Historical Archives and the Historians' Commission to Investigate the Armenian Events of 1915 demonstrates the vital importance of Ottoman and other relevant archives in Turkey for the study of the Armenian question. Historians, assisted by newly discovered or recently published materials, must continually reassess events of the past in order to achieve a rounder view. The Armenian events of 1915 are certainly no exception. This study encourages further engagement between the policy-making and the scholarly communities by indicating the continued importance of past records and documents for today's pressing debates. In order to give a fuller picture, this survey also looks at some major relevant archival sources outside Turkey, including the state of archives of the First Republic of Armenia and those of the Dashnak Party. Yucel Guclu's inquiry sheds light on some of the British records relating to the First World War and its immediate aftermath locked at the National Archives in Kew, London, and he examines the special relevance of repositories in Moscow and St. Petersburg in understanding the Turkish-Armenian conflict. Guclu assesses Turkey's proposal to establish an international historians' commission to investigate the Armenian events of 1915 and reviews in-depth the meanings and implications of the protocols of cooperation signed between Turkey and Armenia on 10 October 2009. By turning a modern eye on historical events, this study gives great and necessary attention to discovering the precise chronology, meaning, and development of the continuing negotiations between Turkey and Armenia.
This volume documents the Sudanese government's campaign of genocidal attacks and forced starvation against the people of the Nuba Mountains in the late 1980s and early 1990s. Genocide by Attrition provides powerful insights and analysis of the phenomenon and bears witness to ongoing atrocities. This second edition features more interviews, a new introduction, and a revised and more detailed historical overview. Among the themes that link most of the interviews are: the political and economic disenfranchisement of the Nuba people by the government of Sudan; the destruction of villages and farms and the murder and deaths of the Nuba people; the forced relocation into so-called "peace camps" and the impact of forced starvation. Genocide, Ethnonationalism, and the United Nations examines a series of related crises in human civilization growing out of conflicts between powerful states or empires and indigenous or stateless peoples. This is the first book to attempt to explore the causes of genocide and other mass killing by a detailed exploration of UN archives covering the period spanning from 1945 through 2011. Hannibal Travis argues that large states and empires disproportionately committed or facilitated genocide and other mass killings between 1945 and 2011. His research incorporates data concerning factors linked to the scale of mass killing, and recent findings in human rights, political science, and legal theory. Turning to potential solutions, he argues that the concept of genocide imagines a future system of global governance under which the nation-state itself is made subject to law. The United Nations, however, has deflected the possibility of such a cosmopolitical law. It selectively condemns genocide and has established an institutional structure that denies most peoples subjected to genocide of a realistic possibility of global justice, lacks a robust international criminal tribunal or UN army, and even encourages "security" cooperation among states that have proven to be destructive of peoples in the past. Questions raised include: What have been the causes of mass killing during the period since the United Nations Charter entered into force in 1945? How does mass killing spread across international borders, and what is the role of resource wealth, the arms trade, and external interference in this process? Have the United Nations or the International Criminal Court faced up to the problem of genocide and other forms of mass killing, as is their mandate?
It is widely observed that the study of war has been paid limited attention within criminology. This is intellectually curious given that acts of war have occurred persistently throughout history and perpetuate criminal acts, victimisation and human rights violations on a scale unprecedented with domestic levels of crime. However, there are authoritative voices within criminology who have been studying war from the borders of the discipline. This book contains a selection of criminological authors who have been authoritatively engaged in studying criminology and war. Following an introduction that 'places war within criminology' the collection is arranged across three themed sections including: Theorising War, Law and Crime; Linking War and Criminal Justice; and War, Sexual Violence and Visual Trauma. Campbell offers a conceptual look into the nature of genocidal intent, systematically analyzing the conceptual and logical structures for genocidal intent, and discussing its theoretical foundations. The analysis offers particular insight into the process of operationalizing genocide and mass extermination. The investigation includes discussion of the roles orchestrators play and the systematic development of a genocidal strategy, which requires the intent to purge pre-selected demographic identifiers from the population. During the twentieth century, the Balkan Peninsula was affected by three major waves of genocides and ethnic cleansings, some of which are still being denied today. This volume seeks to uncover and discuss the links between genocide, geopolitics and transnational networks. By studying the destruction of the Union Patrotica (UP) in Colombia - a process usually regarded as one of the extreme by-products of the Colombian armed conflict- through the lens of genocide studies, Gomez-Suarez challenges mainstream international relations, genocide and Colombian armed conflict studies. Moving beyond the analysis of the Colombian case, the book offers a broader interdisciplinary theoretical framework that also attends to transnational relations of perpetrators and resisters and the political economy of affective-dispositions for mapping genocidal conjuncture. Methodologically, the text aims to present a re-interpretation of what constitutes genocide beyond its legal definition and turn towards its political and ethical dimensions to create a conceptual framework in which genocide appears to turn ever more into a decentralized network of various actors that contributed to a genocidal mentality, which, ultimately, enable the destruction of the civil society networks. This work will be an important contribution to both the debates on genocide and international relations and the study of global connectivities.
