This book explores the issue of civilian devastation in modern warfare, focusing on the complex processes that effectively establish civilians' identity in times of war. Underpinning the physicality of war's tumult are structural forces that create landscapes of civilian vulnerability. Such forces operate in four sectors of modern warfare: nationalistic ideology, state-sponsored militaries, global media, and international institutions. Each sector promotes its own constructions of civilian identity in relation to militant combatants: constructions that prove lethal to the civilian noncombatant who lacks political power and decision-making capacity with regards to their own survival. Civilians and Modern War provides a critical overview of the plight of civilians in war, examining the political and normative underpinnings of the decisions, actions, policies, and practices of major sectors of war. This book explores the ways in which non-state actors (NSAs) in South Asia are involved in securitizing non-traditional security challenges in the region at the sub-state level. South Asia is the epicentre of some of the most significant international security challenges today. Yet, the complexities of the region's security dynamics remain under-researched. While traditional security issues, such as inter-state war, border disputes and the threat of nuclear devastation in South Asia, remain high on the agendas of policy-makers and academics both within and beyond the region, scant attention has been paid to non-traditional or 'new' security challenges. Drawing on various case studies, this work offers an innovative analysis of how NSAs in South Asia are shaping security discourses in the region and tackling security challenges at the sub-state level. Through its critique of securitization theory, the book calls for a new approach to studying security practices in South Asia - one which considers NSAs as legitimate security actors. This book will be of much interest to students of security studies, Asian security, Asian politics, critical security studies, and IR in general.

Military occupations and interventions have a gendered impact on both those engaged in occupying, and those whose lands have been occupied, yet little has been published about this effect either historically or in contemporary times. This collection redresses this neglect by examining and analyzing the impact of occupation on men and women, both occupied and occupier, in a variety of geographical spaces from Japan to the Philippines to Iraq. The gendered perspectives offered are also intimately tied to analyses of power' how power is enacted by the occupier; how powerlessness is experienced by the occupied; how power is negotiated, shared, compromised, subverted, reclaimed; institutional power; and contested power in post-conflict societies. This collection covers a variety of geographical and period contexts in the Asia Pacific and Middle East since 1945, offering the reader a comparative view across time and space of post-WWII military occupations and interventions. The term military occupation' is interpreted broadly to include military interventions, the presence of military bases, and peacekeeping/post-conflict operations, allowing space to demonstrate that the lines between each definition are blurred. Including perspectives from established and emerging scholars, aid workers, and activists from around the world, this volume incorporates voices from those conducting research on and those with direct experience of military occupations and interventions.

This book examines the processes and factors shaping the development of homeland security policies in the European Union (EU), within the wider context of European integration.

The EU functions in a complex security environment, with perceived security threats from Islamist terrorists, migration and border security issues, and environmental problems. In order to deal with these, the EU has undertaken a number of actions, including the adoption of the European Security Strategy in 2003, the Information Management Strategy of 2009, and the Internal Security Strategy of 2010. However, despite such efforts to achieve a more concerted European action in the field of security, there are still many questions to be answered about whether the European approach is really a strategic one.

European Homeland Security addresses two major debates in relation to the development of homeland security in Europe. First, it reflects on the absence of homeland security in European political debate and its potential consequences. Second, it examines the significant policy developments in the EU that suggest the influence of homeland security ideas, notably through policy transfer from the United States.

Inequity of control over food systems is a particularly insidious form of injustice. Collectively, the contributors to this volume posit that this inequity is rooted in power asymmetries in the U.S. food system and codified through U.S. food policies. This book has two main aims: first, to provide a rare, detailed description of the use of a psychoanalytically informed, reflexive research method to achieve an in-depth understanding of social phenomena. Stressing the 'both/and' nature of psycho-social research, it demonstrates that utilizing psychoanalytic and sociological theories as complementary frameworks of understanding can enable researchers to discover aspects of human experience that ordinarily remain outside conscious awareness. Second, the book throws some much needed light onto the complex, intrapsychic and interpersonal influences that impact upon military wives who accompany members of the Armed Forces to postings overseas. It describes the personal losses that these women commonly sustain each time they relocate, which inevitably evoke mourning, depressive anxiety and related defences. In addition, wives' unwitting collusion with the patriarchal military institution, which fails to recognize them as individuals, further undermines their identities. These largely unconscious emotional upheavals have potentially profound consequences, both for servicemen's wives and for the military itself. The book recommends various policy changes that would result in wives' losses becoming better recognized, enabling them to be worked through more quickly. These arguments are particularly relevant at a time when the military is over-stretched, given that unhappy wives can adversely affect the retention of servicemen.

