Mundo, Spain's second largest selling daily, to great acclaim.

Except for Soviet citizens, no people in this century have endured so much mass killing as have the Chinese. They have been murdered by rebels conniving with their own rulers, and then, after the defeat in war of the imperial dynasty, by soldiers of other lands. They have been killed by warlords who ruled one part of China or another. They have been executed by Nationalists or Communists because they had the wrong beliefs or attitudes or were simply in the wrong place at the wrong time. In China's Bloody Century, R.J. Rummel's careful estimate of the total number of killings exceeds 5 million.

How do we explain such killings, crossing ideological bounds and political conditions? According to Rummel, the one constant factor in all the Chinese mass murder, as it was in the Soviet Union and Nazi Germany, is arbitrary power. In mid-1989, the Bulgarian communist regime seeking to prop up its legitimacy played the ethnonational card by expelling 360,000 Turks and Muslims across the Iron Curtain to neighboring Turkey. It was the single largest ethnic cleansing during the Cold War in Europe after the wrapping up of the postwar expulsions ('population transfers') of ethnic Germans from Central Europe in the latter half of the 1940s. Furthermore, this expulsion of Turks and Muslims from Bulgaria was the sole unilateral act of ethnic cleansing that breached the Iron Curtain. The 1989 ethnic cleansing was followed by an unprecedented return of almost half of the expellees, after the collapse of the Bulgarian communist regime. The return, which partially reversed the effects of this ethnic cleansing, was the first-ever of its kind in history. Despite the unprecedented character of this 1989 expulsion and the subsequent return, not a single research article, let alone a monograph, has been devoted to these momentous developments yet. However, the tragic events shape today's Bulgaria, while the persisting attempts to suppress the remembrance of the 1989 expulsion continue sharply dividing the country's inhabitants. Without remembering about this ethnic cleansing it is impossible to explain the fall of the communist system in Bulgaria and the origins of ethnic cleansing during the Yugoslav wars. Faltering Yugoslavia's future ethnic cleansers took a good note that neither Moscow nor Washington intervened in neighboring Bulgaria to stop the 1989 expulsion, which in light of international law was then still the legal instrument of 'population transfer.' The as yet unhealed wound of the 1989 ethnic cleansing negatively affects the Bulgaria's relations with Turkey and the European Union. It seems that the only way out of this debilitating conundrum is establishing a truth and reconciliation commission that at long last would ensure transitional justice for all Bulgarians irrespective of language, religion or ethnicity.

This volume deals with aspects of genocide in Rwandaand Cambodia that have been largely unexplored to date, including the impact of regional politics and the role played by social institutions in perpetrating genocide. Although the "story" of the Cambodian genocide of 1975-1979 and that of the Rwandan genocide of 1994 have been written about in detail, most have focused on how the genocides took place, what the ideas and motives were that led extremist factions to attempt to kill whole sections of their country's population, and who their victims were. This book considers how children are neglected sites for the reproduction of global norms. It approaches this topic through an interdisciplinary perspective that questions how silence surrounding the issue of wartime sexual violence has prevented justice for children born of war from being achieved. In considering this, Seto examines how the theories and practices of mainstream International Relations (IR) can silence the experiences of war rape survivors and children born of wartime sexual violence and explores the theoretical frameworks within IR and the institutional structures that uphold protection regimes for children and women.

Bosnia Remade is an authoritative account of ethnic cleansing and its partial undoing in the Bosnian wars from 1990 to the present. The two authors, both political geographers, combine a bird's-eye view of the entire war from onset to aftermath with a micro-level account of three towns that underwent ethnic cleansing and-later-the return of refugees. Through the lens of critical geopolitics, which highlights the power of both geopolitical discourse and spatial strategies, Toal and Dahlman focus on the two attempts to remake the ethnic structure of Bosnia since 1991. The first attempt was by ascendant ethnonationalist forces that tried to eradicate the mixed ethnic structures of Bosnia's towns, villages and communities. While these forces destroyed tens of thousands of homes and lives, they failed to destroy Bosnia-Herzegovina as a polity. The second attempt followed the war. The international community, in league with Bosnian officials, tried to undo the demographic consequences of ethnic cleansing. This latter effort has moved in fits and starts, but as the authors show, it has re-made Bosnia, producing a country that has moved beyond the stark segregationist geography created by ethnic cleansing. By showing how ethnic cleansing can be reversed, Toal and Dahlman offer more than just a comprehensive narrative of Europe's worst political crisis in the past two decades. These were replete with xenophobic nationalism, calls for the use of arms to achieve that end, and references to Islam to incite the masses against Armenians. The utmost secrecy, camouflage, and deflection with respect to their plans were evident in what was not said. This was a drastic departure by the regime from its publicly proclaimed posture of egalitarianism, heralding the dawn of a new era of multiethnic harmony and accord in the decaying empire.

Dadrian carefully details these calculated deliberations and the concomitant shift from Ottomanism to Turkism in the radical wing of the regime. He illustrates how this rekindled enmities between dominant Turks and subject minorities. The desire to neutralize or eliminate the opposition helped pave the way to a new and radical nationality policy. To Dadrian, the act of genocide was a draconian method of resolving a lingering conflict.