This is the first book to focus on the two different but very similar campaigns of state-sponsored violence that have engulfed the people of the Nuba Mountains in Sudan. First, between late 1989 and the mid 1990s, the Government of Sudan, under President Omar al Bashir, carried out what some have deemed genocide by attrition against the people of the Nuba Mountains. The second crisis in the Nuba Mountains has been unfolding since July 2011 as the result of continued strife after the civil war in Sudan and the secession of South Sudan. " Perspectives on the Nuba Mountains Crises "examines the two crises in detail and provides a comparative analysis of the conditions and government tactics in both cases. Contributing authors address the issue of impunity, the relation to subsequent genocidal actions in Darfur, and renewed violence in the Nuba Mountains today. Contributors also examine the issues of humanitarian aid, the relatively new mandate of Responsibility to Protect, and the various factors influencing international attention to the current Nuba Mountains crisis. This much-needed volume brings attention to two under-researched conflicts and raises questions of what it means when a government is allowed complete impunity in attacking its own peoples. This book is a significant contribution to our understanding of the prevention and intervention of genocide and ethnic conflict.
Multiple killings by serial or spree killers and the mass violence seen in war crimes and other atrocities have typically been understood as discrete category types, which can foster the view that there are fundamentally different kinds of human beings, including "deviants" who are born evil and innately given to sadism or a callous lack of empathy. In contrast, this book considers the violence of these "deviants" in terms of larger questions about human violence. Therefore, in addition to describing the life histories of a sample of individual serial and spree murderers, the book includes analysis of macro-level phenomena such as genocide, mass rape and killing, and torture occurring under conditions of war, state authorization, or political upheaval. The chief claim of the book is that, given the "right" combination of factors occurring at different levels of analysis, virtually anyone can emerge as a killer or perpetrator of atrocities. While it is crucial to understand individual killers in terms of the details of their biographies, it is equally crucial to understand political atrocities in terms of the details of their histories; and to see that persons and groups are always the product of complexly interacting assemblage processes.
Genocide occurs when a government attempts to exterminate systematically a large percentage of its own citizens or subjects, simply because they fall into a particular group defined by religion, ethnicity, political affiliation, or (rarely) other group identification ranging from occupation to gender status. Genocide has been a major cause of death worldwide over the last 100 years or more, and is far from being eliminated. Through examining available cases, Warning Signs of Genocide: An Anthropological Perspective shows that genocide becomes a live danger when group hatreds-especially religious, ethnic, and political-are exploited by political regimes as major ways of seizing and maintaining power. Genocide is actually invoked, however, only when such regimes feel they are threatened, usually either because they are new and not consolidated in power or because they are challenged by local rebellions, civil war, or (less often) international war or major economic decline. Knowing these warning signs should make the international community take note that genocide is virtually certain to occur, and take action to stop it. This book joins others in noting that the international community has rarely intervened in time, and in the hope that these findings will encourage more prompt action.
The Indonesian massacres of 1965-1966 claimed the lives of an estimated half a million men, women and children. Histories of this period of mass violence in Indonesia's past have focused almost exclusively on top-level political and military actors, their roles in the violence, and their movements and mobilization of perpetrators. Based on extensive interviews with women survivors of the massacres and detention camps, this book provides the first in-depth analysis of sexualised forms of violence perpetrated against women and girl victims during this period. It looks at the stories of individual women caught up in the massacres and mass arrests, focusing on their testimonies and their experiences of violence and survival. The book aims not only to redress the lack of scholarly attention but also to provide significant new analysis on the gendered and gendering effects of sexual violence against women and girls in situations of genocidal violence.
Armenian national identity has long been associated with what has come to be known as the Armenian Genocide of 1915. Beginning with an overview of Armenia's historic position at the crossroads between Rome and Persia, Minassian details invasions from antiquity to modern times by Arabs, Mongols, Ottomans, Persians and Russians right up to its Soviet experience, and drawing on Armenia's post-Soviet conflict with Azerbaijan in its attempts to reunify with the disputed territory of Nagorno-Karabakh. This book questions an Armenian self-identity dominated by its past and instead looks towards the future. Gaidz Minassian emphasises the need to recognise that the Armenian story began well before the Genocide 1915, and continues as an on-going modern narrative.