Military Sexual Trauma: Current Knowledge and Future Directions showcases the work of several prominent military sexual trauma (MST) researchers, scholars, and clinicians from across the United States. A review of existing research and original empirical findings converge to indicate that MST contributes to a range of physical health problems, complex posttraumatic responses, and other mental health consequences above and beyond the effects of other types of traumatic experiences. This collection also presents evidence suggesting that MST is often difficult to identify both within the individual military member and within the military population as a whole. Recommendations are offered for addressing this problem. In addition to the research review and empirical findings, an evolutionary framework for understanding sexual assault of women in the military is presented. The European Union (EU) is making strong inroads into areas of security traditionally reserved to states, especially into internal security, or Justice and Home Affairs. The Area of Freedom, Security and Justice (AFSJ), as it has been renamed in the Amsterdam Treaty, has seen significant policy developments since the late 1990s. In fact, there has been no other example of a policy-making area making its way so quickly and comprehensively to the centre of the treaties and to the top of the EU's policy-making agenda. After major treaty revisions in Maastricht, Amsterdam, Nice, and, finally the Lisbon Treaty, which entered into force on 1 December 2009, as well as an increased political impetus through the European Council Summits in Tampere (1999), the Hague (2004), and Stockholm (2009), the area appears as one of the most promising policy fields for integration in the EU in the foreseeable future. This process has deepened even more significantly after the terrorist attacks on 11 September 2001 in the United States, on 11 March 2004 in Madrid, and on 7 July 2005 in London. This book is the first to analyse these hugely topical developments in European internal security at both the treaty and policy levels, as well as its implementation at the national level, from various disciplinary perspectives (political science, law, criminology, etc). This book argues that we can understand and explain the EU as a security and peace actor through a framework of an updated and deepened concept of security governance. It elaborates and develops on the current literature on security governance in order to provide a more theoretically driven analysis of the EU in security. Whilst the current literature on security governance in Europe is conceptually rich, there still remains a gap between those that do 'security governance' and those that focus on 'security' per se. A theoretical framework is constructed with the objective of creating a conversation between these two literatures and the utility of such a framework is demonstrated through its application to the geospatial dimensions of EU security as well as specific cases studies in varied fields of EU security. War Crimes and acts of genocide are as old as history itself, but particularly during the 20th century. Yet what are war crimes and acts of genocide? And why did it take the world so long to define these crimes and develop legal institutions to bring to justice individuals and nations responsible such crimes? Part of the answer lies in the nature of the major wars fought in the 20th century and in the changing nature of warfare itself. This study looks at war crimes committed during the Second World War in the USSR, Yugoslavia, Germany, and efforts to bring the perpetrators to justice. This led to successful postwar efforts to define and outlaw such crimes and, more recently, the creation of two international courts to bring war criminals to justice. This did not prevent the commitment of war crimes and acts of genocide throughout the world, particularly in Asia and Africa. And while efforts to bring war criminals to justice has been enhanced by the work of these courts, the problems associated with civil wars, command responsibility, and other issues have created new challenges for the international legal community in terms of the successful adjudication of such crimes. Genocide, State Crime and the Law critically explores the use and role of law in the perpetration, redress and prevention of mass harm by the state. In this broad ranging book, Jennifer Balint charts the place of law in the perpetration of genocide and other crimes of the state together with its role in redress and in the process of reconstruction and reconciliation, considering law in its social and political context.