Visualizing Atrocity takes Hannah Arendt's provocative and polarizing account of the 1961 trial of Nazi official Adolf Eichmann as its point of departure for reassessing some of the serviceable myths that have come to shape and limit our understanding both of the Nazi genocide and totalitarianism's broader, constitutive, and recurrent features. These myths are inextricably tied to and reinforced viscerally by the atrocity imagery that emerged with the liberation of the concentration camps at the war's end and played an especially important, evidentiary role in the postwar trials of perpetrators. At the 1945 Nuremberg Tribunal, particular practices of looking and seeing were first established with respect to these images that were later reinforced and institutionalized through Eichmann's trial in Jerusalem as simply part of the fabric of historical fact. They have come to constitute a certain visual rhetoric that now circumscribes the moral and political fields and powerfully assists in contemporary mythmaking about how we know genocide and what is permitted to count as such. In contrast, Arendt's claims about the "banality of evil" work to disrupt this visual rhetoric. More significantly still, they direct our attention well beyond the figure of Eichmann to a world organized now as then by practices and processes that while designed to sustain and even enhance life work as well to efface it.

Still, to forget genocide, as this volume edited by Nigel Eltringham and Pam Maclean shows, is not an option. To do so reinforces the vulnerability of groups whose very existence remains in jeopardy and denies them the possibility of bringing perpetrators to justice. Contributors discuss how genocide is represented in media including literature, memorial books, film and audiovisual testimony. Debates surrounding the role museums and monuments play in constructing and transmitting memory are highlighted. Finally, authors engage with controversies arising from attempts to mobilise and manipulate memory in the service of reconciliation, compensation and transitional justice.

Genocide represents one of the deadliest scourges of the human experience. Communication practices provide the key missing ingredient toward preventing and ending this intensely symbolic activity. The Rhetoric of Genocide: Death as a Text reveals how strategic communication silences make this tragedy probable, and how a greater social ethic for communication openness repels and ends this great evil. Careful analysis of practical historical figures, such as the great debater James Farmer Jr., along with empirical policy successes in places such as Liberia provide a communication-based template for ridding the world of genocide in the twenty-first century.
This book studies children's and young adult literature of genocide since 1945, considering issues of representation and using postcolonial theory to provide both literary analysis and implications for educating the young. Many of the authors visited accurately and authentically portray the genocide about which they write; others perpetuate stereotypes or otherwise distort, demean, or oversimplify. In this focus on young people's literature of specific genocides, Gangi profiles and critiques works on the Cambodian genocide (1975-1979); the Iraqi Kurds (1988); the Maya of Guatemala (1981-1983); Bosnia, Kosovo, and Srebrenica (1990s); Rwanda (1994); and Darfur (2003-present). In addition to critical analysis, each chapter also provides historical background based on the work of prominent genocide scholars. To conduct research for the book, Gangi traveled to Bosnia, engaged in conversation with young people from Rwanda, and spoke with scholars who had traveled to or lived in Guatemala and Cambodia. This book analyses the ways contemporary children, typically ages ten and up, are engaged in the study of genocide, and addresses the ways in which child survivors who have witnessed genocide are helped by literature that mirrors their experiences.
This book explores Puritanism and its continuing influence on U.S. and military law in the Global War on Terror, exploring connections between Puritanism and notions of responsibility in relation to military crimes, superstitious practices within the military, and urges for revenge. Never before has such damning evidence of war crimes and crimes against humanity been revealed in the midst of a conflict. As civil war raged in Syria, we owe the disclosure of this evidence to one man. He goes under the codename of Caesar. This military police photographer was required to document the murder and torture of thousands of Syrian civilians in the custody of the Assad regime. Over the course of two years he used a police computer to copy the photos, and in 2013 he risked his life to smuggle out 53,000 photos and documents that show prisoners tortured, starved and burned to death. In January 2015, in the American magazine Foreign Affairs, President Bashar al-Assad claimed that this military photographer didn't exist. "Who took the pictures? Who is he? Nobody knows. There is no verification of any of this evidence, so it's all allegations without evidence." Caesar exists. The author of this book has spent dozens of hours with him. His testimony is extraordinary, his photos shocking. The uncovering of the workings of the Syrian death machine that underpins his account is a descent into the unspeakable. In 2014 Caesar testified before the House Foreign Affairs Committee and his testimony provided crucial evidence for a bipartisan bill, the Caesar Syria Civilian Protection Act, that was presented to Congress in 2016. Caesar's photos have also been shown in the United Nations Headquarters in New York and at the Holocaust Memorial Museum in Washington D.C. For the first time, this book tells Caesar's story.
Britain's Hidden Role in the Rwandan Genocide examines the role of the United Kingdom as a global elite bystander to the crime of genocide, and its complicity - in violation of international criminal laws - in the Rwandan genocide of 1994. As prevailing accounts confine themselves to the role and actions of the United States and the United Nations, the full picture of Rwanda's genocide has yet to be revealed. Hazel Cameron demonstrates that it is the unravelling of the criminal role and actions of the British that illuminates a more detailed answer to the question of 'why' the genocide in Rwanda occurred. In this book, she provides a systematic and detailed analysis of the policies of the British Government towards civil unrest in Rwanda throughout the 1990s that culminated in genocide. Utilising documentary evidence obtained as a result of Freedom of Information requests to the Foreign and Commonwealth Office, as well as material obtained through extensive interviews - with British government cabinet members, diplomats, Ambassadors to the United Nations Security Council, prisoners in Rwanda convicted of being leaders and organisers of genocide, and victims and survivors of genocide in Rwanda - she finds that the actions of the British and French governments, both before and during the Rwandan genocide of 1994, were disassociated from human rights norms. It is suggested herein that the decision-making of the Major government during the period of 1990 - 1994 was for the advancement of the interrelated goals of maintaining power status and ensuring economic interests in key areas of Africa, inferring a substantial degree of complicity in genocide by omission. That international politics is a strategic game has evidenced itself in the roles played by both the government of the United Kingdom and France in seeking to maximise their respective political and economic interests out with the existing international criminal constraints during the genocide in Rwanda. A micro study of the actions of the French Operation Turquoise reveals their actions to be clearly definable as complicity in genocide by commission. This account of the legal culpability of the powerful within the corridors of government in both London and Paris evidences that these behaviours cannot be conceptualised under existing notions of state crime and this research serves to illuminate the inadequacies and limitations of a concept of state crime in international law as it currently stands and will be of interest to anyone concerned with the misuse of state power.
Rape, traditionally a spoil of war, became a weapon of war in the ethnic cleansing campaign in Bosnia. The ICTY Kunarac court responded by transforming wartime rape from an ignored crime into a crime against humanity. In its judgment, the court argued that the rapists violated the Muslim women's right to sexual self-determination. Announcing this right to sexual integrity, the court transformed women's vulnerability from an invitation to abuse into a mark of human dignity. This close reading of the trial, guided by the phenomenological themes of the lived body and ambiguity, feminist critiques of the autonomous subject and the liberal sexual/social contract, critical legal theory assessments of human rights law and institutions, and psychoanalytic analyses of the politics of desire, argues that the court, by validating women's epistemic authority (their right to establish the meaning of their experience of rape) and affirming the dignity of the vulnerable body (thereby dethroning the autonomous body as the embodiment of dignity), shows us that human rights instruments can be used to combat the epidemic of wartime rape if they are read as de-legitimating the authority of the masculine autonomous subject and the gender codes it anchors.
This year the United Nations celebrated the 'Convention on the Prevention and Punishment of the Crime of Genocide', adopted in December 1948. It is time to recognize the man behind this landmark in international law. At the beginning were a few words: "New conceptions require new terms. By 'genocide' we mean the destruction of a nation or of an ethnic group". Rarely in history have paradigmatic changes in scholarship been brought about with such few words. Putting the quintessential crime of modernity in only one sentence, Raphael Lemkin (1900-1959), the Polish Jewish specialist in international law, not only summarized the horrors of the National Socialist Crimes, which were still underway, when he coined the term "genocide" in 1944, but also influenced international law. As the founding figure of the UN Genocide Convention Lemkin is finally getting the respect he deserves. Less known is his contribution to historical scholarship on genocide. Until his death, Lemkin was working on a broad study on genocides in the history of humankind. Unfortunately, he did not manage to publish it. The contributions in this book offer for the first time a critical assessment not only of his influence on international law but also on historical analysis of mass murders, showing the close connection between both. This book was published as a special issue of the Journal of Genocide Research.
The twentieth century has been labelled the 'century of genocide', and according to estimates, more than 250 million civilians were victims of genocide and mass atrocities during this period. This book provides one of the first regional perspectives on mass atrocities in Asia, by exploring the issue through two central themes. Bringing together experts in genocide studies and area specialists, the book looks at the legacy of past genocides and mass atrocities, with case studies on East Timor, Cambodia and Indonesia. It explores the enduring legacies of trauma and societal divisions, the complex and continuing impacts of past mass violence, and the role of transitional justice in the aftermath of mass atrocities in Asia.
